The company recently introduced a light-weight, 5,600-gallon Fiberglass Reinforced Plastic (FRP) trailer for the food-grade sector, and has also added four bays at its Houston assembly and repair facility. Poly-Coat Systems began in California in the 1970s as an FRP lining company for corrosion applications in the power-plant and mining industries. In the 1980s, Poly-Coat focused on corrosion technologies for the truck transport industry and began lining transport tanks with FRP linings. Company leaders soon recognized the advantages of an all-composite tank trailer for corrosive transports and in 2001 became the first manufacturer in the United States for all composite 407/412 tank trailers. “Poly-Coat Systems was the first composite tank trailer manufacturer to use finite element analysis (FEA) as an engineering basis,’’ said David Felix, company Vice-President. “We are the leader in corrosion technology for the composite tank industry and have the ability to custom engineer a corrosion barrier for aggressive bleach, acid or hazardous services.” Since 2001 Poly-Coat has produced over 1,000 FRP trailers of various types including: truck mounts, vacuum, oil-field service, short wheelbase, and standard 407/412’s. A family owned small business, Poly-Coat takes pride in the fact that its employees remain with the company an average of 10 years. The company today employs about 25 people and is looking to expand this year, according to Vice-President David Felix. Poly-Coat trailers are used in a variety of ways, including by companies that transport hydrochloric acids, diluted sulfuric products, mixed acids for the oil field, waste materials and hypochlorite bleach. The company recently expanded its offerings outside the traditional 407/412 configuration with a new FRP food-grade model. The trailer incorporates a flush mounted rear discharge to fully drain the trailer and other features standard to food trailers so customers experience minimal disruption when switching to FRP. “Initial customer response has been quite positive,’’ Felix said. “Customers feel that composite technology has advantages for particular food products and we’re looking to expand into further offerings for the food-grade market.’’ Higher salaries keeping some drivers at home With trucking rates so high, companies are wrestling with the new reality that a driver doesn’t need to work a full schedule to pull in a decent salary, David Parker, chief executive of Covenant Logistics said in a recent call with analysts. “We’re finding out that just to get a driver, let’s say the numbers are $85,000 per year,” Parker said. “But a lot of these drivers are happy at $70,000. Now they’re not coming to work for me, unless it’s in the $80,000s, because they’re happy making $70,000.” The National Newspaper of the Liquid and Dry Bulk Transportation Industry Since 1986 COMING IN JUNE 2021 DRY BULK Dry bulk products include a variety of raw and manufactured materials. Shortages slow truck production While significantly more trucks are needed to handle the freight growth generated by the economic recovery and government stimulus, truck production continues to be substantially limited by shortages of semi-conductors and various other components, according to research company FTR. One such shortage is that of microchips, which has hobbled North American truck production over the past few weeks, according to Kevin Baney, Kenworth’s general manager. Trucker group opposes insurance adjustment U.S. Rep. Jesus “Chuy” Garcia (D- Ill.) has introduced legislation to ensure minimum insurance requirements for motor carriers are periodically adjusted to the inflation rate of medical costs. The proposed legislation, titled the INSURANCE Act, is being opposed by the Owner-Operator Independent Drivers Association (OOIDA), whose members fear it will drive up their insurance costs. In 1980, Congress established $750,000 as the minimum insurance requirement for motor carriers to “ensure public safety and to measure the financial Poly-Coat Systems Light-Weight, Food-Grade, 5,600 Gallon Poly-Coat Systems Light-Weight, Food-Grade, 5,600 Gallon Fiberglass Reinforced Plastic (FRP) Traileriberglass Reinforced Plastic (FRP) Trailer F

