Constant growth has been Tremcar’s hallmark Thirty years ago this year, Tremcar made its first foray into the tank manufacturing industry, a tentative step that ultimately would create one of North America’s largest tank-truck manufacturers. In December of 1989, the Tremblay family, led by Jacques Tremblay, bought a small tank manufacturer, A L Tougas et Frères Ltd. in Saint-Jean-sur-Richelieu, 20 miles north of the Vermont border. That plant specialized in the fabrication of stainless steel products, such as portable milk tanks. Since 1962, the tanks had been integral to the transportation of milk between the farms and the dairies of Québec and New England. The production output was about 30 tankers a year with an annual income of about $3 million. Today, Tremcar is the largest manufacturer of stainless steel and aluminum tank trucks and trailers owned by a single family, and is one of the four leading manufacturers in North America. Consolidation reshaping LNG sector The recent geographical developments in the liquified natural gas (LNG) industry are occurring at a time of consolidation. The $53 billion combination of Royal Dutch Shell and BG Group has created the world’s largest LNG player. acquired Technova in Drummondville in order to broaden its expertise for the production of tanks built for the transport of chemical products. This company was renamed Tremcar Drummond. In 1995, Tremcar needed more space at its main plant. The first repair facility opened its doors near the main factory, which provided the space needed to increase the production line. The service facility was named Citernes Hebert et Fils. The main owner was a long-time employee for Tremcar who supervised part sales, after-sales service and maintenance for the stainless steel tankers. This operation soon became the company’s first authorized distributor. The United States Since 2000, Tremcar has made a number of acquisitions that have strengthened its position as the leading manufacturer of trailers and tanker trucks. Since 1994, the family has developed an interest in settling in the United States to better serve existing customers and extend its market potential. Tremcar opened its first factory in the United States in 1998 in Champlain, N.Y. In 2004 the company established Tremcar USA Inc. – its first service center in the United States – in Strasburg, Ohio. In the months that followed, the center was transformed into a tank manufacturing facility for the transportation of crude oil and refined petroleum. This move came in response to demands by the American oil industry. In 2011, Annie Tremblay became executive vice president and moved to Strasburg to manage Tremcar USA. She continues to live in Ohio. In 2008, Tremcar West opened its first service center in Saskatchewan, and shortly after added another center in Alberta. In 2006 Tremcar purchased the assets of Hutchinson, a Toronto-based company that for nearly a century manufactured oil tanks and aircraft tankers for the Canadian aviation industry. In 2013, Hutchinson changed its name to Tremcar Industries Inc. In 2013, Tremcar expanded into South-Western Ontario, opening a London facility where a Tremcar Industries Inc. branch has been established. This facility specializes in truck-mounted tanker applications and the installation of specialty equipment. In 2014, Tremcar USA Inc. bought the assets of Boston Steel and MFG. Co., a New England firm specializing in the manufacture of high-end tanker trucks. Because the company had been in Massachusetts for 100 years, Daniel Tremblay knew the acquisition would offer important advantages. As its final acquisition, Tremcar became majority owner of Asybco in 2018. Asybco, which specializes in the vacuum sector, is located on Montrichard Street, next to Tremcar. It was established in Brossard but soon moved to Saint-Jean-sur-Richelieu to optimize its own production and to dock with the production plant that turns their tank basins. Tremcar became the sole owner in autumn 2018. Tremcar Inc. has two production plants in Quebec. It also has two American facilities that manufacture aluminum tanker trailers for the transportation of crude oil, refined petroleum and heavy oil products. Tremcar, under the name Tremcar West Inc., also operates service centers in Weyburn and Saskatoon, SK and a service center in Edmonton, AB. These centers offer maintenance services to tanker operators and stock equipment for sale and lease. There also is an extensive parts department, company officials said. Among its holdings, Tremcar operates two leasing subsidiaries, Tremlease Inc. in Canada and Tremlease Inc. in the USA. The Tremcar group employs more than 650 people, and has manufactured more than 20,000 tankers, excluding tankers manufactured by Hutchinson prior to 2006. Last March, Tremcar celebrated delivery of its 20,000th tanker by opening the doors of its main plant in Saint-Jean-sur-Richelieu to customers, (Tremcar continued on page 27) 8 TANK TRANSPORT TRADER I APRIL 2019 www.TankTransport.com

