The U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) recently updated its CNG fuel container inspection labeling requirement for vehicles with a gross vehicle weight rating (GVWR) greater than 10,000 pounds to match recommendations previously developed by NGVAmerica after a Hauling sanitary and food grade products takes special care and an unwavering confidence in the equipment used to transport them. However, Cox said the best- connected European LNG terminals are already running at high rates, and limits to cross-border pipeline gas capacity would restrict the wider benefit of higher imports into some countries, such as Spain. For LNG to take a much greater structural share of the European gas mix, additional import infrastructure is likely required, such as the War bringing uncertainty to trucking Already high fuel prices surged in the wake of Russia’s war in Ukraine. Those costs – diesel’s price per gallon set a U.S. record in March – will hurt current trucking conditions, according to FTR analysis. Long- term effects aren’t yet clear. FTR’s Trucking Conditions Index (TCI) fell to 11.46 from 14.45 between December 2021 and January amid rising diesel prices, the transportation intelligence firm reported in mid March. lengthy and collaborative review. In December 2017, NGVAmerica released its recommended CNG Fuel System Inspection Guidance document. NGVAmerica’s technology and development committee’s fuel system inspection work group created the new guidance after two years of discussion and review. After issuing the guidance, NGVAmerica petitioned the U.S. Department of Transportation to remove the mileage requirement and change the 36-month interval to 12 months for heavy-duty vehicles. That recently occurred. On June 21, 2019, NHTSA issued a Notice of Proposed Rulemaking, and on Feb. 11 of this year, NHTSA published its Final Rule in the Federal Register. ‘‘This container should be visually inspected for damage and deterioration after a motor vehicle accident or fire, and either (a) at least every 12 months when installed on a vehicle with a GVWR greater than 4,536 kilograms or (b) at least every 36 months or 36,000 miles, whichever comes first, when installed on a vehicle with a GVWR less than or equal to 4,536 kilograms,” reads the new rule related to CNG fuel container integrity. NGVAmerica’s guidance breaks down suggested CNG fuel system inspection into four tiers. The document recommends detailed visual inspection on an annual basis. The pre-service visual inspection is a detailed inspection of the complete CNG fuel system prior to the vehicle being placed into service. This inspection is to verify that the CNG fuel system installed meets specifications and applicable codes/ standards. The cursory visual inspection should be done every pre- and post-trip by the driver. During this inspection, the driver needs to check that there is no damage to the exterior of the fuel system, including the fill receptacle, and that vent lines are capped. The general visual inspection should be conducted at preventative maintenance events by a trained technician. During this inspection, the technician is inspecting the shields and enclosures of the CNG fuel system along with any readily accessible CNG fuel system components. The final level of inspection, the (New CNG guidance continued on page 17) (New CNG guidance continued from page 1) Trailer makers face 8-month backlog The U.S. trailer industry backlog grew 3 percent sequentially in December, according to ACT Research’s quarterly report on trailer components, but ended the year 9 percent below the previous year. The U.S. New Trailer Components and Materials Forecast from ACT Research aims to provide those in the trailer production supply chain, as well as those who invest in said suppliers and commodities, with forecast quantities of components and raw materials required to support the trailer forecast for the coming five years. “Overall, last year closed with the U.S. trailer industry facing a backlog-to-build ratio of eight months,” said Frank Maly, director of commercial vehicle transportation analysis and research at ACT Research. “December was the second consecutive sequential gain. After remaining well over 10 months earlier in the year, backlog-to-build averaged eight months from May through December, an indication of manufacturers’ efforts to closely balance their order boards and their potential production levels.” The report includes near-term quarterly predictions for two years, ACT said, while the latter three years of the forecast are shown in annual details. The analysis is segmented into two categories: the structural composition of new trailers and the production of undercarriage assembly. “The dry van category closed 2021 with an 8.7-month backlog-to-build, while reefers, normally the category with the industry’s longest backlog, ended 2021 at 8.3 months,” Maly said. “Surprisingly, the long horizons occurred in the vocational categories, with heavy low-beds currently stretching into the second quarter of 2023 at current production rates. “The industry remains challenged by component and materials issues as well as staffing, although our projections do call for a gradual increase in production rates as the year progresses,’’ Maly said. “That said, manufacturers’’ efforts to ramp volume continue to come short of their preferences.” According to Maly, supply chain issues will continue to slow production increases. “Frequently mentioned in supply constraint discussions are castings, forgings, wiring, lights, suspensions, axles, wood, and tires,” Maly said. “As one contact noted, the challenges are widespread and varied: ‘It’s something different every day.’” ACT Research also reported that trailer orders for the new year started on “a softer note,” as preliminary reports show net orders came in close to the December order pace. The volume of 26,100 net orders was just shy of December’s 26,400 level. The first month of the year was also 17 percent below last January’s activity. Prices for used trucks rising, report says Used Class 8 same-dealer retail sales grew 20 percent month-over- month in February but were 14 percent lower compared to the same period in 2021, ACT Research reported in March. Other preliminary data released from ACT’s State of the Industry: U.S. Classes 3-8 Used Trucks showed that the average retail price of a used truck rose 8 percent, as average miles were flat and average age rose 1 percent compared to January. Compared to February 2021, the average retail price was 85 percent higher, with average miles and age greater by 3 percent and 7 percent, respectively, according to the report. ACT’s Classes 3-8 used truck report provides data on the average selling price, miles and age based on a sample of industry data. In addition, the report provides the average selling price for top-selling Class 8 models for each of the major truck manufacturers: Freightliner (Daimler), Kenworth and Peterbilt (Paccar), International (Navistar), and Volvo and Mack (Volvo). “Presumably, the bumps in December and January new truck production freed the logjam of trucks headed to the used truck market,” said Steve Tam, vice president of ACT Research. “As evidence, preliminary same-dealer retail sales popped in February, more than the expected seasonal gain. “More important, it is obvious that demand for used equipment remains robust. Regardless, inventory is still in short supply, so longer- term comparisons continue to be unfavorable.” Tam noted that preliminary average retail used prices for Class 8 trucks have “yet to show any signs of retreat, climbing 8 percent month- over-month in February. Near-term growth continues to be overshadowed by longer-term comparisons, where prices were up 85 percent year-over- year and 85 percent year-to-date.” “It is also worth noting that the higher prices are shrugging off the fact that, collectively, used trucks are older and have more miles on them for just about every time-period comparison,” he concluded. “The presumption is that fleets have been forced to hold onto their trucks longer than normal as they await delivery of new units delayed by supply chain constraints.” As new truck production goes, so goes the used market, analysts said. Retail sales and prices for used trucks usually ebb and flow with new vehicle production and sales, not including other complicating factors. Earlier this month, ACT also reported that preliminary Class 8 net orders in February were 21,000 units, while net orders for Classes 5-7 rose to 18,300 units, indicating continued constrained production of new commercial vehicles. “Constrained production capabilities and long backlogs continue to impede new order activity,” said Kenny Vieth, ACT’s president and senior analyst. “Based on preliminary February inputs, North American Classes 5-8 net orders were essentially flat compared to January.” While order weakness is attributable to supply constraints, the ground rules of data collection play a part: The manufacturers only report orders that are scheduled to be built within 12 months. The Dutch Gate and Belgian Zeebrugge terminals are to be expanded by 2024 and the Polish terminal in 2023, Cox said. But neither of these options gives an immediate solution to any major shortage of gas and more capacity does not necessarily lead to more supply. Much of the LNG into Europe is supplied on a flexible basis and will flow to other parts of the world unless European prices are attractive. Cox suggested that one way around this is to sign contracts for firm LNG delivery, which would guarantee volumes. However, this may come at a premium price and limit buyer flexibility as and when European gas demand falls. All this is