Steps drivers can take to protect themselves: Long-haul truck drivers spend many hours alone in the cab of a truck. However, there are times when there will be increased risk of exposure to COVID-19. For long-haul truck drivers, potential sources of exposure include coming into close contact with truck stop attendants, store workers, dock workers, or other truck drivers, and by touching the nose, mouth, or eyes after contacting surfaces touched or handled by a person with COVID-19. The Centers for Disease Control and Prevention (CDC) provided the following steps so truck drivers can protect themselves against the spread of the novel coronavirus: • Notify a supervisor and stay home if having symptoms. • Make a plan with your employer and your family as to what to do if you become sick while you’re on the road. Include where to stop, where and how to seek medical advice and treatment, and plans for freight delivery. • Follow CDC-recommended steps when sick. Do not return to work until the criteria to continue home isolation are met, in consultation with health-care providers and state and local health departments. • Follow CDC-recommended precautions and notify a supervisor if you are well but have a sick family member at home with COVID-19. • Limit close contact with others The National Newspaper of the Liquid and Dry Bulk Transportation Industry Since 1986 COMING IN JULY 2020 OVERFILLS/SPILL CONTROL/SPILL CLEANUP/REGULATIONS TRANSPORTER of liquid products have to be careful not to unintentionally spill their products while loading or dispensing the products and there are a miriad of processes and equipment used to prevent that from happening. www.twitter.com/tanktransporter www.facebook.com/transporttrader ADVERTISING DEADLINE: JUNE 22ND TANK TRUCK SERVICE FACILITIES • TANK CLEANING FACILITIES • TANK TRUCK BUYERS GUIDE • WASTE PUMPER BUYERS GUIDE GO TO WWW.TANKTRANSPORT.COM/2020PRODUCTSERVICEDIRECTORY www.TankTransport.com [email protected] 1-800-537-1320 Fax: 817-348-0289 JUNE 2020 2020 PRODUCT SERVICE DIRECTORY AND BUYERS GUIDE–NOW AVAILABLE Expertise critical in dry-bulk hauling Loading sand, clay and many other materials into a dry bulk trailer is a relatively simple process. The driver pulls the truck under a chute attached to a silo, and gravity does most of the work as the material drops through the manhole. The process moves from one manhole to the next, to fill the trailer evenly. Loading plastic pellets or powder from a rail car is trickier, however, as it involves the use of air pressure to move product through the hose and into the trailer. It takes a skilled worker to pressurize the trailer in just the right way and then gently adjust the air to get the product moving. COVID-19 requires haulers to diversify The convulsions that COVID-19 has sent through the economy and supply chain have made it imperative for carriers to diversify their customer base, shed weak areas of their business and adapt to changing retailer behavior. “What COVID-19 is doing is stress testing by default every country’s supply chain and every company supply chain,’’ said Norm Thomas, senior executive of industry relations at Powerfleet. “And some of them are failing because of that stress test. Out of the many companies hauling during this time, even in refrigeration, some have survived and some have not.” Disaster plans vary by fleet size, study shows Fleet size directly correlates with whether a carrier has a disaster plan in place to deal with emergencies such as a long-term pandemic, according to a new trucking industry study. The study, released by the American Transportation Research Institute (ATRI) and the Owner- Operator Independent Drivers Association (OOIDA) Foundation (an affiliate of OOIDA), found that most owner-operators and trucking firms do not have a formal disaster plan, and of those that do, less than one- third address pandemics. But on a size basis, “fleet size dictates the development of disaster plans,” the study notes, pointing (Disaster plan continued on page 14) (Haulers to diversify continued on page 11)

Be aware that some facilities may not grant access to restrooms, and plan as best you can. • Use a radio/phone to talk with dock managers or other drivers, if possible. • Pack food, water, and supplies to limit the number of stops. • Avoid shaking hands. • Keep your truck well-ventilated. CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain, especially in areas of significant community-based transmission. Cloth face coverings may prevent people who don’t know they have the virus from transmitting it to others. These face coverings are not surgical masks or respirators and are not appropriate substitutes for them in workplaces where masks or respirators are recommended or required. 