PREFACE The 2021 educational statistics for Thailand contained in this report are based on educational, geographical and social data collected with the assistance of the number of government agencies and state enterprises since July 25th, 2021. The data is presented in the form of tables and charts to ease understanding. And contribute to further comparative studies. To prepare the statistics, a systematic approach is adopted for data collection, verification and analysis in order to maximize the benefit of the user, supporting staff and educational administrator in decision making and mission management as well as to report the achievement of Thailand in educational aspect. In the year of 2021, with cooperation and continuous support from all parties involved and promising system, Ministry of Education has offered to deliver more complete, responsive and accurate data to share and make use among partners. นิยามระบบการศึกษา พระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 และที่ได้แก้ไขเพ่ิมเติม (ฉบับท่ี 2) พ.ศ. 2545 และพระราชบัญญัติ การศึกษาภาคบังคับ พ.ศ. 2545 ได้กล่าวถึงระบบการศึกษาว่าการจัดการศึกษามีสามรูปแบบ คือ การศึกษาในระบบ การศึกษา นอกระบบ และการศกึ ษาตามอธั ยาศัย 1. การศึกษาในระบบ เป็นการศึกษาท่ีก�ำหนดจุดมุ่งหมายวิธีการศึกษาหลักสูตรระยะเวลาของการศึกษาการวัดและ ประเมินผลซึ่งเป็นเงื่อนไขของการส�ำเรจ็ การศกึ ษาทีแ่ นน่ อน 2. การศึกษานอกระบบ เป็นการศึกษาท่ีมีความยืดหยุ่นในการก�ำหนดจุดมุ่งหมายรูปแบบวิธีการจัดการศึกษาระยะเวลา ของการศกึ ษาการวัดและประเมนิ ผลซง่ึ เป็นเง่อื นไขส�ำคญั ของการสำ� เรจ็ การศึกษา โดยเนื้อหาและหลักสูตรจะตอ้ งมคี วามเหมาะสม สอดคล้องกับสภาพปัญหาและความตอ้ งการของบุคคลแต่ละกลมุ่ 3. การศึกษาตามอัธยาศัย เป็นการศึกษาที่ให้ผู้เรียนรู้ด้วยตนเองตามความสนใจ ศักยภาพ ความพร้อม และโอกาส โดยศึกษาจากบคุ คล ประสบการณ์ สังคม สภาพแวดลอ้ ม สื่อหรอื แหล่งความรู้อ่นื ๆ การศกึ ษาในระบบมสี องระดบั คือ การศกึ ษาข้นั พืน้ ฐาน และการศึกษาระดับอดุ มศกึ ษา 1. การศกึ ษาข้นั พนื้ ฐาน 1.1 การศึกษาระดับก่อนประถมศึกษา โดยปกติเป็นการจัดการศึกษาให้แก่เด็กที่มีอายุสามปีถึงหกปี เพ่ือเป็นการ วางรากฐานชวี ติ และการเตรียมความพร้อมของเดก็ ทงั้ ร่างกาย จิตใจ สติปัญญา อารมณ์ บุคลกิ ภาพ และการอยู่ร่วมกันในสงั คม 1.2 การศึกษาระดับประถมศึกษา เป็นการศึกษาภาคบังคับท่ีมุ่งวางรากฐานเพ่ือให้ผู้เรียนได้พัฒนาคุณลักษณะ ที่พงึ ประสงค์ ทั้งในดา้ นคณุ ธรรม จรยิ ธรรม ความรู้ และความสามารถขน้ั พ้นื ฐาน โดยปกตใิ ชเ้ วลาเรยี นหกปี 1.3 การศกึ ษาระดบั มธั ยมศึกษา แบง่ เปน็ สองระดับ ดงั น้ี (ก) การศกึ ษาระดบั มธั ยมศกึ ษาตอนตน้ เปน็ การศกึ ษาภาคบงั คบั ทมี่ งุ่ ใหผ้ เู้ รยี นไดพ้ ฒั นาคณุ ลกั ษณะทพี่ งึ ประสงค์ ในด้านตา่ ง ๆ ต่อจากระดับประถมศึกษาเพือ่ ใหร้ ู้ความตอ้ งการ ความสนใจ และความถนัดของตนเอง ท้งั ในด้านวชิ าการและวิชาชพี ตลอดจนความสามารถในการประกอบการงานและอาชีพตามควรแก่วัย โดยปกติใช้เวลาเรียนสามปี (ข) การศึกษาระดับมัธยมศึกษาตอนปลาย เป็นการศึกษาที่มุ่งส่งเสริมให้ผู้เรียนได้ศึกษาตามความถนัดและ ความสนใจ เพ่อื เปน็ พืน้ ฐานสำ� หรับการศึกษาตอ่ หรอื การประกอบอาชพี รวมทัง้ การพฒั นาคุณธรรม จรยิ ธรรม และทกั ษะทางสังคม ที่จำ� เปน็ โดยปกตใิ ชเ้ วลาเรยี นสามปี การศึกษาระดับมัธยมศกึ ษาตอนปลาย แบ่งเป็นสองประเภท ดังนี้ 1. ประเภทสามัญศึกษา เป็นการจัดการศึกษาเพ่ือพัฒนาผู้เรียนตามความถนัด ความสนใจศักยภาพ และ ความสามารถพิเศษเฉพาะด้าน เพ่ือเปน็ พื้นฐานส�ำหรับการศกึ ษาต่อในระดบั อดุ มศึกษา 