Paccar, Toyota team up on hydrogen fuel cell trucks Paccar and Toyota are expanding their joint efforts to develop and produce zero-emissions, hydrogen fuel cell Kenworth and Peterbilt trucks powered by Toyota’s next-generation hydrogen fuel cell modules. The expanded agreement supports ongoing development and commercialized zero-emission versions of the Kenworth T680 and Peterbilt 579 models featuring Toyota’s hydrogen fuel cell power- train kit. Paccar and Toyota have collaborated on fuel-cell electric vehicles (FCEV) development for the past several years, including a successful pilot program that deployed 10 Kenworth T680 trucks at the Port of Los Angeles. The pilot provided Kenworth and Toyota (Speed limiters continued on page 9) (Paccar and Toyota continued on page 17) Fly ash demand will increase, study shows The increasing demand for concrete and cement is expected to drive the growth of the fly ash market, according to a study by The Insight Partners. Fly ash is widely used as a substitute for cement in concrete production, and the growing construction industry is expected to lead to an increase in the demand for fly ash. The fly ash market was valued at $32.83 billion in 2021 and is projected to reach $45.73 billion by 2028; it is expected to grow at a compounded annual rate (CAGR) of 4.8 percent from 2021 to 2028. Fly ash is produced as a residue in combustion and contains fine particles such as silicon dioxide, aluminum oxide, ferric oxide, and 2 Sides weigh in on speed limiters A new effort is underway in the House to roll back a yet-to-be-completed rule-making – one strongly endorsed by key trucking lobbies – that the Federal Motor Carrier Safety Administration (FMCSA) is developing. The legislation in question, the Deregulating Restrictions on Interstate Vehicles and Eighteen-Wheelers (DRIVE) Act, H.R. 3039, was introduced to the House May 2 by Rep. Josh Brecheen (R-OK). If passed into law, the measure would preemptively strip FMCSA of its power to issue a final rule requiring that Class 7 and 8 trucks “be equipped with a speed limiting device set to a maximum speed.” Brecheen contended in a press release that the FMCSA proposal has “the potential to negatively impact all facets of the agricultural and trucking industries.” He added that his own experience “driving a semi while hauling equipment, and years spent hauling livestock, that the flow of traffic set by state law is critical for safety instead of an arbitrary one-size-fits- all speed limit imposed by some bureaucrat sitting at his desk in Washington, D.C.” The bill has five Republican co-sponsors and has been referred to the Subcommittee on Highways and Transit. Where it goes from there is likely nowhere fast. While the legislation may make it to the Republican-led House floor and be approved there. presumably as a pro-business bill, it might also be defeated by intense lobbying by certain trucking as well as highway-safety advocates. In any event, it would be a tough sell in the Democratic-led Senate, which is not prone to interfering with the process of writing safety regulations. On the other hand, this bill can also be seen as a placeholder. That is to say, by introducing it now, despite scant chance of passage, the issue remains off the back burner and the legislation itself could be re-introduced the next time Republicans hold sway over both sides of Capitol Hill and have control of the Oval Office.

In a press release, OOIDA President Todd Spencer said “the physics is straightforward – limiting trucks to speeds below the flow of traffic increases interactions between vehicles and leads to more crashes.” Other supporters of the DRIVE act include the Western States Trucking Association and the National Association of Small Trucking Companies, which contended in a statement that “mandating speed limiters on commercial vehicles would increase speed differentials between cars and trucks, increase traffic density, and increase impatience and risky driving by those behind a plodding truck.” Trucking groups opposing new bill Yet there is ample support for letting FMCSA proceed with its speed-limiter rule-making from trucking’s biggest lobby, the American Trucking Associations (ATA), as well as from the Truckload Carriers Association (TCA) and the Alliance for Driver Safety and Security (The Trucking Alliance), whose board membership consists of prominent truckload carriers. TCA’s stated position is that “the speed of all electronically governed Class 7 and 8 trucks manufactured after 1992 should be governed by tamper-proof devices either limiting the vehicle to a fixed maximum of 65 miles per hour (mph) or limiting the vehicle to 70 mph with the use of adaptive cruise control and