Loading students on the Right Side of the Roadway (recommend where possible)1. Check the traffic in the area as the bus stop is approached.2. Activate alternating flashing amber warning lights at least 500 feet from the bus stop.4. Bring the bus to a stop, activate red alternating flashers, and disengage gears before opening flashers.5. Check to see that all traffic has stopped before opening the door. On some buses, the door activates the alternating red flashers.6. Students at the bus stops are to be lined up in single file approximately 6 feet from the point where the bus stops. One older student should be at the front and another at the end of the line. Students should wait in their position until instructed to board the bus by the driver.7. If students run toward the bus as it approaches the loading area, the driver should stop as soon as practical and keep door closed until such time that the students are lined up a safe distance from where the bus is to load.8. Instruct students to board bus when it is safe to do so.9. Know the students, if possible, who are to enter the bus at each stop.10. After the students have entered the bus and have all been seated, close the door, check the mirror and traffic, turn off alternating flashing lights, give left turn signal, and when safe to do so, enter the traffic flow and continue the route. Assisting Students in Crossing the Roadway for LoadingParents of students in the kindergarten and lower elementary grade have the responsibility ofescorting the students cross the roadway for loading. However, if parents do not assume thisresponsibility and a traffic light or an adult crossing guard is not present, the driver shall assumethe responsibility for the safety of the students.In addition to procedures previously cited, the driver should use the following procedures inhelping students across the roadway:1. Set the parking brake, turn off the engine whenever possible, remove the key, place an automatic transmission in park position.2. Move to a point 3 feet perpendicular to the right of the bus and 15 feet forward.3. Move left, even with the left front fender of the bus. Stop, look in both directions, and when it is safe to do so, proceed across the roadway to where the students are standing. -50-

4. Escort students to the edge of the street or roadway. Stop, look in both directions, and when it is safe to do so, proceed across the roadway to the bus.5. If an article is dropped, the students should proceed across the street or roadway leaving the item behind.6. When the students have been placed in the bus, the driver should return and secure the dropped item.7. After the students have entered the bus and have all been seated, close the door, fasten seat belt, start engine, check the mirrors and traffic, turn off alternating flasher lights, give left turn signal, and when safe to do so, enter the traffic flow and continue the route. General Safety Rules1. You have a right to expect good behavior and order among students riding your bus. YOU CANNOT DISCIPLINE STUDENTS, but you can and must report those who are causing trouble on your bus.2. All passengers riding your bus should be seated before the bus starts to move. Students must keep all parts of their body inside the bus at all times.3. Be sure that the interior of your bus is kept clean at all times. Seek the cooperation of your students to help keep it clean.4. Do Not allow pocket knives or other sharp objects on your bus.5. Report students who smoke, chew tobacco or strike matches on the bus.6. If you have a mechanical breakdown while on your route, please remember that students are not to be turned loose to walk on home. You keep them in the bus until a relief bus arrives, and then proceed on the route.7. When a student is injured or becomes ill on the bus while you are enroute to or from school you may do one of two things: (a). If you are near the child’s home, turn around and take the student back to the parent at home. Do not just leave the child and drive off, if parent is not home. (b). If you are near the pupils school, take the student to the Principals office or to the school nurse. The school officials can call the parents or the school nurse can take care of the situation.8. Before a student gets on your bus that is not one of your regular riders, but says he/she is goingto spend the night with one of your regular riders, he/she must have complied with thefollowing: -51

(a). Present, in writing, a statement from his/her parents and signed by the school principal granting permission for the student to do so. (b). The visiting students shall not have seat privileges over the regular passengers. (The host student may give up his/her seat if they choose). (c). Permission shall not be granted by principal for a number of extra riders to ride a bus that may already be overloaded.9. Drivers shall not transport persons other than students, teachers, or persons employed by the school district at any time unless otherwise instructed by the Central Office.10. Drivers are to obey the instructions of the school campus principal or other designated school officials on duty at such campus. If their instructions are contrary to school policy, report to the Route Services Coordinator. Driver’s Responsibility Regarding Student ConductStudents transported in a school bus shall be under the immediate supervision of the school busdriver, and shall be responsible to the bus driver for proper conduct while on the bus. The driveris not the disciplinarian but he does have certain authority and definite responsibility for properconduct of students riding his/her bus, such as:1. The driver has the authority to ask students to move to another seat, or to sit in a certain seat in order to correct a behavior problem.2. The driver has the authority to ask students to be quiet.3. The driver has the authority to ask students to clean any mess on the bus they have made.4. The driver can ask students not to extend any part of their body outside the school bus.5. The driver can ask students not to play radios excessively loud while on the bus.6. The driver has the authority to turn his bus around and bring disruptive students back to the respective campus principal for correction.7. The driver may not, however, ask students to get off his bus due to misbehavior before arriving at their home or at the school that they attend.8. The driver will report all students who misbehave on the bus to the Route Services Coordinator on a Student Conduct Form.9. The driver will not allow fighting on the bus.10. The driver will not allow students to use abusive language while on the bus.11. The driver will walk students across any road outside the city limits on the evening trip home. It is the responsibility of the parent to have the children at the pick-up point each morning. -52

