These must be chosen and approved by all region coaches. The docket will be released at least two weeks prior to the tournament. b. In Student Congress, UDCA rules will apply. c. Where possible, a panel of judges provided by participating schools will be added to determine final rankings. If possible, the parliamentarian in each House will be unaffiliated. In addition to the parliamentarian, there will be at least two additional judges per session. These judges may not have a personal connection to students in the event they are judging. These judges will change for the second session; parliamentarians will remain for both sessions. All judges will score all competitors. d. Final results will be based on rankings. Ratings will not be considered. Rankings will be 1-12. If there are more than 12 competitors in a section, those ranked beyond 12 will tie for 12th place. 55
