B. QUALIFICATIONS & EXPERIENCE B. Qualifications & Experience 1. Provide a brief history of the firm, its general qualifications, its specialties, its mission and philosophies. Include a description of the qualifications the Offeror believes make the firm uniquely qualified to perform the services described in the Scope of Services. CCO and its predecessors, Eller Media Company and WhiteCo, have served the community of Tucson since 1962 when we moved into our current offices at 441 25th Street. On average, annually, we work with more than 400 businesses and non-profits within the community, as well as national and regional business that want to reach Tucson consumers. Epic Rides, By Joe Pagac, Photo by Laura Sharp We have deep roots in Tucson. Karl Eller, the founder of Eller Media Company, started his company in Tucson, his adopted hometown. Karl later sold the company to Clear Channel Media in 1997 after having built the organization into a worldwide presence through a series of acquisitions and organic growth. Today, CCO, is a U.S.-based company and a leader in the out-of-home advertising industry, with a history of operations spanning more than 120 years. CCO positions brands to engage with more than 110 million adults across 28 DMAs through innovative advertising solutions each week. Its growing U.S. digital platform includes more than 1,900 digital displays of which more than 1,400 are digital billboards, and more than 3,000 digital devices in airports. We manage more than 200 municipal contracts across the U.S. Globally, we have more than 510,000 high-impact print and digital displays in 31 countries across North America, Latin America, Europe and Asia. CCO is a stable and reliable partner with global revenues of $2.7 billion in 2019. A recent separation from iHeartMedia on May 1, 2019 and other recent transactions continue to strengthen CCO’s financial position. CITY OF TUCSON TRANSIT ADVERTISING SERVICES #202523 P. 51

B. QUALIFICATIONS & EXPERIENCE Ringing the opening bell at the New York Stock Exchange on May 2, 2019, as Clear Channel Outdoor Holdings became fully traded as a public company and an independent, pure-play media business Like so many businesses across the world, CCO is operating in an unprecedented environment. While we cannot predict the full economic consequences of the COVID-19 pandemic, our priority as a business remains the same: to take care of our people and our customers and to protect our business for the long term. A robust strategy has been deployed across our company to increase our liquidity, preserve our financial flexibility and support the continuity of our platform and operations, including significant cost-saving initiatives. We believe these decisive actions will help to mitigate the impact of COVID-19. Across the U.S., in communities ranging from El Paso to Times Square, CCO offers a broad array of outdoor advertising products and services to meet advertisers’ campaign goals. B. QUALIFICATIONS & EXPERIENCE CCO’s management style is built on a strong team approach that balances employee empowerment and accountability. We value true partnership with the cities, transit agencies and airports we serve and constantly seek innovative ways to do our job and deliver on our promises. We encourage ownership and decision-making at the market level, which gives our teams the ability to make quick decisions while leveraging the knowledge and experience of our executive team. CCO’s corporate executives and senior management participate in key decisions and regularly review the progress of your media program. We carefully cultivate expert internal capabilities in design, engineering, procurement, technology and emerging media, research and development, and quality control. As needed, we work with carefully vetted partner firms that have specific design, engineering and development experience directly related to the cities where we are proposing or working. CCO believes the key to our successes is in building strong local teams and providing them with the industry, technological and financial support that is crucial in today’s dynamic marketplace. It is our local teams that have the greatest, direct impact on our day-to-day operations and relationships. U.S. Transit Advertising Display Agreements: Woven within CCO’s success as one of the world’s largest outdoor advertising companies, this team understands how to effectively and efficiently operate a transit advertising platform. The following is a list of the cities in which we currently operate bus, transit, or train advertising agreement. Boston Chicago Los Angeles Melbourne Philadelphia Miami/Ft. B. QUALIFICATIONS & EXPERIENCE Sharing Best Transit Advertising Practices Globally CCO also continues to grow from the sharing of best practices with our international division, CCI, which operates transit advertising agreements in major markets throughout Europe, Asia, and Latin America. Asia Pacific France Sweden China Ireland Switzerland Singapore Italy United Kingdom Latvia Europe Latin America Lithuania Brazil (São Paulo) Belgium Netherlands Chile Denmark Norway Mexico Estonia Poland Peru Finland Spain   Closer to Home As addressed in the 7. Business Plan, CCO has operated the City of Phoenix Bus Advertising contract since 2006. The project manager for this agreement, Becky Stevens, joined the CCO team in 2006, leaving her position with the previous transit vendor, Transit Advertising Group. Becky has worked with the City of Phoenix Transit Department on the bus advertising contract since 1996 through the two previous transit vendors before joining CCO. Becky would serve in an on-going oversight role in the management, scheduling, and reporting structure for the City of Tucson opportunity. Additionally, Diane Veres, CCO’s Regional President for the Southwest has led the management and revenue generation of the City of Phoenix Bus Advertising contract since 2008. Diane and her team’s successful operation of this agreement led to CCO re-securing the bid in 2016. Local Know How Since 2008, Diane has also led both CCO’s Tucson and