without considering the big role that Russian LNG into Europe has come to play alongside Russian pipe gas. 1. Europe’s LNG share LNG’s share in the European gas supply mix has fluctuated widely in recent years, at times as low as 7 percent, but in January reaching a record high of 32 percent, Cox said. European LNG imports reached a record high of 9.53 million t in January, according to ICIS LNG Edge data. 2. Terminal capacity On the surface, there is plenty of capacity available to bring more LNG into Europe, Cox said. European LNG terminal utilization, excluding Turkey, stands at 67 percent compared to last year, according to ICIS LNG Edge. While this is well below maximum rates, it is strongly up from the previous 12-month average of 49 percent. With lower Russian pipeline gas in recent months, and high European gas prices, more LNG has come to European terminals, especially from the US. Total operational European LNG import capacity was almost 3.5 million or 36 percent more than was delivered in January. A 100-percent LNG terminal utilization figure would have taken LNG’s share to 40 percent of the January European gas supply mix, if other supply remained unchanged, Cox said. In other words, even at maximum levels, it would not come close to replacing Russia’s pipeline gas share. But 100-percent utilization will never be achieved. Several key terminals in northwest Europe have already been running at maximum rates so far this year. These include the Dutch Gate, French Montoir, Belgian Zeebrugge, and UK Dragon terminals, according to ICIS LNG Edge data. Those that could bring in more LNG are in many cases not well connected to the broader European gas market, which would limit the benefit of additional LNG imports. Five of the terminals with the lowest utilization this year are in Spain, which has the largest LNG import capacity in Europe. Spain can only export pipeline gas to France. The maximum daily flow rate from Spain to France is about the daily maximum disbursement from just one LNG terminal. So Spanish LNG does not have a major route into the higher gas demand centers of northwest Europe. Spain could, however, hold more LNG in tanks, which could then be reloaded and taken to other terminals in Europe. 3. Russian LNG Within the LNG import figures, Russia now holds a greater share after the start of the Yamal LNG export plant in 2017, Cox said. In 2021, Russian LNG was the third largest supplier into Europe, behind the U.S. and Qatar. Just over 18 percent of Europe’s LNG was supplied from Yamal in 2021, according to ICIS LNG Edge. While Russian pipeline gas volumes have fallen, this has in effect been offset by strong Russian LNG. This again emphasizes the extent to which Russian energy is embedded in the European market. Qatar will expand its LNG production strongly in the 2020s, according to ICIS, and new projects are expected to boost U.S. LNG production. However, global LNG production growth is expected to be limited in the next two to three years, analysts said. Lavish tax breaks by Texas land Tesla Gigafactory Tesla opened its Austin, Texas- based Gigafactory in April, a crucial step in the company’s delayed plans to begin production of its electric Cybertruck. To celebrate the opening, Tesla held an event, billed as a “Cyber Rodeo,” to which it invited 15,000 people to listen to live music, eat food and pay homage to Elon Musk and his company. “We are really entering a new phase of Tesla’s future,” Musk told the audience. Clad in a black cowboy hat and aviator sunglasses, Musk said he was excited to begin working on Cybertruck production at last. “I can’t wait to see this baby in production, it’s going to be epic.” Along with a new version of the Cybertruck, Musk also showed off a new Roadster vehicle, which is slated to begin production next year. He also teased a robotaxi he said would look “quite futuristic” but didn’t elaborate or provide any details. It is the company’s fourth factory in the US, following the vehicle factory in Fremont, Calif., battery factory in Sparks, Nevada, and solar factory in Buffalo, N.Y. Tesla also has a vehicle factory outside Shanghai, China, and recently opened its first Europen factory near Berlin, Germany. Tesla spent an estimated $5 million purchasing the land outside Austin, plus another $1.1 billion to build the plant. “We need a place where we can be really big, and there’s no place like Texas,” Musk said. “We going to move to a truly massive scale.” The milestone was achieved less than two years after Musk declared that Austin would be the site of the company’s next Gigafactory and less than one year after Tesla officially moved its headquarters to Texas from California. In addition to the new Gigafactory, Musk also operates a SpaceX facility in Brownsville, Texas, and he reportedly has been living at the multimillion-dollar home of a friend