PREFACE RUBIK Before briefly acquainting you with our conceptual vision set out herein, we would DESIGN FORGE like to thank you for the opportunity to do so. Further, we are proud to potentially enter the running to become the key technical partner necessary to bring the vision of the Ixopo Plaza to fruition. We trust that following the perusal and subsequent digestion of the contents herein, a sense of confidence will be instilled within key municipal decision makers. We are confident that the concept, design, and tenant mix comprising the Ixopo Retail Precinct will befit the newly proposed Nelson Mandela View Precinct set to be established a stone's throw outside the Ixopo CBD. Further, the proposed tenant mix has been curated to address the shopping needs of locals, transients, and the new residents who inhabit the newly proposed township. EXECUTIVE SUMMARY ABRIDGED DESIGN CONCEPT | IXOPO PLAZA Rubik Design Forge, as the preferred technical partner, seeks to work with the Ubuhlebezwe local municipality to establish a retail precinct dedicated to facilitating the immediate and intermediate catchment basins with access to essential goods and services - enter Ixopo Retail Precinct. Ixopo Retail Precinct will invariably become the preferred shopping destination for both the immediate and intermediate communities across the local district. One of the main draw cards of the plaza will centre around the fact that it will comprise a plethora of national, regional, and local businesses all under one roof. The benefits associated with the above are twofold: shoppers will no longer have to commute into the Ixopo CBD in which respective retail outlets are spatially obtuse and secondly, shoppers will now have access to the brands they love right on their doorstep - negating the need to travel to Pietermaritzburg which is over 80km away. In conclusion, the combination of the relative ease of access to big brands, the locality of the plaza as well as the considerably large catchment basins it is set to serve invariably ensures the commercial feasibility of the proposed centre. Careful consideration has been afforded to the proposed tenant mix and design concept to ensure that the stakeholders reap the benefits mentioned above. RUBIK DESIGN FORGE | 2023
IXOPO ABRIDGED DESIGN CONCEPT | IXOPO RETAIL PRECINCT RETAIL PRECINCT Ixopo is a small town set in the exquisite backdrop of the Natal Midlands countryside. Most famous as the setting for Alan Paton's novel \"Cry the Beloved Country\", the town is situated approximately 80km south of Pietermaritzburg and lies on a tributary of the Mkhomazi River. Founded in 1878, Ixopo was originally named Stuartstown, in honour of Marthinus Stuart, the settlement's first magistrate. However, the old Zulu name for the area proved more popular and the town was named Ixopo ever since. The name \"Ixopo\" was coined thanks to its perfect example of onomatopoeia - the sound of cattle squelching through mud - provided it is pronounced using the correct vernacular \"click\". Most small towns on this brow of the escarpment have experienced burgeoning growth by the urban decentralization trend, seeing more and more people moving to smaller outlying towns to escape the hustle and bustle of the Provincial Capital. Ixopo is not too different in this regard but the effects of the trend can be observed from a microcosm perspective based on the number of outlying townships surrounding the Ixopo CBD. These outlying townships are one of the key components of the rationale underpinning the development of the Ixopo Retail Precinct. The other primary component is the immediate catchment basin set to be established by the proposed houses to be incorporated into the Nelson Mandela View Precinct. RUBIK DESIGN FORGE | 2023
IXOPO, KZN IXOPO The Ixopo Retail precinct is set to be an integral part of the proposed Nelson Mandela View Precinct and Township. Moreover, it will prove to be a lucrative venture for a number of reasons. RETAIL PRECINCT Firstly, the centre will benefit from foot traffic from the immediate catchment basement (I.e., the proposed houses set to be built within the new precinct as well as from the intermediate catchment basins comprised of the spatial townships occurring around the Ixopo CBD. Secondly, Ixopo occurs at the intersection of two key roadway arteries (the R56 and the R612) which is key to ferrying commuters/shoppers to the newly established centre. Thirdly, the existing national and regional tenants currently occupying space in the Ixopo CBD might be swayed by the allure of a new development comprising a plethora of big-name brands all under one roof, thereby benefitting from the amalgamation of foot traffic generated by carefully curated tenant mix. Fourthly, this brow of the escarpment is relatively devoid of shopping centres/destinations so the establishment of the Ixopo Retail Precinct will be a welcome addition to the practically non-existent retail landscape.
