HANDOVER REPORT ___________________________________________________ 1.0 Introduction This handover report is intended to facilitate a systematic orientation and induction process of designate person(s) taking up the roles and on-going tasks as herein elaborated. The report contains a brief on the various responsibilities held over the period of my employment with MS-Training Centre for Development Cooperation (MS-TCDC), offers a simple guide on where to refer for key documents and resource materials. This handover report complements the combined staff-talk and exit-interview held with the Head of Training Division / Training Coordinator. A brief report was submitted to this effect. 2.0 Main Roles and Responsibilities a. Coordinator Development Worker Preparation Program (DWP) March 2006-2008 – responsible for developing and delivering multi-disciplinary facilitator-oriented 3-week course(s); after review of the MS personnel assistance programme 2009 the Development Workers programme has transitioned into a People4Change strategy; b. Coordinator of the People4Change Introduction / Induction Courses 2010-12 – responsible for designing and developing the Inspirator and Advisor induction (both e- learning and in-country courses), tasks involve distance support and coaching; c. Coordinator Good Local Governance (GLG) Course 2008 and later renamed Local Democracy and Governance (LDG) Course 2009 – responsible for re-designing, content development and delivery of short 10-day courses. d. Coordination of the Building Local Democracy BLD Team 2008 – operated as a transitional virtual team aiming at information/knowledge sharing so as to enhance democracy and governance training-staff competencies as part of the push for the MS’ strategic focus on Democracy adopted in 2008. This has transitioned into the governance block of the TCDC course portfolio. e. Coordinator Civic Education and Political Empowerment course 2009, shortly preceded by the Civic Education Training of Trainers pilot course 2008 – responsible for developing and delivering the CEPE course as a 2-week course. f. Coordinator of Governance-Civic Empowerment Course 2010-2012 – responsible for developing and delivering of this 2-week course. g. Coordinator of the Fundraising and Contract Management and Campaigning4Change 2011-12 – responsible for revision, development and delivery of these 1-week courses, as well as temporarily anchoring the Value-Based Leadership course. h. Facilitator/Trainer for the ActionAid HRBA-Capacity Building Initiative (CBI) 2011-12 – part of the core team that designed, developed and delivered the HRBA-CBI training for ActionAid staff and partners in EASA, WACA and Asia regions as well as co-facilitated the Global ToT in South Africa and the Country Directors’ HRBA Orientation in Ghana. HANDOVER REPORT ___________________________________________________ 2.1 Work relationships: - Line managed by Development Training Department Manager; - Maintained close working relationship with RTDAs and all other fellow staff; - Member of the TCDC workers union – RAAWU; - Supported leadership team in policy and strategy development (programme development meetings, training division meetings, etc.); - Reporting responsibility to Training Coordinator and DTD Manager for special programs i.e. Governance-Civic Empowerment, HRBA-CBI, consultancies and tailor- made courses; - Engaged in both internally and externally facilitated team-building and follow-up activities; - Maintained ethical conduct towards clients/service-users, collaborating organisations, associates and fellow staff. 2.2 Colleagueship and Co-facilitation: During the course of my work, I have offered and likewise benefitted from team-support from fellow RTDAs as well as inter-departmental, cross-sectional support and cooperation. I have also had opportunity to contribute towards the design/development and delivery of standard trainings, tailor-made courses, training of trainers as well as consultancy assignments. Some of the training programs I have contributed to and/or co-facilitated include; - Governance-Accountability course - Gender and Human [Women’s] Rights course - Policy Advocacy course - Management for Development Organisations course - Human Rights Based Approach course - Social Accountability course - ELBAG course - Democracy foundation course and the other new short Governance Courses – Voice and Power, Accountability and Budget 2.3 Some select consultancy assignments undertaken: - Co-facilitator/Consultant - ActionAid International HRBA-Global Capacity Building Initiative (CBI) 2011-12 an organization-wide capacity development strategy aimed at strengthening ActionAid’s capacity to programme for rights and rolling-out the HRBA approach to programming in ActionAid (WACA, EASA, Asia regions). - Lead Facilitator/Consultant – Governance – Civic Empowerment Programme 2010-11 special program commissioned