EIA is deemed mandatory for all prescribed activities under the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015, which comes under the purview of the Environmental Quality Act, 1974. Depending on nature of these prescribed activities, HIA may or may not be necessary. Health impact assessment (HIA) is the process of estimating the potential impact of a chemical, biological, physical or social agent on a specified human population system under a specific set of conditions and for a certain timeframe (EnHealth Council, 2001). HIA has also been defined as a combination of procedures, methods and tools by which a policy, programme or project may be judged as to its potential effects on the health of a population, and the distribution of those effects within the population (WHO European Centre for Health Policy, 1999). Health risk assessment (HRA) is a systematic scientific characterization of potential adverse health effects resulting from human exposures to hazardous agents or situations in the environment. Qualitative risk assessment merely characterizes or compares the hazard of a chemical relative to others, or defines the hazard in only qualitative terms, such as mutagen or carcinogen, which connotes certain risk or safety procedures, and as such may not necessarily require a numerical assessment of risk Quantitative HRA generates a numerical measure of the risk or safety of a chemical exposure. The numerical measure of the risk generated is compared against a guideline value or an acceptable risk level (James, 1985). This course will introduce participants to the aims and methodology of qualitative and quantitative HRA, and its application in HIA for EIA. Course participants will be trained by highly experienced consultants who have conducted numerous research and consultancy assignments in HRA assessment both locally and internationally. They have had many years of academic and professional training experience. Besides acquiring the theory as well as practical applications of HRA from these trainers, participants will also be able to tap the knowledge from years of experiences of the trainers. The course will be a two and a half day course covering the fundamentals of HRA and HIA, exercises on HRA, applications of HIA in EIA, and a site visit. CHEMSAIN HRD Environmental Health Risk & SDN BHD Impact Assessment (EHIA) TRAINERS Prof. Dr. Jamal Hisham Hashim is the founder and Director of Provenue Corporation Sdn Bhd, an environmental, health and safety consultancy firm. He is also a visiting professor at the United Nations University-International Institute for Global Health (UNU-IIGH) where he was a research fellow from 2008 to 2017. Prior to that, he was a professor of environmental health at the National University of Malaysia (UKM) until 2015. Prof. Jamal obtained his PhD in environmental health from the University of Michigan. He has been teaching, conducting research and consultancy at UKM and UNU for 35 years. He has been the principal and co-investigator of 19 research projects, and has over 380 publications and presentations to date. He has been engaged as an environmental health consultant in almost 80 projects, primarily in the area of environmental health impact and risk assessment. He has also been consulted by WHO, IAEA, Risk Science Institute and the Institute of Medicine in the U.S., the governments of Malaysia, Cambodia, Indonesia and Saudi Arabia on various environmental health issues. He is a registered EIA consultant with the Department of Environment, Malaysia, a member of the Chartered Institute of Environmental Health in the U.K., an honorary fellow of the Academy of Occupational and Environmental Medicine Malaysia and a council member of the Asia Chapter of the International Society for Environmental Epidemiology. He has been appointed as member of the Scientific Expert Panel of the National Disaster Management Agency (NADMA), and Chairman of the National Environmental Health Action Plan-Thematic Working Group 10 (NEHAP-TWG 10). Prof. Dr. Zailina Hashim is a Professor of Environmental Health. She is the Director, Centre of Excellence for Environmental and Occupational Health, Faculty of Medicine and Health Sciences. Her field of specialization is Environmental and Occupational Health Risk Sciences. She obtained her Ph.D degree from the University of Michigan. Dr. Zailina has been in academia for the past 32 years and has introduced the Bachelor of Science degree programme in Environmental and Occupational Health at UPM since 1998. She has published more than 200 journal articles, scientific and technical papers. She has completed more than 25 researches funded by local as well as international agencies.
