Tremcar Inc. has invested more than $1 million this year to build an eight-bay service building in Strasburg, Ohio. The center will optimize service and the company’s aluminum DOT 406 production line. Tremcar USA is one of the four leading manufacturers of stainless-steel tank-trailers for the milk and food industry, as well as the chemical and dry bulk sectors. The Ohio plant first started its industrial activities in 2004. It manufactures, repairs, sells and leases tank- trailers for the entire United States market. The plant, which employs more than 100 people, manages 350 tank-trailers for short and long-term rental. Production will increase by 33 percent over the short term, which represents an additional output of 50 tanks per year. Tremcar will also increase the capacity of its tank repair service, company officials said. “We have invested not only to improve efficiency, but also to increase it,” said Annie Tremblay, company vice president executive. “This will enable us to better serve our customers by repairing and servicing their tank-trailers in shorter delays. Daniel Tremblay, president of the Tremcar Inc. group, said he appreciates the support from the Strasburg region. “It is with pleasure we are investing in the region and creating more jobs. The economic development community of Tuscarawas County is very supportive and the work culture in Ohio is still very industrial. Rising costs prove challenging for trucking There have been several high-profile, sudden closures of trucking companies this year. New England Motor Freight, a large regional less-than-truckload carrier, filed for bankruptcy in February. In April, Ohio-based Falcon Transport suddenly shuttered operations and left drivers, equipment and freight stranded. Last month, Minnesota-based regional LTL carrier LME Inc. closed Specialty trailers need special maintenance Maintaining a fleet of trailers is complicated enough, but specialty trailers pose their own unique challenges. The more complex a trailer design is, the greater the potential for maintenance-related headaches. Recently some maintenance professionals offered solutions to common problems encountered by operators of tankers, lift-gate and live-bottom trailers. (Specialty trailers continued on page 38) (Rising cost continued on page 39) (NTTC seeking action continued on page 38) NTTC seeking action on dry- bulk axle legislation National Tank Truck Carriers (NTTC) recently notified its membership that the association’s dry- bulk axle tolerance legislative effort fell just short in the Senate in August. In its letter, NTTC President Daniel Furth said: “While we are extremely disappointed that the Senate EPW Committee did not include our language in its Confined truck spaces are often hazardous Confined space hazards in cargo truck tanks are an afterthought for many employers. A new peer-reviewed article by Daniel J. O’Connell, CSP, ASP, CET (SAFETRAN LLC), titled “Cargo Truck Tanks: An Often-Unrecognized Confined Space Hazard,” outlines the unique risks presented by these environments. It also provides guidance to help safety professionals take precautions, improve production and prevent serious incidents. Since workers interact with cargo truck tanks in several different ways, O’Connell begins by describing how these tanks are used and why employers should prioritize training and communication around these safety concerns. Tank trucks, commonly called “cargo tanks” or “tankers,” are motor vehicles with completely enclosed storage vessels. Those storage vessels can be either permanent or detachable, and the commodities they carry come in direct contact with the tank interior. They may have one or more storage compartments, and are regularly used to transport liquid, solid or gaseous materials. Tank-truck inspectors, technicians, welders and clean-out specialists frequently enter the interior of these storage vessels to perform routine maintenance and must be instructed on the types of hazards they will encounter on the job, O’Connell says. Cargo tank trucks are confined spaces, and the Occupational Safety and Health Administration (OSHA)regulates them accordingly. These factors weigh heavy on the scale when we need to choose where we want to make investments. City services and availability of skilled manpower are always a major factor.’’ Tremcar USA also wants to build closer relationships with vendors and customers, Daniel Tremblay said. He and his sister believe that proximity to partners is important to the company’s success. A Little History Throughout the 2000s, Tremcar made a number of acquisitions that strengthened its position as a leading tank-trailer manufacturer. In 1994, the company experienced its first meaningful growth in the American market. The family needed to move to the U.S. in order to better serve existing customers and expand its market potential. Tremcar opened its first plant in Champlain, N.Y., in 1998. The factory closed in December 2000, but since then Tremcar has been delivering tanks dedicated to the American market. In 2004, the company established Tremcar USA Inc. – its first U.S. service center – in Strasburg. In the months that followed, the service center was transformed into an aluminum tank manufacturing center for the transportation of crude and refined oil for the expanding U.S. and Canadian oil industries. In 2011, Annie Tremblay became executive vice president