Trucking execs sound the alarm Trucking executives are sounding the alarm on how coronavirus will affect their business, according to a recently released Bank of America Truck Shipper Survey. The survey hit an all-time low for shippers’ view of near-term demand, which covers the next three months, since it launched in 2012. The indicator dipped 10 percent from the prior survey, “highlighting the deteriorating demand environment as the COVID-19 virus spread,’’ according to Ken Hoexter, a Bank of America analyst. In late March, demand for goods was falling quickly as a record 3.3 million Americans filed for unemployment assistance. We are open for business,” said Eric Hansen, a Woodland, Wash., resident who spearheaded the effort to open the site. Woodland, population 6,138, is about 30 miles north of Portland, Oregon. Pennsylvania reopens rest areas Only days after Pennsylvania Department of Transportation (PennDOT) announced that its rest areas and welcome centers would be closed to the public, Pennsylvania Motor Truck Association reported that the state planned to reopen its rest areas in some capacity. On March 18, the department announced it planned to reopen rest areas for truck-only parking, according to Geroge McCauley, deputy secretary for PennDOT.. “They are unsure whether that will include restroom and vending or keep the buildings closed and Bill seeks funding for truck parking U.S. Reps. Mike Bost (R-IL) and Angie Craig (D-MN), members of the House Transportation and Infrastructure Committee, last month introduced H.R. 6104, the Truck Parking Safety Improvement Act. If passed into law, the bill would dedicate hundreds of millions of dollars to projects that increase truck parking spaces so that truck drivers can safely comply with hours-of- service regulations. In the trucking industry, the impact was uneven in March. Some drivers were putting in overtime as retailers demanded more and more supplies as panicked shoppers ransacked shelves for supplies. Online orders were also set to increase, with Amazon hiring an additional 100,000 warehouse workers to keep up with “unprecedented demand.’’ By last March, many drivers had already lost their jobs or were seeing demand fall rapidly. Particularly affected were those involved in hauling products such as crude oil, vehicles and home-building materials – sectors expected to feel the pain first. On March 11, before the virus had spread into most states, Morgan Stanley surveyed 350 freight- transportation stakeholders. Even at that point respondents were expressing anxiety. About 80 percent of them said coronavirus was already affecting their business, up from 60 percent two weeks earlier. Minnesota-based driver Chad Childress believes he is beginning to run out of options. He hauls wheat, corn and other agricultural products. Some 300,000 to 400,000 truck drivers own and operate their trucks, meaning that they don’t have much protection if rates or demand fall. “With all the talks in the news from the president about help for working families affected by the outbreak, there hasn’t been any talks about the owner-operator with one truck and a family,’’ Childress said. “Where does that person turn to for aid during this time?’’ Trucking is often looked at as a leading indicator of where the rest of the economy is headed. With 71-percent of America’s freight moved by truck, companies foreseeing the need for fewer trucks is typically an omen of an economic downturn: If manufacturers are producing less and people are buying less, there’s less of a need to move goods. “Because trucking participates in all phases of manufacturing, it increases as manufacturing starts to ramp up, giving it leading indication on economic growth,’’ said Steve Tam, the vice president of ACT Research. utilize port-a-potties or offer no services outside of parking,” said Kevin Stewart, president of the Pennsylvania Motor Truck Association. “They are looking at the high volume locations first. (Trucking execs continued from page 1) (Pennsylvania rest areas continued from page 1) TSA issues hazmat exemption The Transportation Security Administration (TSA) has issued an interim exemption that will allow drivers with a valid Transportation Worker Identification Credential (TWIC) to obtain a hazardous materials (hazmat) endorsement without going through additional security checks. The TSA Modernization Act – passed in October 2018 – allows states to issue a hazmat endorsement on a state-issued CDL to a driver who holds a valid Transportation Worker Identification Credential. This provision allows states to use the existing TWIC to verify the completion of the TSA security threat assessment. The exemption will go into effect until TSA can amend the pertinent regulations to conform with the TSA Modernization Act. TSA said until the process to revise the regulations is complete, it is necessary to issue this exemption so that drivers can comply with the new statutory language and remain in compliance with TSA’s regulations. Under current law, cited in the 2001 anti-terrorism Patriot