RAILROAD CROSSINGSState Law Requirement 1. The driver of any school bus shall stop before the crossing at the grade of any track or tracks of a railroad. The stop shall be within 50 feet but not less than 15 feet from the nearest rail. While stopped, the driver shall open the driver’s door and driver’s window and listen and look in both directions along the track(s) for any approaching train and for signals indicating the approach of a train and shall not proceed until it is safe to do so. After stopping, the driver shall obey every signal which indicates the approach of a train, and shall not cross the track(s) when a train is approaching within a distance of 1500 feet, approximately 5 blocks or less. 2. Proceeding across tracks when the crossing arms are down (due to signal malfunction, stopped train, etc.) is a chargeable offense. The only person authorized to direct traffic over the tracks is a uniformed police officer. A driver who is delayed at a crossing must notify dispatch, which will then call the appropriate police department and have an officer come to the scene. Ultimate responsibility for safe crossing belongs to the driver. 3. Emergency flashers (hazards) will be used to warn of impending stop. They should be activated approximately 500 ft. before the tracks and left on until the rear bumper clears the track. Loading lights are not to be used for railroad crossings. Brakes may be tapped to communicate to the traffic while reducing speed far enough in advance to avoid trapping other motorists in panic stops or rear-end collisions with the bus. On multiple-lane roadways, stops should not be made in the center or left-hand lanes. The exceptions are if you have an immediate left just after crossing the track. -53

IN-TRANSIT OPERATION1. Obey all speed limits; reduce speed under poor driving conditions. At school crossings, the bus must remain stopped until the crossing guard lowers the stop sign or otherwise clearly indicates that traffic may resume. Vehicles must stop for pedestrians in a designated crosswalk, whether or not there is a crossing guard.2. Drivers must wear seat belts and bus doors must remain closed in transit at all times.3. No student, attendant, or teacher shall ride standing. An attendant who needs to move to a student’s seat for discipline problems must either wait until the bus is stopped at a signal light/stop sign or ask the driver to pull over and stop. Drivers will respond quickly and safely to the attendant’s request. There will be no unsecured chair or seat in the bus for the attendant (or anyone) to use.4. Gauges on the bus should be checked periodically. The bus must be stopped and turned off immediately if it overheats.5. “Kill time” between routes should be taken at a school if possible, and must be indicated on the route sheets. If there is not a school convenient to the route, stops must be made at a location not conflicting with traffic, and not at the route’s first stop. The driver stays on the bus during this time.6. Report to the office any tree limbs that are hazardous. Every effort should be made to avoid damage to the bus. As a last resort, rerouting may be necessary.7. Aisles and emergency exit must be clear of all objects at all times. This also applies to ice chests and other equipment carried during field trips.8. No live animals, insects, fish or fowl of any kind will be transported on the bus.9. When loading wheelchair students, activate red loading lights only when the student is actually approaching the bus, and deactivate as soon as possible after he/she is on the bus. Our goal is to cause the least possible disruption to traffic while maintaining the student's safety.10. Care must be taken that children's clothing or backpacks do not catch on the door handle, handrail, or other equipment as they are exiting the bus. Nationwide, several children have been caught in this manner and killed as they were dragged by the bus. Drivers must remain alert to the hazard.11. Drivers in this district are not allowed to back a school bus, except under the most extreme conditions. If you must back up, SOUND THE HORN prior to backing up and try to find someone that may assist you.12. Route stops at apartment complexes are generally made on the street by the apartment main entrance. Stops are generally not made inside complexes because of the extra time involved, prohibitions against driving on private property and the safety issue with parked cars, sharp turns, etc.13. Route stops in subdivisions are established with due consideration for safety, efficiency and convenience. Buses are to load and unload students within a safe distance and avoid frequent stops. Stops shall be selected so motorists have a clear view of the bus from a distance of at least 300'. Stops should never be made over the brow of a hill, on a blind curve, in a road intersection, or on a steep grade. Bus drivers shall not create or deviate from established route/stops. Driver’s recommendations for the improvement of established bus routes will be accepted upon review. -54

14. Hazardous conditions which exist on the route or at any bus stop should be reported. It is the driver’s responsibility to instruct students on safe waiting areas at bus stops, and how to approach/depart the bus properly at loading/unloading zones. Students should not be allowed to crowd the door. Students are not to cross the road way to get to the bus until the bus has stopped and the flashing red lights are activated, the STOP arm is extended and driver signals for students to cross. Students should be encouraged to wait for all oncoming traffic to stop before crossing. 15. Drivers should avoid driving side-by-side next to another bus if there are students on board. 16. Drivers will not be asked to return for a student who has missed the bus unless: a)The bus was missed due to an error on our part. b) Either the driver, with dispatcher’s approval, or a supervisor requests the return due to special circumstances. 17. No student, regardless of grade level, will be left standing at the bus stop in the mornings unless the Transportation office has notified the parent. If the student is suspended and/or is not allowed to ride, or if a student voluntarily leaves the stop or misses the bus, contact dispatch for directives. In the afternoons, a suspended student who tries to board should be referred to an administrator. 18. When unloading Pre-K through 6th students, an adult from the school must observe to ensure that no children leave the area or violate the bus safety zones. PRE-KINDERGARTEN/KINDERGARTENPre-Kindergarten/Kindergarten students are most vulnerable to getting on the wrong bus, or beingdelivered to the wrong stop. If there is any doubt that a young child is in the correct place, keephim/her on the bus and contact dispatch for advice. Be sensitive to each child's behavior, keepingin mind children this young may not speak up if they are in the wrong place. Other students on thebus may not be a reliable source of information!Pre-Kindergarten & Kindergartners should be seated in the front of the bus on routes shared byolder children, unless they are seated with an older sibling. -55