and moved to Strasburg to manage Tremcar USA Inc. After working at the family’s leading plant in Saint-Jean-sur- Richelieu, QC, Canada, for several years as vice president of purchasing, she agreed to take on a new challenge and move to the United States to take over the management of Tremcar USA in Strasburg. At that time, she had a 15-year-old daughter and 12-year-old son. Seven years after she took over her new role, the company’s integration with an American plant has proven successful. Stephens is the first manufacturer to use a steel galvanized end frame. The idea was Randy Williams’ and other manufacturers have copied his idea. The need for this arose from customers complaining about paint maintenance in the northern part of the United States. In winter months those units often run on salt and sand used to melt ice, and that can eat away at paint. Randy decided to try galvanizing the end frames. Our size enables us to control overhead and offer a fair price on a quality trailer. We also repair pneumatic and liquid aluminum trailers. Over the last two years our parts and repair business has grown along with our commitment to our customers. We are a growing company, but one that is just getting started. According to federal standard 29 CFR 1910.146(g)(1), employees are required to demonstrate specific skills related to their duties in confined spaces. These skills include facilitating a confined space rescue using emergency retrieval equipment and operating a gas tester to determine whether a tank has safe entry conditions. To comply with OSHA requirements, employees working with cargo tank trucks must also demonstrate their knowledge of personal protective equipment (PPE) per 29 CFR 1910.132(f)(2) and respiratory protection per 29 CFR 1910.134 (k)(1). 1. An Often-Unrecognized Threat O’Connell cites three OSHA case studies from 2011 to 2014 in which an employer’s failure to help workers identify or respond to a cargo truck-tank hazard ended in a fatality. The first, which features the story of a tank wash lead worker, took place in the manway opening of a cargo tank trailer previously containing Styrofoam, polyol and a mixture of nine other chemicals. Residual nitrogen, present in the tank as a result of the offloading process, has oxygen-displacing characteristics and created on oxygen-deficient atmosphere. The worker lost consciousness and fell into the tank. The second involved a truck driver who was working in a service bay near a cargo tank truck. The tanker, which was initially set to transport about 18,000 pounds of liquid egg, contained a nitrogen conditioner intended to preserve the load by removing the oxidation potential. This process, which is commonly used in the industry, O’Connell said, is called “blanketing.” Blanketing creates a slightly positive air pressure within storage containers and keeps out the air, which in this instance caused the driver to asphyxiate. In the third case study, a worker was cleaning the interior of a 6,000-gallon tanker truck full of wastewater. Despite the fact that this process is usually accomplished with water jets from the top of the tank, which allows people to work outside confined spaces, this worker entered the tank without cleaning tools or PPE. Emergency responders found the employee unresponsive due to low oxygen levels, and the employee later died of asphyxiation at the hospital. 2. The Problem With Current Safety Practices Productivity in the service industry means balancing personal safety, health and performance, O’Connell said. Quick turnarounds, traffic congestion and aggressive demands at service facilities frequently put worker safety and health at risk. Additionally, many employers and workers are unaware of the hazards of oxygen deficiency. The article references a 2003 safety bulletin from the Chemical Safety and Hazard Investigation Board (CSB), which states that “because 78 percent of the air we breathe is nitrogen gas, many people assume that nitrogen is not harmful.” Too often, employers ignore not only the moral obligation they have to protect their teams, but also the quantifiable benefits that responsible companies enjoy. According to O’Connell, these benefits include improved production and increased employee morale. A successful safety culture and training program can also help mitigate the costs of losing workers due to injury or illness, a poor reputation or damaged workforce stability. 3. How to Improve Going Forward O’Connell calls for a new paradigm in occupational safety and health (OSH) regarding truck tanks. His recommendations center around providing workers with the correct equipment, training and methodologies they need to perform safely and effectively. He lists eight primary tank confined space practices, which include: • Affixing warning signs or labels near cargo vessel openings • Properly training cargo tank workers and crew members to recognize the hazards presented by blanketed or inerted environments (where inert gasses are used to purge or ventilate cargo tanks) • Instructing and drilling workers in safe entry and rescue procedures • Maintaining a zero tolerance policy for unplanned entries into confined spaces and violating company safety rules Prior to entering a vessel, O’Connell says workers should also complete a pre-entry confined space evaluation to determine the specific hazards of each tank. Using a checklist for this evaluation helps ensure that workers will be less likely to forget or omit important safety steps during the process. Paired with what employees learn during comprehensive safety training, this tool can help employers take immediate action to control or eliminate hazards prior to allowing workers inside a confined space. When company managers exemplify the safety culture they would like to create, O’Connell said it can have a significant, positive impact on profits and worker well-being. (from the American Society of Safety Professionals) transportation reauthorization bill, we remain committed to continue to work with our friends in the House to ensure language is included in the House transportation reauthorization bill.’’ NTTC and its coalition partners remain committed to resolving this issue for the many constituents of tank-truck nation. “Unlike other trucking segments, dry bulk loads shift and a simple axle tolerance would allow these trucks to continue to operate on our nation’s highways without undue and unsafe interference,’’ Furth said. “Our goal in requesting a dry-bulk axle tolerance is to reduce the number of needed trucks on our highway, resulting in less congestion while improving safety, reducing our industries carbon footprint, and reducing the daily wear on our nation’s infrastructure.’’ While NTTC pivots to a House strategy, the association is asking constituents to add their company names to a draft coalition letter. The coalition consists of associations, carriers, shippers, growers and manufacturers who seek a 10-percent axle tolerance on the Interstate Highway System for commercial motor vehicles transporting cargo in trailers specifically designed to hold dry bulk goods. The tolerance would increase the maximum weight limit for tandem-axles from 34,000 pounds to 37,400 pounds, but would leave the maximum gross vehicle weight limit untouched at 80,000 pounds. Thirty-eight states currently allow for such a tolerance on state and county roads in recognition of this and other unique operating issues. Dry bulk goods include products such as plastic pellets, grain, grain products, feed products, flour and other solid substances with tiny individual particles that can easily separate during transport and cause a tandem-axle to exceed the 34,000-pound weight limit. “The force generated when braking compacts the cargo at the front end of the trailer, but the relatively weaker forces from acceleration and forward movement fail to evenly redistribute the weight across axles,’’ Furth explained. “Even when properly loaded, the truck’s natural motion can cause cargo to become improperly distributed. This load-shifting of dry bulk products is extremely unique within all of trucking due to trailer configuration and loading techniques. A simple axle tolerance would allow these trucks to continue to operate on our nation’s highways without undue and unsafe interference.’’ Further information may be obtained by contacting Ryan Streblow, executive vice president, at [email protected] or 703-838-1960. Tanker troubles Asked what maintenance items are most frequently overlooked on tanker trailers, Mike Trianos, director of fleet services and procurement with Transcourt Tank Leasing, is quick to cite poorly greased fifth wheels and fifth wheel compensators, especially on B-trains. “B-trains are not uncoupled regularly, and making sure they are properly greased is important and should be a part of a regular PM inspection,” Trianos said. “The other is under-greased kingpins on liftable steer axles. Repairs to the kingpins can cause unnecessary down time and are expensive repairs if neglected, especially when seized due to a lack of grease.” The key to quickly identifying maintenance-related issues on tanker trailers is to keep them clean. “Dirt, salt and road grime, if left to build up, will cause grease to dry prematurely on moving parts in contact with each other,” Trianos said. Dirt and mud can also obscure potential defects, requiring the attention of the maintenance department. And dirty tankers also project the image of a poorly maintained fleet. “Tank trailers should be washed on the exterior often to keep them clean, making it easier to identify leaks and maintenance issues,” Trianos said. Interior washes between loads are equally important, but Trianos said the industry does a good job at interior tank cleanliness. Trianos also emphasized the importance of proper brake, tire and gasket inspections and maintenance. About the same time, California-based agricultural hauler Timmerman Starlite Trucking closed its doors. The closures have prompted headlines in the media touting trucking’s “bloodbath” and “apocalypse.” But anyone who has been in this business for very long at all knows trucking is extremely cyclical. Last year was one of the best years for the industry in recent memory. Fleets couldn’t keep up with the flood of business, causing a capacity crunch, which meant rates went up, along with driver pay and truck orders, as carriers worked to expand to take advantage of the good times. In fact, by January there was still an eight-month backlog of Class 8 truck orders. As the booming economy has slowed this year, freight has softened. Consumer spending and manufacturing dropped, meaning less freight to haul. Winter storms and flooding didn’t help matters. A more equal capacity- to-demand ratio has meant shippers are