Poly-Coat Systems manufactures all of its products in its recently expanded 22,000-square-foot, “state of the art’’ assembly and repair facility in Liverpool, a town in greater Houston. One leading challenge for the company now is getting all the resins and other materials needed for its manufacturing processes. The main problem is a log-jam at the ports of Los Angeles and Long Beach – a crunch that has many American businesses scrambling to find supplies. However, the supply chain is improving by the day. “I expect these problems will come to an end sometime this summer and manufacturers will be in much better shape,’’ Felix said. Poly-Coat Systems manufactures various trailers. They include: • Standard Poly-Coat DOT 412 trailers, with rear and center manhole models, FRP corrosion barriers, standard Salco Hazard solve piping, low-maintenance chassis and barrel, and seamless construction. • Poly-Coat DOT 412 vacuum trailers that are fully vacuum rated. They have FRP corrosion barriers and full-length catwalks, two or three manholes, and seamless construction. • Food grade trailers in both non-code and DOT 412 configurations. What’s happening, he said, is that drivers are looking at the fact that they can make $70,000 “and stay home a little more.” The result is a tightening of capacity. Parker said utilization in the first quarter at Covenant was three or four percentage points less than it would have as a result of that development. “It’s an interesting dynamic that none of us have calculated,” he said. To put the numbers in perspective, Todd Amen, president of ATBS, which prepares taxes for mostly independent owner-operators, said the average tax return his company prepared for drivers’ 2020 pay was $67,500. He also said his company prepared numerous 2020 returns with pay in excess of $100,000. Parker was firm that this was not a situation likely to change soon. “There’s nothing out there that tells me that drivers are going to readily be available over the next one to two years,” he said. Paul Bunn, the company’s chief operating officer, echoed what other executives have said recently: Additional stimulus benefits are making the situation tighter. He said that while offering some hope that as the benefits roll off, “that might help a bit.” But what the government giveth the government can sometimes taketh away. Bunn expressed another familiar sentiment in the industry today, that an infrastructure bill adding to demand for workers would create more difficulty to put drivers behind the wheel. Construction, Bunn said, is “a monster competitor of our industry” and if the bill is approved, “that’s going to be a big pull.” Labor is going to be a “capacity constraint” through the economy, Bunn said, while conceding that trucking is not unique in that. And because of that labor squeeze, capacity in many fields is going to be limited. “The original equipment manufacturers (OEMs) have limited capacity,” Bunn said. “They’re not ramping up in a major, major way because of labor, because of commodity pricing, because of the costs.” All that means is that capacity growth is going to be “reasonable,” Bunn said. “It’s not going to be crazy with people growing fleets by significant amounts. It’s all you can do just to hold serve.’’ (Higher salaries continued from page 1) 1-800-2SCULLY • scully.com T.I.M. Reader ® Read and Program Scully Super T.I.M. ® ID modules. 5 tips for retaining drivers Truck driver recruiting and retention practices are really an exercise in adjusting company culture, retention coach Ray Haight said during a Truckload Carriers Association webinar where he shared top tips for creating and maintaining a driver- centric culture within a company. In order to create a culture of commitment at a company, fleet owners and managers need to be leaders, rather than bosses, Haight said. And as leaders, they must teach their drivers how to trust their instincts, encourage them to offer insights, and offer them what they need to succeed. To accomplish this, Haight suggested focusing on getting these five things right: pay, safety, communication, recognition, and self-actualization. 1. Competitive Pay The top factor in attracting and retaining top talent is to ensure pay is in the top percentile. Beyond having a high gross pay package, drivers also need to know they will have enough work to get there. While the driver situation is tough, it didn’t notably hurt the first quarter performance of Covenant. Joey Hogan, Covenant’s co-president, highlighted some of the company’s first-quarter numbers: a 6-percent growth in operating revenue on a strategic reduction in the number of company tractors and the best first-quarter net income figure in its history. Beyond the market for drivers, Parker said the freight market is “hot” and likely to stay that way. “We are at 7 percent, 8 percent GDP growth, that goes to 5 percent, well, probably, or it could stay 7 percent or 8 percent,” he said. “But it’s still going to be numbers that you and I have never NTSB issues “most wanted’ list The National Transportation Safety Board (NTSB) ’s latest “Most Wanted List” of the top 10 transportation safety improvements highlight several