from a Class B CDL to a Class A CDL as it did for those getting their CDL for the first time. Now, FMCSA said it recognizes that because Class B CDL holders have prior training or experience, they should not be required to receive the same level of theory training as individuals who have never held a CDL, so it’s amending the rule. The compliance date for this final rule is Feb. 7, 2020. This change will save eligible driver trainees and motor carriers $18 million annually, according to FMCSA. The agency estimates that more than 11,000 driver-trainees will benefit annually and see an average reduction of 27 hours in time spent completing their theory instruction. The new final rule applies only to Class B CDL holders, and does not change the behind-the- wheel training requirements in the 2016 ELDT rule. All driver- trainees, including those who hold a Class B CDL, must demonstrate proficiency in all elements of the behind-the-wheel curriculum in a Group A vehicle. Further consolidation is expected as the LNG industry seeks to reduce costs and streamline operations to ensure that LNG remains attractive to the world’s major energy markets. The current consolidation, and in particular the reduced number of players operating in the LNG market, will in turn shape the future of the global LNG industry over the coming years. The U.S. perspective In welcome news for the industry, after on-going debate surrounding the appropriate regulatory regime for approving LNG exports and export terminals, recent actions by the Federal Energy Regulatory Commission (FERC) and U.S. Department of Energy (DOE) appear to signal a commitment to streamlining and expediting the regulatory process and favoring a more market-based approach. On researching, the DOE found that higher market demand for LNG exports results in higher U.S. economic output, so for the first time did not set an upper limit for LNG exports. It also issued a policy statement, reassuring market participants that, although the DOE has the right to rescind, modify or revoke non-free trade agreement export authorizations, it “does not foresee a scenario where it would rescind” such authorizations. Running alongside this, legislation has been approved to expedite the grant of non-FTA authorizations to export natural gas up to 51.75 billion cubic feet per year (for applications not requiring an environmental impact statement or assessment). FERC issued environmental schedules for 12 proposed LNG export terminals that shortened some environmental schedules currently under (LNG Consolidation continued from page 1) (FMCSA License continued from page 1) review by nine to 12 months. It also hired additional LNG staff and outside contractors to assist with construction inspections and analysis. The number of second wave U.S. LNG export projects competing to enter into LNG sale and purchase agreements (or otherwise ensure committed off-take arrangements) is significant. Five projects, totaling about 58 million tons per year, have FERC approvals, but have not commenced construction and 13 projects, totaling about 184 million tons per year, have applications pending at the FERC. With consolidation occurring in the LNG industry and changing market dynamics, pressure to secure buyers remains, and it will be interesting to see how sponsors of second wave liquefaction projects seek to reduce costs and distinguish themselves in the market in order to attract buyers. At the same time that progress is being made on streamlining permitting for LNG exports, permitting for natural gas pipelines has slowed while the FERC considers changes to its processes for certification of new interstate facilities. The American Trucking Associations (ATA) supported the proposal, saying in its comments on the notice of proposed rule-making that this is “an important improvement to the ELDT regulations that will help keep these experienced drivers in the industry.” C.R. England’s comment appreciated the agency’s effort “to reduce unnecessary requirements and ‘red tape’ for the benefit of drivers and carriers alike,” although it suggested that drugs/alcohol and trip planning should be retained in the proposed Class A CDL Theory Instruction Upgrade Curriculum “due to the ongoing importance of these two topics.” The Owner-Operator Independent Drivers Association (OOIDA)said while it favored the elimination of these duplicative requirements, it would like to see some of the projected savings used to further entry-level training, specifically behind-the-wheel instruction. The association said it has long advocated for entry- level driver training standards, believing that such regulations would do far more to improve safety than other initiatives such as mandatory electronic logging devices. It and other ELDT advocates were surprised that the rule did not set a minimum requirement for behind-the- wheel training. Under the rule, applicants seeking a CDL have to demonstrate proficiency in knowledge training and behind-the-wheel training on a driving range and on a public road. But there are no required minimum number of hours for the knowledge or behind-the-wheel portions of any of the individual training curricula. Responding to OOIDA’s comments in the final rule, FMCSA pointed out that the cost savings