POST-TRANSIT PROCEDURES1. Drivers shall check each seat immediately after each run for damage, lost articles or sleeping children.2. Lost articles should be turned in to the school office if not claimed by the next day. Valuable articles may be brought to the transportation office for safekeeping overnight.3. Buses must be swept and wiped down daily and with all the windows closed. This applies to stand-by buses. The dash board will remain clean and uncluttered at all times. Broom handles or other sticks may not be used to close windows from the outside, as the aluminum window frames can be damaged. During extremely hot weather, windows may be left down between routes, with the understanding that Texas thunderstorms can occur with little warning, and the driver may have to wipe down seats before driving the afternoon route.4. All buses will be washed on a regular basis weather permitting.5. Emergency brakes must be applied, transmission put in neutral, and all radios and other accessories turned off at the end of each route.6. Post-trip inspection sheets must include mileage. -56

BUS STOPS & ROUTES1. Drivers will not make changes in bus stops that have been designated and approved, without first discussing the matter with the Route Services Coordinator or the Director for Transportation.2. Do not, under any circumstances change your route from the approved route in order to make bus stops more convenient for students or parents. Any route or bus changes must be authorized by the Route Services Coordinator or the Director for Transportation. Drivers who make route changes without administrative approval will be subject to dismissal from their job.Route DescriptionsBus routes are Number One (1) Priority. Route description forms must be kept current at all times.Submit original to the Transportation Department office and keep one (1) copy on the bus at alltimes. Routes should be run as closely on schedule as possible, never run your route ahead ofschedule; any changes must be done with the approval of the transportation director or Supervisor.Route adjustments may be made on a one-time-basis due to construction, traffic or weather ifabsolutely necessary.Route AssignmentsThe Transportation Director or Route Services Coordinator will assign permanent routes, buses,and special education aides. Changes may be made as needed to improve the function of thedepartment. If a bus route becomes available, drivers will have the opportunity to apply for thevacant route. Decision will be based on seniority. If a driver has made a route change during theschool year, that driver must keep the same route for one school year before requesting anotherchange.School Bus StopsALL School buses must stop for other school buses in the process of loading or unloadingstudents at Campus bus loading/unloading zones and other designated student bus stops.Unauthorized StopsAny stops at convenience stores, residences, etc. are deviations from written routes and are notallowed, with or without students aboard. Any exceptions must have prior clearance from thedirector/supervisors.Routes That Finish EarlyIf a route finishes early, drivers must make themselves available to assist with other routes orschool activities.Authorized PassengersNo one except Sharyland ISD school personnel and students regularly assigned to a schooltransportation vehicle for a particular route may ride in such vehicle, unless he/she has receivedprior authorization.Employee’s children and other family members are not permitted to ride any bus unless assignedor approved by Director of Transportation or Route Services Coordinator.

Eligible Bus RidersNo student will be denied a ride from school because they are not on a roster. Once a child boardsthe bus, it becomes the responsibility of the driver to deliver that student to his/her designatedhome, however, obtain the student’s name and physical address before departing campus. Properbus arrangements will be made at that time.Parental Requests for ChangeMany requests are received for unusual arrangements such as different A.M./P.M. drop offs dueto babysitting arrangements or temporary drops when parents are out of town, etc. Although eachsituation has its merits and must be evaluated individually, they are accommodated reluctantlybecause the ability of the drivers to maintain accountability for the children is compromised witheach change made. In addition, overcrowding may be a problem, and discipline is more difficultto manage when routine is broken. Requests are evaluated on an individual basis using thefollowing criteria and approved by Transportation Director or Route Services Coordinator. A. The request does not occur on a regular basis. B. The situation constitutes a special need as approved by school personnel. C. Granting the request will not cause overcrowding on the bus. D. A change in the bus route is not required. E. The student involved is not disruptive.Note: If a request for a temporary change comes from the parent of a Special Needs Child, therequest is honored if it can be done without altering the other students’ drop off or pickup times.Requests must be made through the Transportation office. SELECTION OF ROUTES – BUS DRIVERSWhen routes become open during the school year, the positions will be posted and/or filled at thediscretion of the Director of Transportation. The following procedure is to be followed when aposition is declared open: 1. When a route is declared “open” a notice of that route number will be posted on the employee bulletin board 2. Any driver may sign up for the open route. 3. The sign up period will be for one (1) day. 4. When a driver has been selected for a new route – that driver may not sign up for another open route for the remainder of the school year. 5. In the selection process the following criteria will be considered: (a) seniority; (b) ability to keep bus clean; (c) driving record, and (d) student control 6. The selection will be made by the Transportation Director.Please understand that routes are subject to change based on the needs of the district. Driversand/or Special Needs Monitors may be changed or assigned/reassigned as per item #5 above to adifferent route at the discretion of the Director of Transportation. -58