1. Clean and disinfect frequently touched surfaces on a routine basis, such as: • In the truck cab (driver door handle, steering wheel, seat belt and buckle, arm and head rest, seat cover, turn signal, wiper controls, dashboard, air ducts, radio, and temperature controls). • In the sleeper berth (light switches, mattress tray, temperature controls, and other flat surfaces). • If a third party must have access to the interior of your truck (for example, mechanics, other drivers, inspectors), request that the third party clean and disinfect the truck before turning it back over to you. For disinfection, use products that meet EPA’s criteria for use against SARS-CoV-2, diluted household bleach solutions, or alcohol solutions with at least 70 percent alcohol, and are appropriate for the surface. Follow manufacturer’s directions for use and clean hands afterwards; more detailed cleaning and disinfecting guidance is also available. Practice proper hand hygiene. This is an important infection control measure. Wash hands regularly with soap and water for at least 20 seconds or use an alcohol-based hand sanitizer containing at least 60-percent alcohol. In addition, the CDC advised drivers to: • Avoid touching surfaces often touched by others when outside of the cab. • Not share personal protective equipment (PPE) (such as vests, safety glasses, hard hats), tools, phones, radios, or other personal items. • Use pre-qualified truck stops or hotels identified by your employer as having appropriate COVID-19 protections. • Continue to comply with current Federal Motor Carrier Safety Administration (FMCSA) regulations. Employers should have a COVID- 19 response plan to protect drivers, following CDC Interim Guidance for Businesses and Employers: 2. Employers should: • Reduce transmission among employees • Take steps to help prevent the spread of COVID-19 if a driver is sick. • Actively encourage sick drivers to stay home. Sick drivers diagnosed with COVID-19 shouldn’t return to work until the criteria to discontinue home isolation are met, in consultation with healthcare providers and state and local health departments. • Provide drivers with accurate information about COVID-19, how it spreads, and risk of exposure. • Be aware that some drivers may be at higher risks for serious illness, such as older adults and those with chronic medical conditions. Put in place specific policies to minimize face-to-face contact between these drivers, or assign work tasks that allow them to maintain a distance of six feet from other workers, customers, and visitors. • Provide training to drivers on proper hand-washing practices and other routine preventive (Steps against COVID-19 continued from page 1) (Steps against COVID-19 continued on page 12) 10 TANK TRANSPORT TRADER I JUNE 2020 www.TankTransport.com

So how do carriers pivot? According to Thomas, coming out of COVID-19, fleets need to take a look at their freight mix and whether they’re hauling the right, essential portfolio of product should another coronavirus shutdown occur. For example, certain fleets are idle because their last-mile delivery for food service to restaurants has stopped. “COVID-19 has put a spotlight on the businesses that are architected to move quickly and make fast decisions,” said Peter Rentschler, chief executive of CarrierDirect, a consulting and technology delivery firm for the transportation industry that serves carriers, freight brokers, shippers, distributors and technology companies. Looking back to before the e-commerce boom, fleets focused their services singularly on long- haul, intermodal or short-haul. As online shopping created greater consumer demand for same-day or next-day delivery, the carriers had to pivot toward that last-mile need, Rentschler said. Just as e-commerce forced trucking fleets to diversify their fleet types, COVID-19 will force them to diversify their customer base, making sure a good proportion of their freight is deemed essential. If a sector or industry goes down due to COVID-19 and a carrier hasn’t diversified, that carrier might be following it, analysts say. A telematics company like Powerfleet can benefit a carrier as an external consultant, helping them get equipment moving by servicing customers who need additional truck capacity and don’t currently have it. Some carriers with high demand don’t have the assets to pick product up. And some customers have assets that don’t have a way to connect with the product. “For one of PowerFleet’s ELD in-cab system customers, 99 percent of their business was in the restaurant industry,’’ Thomas said. “All of that stopped when the state started shutting down the restaurants. We were able to identify two or three customers who were essential goods customers who needed additional capacity, and were able to connect these two customers. For owner-operators who have data actively feeding into this in-cab ELD system, they are able to go from customer to customer and utilize this middle ground to exchange data.” Carriers may have to prepare for yet another shift in retailer behavior, analysts say. While large retailers have grown accustomed to dedicated fleet relationships with one hauler, these same retailers now see that with COVID-19 there comes a lack of command and control over drivers and fleets. “You are starting to see some of those companies seriously consider creating their own fleet and buying trailers and tractors so they can have control over their supply chain,” Thomas said. “In the retail and big box space, you start to realize that you’re as much or more in the logistics business than you are in retail.” Since the e-commerce boom, trucking companies have had to take a closer look at consumer behavior. With COVID-19, they can see an unprecedented