Phoenix teams, first as Branch President for Arizona and later as Regional President for the Southwest. She will bring to this opportunity her skill sets and experience of developing a highly collaborative relationship with the City of Phoenix Transportation Department and hands-on insights on how best to drive revenue. Epic Rides, By Joe Pagac, Photo by Laura Sharp CCO will bring the 10 years+ experience of Becky, Diane, and Trans 1 Graphix to the City of Tucson opportunity from day one. The focus for CCO will be to provide the advertisers and the City with a seamless transition. Additionally, the CCO local Tucson sales team already has existing relationships with virtually all of the current transit advertisers and advertising agencies where applicable. Because these advertisers have an established relationship with CCO, it will eliminate the need to initiate any set-up practices such as opening lines of communication or establishing credit. Epic Rides, By Joe Pagac, Photo by Laura Sharp B. QUALIFICATIONS & EXPERIENCE CCO’s focus from day one will be on connecting with the current advertisers to preserve the existing revenue stream, and then working to build a broader scope of new advertisers while increasing the engagement of the current base. CCO Culture: Innovation Defines Us With roots going back to 1901, CCO judges its strength not by years but by the value and innovation we bring to our partners today. We continually strive to deliver new approaches, extend creative possibilities and curate the public space. Our business isn’t just about scale. It’s about the quality of our thinking, the strength of our partnerships and our unique understanding of our audiences.   Sustainability Clear Channel Outdoor is committed to continually reducing its carbon footprint and minimizing the impact of its business practices and products on the environment. In addition to sensitivity in complying with all laws designed to sustain and improve the environment, the company regularly use materials, products, vendors, construction techniques and operational procedures that are energy efficient, recyclable, sustainable and, whenever possible, locally sourced. As a responsible, U.S.-based company, Clear Channel Outdoor commits to the following environmental and sustainability protocols: • Continually increase the energy efficiency of all advertising media. We have a strong track record as an early adopter of cutting-edge media that increases energy efficiency and ensures advertiser impact. • Increase in LED lighting. Clear Channel Outdoor reduced billboard power consumption by 60 percent by installing almost 50,000 LED lights in place of traditional bulbs on more than 31,000 panels. This multi-year project began in 2015 and was completed in 2018. A halogen bulb has a lifespan of approximately three years as compared to an LED bulb with a lifespan of 10 years. All new billboards will utilize LED lights. • Increase in digital advertising. Power consumption is a key criteria Clear Channel Outdoor uses to vet digital suppliers. Through technology advancements, all current digital billboards require less than 70 amps and average less than 30,000 kwh/year whereas original digital boards purchased in 2008 required 400-amp service. Advances in LED technology, the use of light sensors and dimming technology that control brightness have contributed to dramatic decreases in digital billboard energy consumption. Over the past four years, energy consumption has been reduced by as much as 61 percent in digital bulletins and 40 percent in digital posters. Up to 98 percent of digital billboard components are recyclable, leaving minimal impact on landfills. • Minimize waste production. We seek to minimize waste production at our media concessions and in our corporate offices. Where waste is unavoidable, we divert as much as possible from landfills to reuse and recycling programs. CITY OF TUCSON TRANSIT ADVERTISING SERVICES #202523 P. 56

Epic Rides, By Joe Pagac, Photo by Laura Sharp B. QUALIFICATIONS & EXPERIENCE • Recycling and repurposing of products. In 2016, Clear Channel Outdoor executed a national agreement with Waste Management to recycle consumer materials, digital signs and light fixtures. In 2017, we partnered with Rareform to repurpose PVC materials, diverting 490,000 pounds of material or more than 10,100 billboards from landfills. Enough material was diverted from landfills to cover 70 football fields. In 2019, Clear Channel Outdoor again partnered with Rareform to recycle/repurpose consumer materials into totes, backpacks, purses and other consumer products keeping waste out of landfills. • Active recycling programs. All Clear Channel Outdoor offices and warehouses have active recycling programs in key disposal areas, including storage, shipping and office kitchens with well-marked receptacles for recyclable materials. • Reduce our environmental impact and prevent pollution by avoiding or limiting the use of environmentally-damaging substances, materials or processes. We reduce the environmental impact of our business through the smart use of technology and by institutionalizing processes that address the needs of our partners and the planet. • Fleet reduction. Over the past eight years, Clear Channel Outdoor has reduced its overall number of cranes by 82 percent and was made possible through the use of lighter weight materials that can be manually “roped up.” The company also made structural upgrades to make boards more accessible. These initiatives have reduced the need for cranes and lifts, thus further reducing the company’s carbon footprint. • Office lighting. Clear Channel Outdoor recently installed LED lighting throughout its new Atlanta and San Antonio offices to reduce energy consumption. Innovation Meets Sustainability Throughout its 120-year history, Clear Channel Outdoor has translated its innovative spirit into industry-leading practices. Some of our recent sustainable efforts around the country include: • Air scrubbing billboards. Clear Channel Outdoor teamed up with Toyota to help clean California’s air with a