FIELD TRIPSField Trips are scheduled to plays, athletic events, tours, picnics, museums, wildlife parks, andmany other events. They may be during school hours, in the evenings, or on weekends.Eligible DriversAll drivers are eligible unless they’ve opted out of doing field trips.Extracurricular/Field Trip ProceduresThe Route Services Coordinator and Dispatcher will issue field trips to eligible drivers as fairlyand reasonable as possible based on a rotation schedule. These field trips are to benefit the driversbecause of the additional hours they earn. Field trip schedules, regular route times and distancefrom departure location will also be considered. Dispatcher, mechanic, mechanic helpers andspare drivers, will not be allowed to make these trips except in an emergency situation andwith approval of the Transportation Director or designee. Late or Last Minute requests willbe issued accordingly.*The trips are posted three days in advance by date and time. Once a driver is assigned to a trip,the information is posted three days in advance. If you must cancel a trip, you must do so twodays in advance in writing. Failure to cancel trip within two days, will cause driver to be skippedtwo rotations. Field trip drivers are to remain with the students and sponsors they are serving.Requests for permission to leave the group must be cleared through dispatch or Route ServicesCoordinator.*If a driver is assigned to a trip that is scheduled for before 2:00 p.m. the trip ticket must be pickedup by 6:00 a.m. of the same day. If a driver is assigned to a trip that is scheduled for after 2:00p.m. the trip ticket must be picked up by 2:00 p.m. of the same day. For Saturday trips, ticketsmust be picked up before 2:00 p.m. on Friday. If a driver fails to pick up their respective trip sheetby the assigned time, they forfeit that trip and it is then assigned to the driver that is next on therotation list. If a driver is scheduled for a trip, he/she must work the A.M. and P.M. routesfor that day or risk losing the assigned trip for that day. If a driver is scheduled for aSaturday trip, he/she must work on Friday in order to pick up his trip ticket before the 2:00p.m. deadline.Out of Town Field Trips/Over-night TripsIt is recommended that drivers stop every two hours and walk around the outside of the bus tolessen fatigue. If you have a breakdown and/or an accident, you must contact one of the nearestschools and the Transportation Director or Supervisor. If the destination is farther than 5 hours orif the group is returning back the same day, every effort will be made to send a back-up driver.Expenses during Out-of-Town TripsDrivers will be provided with two (2) different Gas Cards for fuel and vehicle expenses (i.e. engineoil, transmission, brake, or power steering fluids, etc). ACTUAL RECEIPTS ARENEEDED…NO EXCEPTIONS. Lodging, meals, and parking fees will be paid by the sponsor.Should additional expenses be made by driver due to sponsor or driver error and/ormisunderstandings, please save receipts. NO RECEIPT, NO REIMBURSEMENT. -59-

Bus Monitors on Field Trips*Eligible bus aides will be assigned on Field Trips if and when available. These field trips mustbe transporting students requiring special services (i.e. wheelchairs, etc).ExceptionsIt may become necessary at times to qualify a driver for a field trip due to the nature of the trip andthe experience of the driver. During these times a driver who is assigned a field trip is subject toqualification by the Transportation Director. If it is determined that the driver is not qualified forthe field trip (i.e. all girls on the bus, is not familiar with city/destination, or coach/sponsor requestsbilingual driver) the driver will be replaced by another driver. The driver being replaced will begiven the opportunity for another trip when it is available. Covering regular route assignmentswill have priority over field trips; however, dispatch may cover a portion of your route if it is inthe best interest of the District to do so.If there is a shortage of drivers for whatever reason, routes will take first priority and field tripswill be scheduled commercial or with temporary (not permanent) stand-by drivers to the maximumextent possible.Field Trip RefusalDrivers who are not able to complete or accept a field trip due to personal reasons, must sign aField Trip Refusal form. If you do not want to participate in any field trip activities, you must signa “refusal of all trips” form.Temporary Suspension from TripsDrivers will be suspended from field trips for a time designated by the director or designee if he/sherepeatedly refuses field trips with no justifiable reason, fails to show up, or shows up lateunexcused.Exchanging Field TripsExchanging of field trips will not be allowed for any reason.DestinationIf you do not know the location of the school that the field trip is assigned to, the destination, orthe best route to get to where you are going, ask the lead driver if one is assigned or the dispatcher.Make sure that you completely understand the field trip and what is expected from you beforeleaving the Transportation Department. A map with directions will be provided to drivers for allout-of-town trips.DirectionsThe planned route should be discussed with the trip sponsor, dispatcher and/or other driversassigned to the same trip before departing campus. Maps, telephone books and the copy machineare available in the office if needed. Other drivers are usually a good source of specific informationon field trips that have been driven before. -60-