automatic emergency braking.” The Trucking Alliance holds that FMCSA “should adopt a safety standard that requires all large trucks to not exceed a reasonable maximum speed. historically opposed most federal safety rules. They opposed electronic logging devices to replace paper logbooks. They opposed a drug and alcohol clearinghouse. They opposed hair drug-testing. They opposed automatic emergency braking. And now, they oppose a federal truck speed-limiter rule. “Excessive speeds create a safety risk,” he continued. “And limiting the maximum speed of an 80,000 pound tractor trailer rig makes common sense. For that reason, Congress will likely oppose this bill.” The ATA’s policy on speed limiters “supports electronically governing Class 7 and 8 trucks manufactured after 1992 used in commerce by tamper proof devices either limiting the vehicle to a fixed maximum of 65 mph; or limiting the vehicle to 70 mph with the use of adaptive cruise control and automatic emergency braking.” Chris Spear, ATA president, said: “The easiest position anyone in Washington can take is ‘no.’ It requires little effort, zero facts and an unwillingness to compromise. ATA isn’t the association of ‘no.’ We put safety first. We deploy the best technology to help save lives. In short, we care about the motoring public, and we feel our position on a speed limiter rule is based on data, not baseless rhetoric. Driving as fast as you can as long as you like kicks safety to the curb. It’s irresponsible. Safety is a winning issue and ATA enjoys winning. A global commodity, 200 million tons of ammonia are already produced and transported each year, making it an ideal and accessible alternative fuel. “Beyond its incredible energy- density and liquid phase at an ambient temperature, ammonia is an optimal fuel to achieve rapid decarbonization of heavy transportation because it is available globally with… infrastructure already in place,” said Seonghoon Woo, chief executive at Amogy. “In the near future, we look forward to further scaling and tackling other hard-to- abate sectors, such as global shipping.” Another Way to Use Ammonia in Trucks Meanwhile, Hydrofuel Canada, based in Mississauga, Ontario, said it has another way to use ammonia – by directly injecting it into an internal combustion engine along with a small amount of diesel or biodiesel to help with combustion. It demands some smallish modifications to the engine to make it a multi-fuel motor, but it’s said to be an easy retrofit, the company said. There was supposed to be a test running in two heavy-duty tractors in fleet service a couple of years back, but various challenges associated with the Covid pandemic stopped that in its tracks. The hope is to do that test this year. Company chairman Greg Vezina said he’s even more hopeful of success in stationary engines and the plan is to test a couple of those at the same Toronto fleet. According to Vezina, ammonia “is the most environmentally benign fuel when compared with gasoline, gaseous or liquid hydrogen, liquefied petroleum gas, diesel, compressed natural gas, electric where electricity is created from fossil fuels, and hybrid electric vehicles.” None of this is altogether new. In infrastructural developments, such as the development of rail networks, fly overs, and highways; rising activities in residential and commercial construction; and high emphasis of governments and other regulatory bodies on recycling and re-utilizing fly ash. Governments in countries such as India, China, and Japan have taken various initiatives to save energy and avoid dumping fly ash into landfills and ponds, resulting in the increased use of fly ash in concrete and Portland cement. Therefore, the growth of the fly ash market in Asia-Pacific is driven by rising government infrastructural development projects and increasing utilization of fly ash-based concrete for the construction of new infrastructures in the region. The COVID-19 ongoing pandemic has drastically altered the chemicals and materials sector’s status and limited the fly ash market growth. Hyliion and Lion Electric executives discussed California’s Advanced Clean Trucks rules during recent earnings calls last week. They said they expect many states will follow the state’s regulations. A consortium of at least 16 other states, D.C. and Québec is also committed to 100-percent zero- emission vehicles by 2050. “A lot of states and a lot of Canadian provinces will follow what California is doing,” said Lion Electric chief executive Marc Bedard. U.S. cement production climbs The U.S. produced an estimated 95 million tons of Portland and masonry cement in 2022, according to the U.S. Geological Survey (USGS), up from 93 million tons in the previous