would be for drivers and fleets, not to the government, so the agency has no authority to “reallocate” the savings to other aspects of ELDT. The Commercial Vehicle Training Association (CVTA), in its comments on the proposal, said, “While we understand the Agency’s attempt to remove redundancies for those with substantive experience driving large, non- articulated Class B commercial vehicles, CVTA believes that removing these subjects is not warranted.” CVTA pointed out that state licensed programs will dictate how programs are taught. “The reality is that commercial driving schools are more likely to continue to teach a Class A program as filed with their state. Schools are highly unlikely to create a special program for a limited number of people. It is more efficient to subject Class B holders to a full Class A curriculum rather than dedicating resources to developing a new curriculum.” In the final rule, FMCSA acknowledged that under the ELDT rule, training providers are free to continue or develop ELDT programs that exceed the agency’s requirements. The training association also pointed out that while FMCSA’s change assumes Class B holders have some experience handling freight, in fact the driving experience for many of these Class B holders is limited to operating passenger vehicles such as motor coaches and school buses, “therefore their experience handling and documenting cargo in a real-world environment may understand that,” said Paul Emerson, the NTTC Professional Tank Truck Driver of the Year. “The not exist or is rudimentary at best.” FMCSA’s response was that Class B drivers who don’t have experience with cargo may still choose to receive theory instruction in handling and documenting cargo (as well as the other seven non-driving units) by selecting the Class A standard curriculum rather than an upgrade curriculum. (from HDT) Over the past 10 to 15 years several European and Asian utilities have signed up to long-term deals for U.S. LNG. When they signed up five years or so ago, buyers were confident Asia could soak up any extra supplies produced by the U.S. LNG industry, which at the time was in its infancy. But forecasts for Asian LNG demand have been reined in, despite strong growth in China last year, while U.S. output has been shooting up. U.S. capacity is expected to hit 65.2 million tons a year (mtpa) by the end of 2019 from 36.8 mtpa in 2018. “You’ve seen some European utilities getting into the U.S. and I’m not sure it’s going well. There are some contracts where they probably wish they hadn’t,” said David Cox, who runs London Energy Consulting. Asian demand is still expanding. China’s LNG imports in December climbed 25 percent from the same period a year earlier to a monthly record of 6.29 million tons. But the 2018 surge was exceptional. The spurt at the end of the year was in part due to Chinese firms stockpiling supplies to avoid a repeat of last winter’s gas shortages. Analysts at IHS Markit and Wood Mackenzie expect growth to slow to 15 percent to 20 percent this year, as China eases up on its push to switch to gas from coal for heating. As a result, some U.S. companies are pinning their hopes on Europe. When U.S. Cheniere Energy started two new LNG facilities at the end of last year, it led to record amounts of U.S. cargoes heading to Europe. Offloading Commitments “The equation is very, very simple at the moment. Supply is coming on, Asia is growing. The extent to which supply beats Asia, we’ll see supply coming into Europe,” said Andrew Walker, vice president of strategy at Cheniere Marketing. Europe consumes half a trillion cubic meters of natural gas a year, far more than the total global LNG market, which stood at 300 mtpa at the end of 2018. But most European supplies come via pipeline, much of it from Russia. Despite Washington’s push to wean European states off those supplies, there is little sign of major shift yet. European utilities such as Centrica, RWE, Iberdrola and EDF do not face an immediate crunch. Some long-term U.S. contracts only kick in later this year. But some buyers in the Asian market have already been offloading commitments to buy U.S. LNG, including Australia’s Woodside Petroleum, GAIL (India) and Indonesia’s Pertamina. Japan’s Toshiba paid $800 million to transfer its obligation to buy 2.2 mtpa from a U.S. terminal. Europe also made an attractive market for U.S. LNG when shipping rates spiked last year because it is closer than Asian markets to U.S. terminals, which lie on the eastern side of the United States. Elena Sidorochkina, head of LNG at the trading arm of Austria’s energy company OMV, said high shipping rates could force more cooperation and partnerships between buyers. “If there is a lack of shipping, the off-takers will have to find a different way of placing them (cargoes),” she said. Tokyo Gas and RWE and Centrica have already reached deals to combine some shipping and delivery arrangements. “There will be a day when shipping capacity will be traded in the same way you trade LNG – you will have shipping futures contracts,” said Patrick Dugas, head of LNG trading at Total. “It will be part of the trading