序言 P R E FAC E 序 言 PREFACE 2011 年德國提出重大工業革命思想：「工業 4.0」。「工業 4.0」的概念關鍵在於應用「信 息物理融合系统 (Cyber Physical System (CPS) 」的核心技術及供應鏈的「串連」，透過利用 資訊科技、互聯網及雲端技術，組成物聯網 (IoT) 及服務聯網 (IoS)，將機器設備、人員、 零件、流程、機建與資料串連起來，實行實時溝通、數據分析、系統及設備優化，促進「人 力協作」、「人機互動」及「機械互動」，以實現全面「智能製造」 。 今期《金屬製造》以工業 4.0 為題，讓業界切實地瞭解目前工業創新方向，了解廠商應如 何與環球創新工業模式接軌，從而訂立經營及發展策略創造機遇。而今年亦同時為協會第 十二屆理事會成立的日子，因此《金屬製造》將會與就職特刊合併發佈，同時亦讓各界了 解金屬製造業協會的工作及發展軌跡。 In 2011, Germany postulated a revolutionary way of thinking of Industrial Revolution – ‘Industrie 4.0’ (aka ‘Industry 4.0’). The concept of ‘Industry 4.0’ focuses on the application of the technology of ‘Cber-physical Production System’ (‘CPPS’) and the interoperability of the value chain. Through the use of information technology, Internet and cloud computing, the Internet of Things (‘IoT’) and Internet of Service (‘IoS’) are established so that mechanics, personnel, electronics, workflow, infrastructure and information are all connected for instant communication, data analysis, upgrading of systems and equipment, with a view to collaborating between people and machines, interacting between people and robotics, and interacting amongst machines, leading to full implementation of ‘Intelligent Manufacturing’. The theme of ‘Metal Made’ in this issue is ‘Industrie 4.0’, with a view to familiarising our fellows with the new and innovative ways of the industry as well as understanding of how enterprises adapt to the creative mode of work worldwide, so that our fellows will set clearer goals and strategies for expanding their corporate business. As this year marked the 12th term of the Executive Committee, ‘Metal Made’ and the Inauguration Bulletin will be published in tandem. In so doing, our fellows can have a better grasp of the work and trajectory of the Hong Kong Metals Manufacturers Association (‘HKMMA’). 04 香港金屬製造業協會

協會簡介 ABOUT US 協 會 簡 介 ABOUT US 香港金屬製造業協會於一九九四年十二月十五日註冊成立，乃一非牟利商會組織，旨在增進同 業間的聯繫，整體提升金屬製造業的生產技術和管理能力，增加在國際市場上的競爭力，並團結我 業同寅，捍衛業界權益，提升金屬製造業在工業界及社會上之形象。 協會現有會員公司逾七百家，並包括多家具有業內領先地位的香港上市公司，透過定期舉辦各 項活動，包括考察訪問、研討會、組織會員參加展覽、出版刊物、製作網頁等，推動會員之間的技 術交流和促進業界的業務發展。此外，協會不斷與本港、內地及海外各工商組織、專業團體、政府 部門建立聯繫和維持良好合作關係，以反映業界意見，爭取所需支持，促進行業發展。 另外，本會亦積極推動行業的持續長遠發展，故此招收了一批在本港就讀工程或工程相關學系 的本港大專院校學生成為本會的「學生會員」，透過為他們舉辦不同活動，從而更吸引他們於將來 投身工業。 The Hong Kong Metals Manufacturers Association (HKMMA) was established and registered on 15th December 1994 as a non-profit-making trade association. We aim to enhance the association among industry members, upgrade the production techniques and management capability, and strengthen the market competitiveness of the industry as a whole. By uniting industry members, HKMMA is also committed to safeguarding the common interests and promoting the industrial and social image of metals manufacturing industry. We currently have more than 700 member companies, whereas some of them are listed companies in Hong Kong with leading position among the industry. In order to facilitate communications and technological interchange among member companies, HKMMA regularly organizes study missions, factory visits, seminars and members' participation in related exhibitions. We also publish periodical publications and operate the association website. Moreover, the Association has been keeping in close contacts and maintaining good co-operation relationships with other trade and industrial organizations, professional bodies and related government departments in Hong Kong, the mainland and overseas, so as to voice out industry's concerns and opinions, and seek any necessary support for the development of metals manufacturing industry. Besides, we also strive to enhance the sustainable and long-term development of the industry, therefore we recruited a number of local students who studying engineering or other engineering related programme in Hong Kong to become our student member. 會長獻辭 MESSAGE FROM THE CHAIRMAN 第十一屆理事會 洪思偉會長獻辭 一瞬間，四年已過。自己髮已白，人已老，但協會更強壯。 回首創會至今，協會已經是一個 22 歲充滿朝氣的商會。22 年來，協會經歷本地工業北移、環 球金融風暴、中國走向世界的進程，而因應這些環境變化亦造就 了協會不斷壯大和成長，成為一個具有規模的行業商會。協會 在過往歷任會長帶領下，順應時勢作出發展規劃，雕塑出協 會的風格和特色。而金屬製造業協會是講求傳承商會，我就 任期間亦承接着歷屆會長在協會發展的方向和軌跡，更進一 步按當前形勢開拓和深化，而動員每個部門有效發揮功能是 我任內職責。有人問我，這四年你做了什麼工作？我其實什 麼也沒做，主要擔當項目規劃、工作監督和事後檢討角色，擬 定每年協會發展方向，理事會工作全賴理事會各成員的同心協 力以及各位幹事真誠配合，對此表示衷心的謝意。 延續協會認受性 07 回首二屆理事會工作，最首要工作是延續協會認 受性，當中包括社會及同業認可。社會方面，透過編 輯出版部的改良及優化，在會訊內容上加入行業精 英、理事專訪、技術文章、政策及法律分享等等… 發行量達 1600 本，派送予其他行業商會會員，加 深對金屬製造業協會認識，並且更了解週邊行業的 發展及技術，另外亦舉辦跨行業配對增加商機。同 業方面，經常性組織對外考察，同業學習觀摩，針 對行業所關注的政策及技術主動跟進，例如：取 消加工貿易項下進口鋼材保稅政策及粉塵爆炸事 故，及時向有關當局反映對會員影響實況。協會 由 2013 年開始亦增加「學生會員」類別，回應行 業青黃不接狀況，亦透過與各大學校定期舉辦考 THE HONG KONG METALS MANUFACTURERS ASSOCIATION