highway and driver- related safety recommendations, including a recommendation to require collision-avoidance technologies on all vehicles. The 2021-2022 Most Wanted List defines the focus of NTSB’s advocacy work and directs its limited resources toward improvements with the “greatest potential to make the greatest impact” on saving lives, reducing injuries and preventing accidents and crashes. Of the top 10 recommendations, the highway and driver-related safety related recommendations were to: • Implement a comprehensive strategy to eliminate speeding- related crashes; • Require collision-avoidance and connect-vehicle technologies on all vehicles; • Prevent alcohol- and other drug- impaired driving; and • Eliminate distracted driving. 1. Eliminate Speeding-Related Crashes Speeding is one of the most common highway crash factors in the U.S., with more than 9,000 speeding- related crash fatalities in 2018 and 2019, according to NTSB. Speed increases crash risk by increasing the likelihood of being involved in a crash and increasing the severity of injuries sustained by all road users in a crash. The current level of emphasis on speeding as a national traffic safety issue is lower than warranted, NTSB officials said, and there are no nationwide programs to increase public awareness of the risks of speeding. Furthermore, slow progress in implementing recommendations has delayed the adoption of proven and emerging speeding countermeasures. Those countermeasures, which NTSB is again recommending include: • alternative approaches for setting speed limits; • vehicle technologies for reducing speeding; • local, high-visibility speed enforcement activities; • automated speed enforcement; and • a national public awareness campaign. 2. Require Collision-Avoidance, Connect-Vehicle Tech Most (94 percent) crashes are caused by driver error, and collision- avoidance systems and connected vehicle technologies can prevent about 80 percent of these crashes, NTSB officials said. Without these technologies, the nation will continue to see more than 100 fatalities a day, according to NTSB’s Director of Highway Safety Robert Molloy. Yet, these systems are not standard or available on a large portion of vehicles despite being first recommended by the safety board in 1995, NSTB officials said. Officials said the National Highway Traffic Safety Administration has been slow in developing performance standards, and the Federal Communications Commission has substantially shrunk the communication spectrum assigned for connected vehicle technologies. 3. Prevent Drug-Impaired Driving Driving under the influence is a leading cause of traffic fatalities. Each year, more than 10,000 people are killed in drunk-driving crashes, NTSB officials said. As many as one in five drivers test positive for a potentially impairing drug. It has been nearly a decade since NTSB issued recommendations for a .05 blood alcohol limit, all-offender interlocks and drug-testing. Only Utah has enacted the .05 legislation, and 28 states do not have all-offender interlock requirements. Drug-impaired driving also made the Most Wanted List in 2019. 4. Eliminate Distracted Driving Distracted driving results in more than 3,000 fatalities annually, and drivers continue to use portable electronic devices while driving even in states that ban such use. NTSB first issued the recommendation to ban all portable electronic device use two decades ago. The issue made the Most Wanted List for the 2017-2018 and 2019-2020 editions as well. “The items on the list as adopted are our best chance to make progress toward safer transportation,” said NTSB Chair Robert Sumwalt. “Just because something is not on the list, it doesn’t mean it is not important. We are taking 1,200 recommendations, categorizing them and putting them into areas … that we feel have the greatest opportunity, that are ripe for improvement.” (Higher salaries continued from page 12) felt from a freight standpoint. And so I don’t see that letting up, I see that a solid couple of years of being in that kind of environment.” Given that, Parker and other Covenant managers used the occasion of the earnings call to drive home with more detail a point the company made in its earnings statement a day earlier: It intends to get higher rates out of some of its dedicated customers. While the company’s expedited division saw its operating ratio improve to 91 percent from 102.3 percent a year earlier, the dedicated division saw its ratio remain above 100 percent. The dedicated division, Bunn said, has two types of customers. One is a group with high returns, “and we want more of those,” he said. “We’re going to go to the customers where we have that and