2. ประเภทอาชีวศึกษา เป็นการจัดการศึกษาเพื่อพัฒนาความรู้และทักษะในการประกอบอาชีพให้เป็น ก�ำลงั แรงงานท่ีมีฝีมือหรอื ศกึ ษาต่อในระดบั อาชีพช้ันสงู ตอ่ ไป 2. การศกึ ษาระดบั อุดมศึกษา แบ่งเป็นสองระดบั คือ การศกึ ษาระดับต่�ำกว่าปรญิ ญา และการศกึ ษาระดบั ปรญิ ญา 2.1 การศกึ ษาระดบั ตำ่� กวา่ ปรญิ ญา เปน็ การศกึ ษาทมี่ งุ่ สง่ เสรมิ ใหผ้ เู้ รยี นไดพ้ ฒั นาความรู้ และทกั ษะวชิ าชพี ในระดบั กลาง รวมทัง้ มคี วามสามารถในการริเริ่มประกอบการ 2.2 การศกึ ษาระดบั ปรญิ ญา แบง่ เป็นสองระดับ คอื (ก) การศกึ ษาระดบั ปรญิ ญาตรี เป็นการศึกษาที่ม่งุ ส่งเสรมิ ใหผ้ ู้เรียนได้พัฒนาความรู้ ความสามารถในสาขาวชิ า ตา่ ง ๆ ในระดับสงู โดยเฉพาะการประยุกต์ทฤษฎไี ปส่กู ารปฏิบัติการรเิ รมิ่ การพฒั นาทงั้ ทางวิชาการและวชิ าชีพ การสร้างสรรค์ และ เผยแพรค่ วามรกู้ ารรเิ รมิ่ การพฒั นาประเทศ ทง้ั ในดา้ นเศรษฐกจิ สงั คม การเมอื ง วฒั นธรรม สงิ่ แวดลอ้ ม รวมทง้ั การสง่ เสรมิ บทบาท ของประเทศในประชาคมโลก สถิติการศึกษาประจำ� ปี 2564 2021 EDUCATIONAL STATISTICS 1

(ข) การศึกษาระดับสูงกว่าปริญญาตรี เป็นการศึกษาท่ีมุ่งส่งเสริมให้ผู้เรียนได้พัฒนาความรู้และทักษะในสาขา วิชาการเฉพาะทางให้มีความช�ำนาญมากยิ่งขึ้น มุ่งสร้างสรรค์ความก้าวหน้าและความเป็นเลิศในทางวิชาการโดยเฉพาะ การศกึ ษา คน้ ควา้ วจิ ยั และพัฒนาองคค์ วามร้แู ละเทคโนโลยีในด้านวทิ ยาศาสตร์ มนษุ ยศาสตร์ และสังคมศาสตร์ การประยุกต์ใช้ วทิ ยาการสากลและภมู ิปัญญาทอ้ งถ่นิ ของไทยเพอ่ื การพฒั นาเศรษฐกิจและสงั คมได้อยา่ งเหมาะสมกับสภาพของสังคมไทย การจัดการศกึ ษาตามแนวระบบโรงเรยี นอาจจัดเป็นการศกึ ษาประเภทต่าง ๆ ได้ตามความเหมาะสมและความต้องการ ของกลุ่มเป้าหมายชุมชนและประเทศ เช่น การฝึกหัดครู การศึกษาวิชาชีพ การศึกษาวิชาชีพพิเศษ การศึกษาวิชาชีพเฉพาะกิจ หรือเฉพาะบุคคลบางกลุ่ม การศึกษาพิเศษ การศกึ ษาสงเคราะห์ และการศกึ ษาเฉพาะทาง เปน็ ต้น การจัดการศึกษาประเภทต่าง ๆ เหล่าน้ีไม่เพียงแต่จัดตามความเหมาะสมหรือเพ่ือสนองความต้องการเฉพาะ ของกลุ่มเป้าหมาย แต่ยังต้องค�ำนึงถึงการให้บุคคลได้พัฒนา ทั้งในด้านคุณธรรม ความรู้ ความสามารถ และทักษะอย่างสมดุล ควบคู่กนั ไปด้วย 1. การฝกึ หัดครู เปน็ การศึกษาทีม่ งุ่ ฝกึ หัดและพัฒนาผทู้ ่จี ะประกอบอาชีพครแู ละครูประจ�ำการใหม้ คี ณุ ธรรม ความรู้ ความสามารถ และทักษะในการสอน และการกระตุ้นผู้เรียนให้เกิดการเรียนรู้มีจิตส�ำนึกของความเป็นครู มีความรับผิดชอบ ตอ่ หนา้ ที่ และเปน็ แบบอยา่ งทดี่ ี ทง้ั ในดา้ นความประพฤติ การดำ� รงชวี ติ ตลอดจนการรกั ษาภาษาและวฒั นธรรมของชาติ มคี วามใฝร่ ู้ มุ่งพัฒนาตนเองและการสอนอย่างสม�่ำเสมอ ตลอดจนมีส่วนร่วมในกระบวนการพัฒนาชุมชน การฟื้นฟู อนุรักษ์เสริมสร้าง สงิ่ แวดล้อม วัฒนธรรมทอ้ งถนิ่ และประเทศ 2. การศึกษาวิชาชีพ เป็นการศึกษาท่ีมุ่งให้ผู้เรียนได้พัฒนาความรู้และทักษะวิชาชีพให้สามารถน�ำไปใช้ประโยชน์ ไดท้ งั้ ในการประกอบอาชพี อสิ ระและรบั จา้ ง รวมทง้ั สามารถดำ� เนนิ ชวี ติ และประกอบอาชพี ไดอ้ ยา่ งเหมาะสม การจดั การศกึ ษาวชิ าชพี อาจจัดในรูปแบบต่าง ๆ ทั้งประเภทในโรงเรียนหรือนอกโรงเรียน การจัดการศึกษาวิชาชีพในระบบโรงเรียนเป็นการพัฒนาความรู้ และทกั ษะวชิ าชพี ทส่ี อดคลอ้ งกบั แตล่ ะระดบั ของการศกึ ษาตง้ั แตร่ ะดบั ประถมศกึ ษาถงึ ระดบั อดุ มศกึ ษา สว่ นการจดั การศกึ ษาวชิ าชพี นอกโรงเรียนเป็นการอบรมวชิ าชพี เฉพาะดา้ นในระยะส้ันสำ� หรบั ผู้ท่ีตอ้ งการพัฒนาความรแู้ ละทักษะเพิม่ เติม 3. การศึกษาวิชาชีพพิเศษ เป็นการศึกษาท่ีมุ่งให้ผู้เรียนได้ฝึกหัดหรือพัฒนาทักษะวิชาชีพบางด้านที่ต้องการ ให้มีความช�ำนาญเป็นพิเศษต้ังแต่เยาว์วัยและต้องฝึกฝนเป็นระยะเวลานาน มีนาฏศิลป์ ดนตรี กีฬา เป็นต้น การจัดการศึกษา อาจจัดตั้งเปน็ สถานศกึ ษาเฉพาะหรือจดั ในหลกั สตู รปกติ 4. การศึกษาวิชาชีพเฉพาะกิจหรือเฉพาะบุคคลบางกลุ่ม เป็นการศึกษาที่มุ่งให้ผู้เรียนมีความรู้และทักษะวิชาชีพ ตามความตอ้ งการของหนว่ ยงานใดหนว่ ยงานหนงึ่ โดยเฉพาะ หรอื เปน็ การจดั การศกึ ษาทมี่ งุ่ จดั ใหเ้ หมาะสมและสอดคลอ้ งกบั ลกั ษณะ หรือความตอ้ งการของกล่มุ เปา้ หมาย ซึ่งไม่อาจดำ� เนินการได้โดยสถาบนั การศกึ ษาปกติ ในการจัดการศึกษาต้องจดั ให้สอดคลอ้ งกบั นโยบายการศกึ ษาของรัฐด้วย 5. การศึกษาพิเศษ เป็นการศึกษาท่ีมุ่งให้ผู้เรียนที่มีความบกพร่องทางร่างกาย สติปัญญา จิตใจ อารมณ์ได้เรียนรู้ อยา่ งเหมาะสมกบั สภาพรา่ งกาย จติ ใจ และความสามารถ การจดั การศกึ ษาพเิ ศษนอี้ าจจดั เปน็ สถานศกึ ษาเฉพาะหรอื จดั ในสถานศกึ ษา ปกตติ ้ังแต่ระดับกอ่ นประถมศกึ ษาจนถึงระดับอดุ มศกึ ษา 6. การศกึ ษาสงเคราะห์ เปน็ การศึกษาท่มี ่งุ จดั ใหแ้ กบ่ คุ คลทร่ี ฐั จำ� เปน็ ต้องให้การสงเคราะหเ์ ป็นพิเศษ ท้งั น้ี เพอื่ มุ่งให้ เกิดความเสมอภาคทางการศึกษาแก่ผู้ยากไร้หรือผู้ที่เสียเปรียบทางการศึกษาในลักษณะต่าง ๆ โดยอาจจัดเป็นสถานศึกษาเฉพาะ หรอื จัดรวมในสถานศกึ ษาปกตกิ ็ไดต้ ามความเหมาะสม 7. การศึกษาประเภทอื่น ๆ หรือการศึกษาเฉพาะทาง เป็นการศึกษาที่จัดขึ้นเพ่ือสนองวัตถุประสงค์เฉพาะของ หนว่ ยงานท่ีจดั การศึกษา เช่น การศึกษาดา้ นพยาบาล ทหาร ต�ำรวจ การขนสง่ และโทรคมนาคม เปน็ ต้น 2 สถิติการศึกษาประจำ� ปี 2564 2021 EDUCATIONAL STATISTICS

Definitions Thai Education System The National Education Act B.E. 2542 (revised B.E. 2545) and the Compulsory Education Act B.E. 2545 state that there shall be three types of education : formal, non-formal and informal. 1. Formal education shall specify the aims, methods, curricula, duration assessment, and evaluation conditional to its completion. 2. Non-formal education shall have flexibility in determining the aims, modalities, management procedures, duration, assessment and evaluation conditional to its completion. The contents and curricula for non-formal education shall be appropriate, respond to the requirements, and meet the needs of individual groups of learners. 3. Informal education shall enable learners to learn by themselves according to their interests, potentialities, readiness and opportunities available from individuals, society, environment, media, or other sources of knowledge. Formal education is divided into two levels : basic education and higher education. 1. Basic Education Basic education is divided into three levels, i.e., pre-elementary level, elementary level, and secondary level. 1.1 Pre-elementary Level At the pre-elementary Level, students are offered a two-year course in public pre-elementary schools and a three-year course in private pre-elementary school. Pre-elementary education aims to nurture and prepare physical, mental, intellectual and emotional skills for students for their further movement on to the elementary education. Apart from pre-elementary schools and kindergartens, pre-elementary education is also provided in Child Care Centres and Child Development Centres, depending on the target groups and their local areas. 1.2 Elementary Level At the elementary level, students undergoes at least six years of elementary education as a compulsory education. Elementary education puts emphasis on basic literacy and numeracy skills and cultivates desirable behavior in students. 