billboard campaign featuring its Mirai fuel-cell car. This was the first out-of-home media campaign in the U.S. to employ technology developed by PURETi Group, LLC that scrubs nitrogen dioxide emissions, a key ingredient in acid rain and smog, from the air. From April through May 2017, more than 30 billboards in Los Angeles and San Francisco filtered smoggy air. The eco-billboard technology uses a titanium dioxide coated vinyl to purify the surrounding air and only requires light, humidity and airflow over the titanium coating to work. A 672-square foot display cleans the pollution of one average car driven for 45,000 miles. • Renewable energy. Our San Antonio branch has converted 30 percent of its electrical power needs to Windtricity through a partnership with CPS Energy. Every kilowatt of wind purchased supports the continued development of renewable power. • Street furniture powered by solar panels. Our street furniture and transit shelters in San Francisco, Sacramento and Miami are powered by solar panels. • New lighting for traditional bulletins. We have reduced the number of lamps on CITY OF TUCSON TRANSIT ADVERTISING SERVICES #202523 P. 57

Epic Rides, By Joe Pagac, Photo by Laura Sharp B. QUALIFICATIONS & EXPERIENCE traditional bulletins from four to two thereby decreasing energy use by more than 60 percent. By installing light controllers and auto timers in many of our bulletin structures, we also have reduced electrical consumption of these units by 10 percent. • LED lighting in transit shelters. To reduce electrical consumption in transit shelters while preserving illumination for public safety, we have switched to LED lighting in new units and are converting all legacy units. • Vinyl sign material transformed into art. Clear Channel Outdoor collaborated with Keep Indianapolis Beautiful Inc. (KIB) to repurpose used vinyl sign material and turn it into art. The former vinyl billboards were cut into strips and sorted by color and then threaded through the KIB facility fence to brighten up the chain link with colorful designs. Social Responsibility: Across the U.S. Each year, Clear Channel Outdoor donates millions of dollars in public service advertising to national and local organizations and government agencies to help improve health and public safety, ensure a sustainable environment and promote the arts, education and cultural diversity. • Child safety. Through a partnership with the Outdoor Advertising Association of America, the U.S. Department of Justice and the National Center for Missing and Exploited Children, Clear Channel Outdoor helps recover abducted children through AMBER Alerts on its digital network. In conjunction with Project Yellow Light and the Ad Council, we also are proud sponsors of the annual student contest to create a public service announcement to educate teens about the dangers of distracted driving. • Public safety. We deliver emergency information over our digital networks in crisis situations and bring attention to such complex issues as human trafficking. In Alameda County (CA), the District Attorney’s Office and Clear Channel Outdoor have collaborated for many years to deliver education and awareness throughout the county and the greater Bay Area. The 2020 campaign consists of billboards and bus shelters visible in neighborhoods and from roadways throughout the county. • Education. For the past three years, Clear Channel Outdoor Americas has teamed up with the National Summer Learning Association to raise awareness of the importance of summer learning to help close the summer achievement gap, especially in low- income communities. Clear Channel Outdoor uses its media to direct families to resources in their communities to keep their kids mentally and physically active all summer long. Dan Levi, Executive Vice President/chief marketing officer of Clear Channel Outdoor Americas, is a member of the National Summer Learning Association’s board. • Transportation infrastructure. The National League of Cities recognized Clear Channel Outdoor with a Service to Cities Award in 2018 for its support of the League’s infrastructure campaign, Rebuild With Us, which raised awareness of the country’s critical infrastructure gap and helped municipal governments fight for federal CITY OF TUCSON TRANSIT ADVERTISING SERVICES #202523 P. 58

B. QUALIFICATIONS & EXPERIENCE investment. Clear Channel Outdoor is the only out-of-home advertising corporate partner to the National League of Cities and continues to support its initiatives by providing advertising across the country. • Law enforcement. Through a partnership with the FBI and local law enforcement agencies, our billboards have led to at least 57 arrests directly linked to tips from the public since the program began in 2007. This effort has grown to approximately 6,700 billboards in high traffic areas across 46 states. Social Responsibility: Across Tucson CCO is committed to partnering with municipalities and organizations within our local communities to support the growth and vitality of our economy, population and culture. We are specifically proud of our commitment to improving the overall well-being of the Tucson community through partnerships with various local non-profits and organizations such as the Southern Arizona Leadership Counsel, Museum of Modern Art, The Community Food Bank of Southern Arizona, Boys Scouts of America Catalina Counsel, SALEF Unsung Heroes, The Ft. Lowell Shootout and the Tucson Hispanic Chamber of Commerce. We understand that our community is stronger when we work together and give back. Our investment in local billboards has been an important factor in growing our company and allowing us to grow from 65 staff to employing and supporting over 150 Tucsonians in well paying jobs. During that time we have been able to take revenue, invest it in great training for our people and ultimately be nominated in the AZ Star Best of Tucson competition for best local employer. As we have enjoyed growth through our local marketing investments, we have also been able to move into a much larger facility on Alvernon Way.