year. Cement was produced at 96 plants in 34 states, along with two plants in Puerto Rico. Texas, Missouri, California and Florida were, in descending order, the four leading cement-producing states, accounting for about 43 per cent of US production. The U.S. cement industry’s growth continues to be constrained by closed or idle plants, under-utilized capacity at others, production disruptions from plant upgrades, and relatively inexpensive imports, according to USGS. In 2022, shipments of cement were estimated to have increased by about 3 percent from those in 2021 and were valued at $14.6 billion. Last year, between 70-75 percent of cement sales were to ready-mixed concrete producers, 11 percent to concrete product manufacturers, 8 to 10 percent to contractors, and 5 to 12 percent to other customer types. Clinker production in the U.S. came in as an estimated 80 million tons in 2022, up slightly from the 79 million tons seen in the previous year. US cement consumption (production plus imports) in 2022 is estimated at 120 million tons compared to 110 million tons in the previous year. The leading cement- consuming states continued to be Texas, California and Florida, in descending order by tonnage. The increase in consumption is being attributed to the continued economic recovery from the effects of the COVID-19 pandemic, and the November 2021 passage of the Bipartisan Infrastructure Law. According to USGS data, world California emission rules likely to spread Many transportation chief executives think other states will adopt environmental regulations that are the same or similar to California emission regulations made in recent years. Among the rules, 75 percent of new Class 4–8 trucks must be zero emission by 2035. cement consumption fell from an estimated 4.4 billion tons in 2021 to 4.1 billion tons last year. Gains over the same period were seen in India, where production advanced from 350 million tons to 370 million tons, Russia (61 million tons to 62 million tons), Turkey (82 million tons to 85 million tons) and Vietnam (110 million tons to 120 million tons). Declines in production were reported in China (2.4 billion tons to 2.1 billion tons), Brazil (66 million tons to 65 million tons), Indonesia (65 million tons to 64 million tons), and Mexico (52 million tons to 50 million tons). OOIDA sees ‘freight recession’ An American trucking association is the latest to sound the alarm over a “freight recession’’ gripping the U.S., saying it will be tough for trucking companies to stay afloat if the slump in freight rates does not subside soon. If conditions had not improved by Memorial Day, analysts said they expected the freight market to stay around current levels for the rest of the year, said Andrew King, a research analyst at the Owner- Operator Independent Drivers Association, or OOIDA. “That will be really tough for a lot of carriers to stay in business,” he added. OOIDA is a nonprofit organization that represents over 150,000 small trucking business owners and owner- operators, according to its website. OOIDA’s warning comes weeks after trucking giant JB Hunt posted lower-than-expected results. Company executives on an earnings call were downbeat about a broader economic slowdown that was causing a freight recession, meaning fewer trucks delivering goods across America. Even industry gauges are signaling a slowdown: The American Trucking Association’s for-hire contract truck tonnage index dropped by about 6 percent month- on-month to 95.8 in March, hitting the lowest level since August 2021. This pullback has been hitting the prices of commodities such as diesel, a key industrial fuel. Higher inventory levels and overstocked warehouses are one of the key reasons truckers are facing a freight recession. Toyota will begin assembly of the modules in the United States later this year, with trucks becoming available in 2024 and 2025. Kenworth T680 Hydrogen Fuel Cell Commercialization Plans Kenworth is now accepting deposits for its first zero-emissions Class 8 hydrogen fuel cell truck. At the Advanced Clean Transportation Expo in Anaheim, Calif., May 2, the company announced it will begin production of its T680 hydrogen fuel cell electric vehicle powered by Toyota fuel cell technology. Initial customer deliveries are planned for 2024 with serial production planned in 2025. We are designing these advanced vehicles for optimal performance in longer- haul applications.” Coalition opposes larger trucks Numerous organizations recently voiced their opposition to the prospect of larger trucks being allowed on the nation’s highways. The Coalition Against Bigger Trucks sent a letter to Rep. Sam Graves and Rep. Rick Larsen, leaders of the U.S. House of Representatives Committee on Transportation and Infrastructure asking them to “oppose any legislation that would increase maximum truck weight or length limits on federal highways.’’ The coalition, which includes the Teamsters, the Owner-Operator Independent Drivers Association and the Institute for Safer Trucking, said it is opposed “to any legislation that would raise truck weight limits as part of a ‘pilot program,’ including the 91,000- pound pilot program originally found in H.R. 471, the SHIP IT Act, and any state or commodity exemptions or waivers of current federal limits that may be offered as a stand-alone provision.’’ Key to the group’s opposition to larger trucks is their detrimental effect on the nation’s infrastructure, especially its bridges. “A recent analysis of more than 470,000 local bridges found more than 72,000 could not safely accommodate 91,000-pound trucks,’’ the coalition’s letter said. “These local bridges would need to be posted and eventually replaced, costing over $60.8 billion.’’ The letter also cited the American Society of Civil Engineers’ (ASCE) 2021 Infrastructure Report Card, which gave the nation’s roads a grade of “D’’ and its bridges a “C.’’ The group also said the ASCE report said 42 percent of the bridges in this country are at least 50 years old and 7.5 percent are structurally deficient. According to ASCE, the estimate for the nation’s backlog of bridge repair needs is $125 billion. ArcBest’s largest sequential jump in tonnage from the fourth quarter 2022 to the first quarter in a weak demand environment prompted an analyst to ask whether the carrier had pushed too far for volume, and sacrificed revenue per hundredweight. That metric, a measure of shipment value, notched a record drop in the same period. Chief executive Judy McReynolds said accepting lower- value shipments in tough times allows it to hold onto employees longer. The carrier projected an ongoing trend of lower freight demand and freight rate pressure to continue for one to two quarters. Old Dominion Facing persistently weak demand, Old Dominion Freight Line revised its previous expectations for a second-quarter freight rebound. The carrier’s less-than-truckload (LTL) tonnage per day dropped nearly 12 percent year-over-year in the first quarter, with April seeing a roughly 15-percent drop in tonnage. “While our volumes stabilized during January and February as expected, we have not seen the acceleration in volumes that was originally anticipated,” chief executive Greg Gantt said on the call. Old Dominion is well positioned to respond to any acceleration in volumes that might occur if and when the economy improves, he said. “Until that time comes, we will continue to focus on managing our costs and delivering value to our customers,” Gantt said. Schneider National A moderate freight recovery may be on the horizon in the second half of the year, but uncertainty looms, Schneider National President Mark Rourke said on a first-quarter earnings call. “The inventory positioning across many of our customers is making solid progress, but the replenishment cycle remains spotty and delayed compared to our original expectation,” Rourke said. “This dynamic has been especially evident in low import volumes, which highly correlates to the intermodal volumes. The percentage of spot freight in our asset-based network is incrementally higher than we planned for this time of year.” Industry capacity levels are correcting but at a slower pace than the company anticipated, Rourke said. Tighter credit access may accelerate smaller carriers exiting the market, further reducing capacity. “Those signs include owner- operator lease defaults running ahead of pre-pandemic levels, a meaningful increase in the availability of experienced driver candidates on our new driver hiring pipeline, and the overall stress in the small carrier community operating in our brokerage business as spot rates dipped below the break-even point,” he said. Knight-Swift Knight-Swift Transportation Holdings reported a number of projections for the freight market outlook for this year, based on its first- quarter earnings report. Among them, the carrier forecast the following: • Capacity continuing to exit at an accelerating rate • Freight volumes beginning to improve in the second half of the year with a more typical peak season • Spot pricing bottoming out in the second quarter and beginning to recover in the second half of this year “As the year progresses, demand should begin improving as shippers make further progress reducing inventory levels and import volumes return to more normal levels,” chief executive Dave Jackson said on an earnings call. For instance, an ammonia- fueled streetcar in New Orleans was