Obligation to the GroupAs a field trip driver, your first obligation is the security of the bus and the group. A driver muststay with the bus at all times for security purposes. All day activity drivers will rotate thisresponsibility. A driver may be subject to reprimand for failure to follow procedure.Notifying Trip SponsorWhen it comes to field trips, NEVER take anything for granted. When you arrive at the campusand the group is not in sight, go to the office and notify the campus staff to please notify thesponsor/teacher of your arrival and that you are ready to leave when they are. If the field trip islocal and will conflict with your PM Route make sure that the sponsor (teacher) in charge knowsthe time that you must return in order for you to complete your route.CaravansOn all field trips drivers will ensure that their comments on the radio are strictly professional andreflect the highest standards of the department. No idle chatter, cursing or gossip allowed.All drivers will follow the lead buses and will keep the same order throughout the field trip. Thefirst leader will be alert to speed limits, surroundings, and will govern his speed so that all driversbehind him/her are able to maintain equal and safe distance between buses. The second lead busin a large caravan is responsible for the buses behind him/her. Headlights will be used throughoutthe field trip. Radio contact must be maintained between drivers so that everyone departs together.Although the sponsor may request changes in schedule, destination, etc., it is the lead driver'sresponsibility to communicate plans to all drivers.Eligible Field Trip RidersPassengers on a field trip bus must be an employee of the Sharyland ISD, students involved in theactivity, or sponsors as designated by the principal. Due to insurance reasons and liabilities, parentsmay not ride buses as chaperons, notify dispatch if situation occurs.Overcrowded BusIf bus is overcrowded, contact the office immediately. Do not depart campus with any standees.With small children, more than 71 riders may be acceptable if everyone is seated facing forwardand the aisles are clear. Ice chests and equipment may not block the aisle or emergency door. Ifthey are placed in seats, they will minimize capacity for passengers. .Student Discipline on BusStudents and sponsors/teachers on a field trip may be unfamiliar with transportation rules &guidelines. The driver should explain the appropriate rules before departing campus. If studentsrequire discipline while bus is in motion, advise sponsor/teacher specifically what behavior needscorrection. Driver must take whatever action is needed to maintain safe driving (pull over, movethe student, etc.). Please report unruly groups, as well as exceptionally well-behaved groups, tothe Transportation Office.Parking and Admission Fees/MealsSponsors are responsible for parking fees and admission fees. Sponsors may also provide meals oradmission tickets for the driver, but they are not required to do so (only on over-night or out-of-town trips). Drivers should be prepared to provide for themselves. . -61-

Meal Break/8 Hour or more Field TripsState law requires that one (1) hour lunch period be assessed to employee’s who have exceeded aneight (8) hour work dayPersonal Use of a School BusPersonal use of a school bus is STRICTLY PROHIBITED. However, district vehicles may beused if and when a field trip extends through lunch time. Drivers are required to notifycoach/sponsor prior to leaving; and must provide them with a contact number should the returntime change. You must also get authorization from Dispatcher or Route ServicesCoordinator prior to leaving the field trip site.Late ReturnsOn all-day field trips, be sure to advise sponsor/teacher if return time will delay you for yourafternoon route, unless prior arrangements were made by dispatcher and route will be covered.Cancelled/Postponed Field TripsField trips may be cancelled and/or postponed due to adverse weather conditions. If and whensuch incidents do occur, employees will receive a 4-Hour Compensation. However, cancellationsor postponements reported in a timely manner (i.e. One-day in advance, minimum of 2-hournotice), compensation will be denied. Employee must remain at the Transportation Departmentfor the duration of the compensation time and may be assigned other duties. Employees whorefuse to comply will be asked to clock-out.Cleaning the BusThe driver will maintain and return any assigned bus fully gassed up and clean, leaving it sweptand with the windows and doors closed, and reporting any mechanical problems or seat damageto the office. Sponsor should have the students remove any trash or equipment from the bus afterthe trip, however, it is the driver’s responsibility to maintain bus clean.Tournaments/To Be Announced Field TripsTwo (2) or more day field trips will be issued accordingly. Driver assigned to such field trips willremain with the trip until it is completed. Drivers are prohibited from assigning or exchangingsuch field trips to other drivers. In the event of an emergency, drivers must contact dispatcher orRoute Services Coordinator to make proper arrangements.Remember, you cannot be paid for trips if your Field Trip Sheet is not turned in or if it isincomplete.Daily Programs (Athletic, Saturday Tutoring, Career & Technology, etc.)Daily programs are considered supplemental hours and hours are not guaranteed. If andwhen a program is cancelled or temporarily suspended, Sharyland I.S.D. TransportationDepartment is not obligated to compensate you or to make up for employee lost hours. Dailyprograms will be rotated at the end of the first semester and the selection criteria will be based onattendance. Mid-day programs (regular and Special Needs) will be based on rotation. If thereare more drivers that qualify than are needed, attendance will be used to select the drivers needed.Spare DriversThe criteria for selecting new spare drivers will be based on attendance and minimum two yearsdriver experience. Spare drivers will be used for all activities all year and will remain spare driversuntil such time that they choose not to be spare drivers. Spare drivers are expected to be inattendance every day. If driver is found to be absent on a continuous basis for any reason, adecision by the Director to transfer spare driver to regular driver will be made. -62-