Act, no state may issue a hazmat endorsement for a commercial driver’s license until TSA notifies the state that the applicant does not pose a security threat. It also requires TSA to conduct a security threat assessment consisting of criminal, immigration, and terrorism checks. Hazmat applications also must provide biographic and biometric information to TSA. But the TSA Modernization Act allows TSA to grant an exemption from those regulations if the administrator determines the exemption is in the public interest. TSA said it has has determined that it is in the public interest to grant an exemption from certain hazmat regulations when an applicant holds a valid TWIC. With this new exemption, individuals with a valid TWIC may now forego the submission of information, biometrics and fees to TSA because the individual is deemed to have already completed the appropriate security threat assessment. The American Trucking Associations (ATA) said in a statement that it applauded TSA taking what it called a “long overdue, but important,” step. “The announcement by TSA that it will now allow drivers with a TWIC to more quickly and easily receive a hazmat endorsement eliminates costly and duplicitous background checks for drivers,” said Dan Horvath, vice president of safety policy. “ATA has long urged federal agencies to eliminate these redundant background checks for drivers, notably the Transportation Worker Identification/hazmat issue.” In 2018, ATA, said it, along with National Tank Truck Carriers (NTTC), submitted comments to the Federal Motor Carrier Safety Administration regarding the issuance of hazmat endorsements. As part of these comments, ATA and NTTC urged the agency to modify the requirements on states for issuing hazmat endorsements to align with federal law. Specifically, ATA and NTTC requested the agency acknowledge language in the Federal Aviation Reauthorization Act of 2018, which explicitly empowers states to issue hazmat endorsements to drivers who already hold a valid TWIC. “We appreciate TSA making this common-sense change, a change that will keep our highways safe while reducing the administrative burden on drivers and costs to our industry,” Horvath said. Buyers are happy to snap up the supercooled fuel as needed on the international spot market rather than lock themselves into 15- or 20-year deals. “Whether it be the coronavirus or a warm winter, the whole sense of urgency from the customers who sign long-term contracts has dropped,” Jack Fusco, chief executive, told analysts as Cheniere reported fourth-quarter results. The company indicated it could delay a decision on a mooted “stage three” expansion of its export facility at Corpus Christi, Texas. Binding contracts are critical to obtaining loans for the project. “I do think that market will be tougher for us to continue to get our fair share of those contracts and be able to commercialize stage three at this point,” Fusco said. A final investment decision would be made in 2020, Cheniere said. Previously it had said it planned to decide by mid-year. “We will remain disciplined and not move forward with the project until we have sufficient commercial support to meet or exceed our investment parameters,” said Michael Wortley, chief financial officer. Cheniere is an emblem of U.S. energy abundance, having been the first to convert a gas import plant to handle exports at its terminal in Sabine Pass, La. The New York-listed company exported the equivalent of 4 percent of U.S. gas production last year. LNG exports have expanded American influence in Europe, offsetting Russian power over gas customers, and created new ties to allies and trading partners in Asia. As U.S. companies try to execute potential new export facilities, other projects are also advancing from Canada to Mozambique. The amount of proposed capacity surpasses expected growth in consumption over the next five years. The oversupply has emboldened utilities and power generators to get more gas on the spot market. “Better pricing and more flexibility have superseded security of supply on the priority list,” said Ira Joseph, head of gas and power analytics at S&P Global Platts. In a sign of slack market conditions, Fusco disclosed that two buyers had each canceled an LNG cargo for delivery in April, without identifying them. One of those is Naturgy, a Spanish utility that also trades natural gas, which canceled one cargo for April earlier this month due to lower prices in the spot market, according to a person familiar with the matter. Naturgy has a long-term purchase contract with Cheniere but sold on its volumes to other users. The American gas sector was encouraged last month when Washington signed a preliminary trade deal with China. Beijing committed to import $52.4 billion in oil, gas and coal from the U.S. over the next two years. The economic damage from coronavirus, first discovered in China, has raised doubts whether the commitments will be fulfilled. Fusco said he was awaiting “clarity on implementation and enforcement, especially in light of the coronavirus and what impact that may have on Chinese foreign trade in the near term.’’ Based in Houston, Cheniere earned net income of $648 million in 2019, up 38 percent from 2018, on revenue of $9.7 billion. Mirroring the devastation that has hit the restaurant industry around the country, Woodland’s dining venues have been forced to close, and may not be able to recover unless their owners find new customers, Hansen said. “What we’re trying to do is to help the truckers but also pump revenue into the economy,” he said, adding that local restaurants as well as regional and national chains continue to inquire about setting up an outpost at the high school. “They are chomping at the bit.” The trucking industry is responsible for transporting the majority of goods and products our communities rely on each day, said Michael Green, superintendent of Woodland Public Schools. “Providing the men and women who drive these trucks a place to rest and relax is vital in ensuring every community will receive the deliveries they need in this time of COVID-19 prevention.” Darlene Johnson, co-owner of Woodland Truck Line, a general freight and truckload business, said the need for a local truck-stop is “huge.” On an average day, she said, about 6,000 trucks drive by the community. Nearly 70 volunteers have contributed to the truck stop initiative, according to Hansen, a retail marketing manager for a Fortune 50 technology company. He said he got the idea for the site after watching a video about truck-stops shutting down or limiting services at a time when they are desperately needed. He hopes the Washington State Department of Transportation will post an electronic sign letting drivers know the new rest area is open. The three-year commit- ment represents a $450 million invest- ment in expanding the company’s alternative fuel and advanced technol- ogy vehicle fleet as well as supporting infrastructure, the company said. The new vehicles will be equipped with compressed natural gas (CNG) fuel systems provided under an exclusive agreement with Agility Fuel Solutions, a business of Hexagon Composites. The investment in CNG fuel systems expands UPS’s relationship with Agility Fuel Solutions and supports UPS’s fleet sustainability efforts. It will help reduce UPS’s carbon footprint and is expected to have a positive influence on national CNG market growth, company officials said. The CNG fleet expansion also provides additional capacity for expanding the use of renewable natural gas (RNG). “UPS continues to expand and improve our smart logistics network by implementing new technologies and creating a highly flexible, data- driven and sustainable network,” said Juan Perez, chief information and engineering officer. “That is why we intend for 25 percent of our vehicles purchased this year to run on alternative fuels.” Vehicles equipped with CNG fuel systems can interchangeably use RNG and conventional natural gas. Produced from landfills, dairy farms and other bio sources, RNG yields up to a 90 percent reduction in life-cycle greenhouse gas emissions when compared to conventional diesel. Since October 2019, UPS has agreed to purchase 230 million gallon equivalents of RNG over the next seven years, making the company the largest consumer of RNG in the transportation industry. Since 2016, Agility Fuel Solutions has provided natural gas fuel storage and delivery systems to more than 1,700 UPS trucks. As part of the new agreement, Agility will provide complete end-to-end natural gas systems for heavy-duty gas trucks, terminal tractors and medium-duty walk-in vans, which are UPS’s familiar brown delivery trucks. These will include on-board CNG fuel storage and management and Agility’s certified natural gas engine fuel systems. “We are proud to continue our collaboration with UPS, a front-runner in clean transportation,” said Seung Baik, president of Agility Fuel Solutions. “With our range of proven and reliable clean fuel technologies and aftermarket support capabilities, we will assist UPS in reaching its sustainability targets.” Over the past decade, UPS has invested more than $1 billion in alternative fuel and advanced technology vehicles and fueling stations to help meet its target of reducing absolute greenhouse gas emissions by 12 percent across its global ground operations by 2025, the company said. UPS has continued its relationship with TruStar Energy to design, manufacture and install five new CNG fueling stations in Lathrop, Visalia and Moreno Valley, Calif.; Houston, Texas; and Cleveland, Ohio. UPS will deploy the new CNG vehicles on routes to utilize the new CNG stations as well as adding to existing natural gas fleets in other UPS locations. By the end of last year, UPS was operating 61 natural gas fueling stations strategically located across the U.S., and outside the U.S. in Vancouver, Canada, and Tamworth, United Kingdom. NEW PRODUCTS - MANUFACTURING- INDUSTRY NEWS CLEANCOR acquires LNG, CNG station CLEANCOR Energy Solutions, a subsidiary of SEACOR Holdings Inc. and supplier of alternative fuels to over- the-road truck