1.3 Secondary Level Secondary education is divided into two levels; lower and upper secondary levels. (a) Lower Secondary Level Lower secondary education offers a three-year course which is geared toward developing the student’s ethics, knowledge and abilities. (b) Upper Secondary Level Upper secondary education is a three-year course as a fundamental stage for the students who will proceed to higher education. It also aims to prepare students to meet the labour market and to promote their entrepreneurship skills. There are two streams; vocational-oriented is provided in vocational and technical colleges for the students who are good at skills while academic stream is offered in general education schools for the students who are academically inclined. 2. Higher Level It is a post-secondary education which is divided into two levels; diploma and degree levels. 2.1 Diploma Level At the diploma level, schools offer one to four-year courses for the students who have completed upper secondary education. At the end of upper secondary three, the students in vocational stream can enter either vocational institutions or universities to continue their vocational courses for their vocational diploma. On the other hand, the students in academic stream, on obtaining academic certificate can proceed to the colleges and universities to attend either vocational or academic course. The diploma course aims to develop the learners’ knowledge and vocational skills at the semi-skills level and to enable them to initiate their entrepreneurships. 2.2 Degree Level Degree level consists of two levels, i.e. undergraduate and graduate levels. (a) Undergraduate Level Undergraduate degree normally offers a four-year course, with an exception of some courses, for instance, Architecture, Medical Science, etc. require five to six years of study. The students who have completed upper secondary education, sitting entrance examination go on to the technological and educational institutions and attend four to six-year courses for their Bachelor’s degree. As for the students who have been given diploma, after sitting entrance examination can take a two-year course to pursue their first degree in higher technological and educational institutions. The aim of undergraduate degree course is to develop the student’s abilities and disciplines. Students are also expected apply theories to practices and to spread their knowledge across the groups of people. They are encouraged to apply theories to a reality of the nation’s development so that they can bring their country up to the international challenges. (b) Graduate Level Graduate degree offers one to three-year courses to the learners at the graduate diploma, master degree and doctoral degree levels. Students are stimulated to specialize and bring theories to practices. Graduate course develops the student’s vocational and academic talents and enable them to progress at their own careers. The learning process focuses on the learner’s broader vision and better perspectives for looking at the world and bringing the nation to the international competition. The following types of education are organized with due consideration both to characteristics and needs of target groups, and to the goals of enhancing balanced development of individual’s morality, knowledge, ability and skills. 