tried in 1871. And during World War II, it was relatively common to see liquid ammonia replacing hard-to- find diesel or gasoline in all manner of vehicles in Europe. There are presently many projects across the world aimed at using ammonia as a carbon-free fuel, especially in power generation and other off-grid applications, as well as internal combustion engines. Ammonia and Hydrogen Fuel Cells In the larger picture, the most important role for ammonia will likely be its use, not as a zero-carbon fuel, but as an effective energy carrier for hydrogen to power fuel cells. Chemists and others say it will create the road to the hydrogen economy. Ammonia smells awful and is dangerously caustic, but compared to hydrogen, its energy density by volume is nearly double. It’s also easier to ship, store, and distribute using existing infrastructure. And that resolves one of the greatest barriers to the adoption of hydrogen, namely the cost of storage and transportation. The key here is that while hydrogen needs to be cryogenically frozen to 423 degrees below zero Fahrenheit), ammonia only needs to be cooled to about 37 degrees below zero to remain in a liquid state. It’s not coming back next month. And we have to be more efficient.” TFI expects demand softness to persist for the year, but it expects its financial position to improve in the third and fourth quarters. “Not because of market condition, because I don’t think market condition will improve,” Bédard said. “But I think that we will do a better job at managing our cost.” Yellow Yellow Corp.’s LTL tonnage per day dropped 12 percent year over year in the first quarter, the company reported. As it negotiates its One Yellow network overhaul with the Teamsters, the carrier will continue to protect its large and loyal customer base “until we see de-stocking improve somewhat,” chief executive Darren Hawkins said on an earnings call. “Once we get to the bottom of that, I believe the majority of customers out there are certainly wise to the fact that there will be a capacity challenge again, because of what all carriers have had to do during this downturn,” he said. “And also not being determinative on how long the downturn is going to last.” XPO XPO managed to limit the loss of LTL tonnage per day to 1.8 percent year over year in the first quarter, with its daily shipments up 1.5 percent. The carrier expects headcount to continue to decline, and it expects to see the full run rate benefit of more than $50 million in annualized labor-related cost savings in the third quarter. Chief executive Mario Harik offered investors and analysts a reason for hope: XPO outperformed typical seasonality from March to April. “A lot of these things are company- specific, but we’re seeing a slightly better demand environment in April than we did see in March,” Harik said. (from Transport Dive) catalysts to provide hydrogen. It’s all somewhat ironic and circular, experts said. To make hydrogen, manufacturers will extract ammonia from hydrogen, then store and transport that ammonia to wherever it’s needed, and finally drag the hydrogen back out to use in a fuel cell. “You can store it, ship it, burn it, and convert it back into hydrogen and nitrogen,” said Tim Hughes, an energy storage researcher with manufacturing giant Siemens in Oxford, U.K. “In many ways, it’s ideal.” However, creating “green” ammonia to make green hydrogen isn’t possible in the usual production method, which is to strip hydrogen from natural gas using steam and then combine that hydrogen with nitrogen from the air at high pressure and extremely high temperatures. That’s the Haber- Bosch process, invented in the early 1900s by a couple of Germans and in use ever since. Problem is, it’s dirty, spewing two tons of CO2 into the atmosphere for every ton of ammonia made. So, natural gas has to be taken out of the equation and hydrogen produced instead by electrolysis using electricity sourced from renewables. Projects from Canada to Australia are already underway. The biggest is in Saudi Arabia, which will make a million tons of ammonia a year after it comes on stream in 2025. A more modest green ammonia plant in Louisiana is expected to produce 20,000 tons annually this year. While pure hydrogen has been seen by many as the fuel of the future, it looks like ammonia is the better route to the same place. “It ticks all the boxes,” says Jimmy Faria, a chemical engineer at the University of Twente in the Netherlands. Does any of this mean anything to folks running trucks today? Maybe, if you want to try a multi-fuel engine retrofit. But really, the significance of ammonia here is that the day you can buy a truck powered by a hydrogen fuel cell is closer, at a lower cost.