SOCIO- One of the inherent benefits associated with developing a retail entity of this magnitude is socio-economic development. These benefits are considerably magnified when the development in question is set to be established in economically marginalized areas. ECONOMIC Job creation in property development is dichotomous in the sense that it creates jobs both UPLIFTMENT directly (staffing for respective tenants) and indirectly (during the construction phase). The typical mandate is to employ people inhabiting the immediate and intermediate vicinity RUBIK DESIGN FORGE | 2023 which in turn bolsters the socioeconomic well-being of the people of Ixopo - a key component of the respective municipal economic development strategy. SPATIAL The establishment of the Ixopo Retail Precinct will prove pivotal in reinvigorating REJUVENATION and infusing new life into a site teeming with potential. Further, it will prove to be a landmark asset in achieving better spatial definition whilst bolstering the RUBIK DESIGN FORGE | 2023 commercial feasibility of the newly proposed Nelson Mandela View Precinct. Retail shopping developments have a reputation for driving further investment into the areas in which they are located. For the above reasons, we believe that a salient argument exists centred around the fact that the centre could be an impetus mechanism in driving further investment and enhanced spatial reinvigoration in the respective area. TENANT MIX - SYNOPSIS We at Rubik Design Forge understand that the optimum feasibility and sustainability of any centre are often underpinned by the shrewd choice of anchor tenants. It is for this reason that we have opted to double anchor the centre with the current market-leading supermarket group and their juggernaut offerings: Checkers and Shoprite. The rationale underpinning this selection is based on the current trend set by the Shoprite group which has seen them incorporate both of the aforementioned store offerings in the same centres to cater to both ends of the LSM scale. Both of the supermarket anchor stores will be relatively the same size in terms of GLA and the Shoprite iteration will have a LiquorShop annexed to it. The second prominent proponent of the proposed tenant mix is fashion outlets. The centre will boast a plethora of clothing retailers including Mr. Price, Woolworths Clothing, Pick & Pay Clothing, Ackermans, Pep, Tekkie Town, Legit, Rage Shoes, Studio 88, and Clothing Junction. This mix once again caters to all consumers across the LSM spectrum. The other key tenant is a comprehensive Clicks Pharmacy offering to provide much-needed access to medicinal, health, and beauty goods in the immediate locale. Thirdly in terms of tenant mix, the centre will offer an array of gastronomic options for shoppers. From this perspective, the centre will feature fast food outlets from the Famous Brands stable including Steers, Fish Aways, and Debonairs. Perhaps most pertinently, consumers will benefit from the McDonald's and KFC drive-thrus on the periphery of the centre on one side and a community favourite in the form of ChesaNyama on the other. The entity will also prove to be an optimal service centre for consumers thanks to the range of services on offer ranging from cellular services, a banking hub, an optometrist, financial services, and printing facilities/internet access. In addition, the centre layout has made accommodations for a Supa Quick fitment centre and a Build It hardware store. The centre will also incorporate an outlet of one of the fastest-growing sportsbook franchises in the country in the form of Hollywood Bets which is sure to be a massive contributor to generating foot traffic and flow to and within the centre. Finally, a Sasol (or Engen) fuel station will occur on the periphery of the centre which will prove an invaluable asset to taxis and commuters alike. The composition of the tenant mix, service centres, drive-thrus, and a fuel station renders the Ixopo Retail Precinct a one-stop centre for all constituents of the respective catchment basins in the area. TENANT MIX - SCHEMATIC Ideally, leases should be concluded before the rejuvenation strategy is Clothing Retailers IXOPO implemented. We at Rubik Design Forge are confident that we will be able to secure the lease agreements necessary to establish the centre. This Supermarket RETAIL PRECINCT confidence is informed by the steadfast relationships we have nurtured Anchor/s & Liquor over the years with national and regional retail chain groups as well as with Health & Beauty local small business enterprises. Stores Gambling & Tenant mix is important. One of the keys to the success of any retail node is Drive-thrus & Fast Entertainment ensuring that the tenants set to occupy the centre reflect the needs of the Food Outlets community it is set to serve. From experience, we know that centres in Fuel Station these types of locales benefit optimally by enveloping a Grade-A supermarket and liquor store with national and regional brands. In addition, accommodation must be made for smaller niche businesses geared towards addressing the bespoke communal retail needs of the respective catchment basin.