1. Teacher education aims to train and develop perspectives as well as practicing teacher to acquire morality, knowledge, ability and skills in teaching and motivating learners to learn; to be mindful of professionlism, spirit and responsibility of teachers; to serve as a role model for learners regarding social behavior, life style and preservation of the national language and culture; to develop an inquiring mind and engage in continuous improvement of themselves and their teaching capability; and to engage in community development, as well as in rehabilitation, conservation and enrichment of local and national environment and culture. 2. Vocational education aims to enable learners to develop vocational knowledge and skills used for working both as entrepreneurs and as employees; and to make decent living. Vocational education can be organized in both formal and non-formal school systems, Vocational education in the formal school system is a development of occupational knowledge and skills relevant to each level of education from primary to higher levels. Vocational education in the non-formal school system is short-course training in specific occupations for those who need to upgrade their knowledge and skills. 3. Special vocational education aims to enable learners to train and develop specific vocational skills and expertise which require a long period of training from childhood, such as dancing, music and sports. It may be provided in special institutes created for the purpose or incorporated in the general curricula. 4. Vocational education for specific groups aims to enhance learner’s vocational knowledge and skills in accordance with specific needs of certain agencies, or characteristics and needs of specific groups but it is not provided in general educational institutions. It must comply with the State’s national policy directives. 5. Special education aims to enable learners who are physically, mentally, psychologically, and emotionally handicapped to join learning processes suitable for their conditions and capability. Special education can be provided in special institutes or in general educational institutions from pre-elementary to higher education levels. 6. Welfare education or education for the disadvantaged is especially designed for children to promote equal access to education for children who are in accessible to normal education. This type of education can be offered in special or mainstreaming schools. 7. Enumeration and Sources of Data The data presented in this book are collected from the agencies responsible for education provision both within and outside the Ministry of Education. The data from these two sources are defined as follows. Data of the Ministry of Education is the number of schools, teachers and students of the Ministry of Data of Other Organizations Education. Data of the whole Kingdom is apart from the Ministry of Education, separate agencies also provide Data of Bangkok education to the people to promote accessibility to education and to Data of Other Provinces meet particular purposes of those agencies involved.