會長獻辭 MESSAGE FROM THE CHAIRMAN 察團活動，讓學生透過視察工廠實地環境理解整個行業運作，使他們不止在課堂上亦在工作環境中 體驗 實習。 當中跨行業配對及學生會員發展實在值得繼續探索和完善，這涉及與不同行業關連合作和行業 接棒，對行業而言實在值得協會投放資源發展。 主動關心會員需要 協會如今正邁向 22 週年，而我亦擔任共十一屆理事會工作，思維難免受到限制，發揮亦有局限。 新一屆理事會具有青春活力，幹勁十足，希望能帶領協會走向新台階，為行業出力。協會的會員大 多數是港資設廠企業，應及時了解他們需要，對他們經營狀況主動表達關心，加強力度及時反映出 問題，並且專責研究，主動爭取與國內商會進行合作，讓港商經營環境能在友善的政策下安心發展。 理事會工作並非單打獨鬥，應該是聚集眾人智慧共謀新事，同為行業出謀獻策，現屆理事會有不少 專才，亙相補足，令協會更強更壯。協會幹事是令協會運作的執行者，應充份使用他們的經驗，並 且調動他們積極性，讓他們能忠於所能地為協會服務，穩定基礎才能使協會安定發展。 金屬製造業協會得以發展至今日成績，實在有賴大家同心協力，眾志成城。最後衷心祝願協會 精誠團結，共創新里程！ 08 香港金屬製造業協會

會長獻辭 MESSAGE FROM THE CHAIRMAN Speech by Hung Sze Wai, Chairman of the 11th Executive Committee (2014-2016) In a trice, four years has passed. I am older with grey hair while HKMMA has grown stronger and sturdier. Looking back, HKMMA has grown up as a young man of two and twenty. Throughout more than two decades, HKMMA has witnessed migration of factories into the Mainland China, global economic tsunami and the rise of China. In the light of these changing circumstances, HKMMA has grown stronger and sturdier, and has established itself representativeness in the industry. Under the leadership of the Chairmen of previous terms, HKMMA has mapped out pragmatic planning alongside the changing circumstances, and established its distinct style and features. As HKMMA aims to groom and nurture the young talent, I, as the incumbent Chairman, have not only followed the trajectory and direction of HKMMA laid down by the Chairmen of previous terms, but also explored our way and fostered our path taking into account the actual circumstances, with a view to soliciting synergy of all divisions – this is my calling. Someone asked what I had done in these four years. I have not done much inasmuch as I do not micromanage. Instead, I coordinated project planning, oversaw different events and programmes, and made post-evaluation. The setting of the annual direction of HKMMA hinges on the concerted effort, staunch support and whole- hearted dedication of all members of the executive committee. I would like to convey my deep sense of gratitude in this regard. Sustaining legitimacy of HKMMA 09 Reminiscing about the work of the executive committee in the last two terms, the most important task is to sustain its legitimacy, including recognition of the society and our fellows. Society-wise, we revamp the publishing division and refine our editorial work by adding articles including interviews with elites of the industry, the incumbent Chairman and the former Chairmen of previous terms, features on technology, policy and law, etc. in our publications. To date, we have published over 1 600 copies and distributed them to our fellows in the industry so as to enhance their understanding of HKMMA and equip themselves with up-to-date development and technology of the ancillary industries. The trial experience of cross-matching different industries also boosts business opportunities. Fellow-wise, we always organise site visits, organise attachment to our fellow institutions, and follow up proactively on various policies and incidents pertaining to the industry, such as cancelling the bonded policy on import of steel under processing trade, and the coloured power explosion in Taiwan, and always let the authorities know our concerns about the impact of such policies and incidents on our fellows. Since 2013, HKMMA has added a new category of ‘student membership’ in a bid to ameliorate the succession problem. We have also collaborated with tertiary institutions to hold site visits to different enterprises regularly with a view to familiarising students with full knowledge of the modus operandi of the industry, so that students learn through experience beyond the classroom – a process of experiential learning by walking the field. It is worth exploring and refining the mechanism of ‘cross-matching different industries’ and the scheme of ‘student membership’ as they involve connecting, collaborating and teaming up with different industries. 