pushing back on some higher rates. Driver wages are higher, as are insurance costs. Some carriers may have gotten overextended buying new equipment, opening new facilities, and hiring more drivers. The slowdown in freight, softer rates and higher costs for everything from fuel to insurance has no doubt hit some of them hard this year. “Many costs are headed up; substantial rate increases for insurance have been noted in some of the closures,” said Richard Bren, vice president of insurance at PFA Transportation Insurance & Surety Services in Phoenix, Ariz., said, “We would caution against generalizing what’s happened at individual and a self-described risk, safety and insurance geek. “Finding an insurance company to accept the risk can be a challenge, and then having the ability to cover those costs is the next hurdle. All aspects of insurance (vehicle, work comp, health care) can be increasing significantly. Compliance costs with federal and state agencies is not easy or inexpensive. Can the increased costs be anticipated soon enough and then passed along adequately to prevent the profit erosion from becoming a financial implosion?” Two industry analysts acknowledge the environment is more challenging, (Rising cost continued from page 1) but believe this year’s high-profile closures have more to do with company- specific issues than overall market weakness. “While we have seen an increase in trucking bankruptcies and liquidations over the past year related to high insurance and fuel costs, as well as slower freight flows and lower spot rates, overall truck industry P&L remains on high ground, and overall, contract rates are positive,” said Jeff Kauffman, a transportation analyst with transportation consulting firm Tahoe Ventures. New England Motor Freight was seen to have too much low-yielding Amazon business with an inflexible cost structure, Kauffman said. Company officials said that high labor costs, excessive regulation, significant toll increases, and the high cost of insurance were to blame for its bankruptcy. Falcon was owned by private equity who pulled the plug, Kauffman said. In addition, published reports indicate that Falcon’s largest customer closed several operations – widely believed to be General Motors. At LME, the closure appears to be the result of legal costs relating to charges that it shut down as a financially trouble union company and reopened under another name as a non-union carrier. Starlite’s problems were largely related to California-specific issues, Kauffman said. Published reports indicated costs for labor and equipment and stagnant hauling rates, on top of increased costs from state and federal regulations, were to blame. Similarly, Avery Vise, vice president of trucking research at FTR Associates, operations into a market-wide trend.” FTR is researching whether the market has seen an unusually large number of carriers losing their authority. “However, even if this is happening, other indicators do not suggest it is affecting overall capacity,” Vise said. “After a pause in February and March, payroll employment in truck transportation is still rising, albeit at a slower rate except for preliminary June figures.” www.TankTransport.com SEPTEMBER 2019 I TANK TRANSPORT TRADER 39
Trucking facing various headwinds Carl Fleming has been a truck driver since 1977. But, like many truck drivers, he says 2019 has been especially rough for him. Fleming is an owner-operator, or a truck driver who owns his truck and works on a freelance basis. He said he’d made $20,000 less this year compared with the same point last year. “My fuel costs have not gone down, nor my insurance costs,’’ Fleming said. “A lot of small owner-operators have thrown in the towel so to speak or have lost everything they own.’’ It’s not just truck drivers who are struggling. Major trucking companies have consistently missed and had to revise their earnings targets this year. A growing number of analysts expect the hard times to keep coming. Morgan Stanley’s Ravi Shanker told investors that the bank’s transportation team expected second-quarter earnings, which come out in July and early August, to be “poor.’’ Morgan Stanley cut its estimates across the trucking sector by 4 percent. “While there are some signs of hope in the data and expectations for a second-half rebound, we do not expect the damage in the first half of the year to be undone,’’ Shanker wrote in a note to investors. There isn’t one clean explanation for why a slowdown is hitting the $800 billion trucking industry. But analysts and truck drivers pointed to a few reasons it’s on shaky ground in 2019. The leading explanation for why trucking is in a slump goes back to that central tenet of economics: supply and demand. Larger economic trends – like increased factory, retail, or construction activity – push up the demand for truck drivers. There’s just more stuff to drive around, and you need people and trucks to move them. The supply comes from how many trucks and truck drivers are available. When demand is high, trucking companies tend to buy lots of trucks and hire new drivers in anticipation of profits to come. But then, once the supply of trucks and truckers catches up to demand, rates fall, making that investment hard to pay off. That causes an issue called overcapacity. Capacity, meaning the number of trucks available to move loads, was up by 29.9 percent in June year