When citizens see what the taxes they pay has done for them in terms of infrastructural development, they wouldn't have any issue paying the taxes. Problem arises when taxation is effected yet the people still wallow in want, poverty of unprecedented levels and general backwardness. When people are taxed, for example in Kenya for the last sixty years, yet there are places in the country where there are no roads, no schools, no hospitals or even health centers or dispensaries, no clean drinking water, no electricity connected and no improvement of lives for lack of jobs and wealth creation, then such a people would have a serious problem when told to pay taxes, more so expanded collection of taxes. Let’s come home and look at this mind boggling issue of taxation which the government want to effect through the passage of the Fi- nance Bill 2023/24. President William Ruto want to leave a legacy in this country by the time of his exit in so far as development is concerned. He knows too well that he can’t achieve that goal unless he has enough funds, so he has opted to employ several measures to en- hance tax collection. He started in earnest by announcing that everybody in Kenya will pay taxes and that there will be no exemptions, no unnecessary tax re- bates and no tax evasions.