say, ‘Can we have more of your business?’” The other are customers that Bunn referred to as “commoditized.” Those customers are going to need to “value” the dedicated service providers “or we’re going to give those trucks to somebody who’s in the first bucket.” Trucks won’t just get “yanked” out, Bunn said. But “we’re not going to run Dedicated with a 98, 99 or 100 ratio,” he added. But even though Covenant, like other carriers, has leverage in negotiations given the tight market for capacity, it does need to be handled with a certain degree of aplomb, Hogan said. Hogan was talking about the company’s expedited division when he said that in price negotiations, a company needs to be “respectful” as prices get up to “that line where they say, ‘Well, I’m going to grow my own transportation.’” Another possibility is rail. “When does the price push them to the rail?” Hogan asked. However, the expedited division is “in a good spot for at least a couple of years,” Hogan said. That’s aided by the fact that inventories are “stupid low” across the supply chain, he added. (from Freightwaves) “GET THE MONEY AND SAFETY RIGHT. THOSE THINGS ARE HUGE AND THE BIGGEST FOR RECRUITING. BUT IF YOU DON’T HAVE THE OTHER THREE FACTORS, THEN YOU’RE GOING TO HAVE HIGH TURNOVER AND IT’S GOING TO BE HARD TO GET OVER THAT.” - RAY HAIGHT RETENTION COACH (Retaining drivers continued on page 21) 14 TANK TRANSPORT TRADER I MAY 2021 www.TankTransport.com

The 2021 Partner of the Year Award recognizes an ACC partner that demonstrates “superb performance and safety records in the distribution, transportation, storage, use, treatment, disposal and sales and marketing of chemicals.’’ Rick Lusby, Highway Transport’s vice president for safety, said: “To be recognized as Responsible Care Partner of the Year twice in three years is an honor. Being a leading example of safety in an industry where responsibility matters is an emphasis for Highway Transport.” ACC includes 97 Responsible Care Partner companies that are committed to transparent safety reporting and mandatory audits. “Our promise to our customers, employees and the open road is not just chemical transportation,” said Marshall Franklin, Highway Transport’s president. “It is an unwavering dedication to safety, service, community and sustainability.’’ Responsible Care is a global initiative that began in Canada in 1984. It was enacted by the U.S. chemical industry in 1988, and today is practiced in 68 economies around the world. Founded in 1948, Highway Transport provides bulk transportation of specialty chemicals. The tanker fleet operates from 14 service centers in major chemical manufacturing areas across the U.S. with a fleet of more than 400 tractor trailers. Jacques Klopper Rick Lusby normally hauled in stainless steel. These light trailers weigh about 9,000 pounds and are designed with low-maintenance chassis and barrels. • Barrel only. The company also offers a barrel-only option for trailer manufacturers that wish to sell FRP units under their own brand. These trailers have custom barrel and corrosion barriers and are shipped on a standard flatbed truck. As the economy continues to improve, Poly-Coat Systems intends to expand its product lines, Felix said. Because corrosion is a major concern for transporters who must safely deliver food products, options such as the FRP trailers built by Poly-Coat Systems will continue to gain popularity. “We’re looking to have a good year,’’ Felix said. “The market has always appreciated the FRP option that we make available, so there is plenty of reason for excitement about the coming months and years.’’ (Poly-Coat systems continued from page 8) 16 TANK TRANSPORT TRADER I MAY 2021 www.TankTransport.com

Shippers seeking sustainability Shippers are looking for ways to improve their sustainability, and third-party logistics providers and digital freight-matching companies are trying to help them do that. In the State of Supply Chain Sustainability 2020 report by the MIT Center for Transportation and Logistics and the Council of Supply Chain Management Professionals, more than 80 percent of the 1,100 stakeholders surveyed reported sustainability as a priority or something that was quickly becoming a significant corporate goal. More than 45 percent of respondents said they were under pressure to adopt supply chain sustainability practices. Despite these numbers, less than 50 percent of those surveyed were able to point to actionable sustainability goals. Several logistics providers and technology companies recently announced “green’’ initiatives: Flock Freight, which offers a shared truckload shipping solution, announced a partnership with Carbonfund.org Foundation to offset 