over year in the spot market, where trucking jobs are bid on demand rather than through a prearranged contract. “Part of the industry’s challenge being cyclically driven as it is, is overcapacity,’’ said Michael DiCecco, president of Huntington Bank’s asset- finance sector. Last year was particularly profitable for truckers, and it encouraged lots of companies to buy more trucks and hire more drivers. Companies ordered so many new trucks last year that by January there was still an eight-month backlog of new orders. Along with there being too many trucks and truckers in the industry now, the economy wasn’t as strong in the first half of as it was last year. Annie Tremblay is assisted by her brother Daniel Tremblay, who is president of Tremcar Inc., and by Andy Mulvey, vice president of sales. The business has salesmen who travel the country and a distribution network in several states. “Americans appreciate the fact that Tremcar is present in the territory because we hire Americans who manufactures products for Americans and Canadians,’’ said Annie Tremblay. Did you know we export to Canada even if our head office is located in Quebec, Canada? Also, customers like to come meet us and see their products on the production line. With our expansion, we are creating good growth potential. It’s very encouraging for the future.” Tremcar, which employs 200 workers in the U.S., exports 40 percent of its production output to Canada. The company controls about 8 percent of the American market and 80 percent of the Canadian market. In 2014, the company acquired Boston Steel, a manufacturer of fuel distribution tank trucks. Today Tremcar USA operates two production plants and two service centers in the U.S. It also operates Tremlease Inc., a short and long-term leasing fleet. All of the company’s parts, including stainless steel and aluminum, are purchased in the U.S. for both Tremcar USA and its sister company Tremcar Inc., located in Canada. More than 20,000 Tremcar tanks haul commodities across America, the company said. (Tremcar growing continued from page 20) Leslie Doggett buys Truck Enterprises Leslie Doggett Industries of Houston, Texas, has acquired privately held Truck Enterprises through its Doggett Truck Group, the company announced recently. Truck Enterprises, founded in 1980, is an authorized Western Star, Detroit Diesel and extreme heavy-duty trailer dealer located in El Paso Texas and Carlsbad, N.M. The acquisition gives Doggett, which will operate the dealerships under the Truck Enterprises name, its third location in El Paso and first in Carlsbad. “Doggett will roll out our independent used-truck and trailer model through this acquisition. It will build on the history of Truck Enterprises, created and nurtured by founders Lanny and Linda Golucke,” said William Doggett, the company’s general counsel. “Lanny will remain on as the leader of Truck Enterprises.” The company said its goal is to grow the El Paso stores as it did in Little Rock, Ark., with its Freightliner dealership. That business was nominated by Successful Dealer magazine as one of five finalists for the “best-run, heavy-truck dealership’’ in the US. Doggett acquired all the Freightliner dealerships in Arkansas 14 months ago. “Doggett is pleased to expand our footprint to serve more customers in El Paso and to enter the Carlsbad market,” said Paul Burk, vice president of Doggett Truck Group. “We are eager to implement the same initiatives and processes that have made Doggett successful and have been the foundation of our dynamic growth in other markets.” Western Star is a division of Freightliner, which is the North American brand for Daimler Benz Trucks. Freightliner is North America’s largest highway (18-wheeler) and vocational truck manufacturer, with a market share often exceeding 40 percent. “That is about three times that of our closest competitor,’’ the company said in a press release. EPA stands behind glider kit study The Environmental Protection Agency’s (EPA) internal watchdog has concluded that a 2017 EPA study used to promote limiting production of glider kit trucks was “consistent” with the agency’s research standards and, therefore, the study’s conclusions shouldn’t be dismissed. EPA’s Office of Inspector General (OIG) released a preliminary report last month and said it expects to issue a final report next year. Unless its conclusions change, OIG’s report helps solidify existing EPA regulations that have put significant limitations on the market for glider kit trucks A handful of House Republicans last year requested the inquiry into the 2017 study after questions were raised about Volvo’s involvement in the research. The study was published in 2017, pushing back against an EPA proposal to rescind glider kit production limits set in 2016 by the so-called Phase II tractor- trailer emissions regulations. Those regulations – still in effect and more likely to remain in effect with this study in play – capped production of gliders by manufacturers like Fitzgerald Glider Kits at 300 glider vehicles a year. Fitzgerald, the country’s largest glider kit builder prior to the implementation of those regulations in January 2018, had been manufacturing upward of 5,000 kits a year. When EPA sought to review the regulations and potentially repeal them, EPA staffers conducted a study of glider kit vehicle emissions output. In the study, EPA used trucks donated