tools.” (FMCSA License continued from page 9) (Gas Glut continued from page 1) NTTC joins safety coalition National Tank Truck Carriers (NTC) has joined the Federal Motor Carrier Safety Administration’s (FMCSA) Our Roads, Our Safety Coalition, the trade groups announced recently. As a coalition partner, NTTC will collaborate with FMCSA and other stakeholders to make America’s highways a safer place for all drivers, according to NTTC. This initiative dovetails with NTTC’s anti-distracted driving program, Zero Distractions. “Through Our Roads, Our Safety, NTTC’s safety programs will reach wider audiences, and NTTC will help other partners do the same,’’ NTTC said in a press release. FMCSA Administrator Ray Martinez met with NTTC to formally welcome the organization into the program. NPGA opposing efficiency standard National Propane Gas Association (NPGA) has joined the American Public Gas Association (APGA), American Gas Association (AGA), and others to urge the U.S. Department of Energy (DOE) to withdraw a 2015 proposed energy efficiency standard for non-weatherized gas furnaces and mobile home gas furnaces. On March 12, 2015, DOE proposed raising the annual fuel utilization efficiency (AFUE) to 92 percent, which can only be achieved through the use of a condensing furnace. The current AFUE standard is 80 percent – effective in November 2015 – a level at which a non-condensing furnace can easily comply. The proposed AFUE increase to 92 percent disproportionately injures the propane industry “and the agency underestimates the negative environmental and financial implications of the proposal,’’ NPGA claims. NGPA joined APGA, AGA, and other gas groups in a petition to DOE requesting the agency withdraw the efficiency rule-making proposal, primarily on the basis that the efficiency standards are not achievable by non- condensing furnaces. Non-condensing and condensing gas furnaces use separate and technically distinct types of venting systems. Neither type can be installed with a venting configuration designed for the other, according to design certification standards for safety covering gas furnaces, gas installation codes, and safe installation practices.“Therefore, in the case of a replacement of an existing furnace, a change from a non-condensing to a condensing unit requires a new venting system. Further, many existing furnaces are commonly vented with a water heater, and in such applications significant modifications would be required to the venting system of the existing water heater to maintain safe and proper venting of flue gases,’’ according to NPGA. The requirement for a new venting system in a replacement application will force consumers to incur significant additional costs, which may cause them to switch fuels from propane to an electric alternative, NPGA said. DOE published the petition and sought comments about the request. NPGA joined the other petitioners in strongly advocating the agency simultaneously grant the petition and withdraw the proposal. The association argued that the non-condensing aspect of a furnace is a “feature,” as outlined in the Energy Policy and Conservation Act, which prohibits DOE from promulgating regulations that would likely eliminate a product type or performance characteristic. “Therefore, the furnace efficiency standard proposal violates the Energy Policy and Conservation Act because it would likely eliminate non-condensing furnaces since they likely cannot meet the new standard,’’ according to NPGA. (CNG Fuel continued on page 24) Bill seeks alt fuel credits A bipartisan push is under way on Capitol Hill to extend through this year certain tax credits that promote the adoption of alternatively powered vehicles. These include an excise tax credit of 50 cents per gallon on alternative fuels; a tax credit of $1 per gallon on biodiesel and renewable diesel; a credit for purchasing new, qualified fuel-cell motor vehicles; and a credit for installing alternative fuel vehicle- refueling property. Legislation authorizing those and a laundry list of other tax credits is necessary because the prior Congress failed to extend the credits before they expired by the end of last year. The new bill, the Tax Extender and Disaster Relief Act of 2019, was introduced Feb. 28 by Senate Finance Committee Chairman Chuck Grassley (R-IA) and the committee’s ranking member, Ron Wyden (D-OR). The measure would extend credits at their current level for 2019. There are currently 26 provisions that expired at the end of 2017 and three others that expired at the end of 2018. Here is the specific language of the bill regarding the biodiesel fuel, fuel-cell vehicle, and vehicle- refueling credits: • Excise tax credits relating to alternative fuels: The provision provides through this year a 50-cent per-gallon excise-tax credit or payment for alternative fuel and a 50-cent per-gallon credit for alternative fuel mixed with traditional fuel. The alternative fuel credit is for fuel used in a motor vehicle, motor boat, or airplane and the mixture credit is not limited to transportation. Additionally, the provision modifies the mixture component of the credit by specifying that