100 percent of carbon emissions of its FlockDirect shipping mode in 2021 through carbon offsets at no extra cost to shippers. All emissions produced by FlockDirect truck shipments will be accounted for in full and eliminated through the purchase of carbon offsets in partnership with Carbonfund.org, with the goal of offsetting 20,000 metric tons in carbon emissions in 2021. Flock Freight said its shared truckload solution, which eliminates terminals, already cuts freight-related carbon emissions by up to 40 percent. It said it reduced 4,127 metric tons in carbon emissions in 2020 as a part of its pledge for sustainability as the first in the industry to become B Corporation certified. Convoy digital freight network has joined The Climate Pledge, a commitment co-founded by Amazon and Global Optimism to reach net-zero carbon emissions by 2040, 10 years ahead of the goal set out in the United Nations’ Paris Agreement. Convoy is one of more than 100 organizations that have signed the Climate Pledge, which commits signatories to three principal areas of action: • Measuring and reporting greenhouse gas emissions on a regular basis • Implementing decarbonization strategies • Neutralizing any remaining emissions with additional, quantifiable, real, permanent, and socially beneficial offsets Convoy said its technology is already eliminating carbon emissions from the trucking industry by enhancing the ability to connect shipments more effectively. For example, Convoy’s Automated Reloads program reduces empty miles from the industry standard of 35 percent to 19 percent by bundling shipments into a single job for a driver. To date, Convoy has eliminated more than 2.6 million pounds of carbon emissions for its customers, including Fortune 500 shippers such as Anheuser-Busch, P&G, Niagara, and Unilever. C.H. Robinson announced several new initiatives to help customers reduce their carbon footprints. Emissions IQ is a free, self-serve tool for customers to instantly show a company’s carbon emissions across all forms of transportation globally. In addition, a collaboration with MIT and the Environmental Protection Agency will give companies a standardized way to measure the emissions of their partial truckloads for the first time. And C.H. Robinson says it offers data for companies to benchmark their carbon output against their industry and other shippers. In its pilot phase, Emissions IQ has already helped 125 companies reduce their carbon emissions by a total of 350,000 metric tons of CO2 equivalents, according to the company – as much carbon as 39 million gallons of gasoline would emit. “You can only change what you can measure,” said Angie Freeman, C.H. Robinson’s chief human resources offficer.“Even companies committed to sustainability have struggled to capture their emissions across complex, multi-faceted supply chains. By putting useful technology and data at their fingertips, we’re not only increasing the transparency of emissions in our industry, but we’re surfacing the best strategies for customers to make meaningful carbon reductions right now.” “YOU CAN ONLY CHANGE WHAT YOU CAN MEASURE.” - ANGIE FREEMAN C.H. 2. Safety Culture Drivers want to work at safe companies, a designation that can’t be bought -- only earned. Second to pay, safety is the next most important thing for drivers, and companies need to capitalize on it, Haight said. “Wrap your branding around this message,” he said. “Flaunt your good safety record.” 3. Communication and Support Company officials should create a “success plan” for their drivers that establishes minimum expectations for money, home time, and other goals and aspirations. This success plan can include support for their family life, as well. If they have a goal to own a home, for example, the fleet manager can incorporate that into the driver’s success plan. Once a plan is created, the fleet manager can check in weekly and discuss if expectations are being met. “Communication is the baseline for culture,” Haight said. “It is empowering to the individual.” 