A pleasant and positive attitude will help bringabout positive images of the bus driver and bus aide in the eyes of studentsAssertive AttitudeExpect proper behavior from students in order to operate the bus safely. Do not accept any less.Assertive SpeakingBe firm, fair and persistent, without arguing with students. Be friendly but not particular. Learnstudent names. Listen to students and address concerns properly.Discipline Plan Rules and consequences are clearly stated in writing. Rewards may be used to encourage a positive atmosphere. (Drivers are not allowed to give anything edible to students without parent’s written consent)Bus Rules/Regulations and Consequences are posted in each bus and are sent to each student'shome during the first week of school. 1. Students are expected to be at the appropriate bus stops on time. Buses will not return to pick up those who are tardy and parent will be responsible for transporting student to school. 2. Students should wait a sufficient distance (approx. 10 ft.) from the pavement and never stand in the roadway while waiting for the bus. 3. Students will get on or off the bus only at their assigned stop. 4. Students will not refuse to sit in an assigned seat or deny another person a place to sit; student will not save seats with the exception of holding a seat for a younger sibling. 5. At no time will students act toward or address comments to a bus driver in a disrespectful manner or refuse to cooperate with the driver.

6. Students will remain seated facing forward for the duration of the field trip, and remain seated until the bus door opens. 7. Students will not throw articles within the bus, out the bus window, or at any other vehicles; students will not extend any part of their body out the bus window and will keep their feet on the floor in front of them and out of the bus aisle. 8. Students will not take or handle any emergency equipment inside the bus, and will never board or leave the bus through the emergency door except in an emergency. 9. Students will not yell, scream, or whistle on bus; excessive noise will not be tolerated. 10. The following items are strictly PROHIBITED on the bus: Cigarettes or any type of narcotics, matches, alcoholic beverages, weapons, explosives (such as fireworks), unsheathed pointed articles, or animals. 11. Students will not eat, drink, or litter on bus. 12. Students will not write, disfigure or destroy any part (inside or outside) of bus. Students who damage school district property will be charged for such damage and may be suspended from bus immediately. 13. Bus Maintenance and RepairsThe head mechanic, under the direction of the Supervisor of Transportation, is in charge of schoolbus maintenance, including supervision of maintenance personnel at the bus garage. Bus driversshould clear their maintenance problems through the Head Mechanic or the Supervisor ofTransportation.Drivers are responsible for the mechanical conditions of their bus and should report immediatelyany noticeable defect or malfunctioning of the bus to the Head Mechanic by submitting a repairrequest form.If your bus is equipped with air brakes, do not attempt to move your bus until the air pressure issufficient. (90 to 110 lbs.) Report engine misses, knocks, abnormal oil use, and any otherirregularities to the Head Mechanic immediately. NOTE: THE BUS DRIVERS SHALL NOTLEAVE THE BUS WHILE THE ENGINE IS RUNNING ONCE IT IS STARTED UP IN THEMORNING OR AFTERNOON TO BEGIN THE RUN.It is the responsibility of the Head Mechanic, either as a result of a preventive maintenanceinspection or a repair request, to declare a bus unsafe to transport passengers. Any time a driverfeels that his/her bus is unsafe to transport passengers, another bus should be requested. The busdriver is responsible for a daily survey of the mechanical condition of his/her bus. Listed beloware several operational rules for the bus driver that we believe will help maintain a high level ofsafety. NO bus will be allowed to leave on a scheduled run that has not had a pre-trip inspectionby the driver. Special Road ConditionsWet PaymentMany drivers forget to change their driving habits when driving on wet payment. Traction is pooron wet roads, and it can easily require twice the distance to stop, than it does on dry roads. Thereis also a much greater possibility of skidding, because of the reduced traction – and the relativeease with which brakes can lock, or tires can spin. Apply your brakes intermittently, to avoid askid. Double your normal “following” distance. Move to the right lane to avoid potential “headon collisions.” Turn on your headlights, taillights, and running lights. Rain and cloudy skiesreduce visibility – and you’re much safer when other motorists can see your bus, from a distance.Remember, roads are most slippery just after the rain starts to fall. The water combines withaccumulated road film, and the road’s surface can become as slippery as ice. The vehicle canactually “hydroplane,” losing contact with the road’s surface. Good tires, with deep threads, helpto maintain traction and maneuverability. -71-

