MARITIME ENGLISH IS THE STANDARD LANGUAGE FOR SEAFARERS In the early days of the shipping industry, each country had its own language of communication which they recognized as the standard. But when the shipping industry started sailing to different countries and had crews of different nationalities, it made communication difficult which in turn could lead to accidents at sea. Therefore, the creation of maritime English which has become an international standard language makes communication on board easier and minimizes errors when communicating.

SOME SHIPWRECKS AT SEA ARE DUE TO POOR COMMUNICATION Some marine accidents occur due to human error and one can attribute a large number of these marine accidents to poor communication. A seafarer involved in ship operations must be able to use standard maritime English so that there is no communication error between the ship's crew. If there is a communication error the possibility of danger that occurs is even greater, it can even threaten the lives of the ship's crew and the ship it self.

THE CREW OF THE SHIP CONSISTS OF SEVERAL NATIONALITIES Because the shipping industry is not tied to a particular country or region or the shipping industry is international, it is important to master the international language, namely English to facilitate effective communication between ship crews. Therefore, learning to use Maritime English correctly is very important, especially for shipping between countries or between continents.

WEAKNESSES OF INDONESIAN SEAFARER Maritime English is very important for a seafarer to communicate effectively while on board, therefore all prospective seafarers should be able to understand Maritime English and achieve fluency in the same. Lack of language skills has resulted in Indonesian seafarers not being able to compete with seafarers abroad who can speak English. Compared to neighboring countries, Indonesian seafarers are still less absorbed in the international market due to language limitations. Scientifically, Indonesian seafarers are able to compete with the foreign world, but we are rarely looked at because of the limited English.

COMPETENCE OF NAVIGATION EQUIPMENT AND SHIP CREW A pilot must optimize the operation and maintenance of navigational equipment in order to carry out a proper observation. The role of navigational aids for shipping safety with proper maintenance and supervision of navigational aids and the provision of competent human resources in the maintenance of navigational tools. So that there is no damage and there is maintenance on shipping navigational aids so that the provision of information about the dangers of navigation in the shipping lane can be conveyed properly and navigational aids around the vicinity can assist the navigator in determining the position of the ship.

Seeing the dangers of navigation so as to maintain the safety of shipping when entering an area of waters on an island or port because it gets clear information about the dangers of navigation around those waters. The crew of the ship, must have the ability to prepare the ship and must also be able to sail the ship with cargo or passengers safely to its destination. The captain and other crew members must meet certain criteria related to their duties and functions on board the ship. Therefore, they need to undergo formal education before being given a marine certificate that will allow them to serve on ships. In the current era of technological and communication advances, ships that are widely used as a means of transportation have also been heavily affected by technology.

There are no longer ships carrying passengers or goods that are not equipped with up to date navigation facilities. Shipping safety is usually guaranteed by the quality of a well-maintained vessel accompanied by the skills of all crew members. To become part of the ship's equipment, the captain, the ship's officer or class must meet certain conditions, such as education, health and other requirements, including experience and watch hours on board. Good and adequate competence of the crew will support shipping safety. A crew member must improve his competence based on applicable regulations in order to realize shipping safety.

PERSONAL PLANS AND AMBITIONS Having a plan in life is the duty of every human being. However, plans don't always turn into plans. But it can be an achievement. Plans for every human being are always different, both in terms of plans for the present or the long term. I have several plans in my life to always be the best of the better, of course I will do this. I will not miss anything in my life that always spurs me to be a good person. My dream is to become a seafarer, become a reliable Captain and be able to make a good contribution to the country.

This is the biggest plan of my life in Education. Because what I'm doing right now can't be separated from the great hope that I'm planning and working on right now. Becoming a cadet in an education, making contributions, achievements and aspirations is one of my ways to achieve my dreams. Making my family proud and happy also follows my steps in planning my life. I was not born from a very wealthy and even rich family, I was born of a simple family, but my family always prioritized a proper education for me. So in every plan I have my family will always participate in my achievements later Elevating my family and making people around me happy like a mandatory pioneer in my plan. For a long time, I wanted to dive into the world of shipping. It's like a dream to be at this point now, for all the pain and a sweet story that I've been through in my life yesterday.

Right now, I am here, with strong legs and an alert body and a dream ready to be reached, signifying that I am one of the best sons ready in the world of sailing. I did the terms and conditions, I also followed all the applicable rules and conditions. Not even if I violated or didn't follow them. Whatever it is I always follow. I also follow the practice after practice. Tired, tired and angry sometimes present even the feeling of wanting to give up as food in my every day as a cadet. But I will not stop walking, because when I stop and relax out there are many people who are fighting for their dreams of fighting for a seat in the world of shipping and of course there are still many people who want to be in my position. I will never waste this golden opportunity. If I'm tired, someone is more tired than me, if I give up, it's a sign that I failed and lost. I just need a short rest when I'm tired, but will never give up, this is my motto as a cadet.

Why am I here and this far if not achieving my dream. There are families waiting at home, and there are countries that need me later. My current career plan is to find relationships and understand what it takes to become a seafarer. Stories and experiences from seniors really helped my path to the end, to minimize mistakes. Following a given obligation, such as training is what I also do. Graduating from college is a very happy and stressful thing. I met and plunged directly into the world of society, looking for a form of devotion as a form of my devotion. Search and keep looking. Even if later I will be on the ship and become part of its members, it is one of the things that I have prepared from now on.

SUPPORT SEA TRANSPORTATION CONNECTIVITY IN THE SEA TOLL PROGRAM 1. To advance the Indonesian maritime world, the government must pay great attention to the Regulations to Support Sea Transportation Connectivity in the Sea Toll Program carried out by the DPR and the President, namely by making amendments to Law no. 17 of 2008 concerning Shipping. 2. In addition to building various transportation infrastructure, the government should increase supervision of marine transportation activities and safety on board.

3. In the short term, it is necessary to have a Government Regulation (PP) and a Draft Ministerial Regulation (RPM) in an effort to support the Marine Highway program in Indonesia. 4. There is synergy between law enforcement, especially in maritime and maritime issues with the government, including the Ministry of Transportation. 5. Reconstruction of Regulations to Support Sea Transportation Connectivity in Indonesia Currently Not Fair The Pancasila in this dissertation covers the supervision system, ship operation, technical requirements, welfare of seafarers and sanctions system.

6. Seafarers, entrepreneurs, and the government are increasingly confident of legal certainty and legal protection for Indonesian seafarers, both domestically and abroad. And it takes a strong commitment from all parties to jointly realize Indonesia's vision as a maritime country is a necessity and needs to be built from the planning stage to the implementation of the program.