4. Recognition Fleet owners and managers should showcase their employee’s successes to let them know their efforts are appreciated. “People walk taller when they are recognized for their efforts, including what they do on the job, off the job and in the community,” Haight said. When owners give genuine thanks and appreciation, it goes a long way. 5. Self-Actualization “Professionals want to be around ‘progressionals,” Haight said. If fleets want to attract professional drivers, they should support those drivers by providing tuition reimbursements or offering new equipment. The secret to retention is to build value, and that will drive a positive sense of community, he said. “Get the money and safety right. Those things are huge and the biggest for recruiting. But if you don’t have the other three factors, then you’re going to have high turnover and it’s going to be hard to get over that,’’ Haight emphasized. Allegheny ..................................... Page 18 INDEX OF ADVERTISERS “This chip shortage is primarily centered in Taiwan, where the bulk of microchips are manufactured as a result of the pandemic,” Baney said. “However, it was water damage at shipping facilities in Austin, Texas, coming in through Mexico, which ruined entire shipments of chips already shipped to the U.S. from overseas that created the short-term supply issue we’re facing now.” There are no clear indications of when the supply-chain issues will be resolved, FTR officials said. For the next few months, computer chips will be in short supply and ports will be backed up, according to Don Ake, FTR’s vice president of commercial vehicles. Meanwhile, fleets continue to order in large quantities to secure trucks for future needs. While preliminary North American Class 8 net orders for March were down about 10 percent compared with February numbers, March orders (about 40,000 units) were still up more than 33,000 units compared with March 2020, which was impacted by the pandemic, FTR officials said. Class 8 orders were 424 percent higher than March 2020, ACT officials said. March was the sixth consecutive month exceeding the 40,000-unit threshold, a record. Class 8 orders now total 372,000 units for the past 12 months. “There is tremendous pent-up demand being generated due to the constrictions on supply. The pressure in the market is building, as orders continue to flow into original equipment manufacturers (OEMs) at a record pace. To have this level of orders roll in for half a year is impressive and unprecedented,” Ake said. “It appears the industry will be playing catch-up well into the first half of next year.’’ Meanwhile, demand for Class 5-7 vehicles is up 19 percent from February numbers to 31,400 units. fitness and responsibility of a motor carrier company entering the business.’’ Over the past four decades, the cost of living rose by more than 200 percent, and the per capita health expenditure jumped from about $1,000 to about $12,000. Insurance minimums haven’t kept up. That’s where the INSURANCE Act would come in in order to adjust those rates to be in-line with current inflation rates, according to Garcia’s office. In 2014, the Federal Motor Carrier Safety Administration (FMCSA) issued a study concluding that “the current financial responsibility minimums are inadequate to fully cover the costs of some crashes in light of increased medical costs and revised value of statistical life estimates.’’ FMCSA soon after issued a proposed rule to increase the minimums. However, the agency withdrew it in 2017. Forty-eight truck safety advocates from 26 states and Washington, D.C., who make up the Truck Safety Coalition, sent a letter to members of the U.S. House Committee on Transportation and Infrastructure calling for passage of the legislation. The letter was signed by truck crash survivors and victims’ families. The legislation is also supported by the Citizens for Reliable and Safe Highways, Parents Against Tired Truckers, Institute for Safer Trucking, the American Association for Justice and Road Safe America. OOIDA contends the legislation would lead to a dramatic increase in insurance premiums for small- business truckers and would do nothing to improve highway safety because “there is no correlation between insurance coverage.” In written testimony to the House committee, OOIDA officials said, “Federal law currently requires motor carriers to maintain at least $750,000 in liability coverage ($5 million for those hauling hazardous materials). However, the vast majority of carriers are insured at $1 million or more. Having additional coverage is obviously not required, but the insurance industry tends to naturally adjust levels based on market conditions. If enacted, legislation like the INSURANCE Act] would increase minimums from $750,000 to a whopping $4.9 million.” OOIDA estimates that if Congress increased minimum coverage requirements to $2 million, premium costs for small business truckers could at least double, causing a trucker who currently pays $10,000 per year to pay $20,000. (Shortage continued from page 1) (Insurance adjustment continued from page 1) (Retaining drivers continued from page 14) “IT APPEARS THE INDUSTRY WILL BE PLAYING CATCH-UP WELL INTO THE FIRST HALF OF NEXT YEAR.” - DON AKE FTR’S VICE PRESIDENT OF COMMERCIAL VEHICLES www.TankTransport.com MAY 2021 I TANK TRANSPORT TRADER 21