Curves and Sharp TurnsOnce a vehicle is moving, it tends to keep moving in the same direction it is going. When youmake a sharp turn, or negotiate a curve, your bus wants to go straight ahead. Only the traction ofthe tires on the payment makes the bus follow your directions. But if the road is slippery – youcan lose traction, you can tip the bus over on its side. The solution is to slow down on all curves– and make turns slowly. Take extra precautions when you don’t know the road, or it appears tobe slippery. Don’t lock the brakes on a curve. This will also reduce traction and cause skiddingand sliding. Experienced drivers reduce their speed before entering a curve, and accelerate slightlyas they come out of the curve, to increase traction.Soft ShouldersIf your tires happen to drift off the highway, do not try to get them back on the road until afteryou’ve slowed the bus down to a “crawl.” Then turn the wheels sharply “in” towards the road,and slowly climb back up on the pavement. Shoulders are often “soft” and tires sink in deeply.Frequently the pavement is much higher than the shoulder. In either case, you can damage tires,wheels, and other components by rubbing against the side of the pavement. Many accidents havehappened when the driver tried to get back onto the highway without reducing road speed.The BlowoutIf a blowout occurs (especially a front tire) the vehicle can suddenly swerve and skid to one sideor the other, especially if you are driving at a high speed and don’t have a good grip on the steeringwheel. Experienced drivers always keep a good grip on the wheel. What do you do when ithappens? Don’t slam on the brakes. The reaction can send you into a skid. Grasp the wheel firmlyto maintain control of the vehicle. Hold the wheel steady, allowing the bus to slow down until youcan gently apply the brakes, and pull off the road.Passing Other VehiclesOn two-lane or three-lane highways, never pass on a hill or curve. When you do pass anothervehicle, make sure you have enough room to pass without forcing either the vehicle you’re passingor oncoming traffic to slow down, or pull off the road. When motorists are trying to pass you, helpthem by waving them on, or pulling off the road. Never speed up when a vehicle is passing you.Before passing a vehicle, check your mirror to make certain no vehicle is passing you. Experienceddrivers avoid tailgating while waiting to pass. When you’re too close to the vehicle in front, youhave no momentum to help you get by fast. Furthermore, you have to swing sharply into theopposite lane to avoid hitting the car in front. This can cause skidding, just as it does on a curve.The best technique is to stay a good distance behind the slow-moving vehicle, and increase yourspeed before you are able to move into the other lane. When the opportunity arises, you can steergently into the opposite lane, accelerate, and use your momentum to pass quickly and safely. -72-

Night DrivingVisibility is severely limited at night (as compared with daylight) even with clean headlights,properly aimed so slower driving speeds are mandatory. The hazards of night driving aremultiplied because you often cannot see pedestrians or cars entering from side streets until yourright up on top of them. Careless motorists often neglect to turn on their lights, or keep themrepaired. Oncoming motorists often keep their headlights on high beam, or fail to have themproperly aimed. What can you do to make night driving safe? Reduce your speed. Keep youreyes on the road. State LawsIt is very important that you become familiar with local, state, and federal regulations that applyto you as a school bus driver. We expect you to operate the school district’s vehicles within legal,safe and prudent speed limits at all times and to use every precaution to insure the safety of thoseriding the bus. The Sharyland Independent School District assumes no obligations in regard topaying fines when you violate traffic laws while driving School District vehicles. We do notexpect you to drive a bus that does not meet State regulations for safety.Under no circumstances should you ever drive a bus that is not considered to be safe in everyrespect. Example: Do Not drive a bus when the steering mechanism is not functioning properly.The State maximum speed for buses is 50 MPH on interstate highways outside of urban areasunless the bus has a DOT vehicle inspection and then the maximum speed limit is 60 MPH. Withincity limits and in other areas, speed limits are usually posted. As a matter of policy, a bus driver“cited” for speeding or any other major traffic violation by a department supervisor or lawenforcement officer may be subject to immediate and indefinite suspension from further driving.This also applies to speed limits posted within school campus areas. Speed limits in those areasshould never exceed 10 MPH.Bumper/Window Stickers on BusesIt is against State Law for a school bus to have any type of stick-on signs or other types ofadvertising such as for political candidates, radio station call letters, etc. Please do not stickbumper type stickers any place on your bus. Bus Management ProceduresThe Driver and the StudentThe chief responsibility of the school bus driver is to transport the students to and from school ina safe and efficient manner. However, listed below are other important aspects of the job thatshould not be overlooked.1. The driver should explain to the students at the beginning of each school term the rules thatgovern their conduct on the bus. -73-

2. Have students address the driver by his or her proper name, such as Mr. Brown or Mrs. Martinez. The bus driver should address the students by their given names.3. The driver must maintain good student control on the bus. This is a must for safe school bus operation.4. Get acquainted with the students who will be riding the bus for the first time.5. Be alert and watchful for trouble-making students.6. Know the policies and regulations relating to duties.7. Obey rules governing drivers; setting a good example creates respect.8. Assign seats as an aid to student control and vandalism.9. The driver should follow the three “F”s in dealing with students: Be Friendly but not familiar Be Firm but not unduly strict Be Fair but not partial10. Respect other school official’s duties and responsibilities.11. Avoid criticizing other school personnel to students, parents, other drivers, or to the public.The Driver and Parent1. Create a feeling of security in the mind of parents by establishing and maintaining safe driving procedures and effective student control on the bus.2. Never argue with parents.3. Never lose your temper when discussing matters with parents.4. Never attempt to discuss or handle student problems with parents through the open door of the bus.5. We not only want our employees to know and understandreasons for certain procedures or changes in procedures, but also, we want our employee's input.If any employees have ideas or suggestions, feel free to discuss them with your supervisor or theDirector for Transportation & Maintenance. DBGA POLICY Employee ComplaintsAs often happens, a situation will rise that the employee has a complaint of some nature. In orderto address this quickly and orderly, the Board has put in place this policy to help correct problems.The Supervisor of each department is responsible for informing each employee about the District’spolicy on employee complaints. The Board intends that, wherever feasible, complaints be resolvedat the lowest possible administrative level. A copy of the policy will be provided to each employeeand instructed in the proper procedure for filing complaints and grievances.The definition of a complaint is as follows:1. Grievances involving an employee’s wages, hours, or conditions of work.2. Specific allegations of unlawful discrimination in employment based on sex (including allegations of sexual harassment), race, religion, national origin, age, or disability based on the employee’s exercise of their constitutional rights.3. Alleged violations of State Board rules or policies adopted by the Board.4. Alleged violations of constitutional, statutory, or common law rights. Aggrieved PartyAn aggrieved party is an employee who alleges a violation of a constitutional, statutory, orcommon law right, or of a State Board rule or local policy, in accordance with DGBA. Anemployee who files a grievance is not necessarily an “aggrieved party.” Under State Board rules,different time lines and procedures may apply to “aggrieved parties” than to “complaints.” Thosedistinctions shall be determined on a case-by-case basis. -75-