fleets, said a subsidiary completed an acquisition of a liquefied natural gas (LNG) and compressed natural gas (CNG) fueling station located at 670 Garnet Ave. in Palm Springs, Calif. The station is an attended card-lock facility servicing over-the-road drayage truck fleets, waste haul companies and other commercial fleets transiting the Interstate-10 freight corridor. The station has been growing its LNG and CNG fuel supply volumes to a range of truck fleets, including CLEANCOR customers servicing cargo to the Port of Long Beach and Port of Los Angeles as well as other locations in Arizona and California. “The Palm Springs station is an exciting addition to our portfolio, as it serves as a critical refueling waypoint for existing CLEANCOR customers transiting the I-10 corridor. (LNG outlook continued on page 21) Oversupply means LNG outlook ‘not great’ Liquefied natural gas prices are poised to test record lows this year thanks to an onslaught of new supply and warmer winter temperatures curbing consumption. The startup of new export projects from Australia to the U.S. has flooded the market, while brimming stockpiles in Europe and an expected slowdown in Chinese demand have dumped cold water on consumption prospects. LNG for spot delivery to North Asia is on track to hit an all-time low this summer, while gas prices in Europe and the U.S. are trading at the weak- est seasonal levels since 1999. “The outlook for natural gas over the next year or so isn’t great,” said Marco Dunand, chief executive officer of trading house Mercuria Energy Group Ltd. “There’s a surplus already in the U.S. and Europe. And the mild winter in Asia means another surplus is building up there.’’ Mercuria jumped into LNG trading last year with hires from EDF Trading Ltd. Shares of U.S. LNG developer Tellurian Inc. fell as much as 5.1 percent in early March while tanker owner Golar LNG Ltd. dropped as much as 6 percent This is what the rock-bottom prices mean for the industry: 1. American Halt U.S. gas exports have surged amid the nation’s shale boom, but plummeting prices may now throttle back shipments or encourage sustained maintenance while firms weather the storm. Producers and companies with off-take agreements may decide not to load cargoes because prices are too low to earn a profit after accounting for shipping costs. “The global oversupply of LNG has been building and building and building,” said Ron Ozer, founder of gas-focused hedge fund Statar Capital LLC in New York. “The gas market can’t stomach the oversupply and warm weather, and it’s getting both.” With cargoes from the Gulf of Mexico currently priced around $2.65 per mil- lion Btu, cash margins are positive only because of weak U.S. benchmark prices, according to Robert Sims, an analyst at Wood Mackenzie Ltd. There’s a chance that production could be reduced if the spread between bench- mark Henry Hub and U.S. Gulf LNG narrows 25 cents, he said. Carriers navigate softer demand In a March 4 press release, Old Dominion Freight Line reported a small decline in revenue compared to the year-ago period. The less-than-truckload (LTL) carrier reported a 1-percent year- over-year decline in revenue per day for the month of February as daily LTL tonnage declined 5.2 percent, partially offset by an increase in revenue per hundredweight, (revenue/cwt) or yield. LTL shipments were 3.7 percent lower and weight per shipment was down 1.5 percent in February. “We are off to a good start in 2020, and our revenue trends for the first two months of the year are in alignment with our initial expectations. While our revenue for February was down on a year-over-year basis, our volume trends were consistent and yields also continued to improve,” said Old Dominion President Greg Gantt. The company reported a 0.2-percent decline in revenue per day for January in its annual 10-k filing with the U.S. Securities and Exchange Commission, which was filed on Feb. 26. The filing stated that daily tonnage was 3.6-percent lower year-over-year as shipments declined 2.5 percent and weight per shipment was down 1.1 percent. Most LTL carriers continue to navigate softer demand as industrial markets remain under pressure. The PMI, a survey of manufacturing supply executives, has hovered near or below the all-important 50-percent level since breaching this threshold for the first time during this cycle in August 2019. A sub 50-percent reading implies contraction in the U.S. manufacturing sector. Manufactured goods can represent nearly 85 percent of total tonnage for some LTL carriers. While LTL volumes have been a headwind to revenue for most carriers, the group appears to have maintained rate discipline during the demand downturn. In the press release, Old Dominion reported a 4.3-percent year-over- year increase in revenue/cwt, up 4.5 percent excluding fuel surcharges, through the first two months of 2020. Old Dominion implemented a 4.9-percent general rate increase (GRI) effective March 2. Regarding the month of February and macroeconomic concerns, Gantt continued, “Our revenue accelerated