by ActionAid International Governance Team (IGT), involved developing and delivering a governance capacity building programme for ActionAid country programmes (staff and partners in EASA, WACA and Asia regions). HANDOVER REPORT ___________________________________________________ - Consultant/Facilitator - Electoral Democracy training workshop conducted from 28 Feb. - 3 Mar. 2011, for Saferworld Somalia/Somaliland Programme Partners, organised under the umbrella of Somaliland Non-State Actors Forum (SONSAF) in Hargeisa - Somaliland. - Consultant/Facilitator - Civic Education and Advocacy training and strategy development conducted from 26-31Oct. 2010 for Danmission Partners (ALC-India, SUPOTH-Bangldesh, CEOSS-Egypt and ELCT-Tanzania). - Lead Consultant - Local Democracy and Governance (LDG) for the Arid Lands Resource Management Project (ALRMP II) personnel (27 Apr. - 2 May 2009) Nairobi. - Lead Consultant - Geographical Focus Investigation (GFI) and Training Needs Assessment (TNA) - Holding Local Governments Accountable Programme, 21-29 Oct. 2008 conducted by Forum Syd and MS-TCDC (Lake Zone – Ukerewe, Magu Districts in Mwanza Region and Karagwe District in Kagera Region). Co-facilitator - Pilot Social Accountability Training Programme (Jun. 2008 - Feb. 2009). - Co-Consultant - Capacity Building on Gender-Responsive Programming for CIDA- GESP II Kenya Partner Organisations (2-4 Oct. 2007 Kenya). - UNDP - Working with Partners and Institutional Development for UNDP Senior Staff and Senior Provincial Government Leaders (22nd - 26th October 2007). - Lead Consultant – Assessment and Strategy Development - Civic Education and Local Democracy Project (16 Jun. – 7 July 2007) - MS-Nepal and Partners, Nepal. 3.0 Key documents and reference materials Key documents and reference materials pertaining to trainings and consultancy assignments can be found in folders uploaded on the TCDC server. There are three main storage areas where the said resource materials can be easily retrieved; (a) the Course Folder (b) the Current Trainer Folder and c) the main server page. HANDOVER REPORT ___________________________________________________ Please Note: Sets of training course materials saved as course folders for burning onto CDs can also be obtained from the TCDC library (Please contact: Hamis Komba – Assistant Librarian). A few hard-copy documents on various subjects, courses and processes are available in my former office shelf. All received evaluation forms and action plans from participants in the Governance-empowerment courses (2010-12) including participant/address lists are available in hard-copies in a white box on top of the book-shelf. The same box also has evaluation forms and tally results for the latest FUCM and Campaigning courses. The IT Administrator (Herment Tesha) also assisted with setting up a back-up server access point with all the information materials in my electronic filing collection. I have also maintained and retained key folders (incl. relevant internal and external correspondence) in the Microsoft Office Outlook Web Access facility. This should also be accessible with the necessary authorisation from the IT Administrator. I handed the laptop to Happy Mollel (Herment confirmed receiving it in good working condition). I surrendered the office and drawer keys to the reception. These years have enriched me abundantly. I have enjoyed the support and team-spirit of my colleagues, for which am forever grateful. I am very happy and accepted the offer to be one of the Associates. It is my hope that this report provides the necessary information and sufficient reference for whoever is taking up the respective roles and responsibilities. I would like to assign his roles to some of you so that he can embark on the handover process. Here below are the new roles. We shall re-arrange as soon as we get the new RTDAs on board. 1. People for Change: Nesserian Mollel will take lead and coordinate this. Support role will be given to the new RTDAs. 2. Courses you were coordinating; Civic empowerment coordinate by Moses Isooba for now until a new RTDA takes over from him. And Fundraising will be handled by Samuel and one of the new RTDAs will take the support role. 3. Short governance courses; the foundation course will be coordinated by Ene Obi until we get the new RTDA to take over from her. 4. E-learning courses; Civic empowerment course & development practitioners ‘courses were supposed to be translated into e-learning. Dr. Rose will oversee the process for both courses until we get new RTDAs taking over respectively. This is it for the meantime. However, we shall also need to get some RTDAs to coordinate any consultancies he may have been handling. I know I am adding more stuff on your already filled plates. I will unload your plates as soon as we get new RTDAs on board hopefully July 1st 2012. I call for your maximum cooperation on this.