Presentations and HearingsIn most circumstances, complaints shall be entitled to administrative review conferences and aninformal presentation of the complaint to the Board; however, aggrieved parties whose legal rightsallegedly have been adversely affected such that they are entitled to some type of due processhearing shall be offered a hearing before the Board or its designee at Level Three. Upon receiptof the written request for a Board hearing, the Superintendency shall determine whether anaggrieved party is legally entitled to more than a presentation and, if so, the type of hearingappropriate. Other Review ProcessesSome topics are governed by other review processes and are not subject to this procedure.Employee termination procedures are found in policy series DO (Termination of Employment).This dismissal or nonrenewal of an employee shall not be subject of a complaint under this policyexcept when the District does not otherwise provide a hearing on the matter. Procedures forappealing career ladder assignments are found in policy DQE (Career Ladder Appeals) and shallnot be subject of a complaint under the policy. RepresentationThe employee filing a complaint or an employee who is the subject of a complaint may berepresented at his or her own expense by a fellow employee, attorney, or other person ororganization that does not claim the right to strike. The District may be assisted in processingcomplaints as it deems appropriate. General ProvisionsThe following shall be general provisions for processing complaints:1. Complaints shall be heard in informal administrative conferences.2. Time is of the essence. All time limits shall be strictly complied with, except if extended by mutual consent. All references are to calendar days.3. The appropriate administrator at each level shall respond to the employee within seven days of a complaint conference. Oral complaints shall receive a written response.4. The employee has seven days after a response denying the complaint to appeal within the given time limit.5. All complaints arising out of an event or a series of events must be addressed in one complaint. An employee is precluded from bringing separate or serial complaints concerning events that the employee has previously complained.6. Costs of any complaint shall be paid by the party incurring them. -76-

Chain of CommandAs was said, the Board intends that, wherever feasible, complaints are handled at the lowest levelof administrative authority possible. Therefore, we must follow a “chain of command” to filecomplaints as follows:Level OneAny employee having a complaint shall meet with the Transportation Supervisor or the Directorfor Transportation within fifteen days of the time the employee first knew, or should have known,of the event or series of events causing the complaint.Level TwoIf the outcome of the complaint conference at Level One is not to the employee’s satisfaction, theemployee may meet with the Superintendent or a designee to discuss the complaint within sevendays after receiving the response.At or before the conference with the Superintendent or designee, the employee shall submit awritten description of the decision or action complained of, the date it occurred, the remedy sought,and the date the employee conferred with the Transportation Supervisor or AssistantSuperintendent.Level ThreeIf the outcome of the complaint conference at Level Two is not to the employee’s satisfaction, anemployee who wishes to appeal shall present the complaint to the Board at the next regularmeeting. In the matters involving an aggrieved party, the meeting shall be held within 30 daysafter the date the written request for a Board hearing was filed with the Superintendent, unlesspostponed by mutual consent.Board’s Role (Level Three)The Board shall designate part of its regular monthly meeting to hear employee complaints;however, it shall not deliberate, discuss, or decide with respect to any subject that is not includedin the written notice (posted agenda) for the meeting, other than to propose to place it on the agendafor a subsequent meeting.The Board President may set reasonable time limits on complaint presentations. The Board shalllisten to the complaint, but it is required to respond or take any action on the matter unless thecomplaint is from compulsion to take action to rectify the matter. Att’y Gen. [see DGBA (Local)] Aggrieved PartyAn employee aggrieved by a violation of a constitutional, statutory, or common law right, a ruleadopted by the State Board of Education, or a policy adopted by the Board with applicable law.However, this provision shall not be construed to create an independent right to a hearing beforethe board in addition to hearings required by law. 19 TAC 61,321 (b), (c) (2) (A) NoticeThe aggrieved employee shall make a written request for a hearing, identifying specifically theclaimed violation and the relief requested. The written request shall be deemed filed upon receiptby the Superintendent’s Office. Unless a shorter time period has been adopted by local policy, therequest shall be filed at the Superintendent’s office not more than 30 days after the claimedviolation. 19 TAC 61.231 © (1) HearingUnless a shorter time period has been adopted by local policy, the Board shall conduct a hearingwithin 30 days of a receipt of a written request. However, the hearing may be postponed by mutualconsent. The Board shall notify the aggrieved employee in writing of the time and place of thehearing.