throughout the month, and we expect to see continued acceleration through the end of the quarter. We are mindful, however, of increased risks to the domestic economy and the potential impact on the demand for our services.” In early March, LTL carrier Saia Inc. reported a 7.7-percent year- over-year increase in tonnage during January as LTL shipments grew by 8 percent and weight per shipment was only 0.3 percent lower. However, the company reported only a 0.4-percent increase in February tonnage with shipments up 1.5 percent and weight per shipment declining 1.1 percent. Saia’s robust tonnage growth rates have started to slow. The carrier launched an aggressive Northeast expansion project in 2017, opening 18 terminals in the region since the program’s inception. Its efforts accelerated with the closure of New England Motor Freight Inc. in February 2019. However, Saia said it plans to scale back expansion plans this year. In its 10-k filing on Feb. 28, LTL carrier ArcBest Corp. reported its asset-based revenue had increased 1.5 percent year-over-year in the first quarter of this year through late February. The carrier reported a 6-percent increase in tonnage, which was partially offset by a 4.5-percent decline in revenue/cwt. The filing went on to show that LTL tonnage increased by a “low single-digit percentage” with spot truckload (TL) shipments climbing double-digit percentages. LTL weight per shipment increased about 3 percent in the period. ArcBest reported that LTL revenue/cwt so far this year has been flat year-over-year excluding the impacts from fuel surcharges. The company implemented a 5.9-percent GRI on Feb. 24 that will affect about one-third of its asset- based revenue. Lastly, YRC Worldwide Inc. in February reported a 0.8-percent decline in tonnage in its freight division, with a 3.7-percent tonnage decline in its regional segment. “WE ARE MINDFUL, HOWEVER, OF INCREASED RISKS TO THE DOMESTIC ECONOMY AND THE POTENTIAL IMPACT ON THE DEMAND FOR OUR SERVICES.” - GREG GANTT OLD DOMINION PRESIDENT Trucking, too, is vulnerable to hacking America’s trucking are now trying to imagine losing access to their business management technologies all at once. From back-office computer systems, to dispatch, to mobile communications and shop technologies. Would a company be able to operate? If so, how would it do so? And if its couldn’t operate, would it pay anything to get everything back up and running? That’s exactly what hackers hope when they inject ransomware into a business’ system. News of major hacks against companies, governments and other organizations has become common. No organization, it appears, is immune from cyber threats, and trucking has become a heavily targeted industry. How do company owners defend themselves against such attacks? Experts are advising that managers should assume their system will be attacked, understand the kinds of threats they may face, and implement policies, training and technology to prevent an attack from being successful. “In my experience, most transportation companies are most affected by ransomware and phishing attacks,” said Ben Barnes, chief information security officer at McLeod Software. “The phishing attack is the first step. That’s the strategy hackers use to gain access to your system, which allows them to download the ransom-ware. When a person clicks a link in a phishing email or text message (smishing), it opens a door into your system. Many people don’t realize that just clicking on a link or downloading a photo can give malware a path into computers,” said Sharon Reynolds, chief information security officer at Omnitracs. Understanding that someone will eventually click on a link is an important first step in protecting yourself, she said. The consequences of a ransom- ware attack can be devastating. “Trucking companies should be not just be concerned over cybersecurity, but rather both paranoid and laser focused on it,” said Ben Wiesen, president of Carrier Logistics. Space on a truck is a perishable thing, so any “system outage is revenue lost,” Wiesen said. System outages are the “biggest interrupters’’ to trucking company operations – even more so than weather events, traffic or natural disasters, Wiesen added. Not all system outages are caused by cyberattacks, but the things that can reduce the impact of such attacks can also help with other types of IT outages. Scott Bolt, director of product management at Noregon, a provider of vehicle diagnostic and repair software, said ransomware poses a particular risk, particularly for business and shop systems. “Each of these systems deserves equal attention to prepare for cybersecurity threats,” he said. If a company falls victim of ransomware, they could lose “tools and information their business relies on, potentially limiting their ability to diagnose and repair vehicles with their shop devices.” Another type of threat is known as a “social engineering attack,” according to Lisa Jaffee, assistant vice president, Gallagher Bassett, a risk and claims management company with offices worldwide. In these attacks, “a typical scenario is an organization receives an e-mail that appears to come from a trusted vendor or customer, asking for funds to be wired to a new bank account,” she said. Believing the request is legitimate, a company makes a payment, only to discover later it has been the victim of a fraud. Social engineering attacks can also be where “cyber-criminals take bits of data from many different entities and splice that together to formulate enough information to access email systems, log-ins and passwords or privileged information for credit applications,” Barnes explained. 