along a lake in Austin. (Musk denied that report, claiming he currently resides in a “tiny home” in Boca Chica.) The Texas Gigafactory is located on about 2,100 acres of land east of Austin-Bergstrom International Airport. with about two miles of exposure to Texas’ Colorado River. The company has said it will hire up to 5,000 workers at an average salary of $47,147, with entry-level positions starting at $35,000. Today, Tesla employs about 10,000 people at its only US car plant in Fremont. In exchange, Texas’ local government has lavished tax breaks and incentives on the company worth millions of dollars. In 2020, the local school district voted to approve $50 million in tax breaks for Tesla, while Travis County commissioners approved a deal worth at least $14.7 million, according to Reuters. But the welcome hasn’t been entirely free of conflict. Last week, local conservationists sought to block Tesla’s Cyber Rodeo celebration, citing traffic congestion, construction dust, and water pollution, according to Bloombereg. The company has also faced criticism from environmental groups for its Berlin factory project. More broadly, Tesla has faced criticism over its labor practices and workplace safety concerns, mostly focused on its factory in Fremont. The company was sued by California’s civil rights agency for operating what it describes as a “racially segregated workplace.” And last year, a judge awarded a Black former Tesla employee $137 million in damages after he reported a hostile work environment where he heard “daily racist epithets” including the n-word and was told to “go back to Africa” by colleagues. Tesla began scouting the US for a spot to build a new factory back in early 2020. “Scouting locations for Cybertruck Gigafactory. Will be central USA,” Musk tweeted. Nashville, Tennessee, was reportedly an early candidate before Austin and Tulsa ultimately emerged as the finalists. The new facility opens as the company continues to struggle with the shutdown of its Shanghai factory as the city deals with strict lockdown measures brought by an uptick in COVID-19 cases. Despite this, the company is reporting vigorous sales in the first quarter of 2022, with 310,048 vehicles reaching customers. The Texas factory is expected to be the site where, starting in 2023, Tesla will make its long-delayed Cybertruck. Indications that the Cybertruck would be delayed first emerged last year, when the online reservation page was changed and then later withdrawn from the site. Musk had said that he expected a few trucks to be delivered to customers by the end of 2021, but no deliveries were ever made. The Cybertruck has already gone through some changes since its initial reveal in 2019 — including the addition of a comically oversized single windshield wiper, traditional folding mirrors, and invisible door handles. In addition to the Cybertruck, Tesla also plans to build Model Ys and Model 3s destined for the East Coast, as well as the long-delayed Tesla Semi. The company has already started to build Model Y crossovers at the unfinished Texas Gigafactory in the fourth quarter of 2021, according to the company’s latest earnings report. Self-driving trucks serving Oklahoma, Texas Third-party logistics firm CEVA Logistics partnered with self- driving trucking company Kodiak Robotics on what the companies said was the first autonomous freight delivery in Oklahoma. With routes originating in Dallas- Fort Worth, running to Oklahoma City and Austin, Texas, CEVA is partnering with the AV company to integrate Kodiak’s technology into its North American fleet. With about 2,500 drivers on the continent, the 3PL carrier is looking to integrate more automation and robotics into its contract logistics and freight management operations, which company leaders said could alleviate the strain on its workforce. “CEVA is committed to working alongside leading automation and robotics suppliers – Kodiak with its proven autonomy technologies – to unlock value for our customers’ supply chain operations,” said Shawn Stewart, North America president and managing director for CEVA. “At CEVA, we define innovation as the implementation of new ideas with business impact, and our partnership with Kodiak will deliver more business value to our customers, especially in light of the current supply chain crisis and the ongoing driver shortage.” CEVA delivered its first load with Kodiak in November 2021 and is moving goods weekly on the 200-mile freight lane between Dallas-Fort Worth and Austin. The companies expanded the partnership in February with a new route between Dallas- Fort Worth and Oklahoma City on the Interstate 35 freight corridor. Ukraine and could affect smaller fleets more, FTR’s analysts said. Although the more robust freight rates at the start of this year more than offset the effects of higher fuel costs, freight volume was a