increase in online shopping and grocery delivery. No longer is this consumer choice only about convenience; it’s about health and safety. Carriers must diversify their services by depending on third- party visibility, whether through technology or industry expertise. Midwest Meter, Inc. measures. This will help prevent the spread of many diseases, including COVID-19. • Provide disposable disinfectant wipes so that surfaces commonly touched can be wiped down. Provide drivers training on manufacturer’s directions for use; more detailed cleaning and disinfecting guidance is also available. • Pre-qualify truck stops, rest areas, and hotels to ensure such facilities are open, supplied and follow recommended COVID-19 safety practices. In addition, employers should follow all applicable local, state, and federal regulations and public health agency guidelines by: • Following the CDC guidance for critical infrastructure workers who may have had exposure to a person with suspected or confirmed COVID-19. • Reintegrating exposed, asymptomatic workers back to work, while discussed in the guidance, should not be misinterpreted as the first or most appropriate option. • Designating a person who is responsible for responding to COVID-19 concerns. Drivers should know who this person is and how to contact them. • Using a hotline for employees to voice concerns anonymously. • Making a plan with employees as to what to do if they become sick while on the road. Include where to stop, where and how to seek medical advice and treatment, and plans for freight delivery. • Implementing flexible sick leave and supportive policies and practices. Consider drafting non-punitive emergency sick leave policies if sick leave is not offered to some or all employees. Employers should not require a positive COVID-19 test result or a healthcare provider’s note for employees who are sick to validate their illness, qualify for sick leave, or to return to work. • Providing information on who to contact if employees become sick. If an employee is confirmed to have COVID-19 infection, employers should inform fellow employees of their possible exposure to COVID-19 in the workplace, but maintain confidentiality as required by the Americans with Disabilities Act. • Reaching out to local public health officials to establish ongoing communications to facilitate access to relevant information before and during a local outbreak. • Scheduling driver routes to allow for adequate sleep, and use fatigue management strategies. • Understanding that the current environment could elevate stress levels among drivers. Provide resources to help manage stress. out that this is likely related to availability of resources. “Nearly 80 percent of owner- operators and small fleets do not have any type of disaster plan in place, whereas 70 percent of large fleets do. Given the large percentage of small fleet registrations in the U.S., industry associations and government agencies should facilitate and/or expand the role of disaster planning among this sector of trucking.” The study looked at a range of issues affected by COVID-19 and was based on 5,100 survey responses returned as of April 8. The majority of respondents, 77.1 percent, were truck drivers. About 70 percent of respondents operated fleets with 50 or fewer trucks. Regarding detention times, while most truck drivers responded that detention, loading and unloading times were about the same during the pandemic, one-third found that they were worse, according to the study. The smallest and largest fleets encountered the longest delays at both shipping and receiving facilities. “This is problematic as previous research by both OOIDA Foundation and ATRI indicates that detention times were extremely excessive and growing worse prior to COVID-19,” the study points out. Respondents with larger fleets (251 to 1,000 power units) had the most difficulty finding parking, with a smaller percentage of owner- operators and small fleets having the same problem. According to the study, the lower figure could be a result of smaller companies “having more creative parking options” than larger fleets that have private truck stop contracts. Asked to identify national disaster strategies that government agencies should consider, nearly 20 percent of respondents said the top priority of state governments should be expanding truck parking availability and ensuring safe parking. About 12 percent responded that financial assistance should be a top priority from either the state or federal government. Respondents also suggested reducing or eliminating fuel taxes, regulating broker fees, and locking in freight rates. In addition, more than 35 percent of respondents believe COVID-19 impacts will be temporary in terms of industry operations, with 18 percent indicating they are considering permanent business model changes. Other findings in the study: • Long-haul trips were down considerably as container imports at ports dried up. At the same time, local trips under 100 miles increased by more than 100 percent. • Certain segments of the industry, such as medical devices, perishable foods and paper products, saw solid increases in truck traffic. However, nearly 50 percent of respondents described freight levels as “somewhat” to “much” lower due to the pandemic. • Nearly 70 percent of specialized and tank-truck operations were negatively impacted. In nearly every instance, smaller fleets reported greater negative impacts than larger fleets. • The trucking industry’s perceptions about the country’s economic situation over the next several months lean slightly pessimistic, both in terms of freight movement and consumer spending. Customers of Paris Transport will have “continuity in management’’ as the Paris management team is staying on and will continue to run the new Bulkmatic operations, according to company officials. Shippers in the region will have access to additional capacity through the larger Bulkmatic terminal network. “The two organizations have a similar customer focus and our networks match up very well. We believe this combination will improve service to Paris Transport’s long- standing customers by tapping into Bulkmatic’s regional capacity,” said Doug Smittkamp, vice president of Paris Transport. Paris Transport has a long history of operating in the central Illinois and Indiana markets, allowing Bulkmatic to efficiently expand operations in the region, the company said. The purchased business includes dry bulk tank and dry van trucking, a tank wash and a 50-000-square-foot food-grade warehouse. Jeff Bingham, vice president of sales at Bulkmatic, said: “Bulkmatic has always thought very highly of Paris Transport Inc. This is a great opportunity for us to leverage the benefits of market density to improve service to new and existing regional customers.’’ In other Bulkmatic news, the company said it and Bulk FR8, a major provider of liquid bulk logistics and freight management, are starting a joint venture to provide nationwide truckload capacity solutions for dry bulk shippers. The venture is called Dry Bulk FR8. The new venture “brings together the two companies’ expertise in pneumatic tank truck management and brokerage to offer nationwide dry bulk brokerage and logistics services,’’ according to company officials. Dry Bulk FR8 will improve shippers’ ability to handle dry-bulk supply chain challenges and provide access to capacity from a large base of tank-truck carriers capable of handling dry bulk loads, according to the announcement. “We’ve provided dry-bulk trucking and rail transload services for more than 50 years,” said Chris Kravas, president of Bulkmatic. “We are happy to announce that we can now offer brokerage services by working with one of the best liquid bulk brokerages in the business and become a one-stop transportation solution for our customers.” According to the new website, the company will offer brokerage, outsourced transportation Transcourt names new Director of Business Development for the US Transcourt Tank Leasing (www. transcourt.com) is proud to announce the addition of Connor Lilley to its sales force in the role of Director of Business Development for the US, reporting to Vice President Shawn Rogers. Usually, the shipper assigns an employee to take charge of loading. But, before anyone starts that process, you need to inspect the trailer carefully to make sure it’s clean, dry and odor free. You can ask the carrier for a wash slip to confirm that the trailer has been cleaned correctly. Additionally, the seals on the manholes and the valves on the hoppers must be checked to make sure they’re closed tightly so that no product can leak out. 1. The unloading process Unloading is generally a driver’s job. Every piece of equipment is different, and the driver is the expert on how his equipment behaves. When the driver arrives at a plant or other receiving site with a load, his first stop is the office. He shows his paperwork and confirms that the product on the truck is the same product the company expected. If the driver is offloading into a silo, he will then verify the correct silo with the receiving site personnel. A smart driver will get an authorized person to sign a form attesting to that fact, to make sure he’s held harmless in case of a mistake. To begin the unloading, the driver brings the truck as close as possible to the silo. If proper planning has occurred, the driver will have enough 20-foot lengths of hose to connect the trailer to the tank. Finally, it’s time to start the vacuum or blower, carefully adjusting the pressure to get the product flowing smoothly through the hose. That hose connects to a pipe that leads into the silo, sometimes by a long route that includes the occasional elbow. Offloading usually takes about an hour to an hour-and-a- half, depending on the product. An inexperienced driver might take longer, especially if he turns the pressure up too high and must stop the operation to unclog the hose or pipes. 