by Volvo Trucks, a proponent of limiting glider production. A half-dozen Republicans in the House flagged concerns about the trucks and asked EPA’s OIG to review whether EPA staffers acted improperly by accepting those units and whether they violated ethical boundaries by communicating with Volvo representatives during the study. However, OIG found that “EPA complied with standard practices and relevant policies and procedures covering objectivity and integrity in planning and conducting its testing of the glider vehicles in 2017.” The study wasn’t used to form the initial 2016 regulations, which were proposed in 2015. EPA leaned on other research in creating those regulations. EPA said in early 2016 that emissions of particulate matter and nitrogen oxides (NOx) of roughly 10,000 glider kits was equivalent to about 100,000 new trucks. The saga surrounding the glider kit regulations twisted and turned last year, with EPA temporarily suspending enforcement of the regulations, before announcing that it would continue to enforce the regulations. Likewise, EPA tabled its 2017 proposal to rescind the regulations, meaning the annual 300-truck production cap is likely to stay in place. BP may slow oil extraction Oil companies are under increasing pressure to bring fuel to market faster and cheaper, leading BP to conclude some of its resources “won’t see the light of day,” according to its head of strategy. Some of the “more complicated to extract” resources in the British oil major’s portfolio may have to be sold or stay in challenging year. Current estimates the ground, said Dominic Emery, the company’s group head of strategy. They’re going to be too expensive and too time- consuming to get out, and the industry is under pressure to shorten the duration and size of projects, he said. Part of the shift is due to climate change, which has caused investors to pressure BP to stick to lower-carbon projects. indicator of the economy, will be It’s also due to an oil price that’s half what it was five years ago, meaning some projects “simply don’t make money.” “There are classes of resources that are kind of much further out and more complicated to extract,” Emery said. percent in the first quarter. It’s taken “There’s no doubt that some of those resources won’t come out the ground.” Emery didn’t quantify the volume of BP’s resources that may stay put. The oil major said in an investor presentation last lower manufacturing levels, but year it has 25 billion barrels of resources, 40 percent of which have been “booked and proved.” Emery said only unproved recent strong retail sales numbers oil resources are at risk of being stranded. While he also didn’t clarify which resources are the most complicated to extract, research from consultants Rystad Energy AS and Wood Mackenzie tend to point to ultra-deepwater, remote or extremely carbon-heavy projects, such as oil see the productivity hit of the sands, as the longest-term and most expensive. A report from Wood Mackenzie showed that under a business-as-usual scenario, the call on oil that hasn’t yet been discovered take hold, Vise said. will reach 16 million barrels per day by 2040. In that context, current spending on exploration “looks about right” to meet demand. However, under a scenario where the world cuts carbon from the energy system faster, the adoption of electric vehicles, year’s hot market, we could see biofuels and other competing energy sources may cut two-thirds of that oil demand. The report recommended companies some delayed consequences of the stick to projects with shorter time horizons. To cope with the risk, BP has limited exploration spending and is mostly focused on investing in shale and fields near Vise noted. “Operations that had not existing infrastructure, Emery said. He added that it isn’t necessarily the end for oil mega-projects, but there will probably adopted electronic logs before the be fewer of them in the future. BP’s position reflects spending in the industry overall, which slowed down sharply after an oil-price crash in 2014 and with the regulations could be under has plateaued since then, according to data compiled by analysts. Emery said BP “has been working on that over the last few months” to fulfill the request and will share some initial results later this year. Ensure the Correct Fuel Delivery Every Time Regular, or low-octane, gasoline does not go into a Formula 1 race car. Diesel shouldn’t go into your gasoline-powered sedan. When pulling into a fueling station, customers are depending on the station to keep incompatible fuels from getting into their tanks. Though it’s simple for customers to hit a button and dispense the correct fuel, for a fuel delivery driver, there are thousands of chances to make a loading or unloading error that results in compromised customer fuel tanks. Though incorrect fuel delivery is somewhat rare, even one mistake can be costly. An incorrect octane mix or gasoline/diesel mix-up can have several causes, with multiple connection points that drivers and terminal loading staff need to oversee. The most prevalent causes include: • Unloading the wrong product into the wrong underground tank at the service station. • Loading the wrong product into the wrong tank trailer compartment at the terminal. • An incomplete cleaning or residual incompatible product causes product contamination. • An incomplete unloading of a tank trailer