liquefied petroleum gas, compressed or liquefied natural gas, and compressed or liquefied gas derived from biomass, are not eligible to be included in an alternative fuel mixture. • Biodiesel and renewable diesel incentives: The provision extends through this year a $1-per- gallon tax credit for biodiesel and biodiesel mixtures, and the small agri-biodiesel producer credit of 10 cents per gallon. Additionally, the provision treats renewable diesel the same as biodiesel, except there is no small producer credit. The credit may be taken as an income tax credit, and the mixture credit may be taken as an excise tax payment or credit. • Credit for new qualified fuel-cell motor vehicles: The provision extends through this year a credit for purchases of new qualified fuel-cell motor vehicles. The provision allows a credit of between $4,000 and $40,000, depending on the weight of the vehicle, for the purchase of such vehicles. Other vehicles, depending on their fuel efficiency, qualify for an additional $1,000 to $4,000 credit. • Credit for alternative fuel vehicle refueling property: The provision extends through this year a credit for the installation of alternative fuel vehicle refueling property placed in service before 2020. (Fuel Credits continued on page 26) CNG is safe fuel, data show There are many misconceptions about how safe compressed natural gas (CNG) is as a vehicle fuel. This is the same fuel used to heat houses, clothes dryers, stoves, etc., but it is compressed – usually to 3,600 pounds per square inch (psi) – when it is used as a motor vehicle fuel. And, while there are several factors to consider when deploying natural gas vehicles (NGVs), safety of the fuel and the vehicles that use it should not be one of them. According to the U.S. Department of Energy’s Alternative Fuels Data Center, natural gas vehicles are actually safer than those powered by gasoline or diesel. The fact that CNG is lighter than air further enhances its safety. Fuels such as diesel, gasoline or liquefied propane gas (LPG)/propane autogas, which are heavier than air, pool on the ground, creating a fire hazard. If a CNG leak should occur, the gas will disperse rapidly upwards into the atmosphere and dissipate. In terms of being a fire hazard, CNG is actually less volatile than gasoline. This is because CNG has a high ignition temperature – about 1,200 degrees Fahrenheit, compared with about 600 degrees Fahrenheit for gasoline. It also has very narrow flammability limits. That is, in concentrations in air below about 5 percent and above about 15 percent, natural gas will not burn. The high ignition temperature and limited flammability range make accidental combustion of CNG unlikely. 1. Examining the Facts Data collected over time has demonstrated NGVs to be safe in real-world operation. A survey by the Federal Transit Administration of 8,331 natural gas utility, school, municipal, and business fleet NGVs that traveled 178.3 million miles on CNG, found that the NGV fleet vehicle injury rate was 37-percent lower than the gasoline fleet vehicle rate. Additionally, the collision rate for NGV fleet vehicles was 31-percent lower than the rate for gasoline fleet vehicles. The fleet of 8,331 NGVs that was examined in the study was involved in seven fire incidents, only one of which was directly attributable to failure of the natural gas fuel system. And there were no fatalities compared with 1.28 deaths per 100 million miles for gasoline fleet vehicles. 2. Taking the Pressure off CNG Another misperception of CNG is that the high pressure storage of the product makes it more hazardous than other fuels. CNG fuel cylinders are significantly stronger than gasoline tanks. Natural gas fuel tanks are up to a half-inch thick and are made of steel or a composite designed to be stronger than steel, and valves are made to handle high pressure. One of the most common worries about natural gas vehicles has to do with leaks. Natural gas is a naturally occurring product made up primarily of methane. In its natural state, it’s odorless. According to a safety article in the Natural Gas Vehicle Knowledge Base, the average person can detect odorized natural gas at concentrations as low as 0.3 percent. As mentioned earlier, for combustion to occur, natural gas requires a concentration of at least 5 percent. In other words, a driver will detect the smell long before combustion conditions are met. While a high pressure gas leak tends to make a lot of noise while the gas is escaping, the high pressure forces the gas to escape very rapidly, causing high concentrations of gas to build up in the immediate vicinity of the leak. The resulting high concentrations of gas and its tendency to dissipate upwards make it less likely for the gas in the immediate vicinity of the leak to ignite. Naturally, the high pressure does cause the gas to escape with some force, so obvious precautions are necessary. The design of CNG vehicle cylinders is subject to a number of “severe abuse” tests such as heat and pressure extremes, gunfire, collisions, and fire. The systems are also fitted with valves and other safety devices to prevent leakage and eliminate the risk of an explosion – actually making them safer than the legal requirements stipulate. 