會長獻辭 MESSAGE FROM THE CHAIRMAN Proactively caring for the needs of our members As HKMMA has stridden through its 22nd anniversary, the fact that I have taken up the executive committee work of HKMMA for 11 terms may hamper lateral thinking and the trajectory of HKMMA. The new term of the executive committee is new blood, full of vitality, valour, agility and acumen. I am sure that they will make ample contribution to HKMMA by bringing in creativity, innovation and imagination. As most of our members are Hong Kong businessmen who have their enterprises, the executive committee should always understand their needs and show care about their operating environment for business, and voice out their concerns timely in addition to groundwork policy research. Besides, they should always strive to collaborate with the associations in Mainland China, so that Hong Kong entrepreneurs will have stable and prosperous ambience for corporate business amidst amiable milieu. The work of the executive committee is never alone, but through discussion, dialogue, consultation and collective wisdom of minds so as to bring about doable and feasible ideas. There are a considerable number of professionals in the current term, and they can complement the executive committee members designate with a view to synergising HKMMA to be stronger and sturdier. The executive committee members facilitate the modus operandi of HKMMA, thus the new term should fully utilise the experience of the veteran committee members and engage their active participation so that they have a good sense of belonging and help pave a solid and smooth path for HKMMA to flourish. The laudable achievements and commendable feats of HKMMA since its establishment have been contingent upon hard work, concerted effort, sheer determination and tenacious perseverance of all our members and fellows. May I wish HKMMA every solidarity, prosperity and success!   10 香港金屬製造業協會

會長獻辭 MESSAGE FROM THE CHAIRMAN 留意市場變化做好準備應對 2017 年對世界經濟來說，是充滿挑戰的一年，美國總統換屆、英國脫歐、特區政府換屆，都在 這一年內發生，對世界以至香港來說，政治、經濟都有可能出現一些動蕩，直接影響到商品市場需 求出現變化，對香港的金屬製造行業來說，可能出現前景不明朗的情況，同業應該按著本身的產品 的特性，留意市場變化，做好應對準備。 推動自動化加強可持續發展潛力 不過，新的一年亦非盡是悲觀消息，國際石油產品價格持續低企，人民幣匯價有持續下調趨勢， 如果這兩項因素在明年能夠持續，對於在內地設廠的同業來說，在產品成本控制上是利好消息，但 世界政局瞬息萬變，本會會員應該密切留意有關趨勢，做好應對以策萬全，各會員應該就本身產品 的特性，全力貫徹發展工業 4.0，實現自動化、機械化和智能化，以減低對勞工資源的依賴，及確保 產品的水準統一，避免受到日益嚴重的人口老齡化問題威脅，為企業加強可持續發展潛力，以應對 日趨複雜的營商環境。 團結會員發揮行業影響力量 香港金屬製造業協會作為行業的組織，應當發揮「團結就是力量」的作用，我將會帶領新一屆 理事會成員，致力加強會員招募，壯大本會在行業的影響力，同時計劃開拓一些重點項目，協助會 員面對經營上的各種挑戰，重點是為本會成員在學習和推動工業 4.0 的運用上提供助力，幫助會員 向自動化和資訊化過渡，逐步擺脫低端製造業的困局。另外，新一屆理事會的工作方針是著重改變 會員觀念和認識，開闊同業的眼界，拓展思維，培養創新精神，配合本會現有的青年學生人才培養 計劃，我與新一屆理事會成員相信，本會成員定能精誠協作，充分履行協會宗旨和職能，使得協會 事業百尺竿頭，更進一步。   12 香港金屬製造業協會

會長獻辭 MESSAGE FROM THE CHAIRMAN Speech by Suen Fai Chuen, Alan, Chairman of the 12th Executive Committee (2016-2018) First of all, thank you for full support of my fellows, especially encouragement from my brother Peter Sun for letting me lead HKMMA to prepare for the challenges in the coming two years. With my motto of ‘being brave and innovative’, I shall bring along executive committee members of the new term to elicit the can-do spirit, uphold the values of HKMMA, strengthen the contact amongst members, foster exchange of experience, enhance our production technology, refine our management, share market information and diversify our business interests. HKMMA is dedicated to building up interaction and representation within different associations