compartment leaves fuel behind after delivery. Training is one way to combat these mistakes, but human error is a persistent threat for even the most experienced drivers. To give people in the field a hand, and keep the fuel supply chain running more confidently, Civacon introduced the CivaCommand Smart Tank System, a single interface that gives drivers digital tools to prevent crossover, monitor retain and ultimately get the right product into the right tank. Civacon understands the needs of every party affected by the fuel delivery supply chain. Polar acquires C&R Fleet Services Polar Service Centers, one of the nation’s largest networks of commercial parts and repair facilities for tank trailers and tank trucks, has acquired C & R Fleet Services of Griffin, Ga., company officials announced. Founded in 1997, C & R is housed in a seven-bay facility on nearly 10 acres located about 40 minutes south of the Atlanta’s airport. With ASE-certified technicians, C & R repairs and maintains all classes of trucks, trailers and cargo tanks, with a special focus on propane. As a NITSA-registered final stage manufacturer, C & R builds trucks for a wide variety of custom applications, from service bodies to cranes or a complete propane bobtail, the company said in a press release. Under Polar Service Centers’ ownership, the facility’s capabilities will be expanded to include chemical, food-grade and petroleum tank trailers. “This strategic acquisition gives us an opportunity to better serve customers in the southeast region,” said Jerry Cignarella, president of Polar Service Centers. “C & R offered us an exceptional foundation to build upon, a solid business that will allow us to expand our services to more truck and cargo tank operators.” David Clark, vice president of parts for Polar Service Centers, added: “With the addition of C & R’s location, we have the capability to get critical, much-needed parts closer to our customers in the southeast region. We look forward to serving our customers in the Atlanta metro area and southern Georgia.” Polar Service Centers operates certified tank-trailer service centers throughout the U.S., providing HM-183 and D.O.T. inspections, as well as full service and tank repair. Polar Service Centers is owned by EnTrans International. EnTrans is a leading manufacturer of tank trailers, oil-field capital equipment and related components used in the oil and gas industry. Polar is headquartered in Houston, Texas. For more information about Polar Service Centers, visit polarservicecenters.com. Polar Adds Locations, New Products To meet demand and lead the industry, Polar Service Centers (PSC) is accelerating its already aggressive expansion in Q3 2019. With new sites, new facilities at existing sites and key partnerships, PSC has expanded its network, already the largest in the U.S. for tank truck and trailer commercial parts and repair facilities. “We’re making a significant investment in growing our footprint and our product offerings,” said Jerry Cignarella, president of PSC. “Building our network means that our customers will never have to look far to find the service and parts they need. This investment underscores our commitment to lead the industry.” Thus far in 2019, Polar Service Centers has built, acquired or enhanced these key locations: • Cherry Hill, N.J.: Here, the company xpanded the building and added four service bays e • Odessa, Texas: In this city, PSC built a new facility with 16 service bays. Two tank washing bays will be added in the fourth quarter. • Augusta, Ga.: The company added six service bays in Augusta and two tank washing bays are planned for the fourth quarter. • Charlotte, N.C.: Here the company added a new site, which is co-located with Express Container Service, a tank wash. • Griffin, Ga.: In Griffin, PSC acquired C&R Fleet Services, which offers repair and maintenance on all classes of trucks, trailers and cargo tanks. A NITSA-registered final stage manufacturer, C&R builds trucks for a wide variety of custom applications. Within the last 12 months, Polar Service Centers has also expanded its bulk unloading products. That includes reaffirming a a distribution agreement with Tuthill Blowers, which allows PSC to market Tuthill transport blowers in all or parts of 24 states. The company has also formalized a partnership with Ingersoll Rand for liquid tanker compressor products in the U.S. This agreement makes PSC Ingersoll Rand’s exclusive partner in the United States for the SV200 line of oil-free rotary sliding vane compressors. PSC also completed an agreement with APSCO to sell its line of hydraulic oil coolers and accessories. At the same time, the company introduced the TankGuard line of products exclusively for the bulk transportation market. With this expansion, PSC now offers 30 locations throughout the U.S. PSC aims to reach more tank truck and trailer customers than ever, meeting their needs for parts, service, tank washing and used equipment, the company said in a press release. “Brakes is an obvious one. However, proper tire air pressures and gaskets should get the same attention,” he said. “Liquid tank trailers are designed right from the specification stage to haul the maximum payload available. Properly inflated tires not only maximize fuel mileage but can also prevent blowouts and premature tire wear. Gaskets on a tank trailer are an integral part of containing