3. Keeping the Vehicle Safe Some vehicle manufacturers work with an approved vehicle modifier who will add the CNG fuel system before it is offered for first sale. In this situation, the National Highway Safety Administration (NHTSA) requires an additional modifier’s label at the driver’s door that certifies that the alterations do not take the vehicle out of compliance with Federal Motor Vehicle Safety Standards. This label assures that the original crashworthiness of the gasoline system is matched by the added CNG system. Ultimately, it is known that CNG produces less greenhouse gases than gasoline and diesel. (CNG Fuel continued from page 19) ‘Availables’ softening trailer production The trailer industry’s strong order streak, which started in the fall of 2017, came to an end at the close of 2018, but the softness was not necessarily due to a change in fleet confidence, according to ACT Research. The fourth quarter of 2018 closed with the industry at an historically high backlog, ACT said, although December posted a decline in net orders of 39 percent month-over-month, and 40 percent year-over-year. “At this point, we don’t see softening demand for trailers as the driver of the recent down-tick in orders,” said Frank Maly, ACT’s director of commercial vehicle transportation analysis and research. “We’ve heard multiple comments regarding equipment manufacturers’ unwillingness to accept additional orders. Their concern is the uncertainty regarding material and component pricing for the longer term, which makes trailer pricing decisions difficult.’’ Additional production is being limited by ‘availables,’ meaning available capacity, available labor, and available components and materials, Maly said. “Some weather impact may have hampered production rates earlier this year, but discussions have included concerns about the availability of undercarriage components, such as suspensions and axles, with air suspensions specifically mentioned,’’ Maly said. ACT also revised its trailer order volume for January, with the final tally surpassing 26,000 net orders in its most recent State of the Industry: U.S. Trailer Report. “Two factors are impacting order placement,” Maly said. “First, the dramatic surge in orders during the second half of 2018 rapidly filled available 2019 build slots, so few production spots are available, and secondly, just because fleets want to order doesn’t mean manufacturers are willing to extend their obligations, given uncertainties of component costs that far into the future. “January’s minor sequential backlog decline was that metric’s first month-over-month slide since June, with net order volume not quite strong enough to outpace build during 2019’s first month, as seven of the 10 trailer categories posted sequential backlog declines.” Truckers seeking more than just good pay It’s never been harder to hire long-haul truck drivers, even though companies are making the job more lucrative, less aggravating and more inclusive. The driver shortage stretches back a quarter century, and lately a run-up in freight demand, staggeringly high turnover rates and waves of baby boomer retirements are compounding the problem. The American Trucking Associations (ATA) figures companies need about 60,000 drivers, a number that could top 100,000 in just a few years. Trucks move almost all of the food and other items Americans purchase, and the shortage of drivers is driving up shipping rates. “It’s not like these folks are making horseshoes,’’ said Todd Spencer, president of the Owner-Operator Independent Drivers Association. “Trucking is an absolutely essential, critical industry to the nation, to everybody in it,’’ Spencer said. Trucking companies are responding in three basic ways: recruiting drivers who don’t fit old trucker stereotypes, making the job easier and raising pay. Pay hikes “It’s certainly a natural market reaction whenever there’s a shortage – pay goes up, and we’ve seen that,’’ said Bob Costello, chief economist for ATA. Costello said trucking companies boosted pay sharply last year. Gordon Klemp, president of the National Transportation Institute, figures that increase was close to 10 percent on average, which would make average driver salaries crest at $60,000 by his estimates. And Costello says truckers are demanding more than good pay. “If you’re not getting a 401(k), health-care, paid time off, you need to get a different job, because you can get all of that,’’ Costello said. Some trucking companies sweeten the deal with bonuses for signing on, referring people, or just staying with a company. Some have begun offering free, online college tuition for drivers. But even with the recent pay hikes, drivers make less now than they did in the 1980s, adjusted for inflation, Klemp said. The way truckers can be treated by shipping companies is another huge issue. Most long-haul truckers are paid by the mile, not by the hour. And some routinely spend hours waiting to load or unload at shipping facilities. That wait time cuts straight into drivers’ income. Thomas J. O’Conner, president of YRC Freight, said his company and others are taking a harder line with shipping customers who tie up their drivers. “If you’re tying up my driver or my equipment, then it’s going to be harder for me to justify dedicated equipment to your business needs or charging what I charge you today,’’ O’Connor said. “It’s going to cost you more.’’ But O’Connor admits that improving pay and alleviating headaches won’t solve the driver shortage. Attracting new drivers “I think as an industry we need to be more creative and resourceful to attract and retain top-notch people,’’ O’Connor said. And there’s one huge group of people in particular the industry needs to attract: women. Currently about 8 percent of long-haul drivers are female. The trucking industry’s efforts to increase that percentage seem to be working. “More women are coming into the fold, a more diverse population,’’ said Angela Thornton, an African-American woman who’s training for a driving job with the trucking company Wilson Logistics. “It’s starting to become more flexible, and more welcoming.’’ But Thornton, whose father is a trucker, said that while companies may be more welcoming of women, minority and (Truckers Seeking Good Pay continued on page 27) 24 TANK TRANSPORT TRADER I APRIL 2019 www.TankTransport.com

For property that dispenses alternative fuels – including ethanol, biodiesel, natural gas, hydrogen, and electricity – the credit is capped at $30,000 per location for business property and $1,000 for property installed at a principal residence. “Congress needs to get out of this bad habit of regular retroactive extensions of these tax provisions,” Grassley said in a joint statement. “The whole point of these federal tax incentives is to encourage certain behaviors, especially investments in alternative energies, energy efficiency and transportation. The best way to do that is ahead of time, not retroactively.’’ Grassely added that many business decisions were made last year based on the “reasonable expectation that tax credits would be extended, since it’s what Congress has consistently done in the past. “I hope the House of Representatives acts soon, since taxpayers affected by these expired provisions have to file their tax returns in the coming weeks,’’ Grassely said. “Thousands of jobs across the country depend on it.’’ Wyden said: “It’s important this is a two-year bill and it includes key renewable energy incentives I’m proud to fight for. (Fuel Credits continued from page 19) World markets racing for LNG Liquefied natural gas (LNG) is playing an increasingly important role in the global energy mix, driven by its environmentally friendly characteristics, versatility and relatively cheap price. LNG is perceived as a transition fuel that can facilitate countries’ move towards cleaner energy. The drastic change in availability, in particular the emergence of the U.S. as a major player in the space, has been the impetus for countries to shift their business model and to form new alliances in order to achieve energy security and supply diversification. The U.S. natural gas production boom has produced both commercial and strategic benefits. The abundance of natural gas offers energy security and provides the U.S. with geopolitical leverage. Energy security offers self- sufficiency and less dependence on foreign energy. In 2017, for the first time in about 60 years, the U.S. became a net natural gas exporter on an annual basis. According to an Energy Information Administration (EIA) report, net natural gas exports averaged 0.87 billion cubic feet per day (bcf/d) in 2018, more than double the average daily net exports during all of 2017 (0.34 bcf/d). The U.S. is expected to be the third largest LNG producer in the world after Australia and Qatar once all its planned projects come online. In 2018, the Sabine Pass and Cove Point terminals produced about 5 bcf/d of LNG. The EIA expects that production levels will grow to 8.9 bcf/d by the end of this year as the second wave of projects become operational. In late 2018, Cheniere was ahead of schedule and expanded an additional train in the exiting Sabine Pass, Texas, terminal and kicked off the commissioning of its second terminal in Corpus Christi, Texas. Cameron LNG in Louisiana and Freeport in Texas are planned to follow while Elba Island in Georgia is scheduled for the end of year. Other projects including Magnolia LNG, Hackberry, Lake Charles, La., and Golden Pass are in different stages of approval and the Final Investment Decision process. Historically, LNG market structure has relied on long-term rigid agreements with destination restriction clauses which prohibit the buyer from reselling cargoes in a secondary market to capture any arbitrage opportunity. The rigidity of destination clauses made each bilateral transaction unique and prevented LNG from becoming a homogenous competitive commodity. However, the new wave of U.S. LNG export projects is structured around a market-based model founded on flexible agreements with destination optionality provisions. This contractual framework is revolutionary because it has induced some importers to renegotiate their existing contracts and has stimulated LNG spot trading. 