in the industry, social institutions and the Government in a bid to strive for support and resources. We shall also promote our image and fortify the significance of HKMMA by proactively partaking in community service and safeguarding the legitimate interests of members of HKMMA. Accomplishing extraordinary feat in opening up future ventures With my past experience of taking up different posts in the industry, I feel rejuvenated and reinvigorated as I always think out of the box, which is my maxim. From metal hardware low-end products in the early days to the full complement of advanced technological products in the contemporary world – from smart phones to automobiles and tugs – all involve metals and our products. As such, we should not get complacent or maintain the status quo; we should accomplish extraordinary feat in opening up future ventures so that the metal manufacturing industry will not lag behind other industries. Beware of the market fluctuation to cope with the challenge Global economy-wise, 2017 will be a challenging year – the next term United States President, the Brexit (i.e. the United Kingdom’s withdrawal from the European Union), the next term Chief Executive and the Government of HKSAR – these geopolitical and politico-economic events may take us into a topsy-turvy world where we cannot be sure of the local and global politics and economy, and lead to direct adjustment in demand and supply of commodities in the market. In the context of the metal manufacturing industry in Hong Kong, in view of the uncertainties ahead, our fellows should stay alert, know the unique features of each commodity, and get well prepared for the challenge. Advocating automation and augmenting the sustainable development potential 13 This notwithstanding, 2017 is not that pessimistic – the constantly low price of crude oil and its derivatives, the downward trend of renminbi exchange rate – if these two factors perpetuate, it will be good news (in terms of cost control) for our fellows who have enterprises in the Mainland China. Yet, a week is a long time in politics. Our members should thus always stay alert to cope with any challenge. They should devise contingency plans. Our fellows should get acquainted with the unique features of each commodity to fully implement ‘Industrie 4.0’ via automation, mechanics and intelligence. When there is less reliance towards manual labour lest our industry be thwarted by ageing population, the quality of our products can be well maintained and kept consistent. In so doing, the corporate business will augment its sustainable development potential and survive amid unsettling business ambience. THE HONG KONG METALS MANUFACTURERS ASSOCIATION

會長獻辭 MESSAGE FROM THE CHAIRMAN Counting on members to shed significance on the industry As an association of the industry, HKMMA should manifest its esprit de corps. I shall bring along the new term executive committee members to cast our net wider by recruiting members with different specialities so as to make a bigger impact on the industry. Meanwhile, we shall explore some signature projects to help members cope with the challenge in the course of their business. We shall guide members of HKMMA to get acquainted with Industrie 4.0, and promote the application of Industrie 4.0 through automation and informatics with a view to assuaging the dire situation of the low-end manufacturing industry. Besides, the work of the new term executive committee will focus on altering the deep-rooted thinking of our members and broadening their horizons by bringing in lateral thinking (i.e. thinking out of the box), inculcating imagination and cultivating creativity. Against the backdrop of the existing scheme of “Nurturing Young Talent”, my colleagues of the new term and I believe that our members will render steadfast support and firm commitment to the terms of reference and the work of HKMMA so that our association will be in full swing and in full blossom.   14 香港金屬製造業協會
