Minutes of the 2019 Joint Meeting of the HAC and The BoD 1. This initial Joint Meeting of the Honorary Advisory Council and the Association’s Board of Directors took place in Ottawa on Saturday 22 June 2019 at Branch 632 of the Royal Canadian Legion. OPENING OF THE MEETING Item 1 Call to Order 2. The Chair called the 2019 Joint Meeting of the Honorary Advisory Council and the Association’s Board of Directors to order at 1000 hours. Item 2 Introductions 3. The Chair of the Association welcomed the attendees. He also added a special welcome to: • the Colonel of The Regiment (the Right Honourable David Johnston); • MGen Tom deFaye (Ret’d), Col Joe Aitchison (Ret’d) and MGen Ivan Fenton (Ret’d) (all former Colonels of The Regiment); • LGen Omer Lavoie (Chair, The RCR Senate) and MGen Steve Whalen (Chair, The RCR Senate, Designate); • LCol Aaron Williams (CO 1RCR) and CWO John Copeland (RSM 1 RCR); and • the members of the Association’s Board of Directors. 4. He also thanked: • Capital Sound and Light for the provision and set up of the audio/visual equipment; and • Joe McNulty (President) and the staff of Branch 632 of the Royal Canadian Legion for the use of the facility and the set up of the room. Item 3 Colonel of the Regiment Remarks 5. The Right Honourable David Johnston, the Colonel of The Regiment welcomed all of those present and thanked them for their attendance. He congratulated LGen Lavoie on his recent promotion and his posting to Naples. 6. He stated that “we live in interesting times” and that support of The Regiment was vital. He mentioned that he had recently published a book on trust1 and that he believed that the members of the Canadian Armed Forces and especially members of The RCR exemplified his ideals. Item 4 Patron of the Association Remarks 7. Joe Aitchison, the Patron of the Association noted that it was a unique meeting in that four Colonels of The Regiment were gathered in one place. He stated that he had been tracking the changes in the Association closely but that a lot still remains to be achieved. His challenge to all was to address the issue of what the Association writ large can do to improve. He noted that there was need to review the Regimental governance structure as the situation today is very different than that which existed when the current structure was put in place. 1 David Johnston, Trust: Twenty Ways to Build a Better Country (Signal McClelland & Stewart: Toronto, 2018). Minutes of the 2019 Joint Meeting of the HAC and The BoD 8. He then spoke about the state of Volume 3 of The Regimental History. He noted that a second draft would be available shortly and that it was the intention of the editorial committee to share this draft with more members to get further input. 9. He completed his remarks by indicating that this meeting was his last official event as the Patron and offered his thanks to all for their efforts. Item 5 Association Chair Remarks 10. The Chair noted that the establishment of the Honorary Advisory Council was a “bit of an experiment” that was intended to maintain links on and exploit the experiences of former serving senior members. He noted that it was a challenge engaging the CWOs. 11. He further discussed the Association’s evolving perspective on the organization and structure of The Regiment that may challenge current and traditional thinking. Item 6 Senior Serving Royal Canadian Presentation 12. LGen Lavoie provided what he described as “a high-level” perspective on The Regiment. He began by passing on the CDS’s regards to all. 13. Specifically, he noted that: • The Regiment has eight general officers who are positioned to provide significant influence in the Canadian Armed Forces; • a deep dive review of the governance structure is necessary but that we should not consider it broken; • we should look at some “other models” of governance as possible examples; • there is not a great deal of synchronization between the serving and former- serving members and that this needs to be dealt with; and • he has sent a letter to both Patrons of The Regiment in an attempt to “bring them back into the fold”. 14. He completed his presentation with congratulations to MGen Steve Whalen on his coming appointment as Chair, The RCR Senate. Item 7 Battalion Life Today 15. LCol Aaron Williams, the CO 1RCR provided a detailed look at life in the 1st Battalion. The slides used are attached as Annex A. Item 8 Association Chair Briefing 16. The Chair of the Association presented a perspective on Association and its place within The Regimental Family. The slides used to illustrate this perspective are shown in Annex B. Item 9 Discussion – Issues and Advice 17. The Colonel of The Regiment spoke of the general issue of homeless veterans, finding it unreasonable that any veteran should be homeless in a country as prosperous as Canada. He encouraged the Association to explore what it might be able to do to identify and help homeless Royal Canadians. Page 4 Version 1.1
Minutes of the 2019 Joint Meeting of the HAC and The BoD 18. MGen Tom deFaye raised the issue of communications with all Royal Canadians. His main point is that we need to ensure that information is provided to all even if they are not a registered member of the Association. 19. Don Denne, The President of the London and Home Station Branch raised the subject of how we encourage individuals to join the Association. Item 10 Adjournment 20.