significantly weaker factor than it had been in December, according to the TCI, which was published in FTR’s March trucking update. For now, the latest TCI outlook remains positive, but the downside risks have increased greatly. “The war in Ukraine has introduced a high level of uncertainty into the dynamics of truck freight,” said Avery Vise, FTR’s vice president for trucking. “Sharply higher fuel costs for carriers are a given, but we do not yet know whether sharply higher gasoline prices on top of strong pre-existing consumer inflation and big swings in the stock market will lead to a drop in consumer spending.” Vise said the rising operation costs could impact the newest trucking fleets in the U.S. Since mid-2020, tens of thousands of smaller for-hire carriers were established, most consisting of fewer than 10 vehicles. “Many will fail, but whether that outcome strengthens or weakens today’s rate leverage for carriers depends greatly on whether failing carriers’ drivers quit the industry or return to driving positions for larger carriers,” Vise said. “We generally would presume the latter, which could relieve some rate pressure, but the labor market has changed too much during the pandemic to make that a sure bet.” The TCI tracks the changes representing five major conditions in the U.S. truck market: freight volumes, freight rates, fleet capacity, fuel price and financing. The individual metrics are combined into a single index indicating the industry’s overall health. A positive TCI score represents good, optimistic conditions. Conversely, a negative score represents bad, pessimistic conditions. Readings near zero are consistent with a neutral operating environment, and double-digit readings in either direction suggest significant operating changes are likely. NEW PRODUCTS – MANUFACTURING – INDUSTRY NEWS Navistar opens high-tech plant in Texas Navistar is laying the foundation for its high-tech future with a new 900,000-square-foot truck manufacturing plant in San Antonio, Texas. This facility will build Classes 6-8 trucks – both diesel and electric – and “frankly, anything else that the design engineers throw at us,” San Antonio plant director Rod Spencer said during a March 23 ribbon-cutting event. Lisle, Ill.-based Navistar, parent company of International Trucks and IC Bus, calls the $250 million investment a benchmark facility for Navistar’s manufacturing network in North America. The plant includes a body shop, paint shop, general assembly shop, and logistics center. The first vehicle off the manufacturing line in San Antonio was the International eMV Series electric truck; the purpose of the plant from inception was to have the capability to manufacture both electric and internal combustion engine power- trains in the same facility, Navistar officials said. Mathias Carlbum, company president and chief executive, pointed out that this is the first truck assembly plant in the U.S. since 1991. “This is a proud moment for Navistar,” Carlbaum said. “We are investing for a future that we see as very bright. We are ready to produce zero-emission vehicles here from day one. By 2030, we are convinced that more than 50 percent of the vehicles that leave this plant will be zero-emission vehicles.” During a recent plant tour, Stephen Mudd, area director for general assembly, explained that the facility, which opened in January, is building three trucks a day. The manufacturer expects that by June, when all equipment is dialed in, the plant will build 52 per day and employ 650. The plant will serve as Navistar’s benchmark for lean manufacturing principles to eliminate waste, improve product quality, drive operational efficiency, and reduce cost and time. Industry 4.0 principles have been incorporated to connect digital and physical technologies, allowing for more connectivity and data-driven decisions. “We already know that 2022 is going to be a transformative year for the transportation industry, as well as for Navistar,” said Mark Hernandez, executive vice president of global manufacturing and logistics. “With the cloud, information, data and digitization in our facility, we are looking at the future.” The San Antonio plant complements Navistar’s existing manufacturing footprint, which includes truck assembly plants in Springfield, Ohio, and Escobedo, Mexico; a school bus assembly plant in Tulsa, Okla.; and a power-train manufacturing plant in Huntsville, Ala. Navistar plans to begin operations at its nearby Advanced Technology Center (ATC), accelerating the implementation of emerging technologies and Industry 4.0 technologies within the commercial trucking space. The ATC is focused on product development, testing and validation efforts, and will be a key location for future research and development footprint with a focus on zero-emission components, software, and autonomous technologies, the company