2. The tank washing process One of the biggest differences between dry van and dry bulk trucking is the need to wash the dry- bulk trailer. After dropping a load, the bulk driver might have to travel an hour or more – maybe even to another state – to find a certified tank wash station. UP shuttering Cold Connect Customers were notified May 8 that Union Pacific (UP) was ceasing operations of its multimodal service Cold Connect, which offered end- to-end transportation service for refrigerated loads. UP spokeswoman Kristen South confirmed the closure, citing sluggish market conditions as a result of the coronavirus pandemic. On “Friday, May 8, we notified employees that Cold Connect, a Loup Logistics service that moves refrigerated products from the West Coast to Union Pacific’s warehouse in Rotterdam, N.Y., will permanently close and most Cold Connect-related positions have been eliminated. This decision was not made lightly,” South said. “Our intention is to deliver on all product in transit, until it meets its final destination. A reduced staff will temporarily remain in position to execute these final commitments,” South said. UP purchased the assets of Railex, a refrigerated rail and cold storage distributor, back in January 2017 to strengthen its presence in transporting fruits, vegetables and other temperature-sensitive cargo by rail. The purchase was viewed by some as a way to take market share in the refrigerated business away from truck, which at the time was facing a tightening market. But a Cold Connect representative said that low freight rates and consumers moving toward purchasing shelf-stable items – like canned goods, rice and beans – instead of fresh produce amid the coronavirus pandemic, contributed to declining sales. “Since acquiring the Railex assets in 2017, employees diligently worked to grow volumes and create a platform for the future; however, with COVID- 19 impacting volume and truck prices, it is no longer sustainable to continue operations,” South said. Loup Logistics, a UP subsidiary, arranged door-to-door transportation services of refrigerated goods using its Cold Connect platform that allowed trains to load and unload shipments of produce, wine, frozen foods and dairy products through its cold storage and distribution facilities in Delano, Calif., Wallula, Wash. and Rotterdam, N.Y. The company had hoped to significantly grow the Cold Connect platform by moving more fresh produce from truck to rail in 2020, according to Kari Kirchhoefer, vice president of Loup. “We’re building a truck on each end, using warehousing to mix multiple fresh produce commodities – like carrots, onions and potatoes – and deliver to market in a timely manner,” Kirchhoefer said. “To the customer, it appears as a truck on both ends and they don’t know it moved via rail during its journey.” According to UP’s website, the Delano site and Wallula site each offered expedited service via UP to Northeast destinations. UP partnered with CSX to provide service at Rotterdam. EnTrans wins plant safety award The Truck Trailer Manufacturers Association (TTMA) recently awarded EnTrans International its 2019 Plant Safety Award for safety programs at the company’s Athens, Tenn., facility. The TTMA awards are given annually based on plant safety data from TTMA member companies that provide their annual OSHA 300A Summary Form. It is the same data used by the National Safety Council and Bureau of Labor Statistics. The awards are given in two categories: Tank and General Trailer Manufacturers. Each category is divided into three classes determined by plant size. “Receiving this recognition from TTMA is a great recognition of the hard work and dedication of our Athens team,” said Doug Chapple, chief executive of EnTrans International. “Safety is our number one priority. We are focused on operating the safest facilities for our valued employees.” EnTrans International’s operations in Tennessee were recognized in Category A for plants with more than 750,000 man-hours per year. The team achieved lower than industry averages for Total Recordable Incident Rate (TRIR), Days Away, Restricted or Transferred (DART) and Lost Workday Case Incidence Rate (LWIR). The Athens facility uses the latest equipment and safety practices to ensure the highest levels of safety. “This TTMA Safety Award is a testament to our team and its commitment to working safely every day,” said Jeff Hiatt, senior vice president of operations for the North American tank trailer division. “We look forward to continuing to deliver award-winning safety performances in the years to come.” Further information about EnTrans may be obtained by visiting www.entransinternational.com. EnTrans International consists of Heil Trailer International, Polar Service Centers, Polar Tank Trailer, Jarco, SERVA and Kalyn Siebert, EnTrans International is a leading manufacturer of tank trailers, oil- field capital equipment and related components used in the oil and gas industry. EnTrans is owned by American Industrial Partners, a private equity firm that makes control investments in North America. Food chain hopes to avoid labor shortage Grocery store shoppers continue to pack their carts in response to the coronavirus pandemic, forcing chains like Harris Teeter and Walmart to set earlier closing times to restock their shelves. Food industry executives assure the public there is no food shortage, but that doesn’t mean the coronavirus poses no threat to the food system. As the pandemic persists, labor shortages in transportation and other areas of the food industry could soon prove to be a problem. First, the good news. Andrew Novakovic, agricultural economist at Cornell University, agrees with the many food industry experts and government officials who say there is plenty of food. “This