Section​ 1​   Welcome​ ​to​ ​the​ U​ .S.A!!!!  ​ Y​ ou​ ​are​ s​ o​ l​ ucky​ t​ o​ l​ ive​ i​ n​ t​ his​ a​ mazing​ ​place  This​ h​ andbook​ i​ s​ h​ elp​ y​ ou​ u​ nderstand​ ​the​ ​concepts​ o​ f  U.S.A.   This​ i​ s​ a​ lso​ ​to​ ​help​ ​you​ ​understand​ t​ he​ f​ ederal​ a​ nd​ ​state  governments.      ​ S​ ection​ 2​   State​ c​ onstitutions​ f​ ocus​ m​ ore​ ​on​ l​ imiting​ r​ ather​ ​than​ g​ iving power​ s​ ince​ i​ ts​ ​authority​ ​has​ a​ lready​ b​ een​ ​established.​ S​ tate constitutions​ a​ re​ ​more​ ​open​ t​ o​ a​ mendments.​ ​Amendments​ ​can​ b​ e introduced​ b​ y​ ​legislature,​ a​ ​ ​constitutional​ c​ ommission​ o​ r​ ​citizens’ petition​ ​and​ ​can​ b​ e​ a​ ccepted​ b​ y​ ​referendum.​ ​Each​ s​ tate​ h​ as​ ​its​ o​ wn constitution​ a​ nd​ ​also,​ i​ ts​ o​ wn​ b​ ody​ ​of​ c​ onstitutional​ l​ aw​ a​ s​ w​ ell.​ S​ tate constitutions​ ​create​ t​ he​ ​federal​ ​Constitution​ i​ n​ ​that​ ​they​ ​outline​ ​the state​ g​ overnment’s​ s​ tructure​ ​of​ ​legislative,​ ​executive​ a​ nd​ j​ udicial branches​ a​ s​ ​well​ ​as​ ​contain​ a​ ​ ​bill​ o​ f​ r​ ights.   

Section​ 3​  ​ ​The​ s​ tate​ g​ overnment​ ​takes​ c​ are​ ​thing​ ​like​ ​driver's​ l​ icenses,fishing licenses,​ ​exams​ a​ nd​ t​ ests,​ ​changes​ ​to​ ​the​ c​ onstitution,​ h​ ospitals​ ​and electing​ o​ ur​ p​ resident.​ T​ he​ f​ ederal​ g​ overnment​ t​ akes​ ​care​ o​ f​ s​ afety​ ​of flying,​ ​money,​ s​ ecurity,​ p​ rotecting​ w​ ildlife,​ ​health​ c​ odes​ a​ nd​ r​ esearch. The​ l​ ocal​ g​ overnment​ t​ akes​ c​ are​ ​of​ 9​ -1-1​ ​responders,​ ​recreation facilities,​ f​ ixing​ r​ oads​ ​and​ h​ ighways,​ ​utilities​ a​ nd​ ​garbage​ ​collection. They​ a​ lso​ w​ ork​ t​ ogether​ ​for​ ​things​ l​ ike​ ​forests,​ ​prisons,​ v​ oting,​ h​ iring teachers​ a​ nd​ e​ ducation,​ ​fighting​ c​ rime,​ r​ oads.        Section​ ​5 Legislative​ ​Branch:​ T​ he​ ​legislative​ b​ ranch​ ​is​ t​ he​ ​congress​ w​ hich includes​ T​ he​ ​House​ ​of​ R​ epresentatives​ a​ nd​ T​ he​ ​Senate.​ T​ he​ ​congress can​ ​approve​ ​the​ ​presidential​ n​ ominations.​ ​They​ c​ an​ ​also​ ​impeach​ ​the president​ a​ nd​ ​remove​ t​ hem​ ​from​ o​ ffice.​ T​ he​ ​congress​ ​can​ ​impeach judges​ f​ rom​ ​the​ j​ udicial​ ​branch.   Executive​ B​ ranch:​ ​The​ e​ xecutive​ ​branch​ i​ s​ t​ he​ ​president​ w​ hich​ i​ ncludes The​ E​ xecutive​ ​Office,​ C​ abinet​ D​ epartments,​ ​and​ ​Independent Government​ A​ gencies.​ ​The​ p​ resident​ n​ ominates​ j​ udges​ ​for​ t​ he Supreme​ C​ ourt,​ T​ he​ p​ resident​ ​can​ a​ lso​ ​veto​ c​ ongressional​ l​ egislation.   

Judicial​ B​ ranch:​ ​The​ ​judicial​ ​branch​ i​ s​ ​the​ c​ ourts​ ​which​ ​includes​ t​ he Federal​ ​Courts​ a​ nd​ S​ upreme​ C​ ourts.​ T​ he​ c​ ourts​ c​ an​ ​declare presidential​ ​acts​ ​unlawful​ o​ r​ ​unconstitutional.​ T​ hey​ ​can​ ​also​ i​ nterpret the​ ​laws​ a​ nd​ ​can​ d​ eclare​ l​ aws​ u​ nconstitutional.       Section​ 6​   During​ ​a​ ​huge​ ​natural​ d​ isaster​ ​the​ s​ tate​ a​ nd​ ​local​ g​ overnments​ ​were blaming​ t​ he​ ​federal​ ​government​ ​and​ v​ ice​ ​versa.​ ​The​ ​governments​ ​were sharing​ p​ ower​ s​ o​ t​ hey​ ​were​ ​not​ c​ ommunicating.​ ​It​ ​was​ t​ oo​ l​ ate​ ​for FEMA​ ​(Federal​ E​ mergency​ ​Management​ ​Agency)​ t​ o​ ​help​ t​ he​ ​citizens who​ w​ ere​ d​ evastated​ ​after​ ​the​ ​storm.​ H​ ouses​ ​were​ ​demolished,​ ​about 1,833​ p​ eople​ d​ ied​ ​and​ t​ he​ ​cost​ f​ or​ ​damage​ ​was​ 1​ 08.0​ ​billion​ ​dollars. This​ ​is​ ​an​ e​ xample​ ​of​ w​ hy​ ​federalism​ d​ oesn’t​ a​ lways​ w​ ork.     Section​ 7​  Citizenship​ m​ eans​ t​ he​ p​ osition​ ​or​ s​ tatus​ o​ f​ b​ eing​ a​ ​ ​citizen​ o​ f​ ​a particular​ ​country.​ ​Some​ ​of​ ​the​ t​ hings​ t​ hat​ a​ ​ ​citizen​ h​ as​ t​ o​ ​do​ i​ s​ ​obey laws,​ p​ ay​ t​ axes,​ a​ ttend​ ​jury​ ​duty,​ ​serve​ a​ s​ ​a​ w​ itness,​ r​ egister​ ​for​ ​the draft,​ a​ nd​ ​voting.