sometimes dangerous or flammable liquids from leaking into the environment.” Trianos suggested tanker fleets refer to detailed preventive maintenance inspection lists, which are customized for each tanker type of application. “There are different types of tank trailers. We gear our PM inspections towards each type of trailer. We don’t have a blanket PM sheet for all trailers. Each individual specification of the trailer has its own PM inspection list,” Trianos said. Power problems The biggest struggle in maintaining a fleet of lift-gate trailers – or for that matter, straight trucks with lift-gates – involves keeping the batteries powered. More fleets are taking advantage of the sun to take care of this task. Speaking at the FTR Transportation Conference in Indianapolis, Ind., last year, Jeff Kauffman of Tahoe Ventures urged fleets to consider how solar power can be harnessed to power lift-gates. He said the cost of solar panels are decreasing, providing fleets with a payback of one to two years. “One to two years on a truck asset of five to six years is not a big deal,” he said. “On a trailer asset of 12-15 years, that’s very big. With credits, break-even comes to under one year. You can save $3,000 to $10,000 per year bringing in solar.” A 100-watt solar panel (measuring four by two feet) can reduce lift-gate battery failures, maintain the truck batteries’ charge, and run the truck’s telematics. A 300-watt panel, which fits neatly on the tractor’s roof fairing, can power the lift-gate, extend non-idle HVAC time by three to four hours, and maintain the truck’s primary batteries. Solar panels can be mounted to the tractor or the trailer. But ensure you purchase solar panels designed for transportation applications, said Paul Kroes, power solutions business development manager for Thermo King. “Customers go out there, go online or to Canadian Tire, and get a panel for $100 that looks like it’s going to do the job. It comes down to the design for the environment,” Kroes warned. “The solar industry only designed for stationary applications. They never had to worry about going down the road, vibrating, 70-mph winds, rock debris, tree limbs, corrosion. All that stuff destroys your standard solar system very quickly and a lot of people don’t understand that.” Choosing a solar solution not designed for mobile applications can cause more maintenance headaches than it resolves. Thermo King’s solar panels are designed to last the entire 15 to 20 years a trailer may remain in service, the company said. Solar panel installation is simple, and once installed, no further maintenance is required. Kroes said demand for solar solutions is increasing. “As these operations get more sophisticated and efficient, they realize the cost of a failed battery isn’t just the cost of replacing the battery. It’s the service call- out charges, which at 3 a.m. are fairly expensive, the cost of the down time, the risk they run of spoiling a load,” he pointed out. “Their horizon has expanded now to the point they realize it’s not just the battery they are protecting.” Stayin’ alive Live-bottom trailers, with all their moving parts, present their own set of challenges and headaches to maintenance departments, the maintenance experts said. But the trailers continue to gain popularity, primarily because of their safety advantages over traditional end dumps, and are a requirement on certain job sites. Customers appreciate the versatility of live-bottom trailers, but must also keep in mind their unique maintenance challenges. “Basically, this is not a normal trailer: It’s a machine on wheels,” said John Rogasky, dealer sales support manager for Trout River dealer Arne’s Welding and Trailer Sales. “You have to keep that in mind, and this machine has lots of moving parts. The more moving parts there are, the more maintenance that’s required. When we are looking to sell these products to customers, we are very sure to point out that maintenance is high on these things.” The chain used to move product out the rear of the trailer needs to be lubricated every day. While live-bottom trailers have on-board lubrication systems, the driver must remember to turn the lubrication system on and to run the belt twice before each shift. A series of cross-members supports the chain, and must also be inspected regularly, Rogasky emphasized. “These are built of T1 steel, but they can be damaged,” he said. Bent cross-members distort the distance between the chains, putting higher tension on the chains. Trout River trailers have cross-members that are easy to replace as they’re bolted in rather than welded. The belt, which carries the product, must also be inspected regularly. “You have to watch for tears or rips on the belts and seals,” Rogasky said. Even so, the belt and chain will likely have to be replaced after five to seven years of use. “The key is to keep the maintenance as high a level as possible,” Rogasky said. And while much attention must be given to a live bottom trailer’s belt and chains, it’s equally important to maintain the more conventional trailer components. “You can’t forget about the undercarriage,” Rogasky added. “The wheels, tires, slack adjusters – make sure they’re greased and lubricated as well.” With live-bottom trailers, a thorough pre-trip inspection is crucial. “Check things like oil leaks, gate seals, and rubber seals all around these things,” Rogasky said.