said. Having that ATC up the road from the new plant also is an important part of the growth overall, Hernandez explained. The benchmark plant also includes a manufacturing execution system (MES) that can log all equipment defects electronically and pull various reports and information from some 60,000 different parts that go into every truck, Mudd pointed out. “The MES is what the future of a manufacturing system will look like,” Mudd said. “All our defects are logged electronically, which ensures the highest quality truck. If there is a defect logged in the system, it will not allow us to sell a truck to our customer.” The other piece of this facility, Hernandez explained, is sustainability. The end goal for Navistar is to make this a zero-discharge facility, he said. “Sustainable logistics is part of this,” Hernandez noted. “It’s looking at the supply chain. We want our customers to be cognizant of their carbon footprint going forward.” When it comes to sustainability, the plant will utilize on-site produced hydrogen- fueled forklifts, multi-functional robots that constantly monitor systems and handle framing, dispensing and welding for leaner operations, and the use of a piggable system in the paint shop. That piggable paint system forces a foam plug (the pig) through a piping network to recover maximum residual paint, allowing the facility to use only enough paint to paint trucks and eliminate waste. NTTC joins White House initiative Members of National Tank Truck Carriers (NTTC) joined a White House event in April focused on reinvigorating the U.S. supply chain. President Biden and Secretary of Transportation Pete Buttigieg addressed the continued efforts of the Biden Administration’s Trucking Action Plan, a multi-point plan to invigorate the trucking sector. The plan has included reducing barriers to drivers getting commercial drivers licenses (CDL), expanded apprenticeships, and helping veterans transition into trucking jobs. These efforts have proved successful, with the processing of CLDs up 112 percent and more than 100 companies joining the apprenticeship challenge. To continue the ongoing efforts addressing the workforce shortage in the tank truck industry, NTTC recently submitted a new tank truck occupation registered apprenticeship with the U.S. Department of Labor. The requested tank-truck apprenticeship, development by NTTC’s workforce committee, targets high-level practices required by a professional tank truck driver. The U.S. Department of Labor is currently vetting the tank-truck apprenticeship program, where it will then seek approval from the industry. “NTTC supports the efforts that the Biden Administration has undertaken to address the supply chain and workforce issues that the trucking industry faces, though we cannot rest,” said Ryan Streblow, NTTC president and chief executive. “We have a long road ahead, we will continue to work with our partners at the Department of Transportation, Department of Labor, and this Administration on how vital the tank-truck industry is to the U.S. supply chain.’’ NTTC represents more than 500 companies that specialize in transporting bulk or related services throughout North America. The tank- truck industry generates roughly 5.1 percent of all truck freight revenue, which represents 30 percent of all truck freight in terms of tonnage due to the heavy nature of the liquid bulk products handled, according to NTTC. Tremcar celebrates 60th anniversary Tank-truck and trailer manufacturer Tremcar is celebrating its 60th anniversary. A&L Tougas, Tremcar’s predecessor, built its first tank truck dedicated to milk transportation in 1962. The Tougas brothers, Alde and Leo Tougas, started out welding equipment in their father’s blacksmith shop in Sabrevois, Québec, Canada. The family’s shop previously built carts for transporting milk cans. Then a customer named Léon Darsigny, who hailed from Napierville, Québec, asked the Tougas brothers to build a tank dedicated to milk transportation, sparking their interest in bulk tanks. But, having never made this type of tank before, they decided to visit a future competitor in Ontario to see how it made its equipment, and the modern Tremcar was born. In recognition of its milestone, Tremcar has introduced a special edition anniversary logo. The manufacturer also plans to organize and host celebratory events at plants, service centers and trade shows across North America. “We still pride ourselves on being a family company that has only had two owners since its creation,” the company said in a press release. “We have seen the industry evolve, we are proud of our contribution to the tanker industry. MAC LTT announces expansion Alliance, Ohio-based MAC Liquid Tank Trailer (MAC LTT), a subsidiary of MAC Trailer Enterprises, Inc., announced the expansion of its stainless-steel division with the purchase of the Mt.