1. New Geo-strategic Implications The global shift in energy supply and demand dynamics has also affected the traditional relationship between importers and exporters. Heightened environmental concerns have encouraged emerging economies such as China and South Korea to increase their LNG import volumes. Additionally, technological breakthroughs have facilitated the developments of floating storage and re-gasification units, which are cheaper substitutes for traditional capital-intensive terminals. These facilities have allowed mid-size participants such as Brazil, Argentina, Egypt and Israel to join the once-exclusive global LNG club. This new market reality and the competitiveness of U.S. LNG exports have encouraged some political rhetoric suggesting that U.S. could potentially displace Russian gas in Europe and even in Asia. Europe relies heavily on Russian gas – especially Eastern Europe and Germany. U.S. LNG export projects are economically favorable and more competitive compared with projects in the rest of the world. U.S. brownfield LNG development projects require lower capital expenditures and are coupled with inexpensive feedstock gas. U.S. LNG exports are creating a new playing field where the development of U.S. LNG exports is now a factor in negotiations. U.S. LNG production has a relative cost edge and its prices can act as a ceiling to the LNG price globally as well as offering increased supply diversification and energy security to importing countries. To face the intense competition from U.S. LNG, Russia has taken a few steps to adjust its gas strategy. For example, it has introduced a hybrid formula to its traditional oil index system and is allowing its state-owned energy company Gazprom to sell LNG at unregulated prices. Giant LNG producers such as Qatar, Nigeria and Algeria have also felt the winds of change and mounting pressure from the U.S. and Australia, and have started to invest in new capacity. On the Asian side, U.S. LNG faces a major challenge in China, the biggest LNG consumption market. The U.S.-China trade war has hammered trade volumes due to the retaliatory 10-percent tariff that China imposed on U.S. LNG. For example, China received only six cargoes from the U.S. from June 2018 to December 2018 compared with 25 during the same time frame in 2017. 2. The New Gas Order It is remarkable how the entrance of the U.S. with one export terminal has given birth to a new market paradigm in the span of just three years. As the second wave of U.S. export projects is expected to make a big splash in the next few years, the old regime is more likely to endure more erosion – marking the development of what some have termed a “a new gas order.’’ 3. Conclusion The LNG market is experiencing a profound transformation driven primarily by new developments in supply and demand fundamentals. Due to the growing importance of LNG as a key fuel for the global energy mix and its implications for energy security, LNG has begun to be viewed through a geopolitical lens in a similar way to oil. While oil and LNG may have both similarities and differences, the one common factor they both share is that both are a part of international political discourse. Page 20 Loan approved for LNG plant Venture Global LNG, a U.S. liquefied natural gas (LNG) export project developer, said it has secured a $220 million bridge loan from Morgan Stanley Senior Funding Inc. and associated lenders. Proceeds will be used to finalize engineering work and begin site construction activity for the company’s 10-million-tons- per-year (MTPA) Calcasieu Pass LNG export project. Final approval of the Louisiana project depends on regulatory approval. “This $220 million, along with the $635 million of equity capital we have raised to date, allows us to finalize advanced engineering, purchase equipment and commence construction activities at our Calcasieu Pass facility in the near term, reducing schedule risk for our off-take customers,” said Mike Sabel and Bob Pender, the company’s chief executives. The Calcasieu Pass facility will employ a process solution from GE Oil and Gas, part of Baker Hughes, a GE company (BHGE), and will utilize mid-scale, modular, factory- fabricated liquefaction trains. Venture Global LNG also announced it has selected Kiewit as the contractor to build its Calcasieu Pass LNG export plant. Kiewit will begin construction following receipt of all required regulatory approvals, including the final order from the U.S. Federal Energy Regulatory Commission (FERC). Calcasieu Pass LNG previously executed binding 20-year off-take agreements with Shell, BP, Edison, Galp, Repsol and PGNiG. Venture Global LNG is also developing the 20 MTPA Plaquemines LNG export facility in Plaquemines Parish, La., which has executed its first binding 20-year off- take agreement with PGNiG. Venture Global LNG said it expects to take formal final investment decisions on both its Calcasieu Pass and Plaquemines LNG projects this year. undermined the cost competitiveness of U.S. natural gas and stifled the prospects for U.S. LNG in China.