isn’t a supply chain disruption,” Novakovic said. Though the U.S. food system is frequently criticized for being too big and too monolithic, its size and expediency, including crop surpluses, mean the U.S. has plenty of food available for the long haul. At the same time, Novakovic points to a number of weak spots in the food transportation system that could be aggravated by the increased demand for food. Transportation is the one thing that connects all stages of the supply chain, he said, from farm to food processing to warehouse to grocery store. That’s why any labor shortage in the food system, but especially a shortage of truck drivers, could pose a serious threat to the food supply chain if the high demand for groceries continues unabated. The rapid global spread of COVID- 19 means few answers and lots of uncertainty across all industries, unfortunately, and that includes food production. While many are hoping the spread of the virus will slow by the end of the summer, it’s impossible to know for sure. “What kind of shape we’re going to be in the fall remains to be seen,” Novakovic cautioned. The exact nature of the labor shortage in the trucking industry is also tricky to assess. There isn’t widespread agreement about whether there even is a truck driver shortage, for example. When the shortage was first widely reported in 2018, some experts, including officials at the Department of Labor, suggested that there wasn’t actually a truck driver shortage, and that the claims were an industry push to remove regulations related to driver safety and long-haul trucking, like mandated breaks during driving assignments. American Trucking Associations (ATA) spokesman Sean McNally said he’s not heard anything about the COVID-19 crisis exacerbating a truck driving shortage. “Trucks are still moving and delivering to grocery stores,” he said. Novakovic is aware of the debate about whether there truly is a truck driver shortage, but he cautioned that the key is to distinguish between long-haul and short-haul truck drivers. While many companies have no trouble hiring truck drivers for shorter distance gigs at a few hours at a time, employers have long been struggling to find drivers who can be away for days or even weeks. “Trucking companies are finding it much harder to recruit long haul drivers,” he said. (from FreightWaves) “SINCE ACQUIRING THE RAILEX ASSETS IN 2017, EMPLOYEES DILIGENTLY WORKED TO GROW VOLUMES AND CREATE A PLATFORM FOR THE FUTURE; HOWEVER, WITH COVID-19 IMPACTING VOLUME AND TRUCK PRICES, IT IS NO LONGER SUSTAINABLE TO CONTINUE OPERATIONS.” - KRISTEN SOUTH UP SPOKESWOMAN 16 TANK TRANSPORT TRADER I JUNE 2020 www.TankTransport.com

FMCSA updates hours of service rule The Federal Motor Carrier Safety Administration (FMCSA) on May 14 published a long-awaited final rule updating hours of service (HOS) rules for commercial motor vehicle drivers that offer the industry more flexibility. The final rule, two years in the making, adopts four of the five provisions put forth in last year’s proposal. First adopted in 1937, FMCSA’s hours of service rules specify the permitted operating hours of commercial drivers. In 2018, FMCSA authored an Advanced Notice of Proposed Rule-making to receive public comment on portions of the HOS rules to alleviate unnecessary burdens placed on drivers while maintaining safety on our nation’s highways and roads. In August 2019, the agency published a detailed proposed rule. FMCSA waded through some 8,000 comments, as well as the feedback from multiple listening sessions held around the country, according to Jim Mullen, FMCSA’s acting administrator. In making the announcement, Mullen and Transportation Secretary Elaine Chao both cited the extraordinary role truck drivers have played during the last few months of the COVID-19 pandemic. FMCSA’s final rule on hours of service makes four key revisions to the existing HOS rules: The 30-minute break rule. This requires a break after no more than eight hours of consecutive driving, can now be satisfied by the on-duty or not driving status, rather than off-duty status. That means a driver’s “break” could be satisfied by stopping to fuel the truck, for instance. This change accounts for the majority of the $274 million the agency estimates the rule will save each year for the U.S. economy. The sleeper berth rules: These allow drivers to split their required 10 hours off duty into two periods: a seven to two split, or a seven to three split – with neither period counting against the driver’s 14-hour driving window. When asked why the split sleeper berth did not extend to the type of even split that was allowed under older HOS rules, Mullen said, “The research studies on sleep as of this time we didn’t feel were fully supportive of going any further than seven and three.’’ John Lyboldt, president of Truckload Carriers Association (TCA), thanked the agency for the additional sleeper berth flexibility. “While TCA and our members advocate for full flexibility in the sleeper berth for our drivers, FMCSA’s new regulations demonstrate that we are one step closer to achieving that goal.’ Adverse driving conditions exception: This extends by two hours the maximum window during which driving is permitted. The current rule allows for an extra two hours of driving time, but it still had to be within the maximum 14-hour workday. The new rule allows the workday to be extended to as much as 16 hours in the case of adverse conditions such as extreme weather or congestion. Short-haul exception: The agency will change the short-haul exception available to certain commercial drivers by lengthening the drivers’ maximum on-duty period from 12 to 14 hours and extending the distance limit within which the driver may operate from 100 air miles to 150 air miles. Agency officials emphasized that the rule changes do not increase driving time and will continue to prevent commercial motor vehicle operators from driving for more than eight consecutive hours without at least a 30-minute break. One change that was included in last August’s proposed rule that did not make the final cut was allowing an off-duty break of at least 30 minutes, but not more than three hours, that would pause a truck driver’s 14-hour on-duty window, provided the driver takes 10 consecutive hours off-duty at the end of the work shift. This would allow, for instance, drivers to take up to a three-hour break to wait out rush hour, without it affecting their maximum on-duty time. When asked why this provision was omitted from the final rule, Mullen said that based on comments received, “the split sleeper berth provides essentially the equivalent, if not more flexibility, in that regard.” So if a driver wanted to take up to a three-hour break to wait out rush hour, for instance, he or she could take that as split sleeper berth time. “No rule will satisfy everyone, even within our industry, but this one 48 YEARS SERVING THE WEST IN TANK TRAILER SALES, SERVICE AND PARTS “WE DO IT ALL” R STAMP CERTIFIED 4285 West 1385 South Salt Lake City ,UT 84104 www.semiservice.com [email protected] 801-521-0360 PETROLEUM | DRY BULK | CHEMICAL | PROPANE | CRUDE OIL | SANITARY COME SEE THE BEST IN THE WEST SEE US FOR ALL YOUR TRAILER NEEDS (FMCSA updates continued on page 19) www.TankTransport.com JUNE 2020 I TANK TRANSPORT TRADER 17

The waiver, which went into effect June 5 and ends on Sept. 30, extends the period under which drivers qualify for the pre-employment testing exception under 49 CFR 382.301 (b)from 30 days to 90 days. This will allow employers to forgo pre-employment testing for drivers who have participated in a controlled substances testing program within 90 days before hiring. Ordinarily, section 382.301(b) allows an employer to forgo a pre-employment test if the driver has participated in a controlled substances testing program within the previous 30 days; and, if while participating in that program, the driver either was tested for controlled substances within the past six months or participated in the random controlled substances testing program for the previous 12 months. This waiver makes that 90 days instead of 30 days. In addition, under the exception, the employer would be required to ensure that no prior employer of the driver has records of a violation of 49 CFR part 382 or the controlled substances use rule of another DOT agency within the previous six months. www.TankTransport.com JUNE 2020 I TANK TRANSPORT TRADER 19

Page 9 INDEX OF ADVERTISERS management – including rail car management and transloading – and third-party logistics and project management. Dry Bulk FR8 is headquartered at Bulkmatic’s newly renovated corporate office in Griffith, Ind. Bulk FR8’s employees have relocated from Seattle to the new company’s location. “This is an exciting alliance because we share a similar customer service philosophy and company culture,” said Wayne Levinson, founder and president of Bulk FR8. “By combining our strong management team, advanced brokerage technology, and safety- focused processes with Bulkmatic’s expertise and capacity in dry bulk trucking, we will offer the dry bulk transportation market unparalleled service and rates.” (Paris transport continued from page 14) This requirement adds extra time to every shipment. It also adds cost, partly because every shipment includes deadhead miles, and partly because the shipper pays for the wash. For many products, the tank wash just needs to blast the inside of the trailer with water at high pressure. It does this by dropping a spinning device – something like a disco ball with water jets all around – into each of the manholes. After the wash, the trailer is blown dry. If the driver has just dropped a load of sand or clay and is preparing to pick up a similar load, it’s often fine to skip the certified wash and visit a local business that washes down the tank with a high-pressure hose. But when a truck drops one commodity and picks up a different one – especially when moving plastics – it must go to a certified wash station and receive a “conversion wash.” In that process, employees at the tank wash take off the pipe that runs along the bottom of the trailer, remove all its fittings, lay everything on the ground and give it a careful cleaning. 3. Bulk Connection: dry bulk trucking experts When it comes to dry bulk shipping, it’s always a good idea to have an expert in your corner to go through its checklist and make sure every aspect of your dry bulk trucking operation is geared for safety and success.