1. What Part of A Business is Most Susceptible? In general, criminals will go “where the money is,” so back office systems are often prime targets because of their access to company banking and other accounts. “Hackers will frequently target the company’s bookkeeper or chief financial officer, or those who work with them,” Jaffe said. While where a trucking company might be attacked will depend upon how the company’s security is set up, Reynolds said that “most phishing will hit your back office.” But you must also be aware of any old computers, perhaps in the shop, that have access to the management system. 20 TANK TRANSPORT TRADER I APRIL 2020 www.TankTransport.com

“It is difficult, but always attempt to do an inventory of everything you have,’’ Jaffe said. Barnes added: “The number one rule is to know what you have. Pinpoint attacks often target accounting and HR because those personnel have control of cash disbursements,” Barnes adds. But he agrees that companies must be aware of attacks from something that doesn’t on the face of it look suspicious – such as spoofed email that appears to come from the president of the company. While the back office may offer the fattest targets for hackers, all areas of the business are equally at risk, Jaffe pointed out. “Hackers can induce employees across various business segments to inadvertently click on a phishing email and enter their account credentials,” she said. Once they have these account credentials, hackers may have a way to access confidential information, such as customer files, transactions, or other information that can be used to launch other attacks. 2. Are Mobile Devices Safe? While most cyberthreats target back office systems, no one should assume their mobile devices and systems are safe. “Mobile apps and connected vehicles may be less valuable” to hackers, Sandberg said, but “we don’t know what we don’t know.’’ Security experts know that a smartphone can be compromised, so mobile device vendors try to keep on top of possible threats, Reynolds said. Some vendors participate in a cybertruck challenge each year in Detroit, where engineering students try to compromise their devices. Jaffee said that while there has not been a high incidence of cyberattacks targeting telematics or electronic logging devices, there’s still a reason to be concerned. Because of the role the transportation sector plays in the national economy, it could be “a potential target for cyberattacks by nation-states,” Jaffee said 3. How Do You Protect Yourself? The number one thing a company can do to protect itself is to have someone responsible for security, Reynolds said. That person should spearhead the effort to identify the most critical business processes – what data and systems a company can’t Volkswagen dropping CNG cars Last year the Volkswagen Group said “natural gas is readily available, sustainable and cost-effective.’’ With the new Compressed Natural Gas (CNG) versions of the Skoda Scala and Kamiq, the group had 19 CNG cars on offer. There won’t be any more, however. Last month the company announced that further development of CNG cars will be halted. For petroleum station operators, the investment in the additional fuel alternative appears as daunting as it is for car manufacturers. Because CNG cars reduce carbon dioxide about 20 percent more than conventional gasoline engines. However, since European automakers are striving to cut greenhouse gas emissions by 37.5 percent by the end of the decade, gas propulsion can hardly be more than a bridge technology. The next major hurdle is likely to be the upcoming EU-7 emissions standard, which is expected to be implemented by 2023 or 2024. Until then, the permissible maximum amounts of fine dust and nitrous oxide must be halved. In principle, that would not be a problem for the clean gas engine, but the development is still complex. Because the emissions are to be controlled over the entire lifetime of the vehicle, the exhaust gas cleaning system must be networked with the on-board electronics. Appropriate software experts are rare, which further weakens the position of CNG, according to a group spokesman. But the ultimate knockout criterion is not technical, but political. Although the share of biogas already exceeds 50 percent in many areas, the manufacturers cannot count it as a renewable fuel. No matter how climate-friendly the vehicles are, they are treated like a car with fossil fuel in the carbon dioxide fleet balance.
