That is 2 Bcf/d higher than in 2019 and 8.9 Bcf/d in 2021. Growth in U.S. net exports is led primarily by increases in liquefied natural gas (LNG) exports and pipeline exports to Mexico. Net natural gas exports more than doubled in 2019, compared with 2018, (Gas exports continued on page 16) Bioheat suppliers focus on Northeast More than 5 million U.S. households use heating oil as a main source of heat. Consequently, biodiesel advocates see more opportunities to become an increasing part of that mix with different formulations of bioheat made from environmentally-friendly soybeans and other oil seeds. The biodiesel industry has attempted to grow the Bioheat fuel market, a blend of biodiesel and ultralow sulfur heating oil, since 2006. “It hasn’t been easy,” said Paul Nazzaro, supply chain adviser to the (Bioheat suppliers continued on page 16) Partnership launches biodiesel test A wide range of transportation and health organizations have announced a partnership to conduct a year-long validation project of a new biodiesel technology to demonstrate its viability in real-world, high-mileage fleet applications. The new technology is called the Vector fuel system, developed by Optimus Technologies, a tech company specializing in alternative fuels. and strong bipartisan support from lawmakers across the country. The new law renews the biodiesel tax credit retroactively for 2018 and 2019. To provide long-overdue certainty to the market and incentivize blending into the future, Congress is extending the credit for an additional three years, or through 2022. The tax credit will continue to offer $1 per gallon for the blending of qualified biodiesel and renewable diesel into distillate fuels including home heating oil. Blends of biodiesel and conventional heating oil are often referred to as Bioheat, “a safe, efficient, and environmentally competitive’’ home heating fuel, according to those in the industry. The credit has been in limbo since its lapse at the end of 2017, leaving producers, wholesale and retail marketers, and consumers in the lurch. Over the last two years, heating oil associations joined forces with the biodiesel industry to press for reinstatement of the tax credit. Grassroots advocacy campaigns generated thousands of letters and phone calls to Congress and frequent “fly-in’’ events brought retail marketers to Washington to meet with key lawmakers. Sean Cota, president and chief executive of New England Fuel Institute (NEFI), said: “I would like to personally thank everyone who wrote, called or took the time to meet personally with members of Congress in support of this hard-fought effort.’’ Cota said the credit’s renewal will boost confidence in renewable liquid heating fuels and result in greater investments by the business community. Scott MacFarlane, chairman of NEFI’s government affairs committee, said: “Restoration of the credit has been a top priority for businesses like mine as we pursue higher blends in our fuel and partner with policymakers in reducing carbon emissions and hence retain our customer base.’’ MacFarlane is referring to a recent commitment by the heating oil industry to reduce GHG emissions and help meet increasingly aggressive state and regional climate change laws. The project is supported by the American Lung Association, the National Biodiesel Board, Illinois Soybean Association, and Missouri Soybean Merchandising Council. Optimus said the new Vector fuel system is a bi-fuel solution that enables a truck to run exclusively on biodiesel. To optimize fuel savings and emission performance, the Vector System powers the engine on renewable fuel 100 percent of the time other than startup and shutdown. It allows a fallback to diesel operation if necessary. Optimus said the Vector fuel system is a bolt-on, conversion system that reduces operating costs without rebuilding, replacing or significantly modifying existing engines and is engineered to optimize the use of existing renewable fuels and to accept new fuels as they emerge. Optimus described the Vector as a combination of patented and patent-pending mechanical hardware and software integrated into an intelligent system that enables tracking and quantitative analysis of cost savings, emissions reductions, and petroleum offsets. National Biodiesel Board. “We’ve been through years of studies and testing, years of developing and getting an ASTM standard approved, and faced opposition from some of the equipment manufacturers.’’ However, Nazzaro said he feels the product has potential to make headway with the home heating oil industry, especially in the Northeastern part of the country. A breakthrough may have come last September, when the New England Fuel Institute (NEFI) adopted a resolution stating the home heating industry would reduce greenhouse gas emissions based on 1990 levels by 15 percent by 2023; 40 percent by 2030; and to net zero emissions by 2050. NEFI is made up of about 300 wholesale and retail liquid heating fuel distributors throughout New England. The home heating oil industry is concentrated in five Northeast states: New York, Massachusetts, Maine, Pennsylvania and Connecticut use 3 billion gallons of heating oil per year between November and March, according to the Energy Information Administration (EIA). Sending biodiesel to those states during the winter months – instead of as fuel for trucks – will help balance production, Nazzaro said. Charles Uglietto of Cubby Oil and Energy in Somerville, Mass., proposed the NEFI resolution. Uglietto likes Bioheat because it gives him an opportunity to market a cleaner fuel. “It was nice to be able to tell customers: ‘You’ve made the right choice by sticking with oil heat, which is now Bioheat, because you’re helping the environment,’” Uglietto noted. But some equipment manufacturers remain skeptical. The Northeast Oilheat Research Alliance (NORA), authorized by Congress in 2000, continues to assure manufacturers the product is safe to use. NORA President John Huber said his group is working with regulatory bodies such as Underwriters Laboratories who certify the equipment is safe to use. “If you’re installing a furnace or boiler, a code inspector has to certify it’s okay, and if they don’t see a UL mark on it, they say it can’t go in,” Huber said. Tristan Brown, an associate professor in energy resource economics at the State University of New York, said policy and technical prospects will depend on biodiesel opportunities. He said on the technical side, blending biodiesel with heating oil is like blending it with diesel. “You can blend them very quickly and easily,” Brown said. “From that perspective, you can easily get up, 5 percent to 10 percent, potentially 20 percent without much difficulty.” But he said heating oil is currently very cheap because natural gas has brought the price of heating down in general, bringing Bioheat’s economic viability into question. Brown said the market isn’t adopting Bioheat without a mandate. Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New York, Pennsylvania, Rhode Island and Vermont all have phase-in periods requiring a dramatic reduction in the amount of sulfur present in heating oil, according to NORA. But Brown said New York is the only state with an active mandate. He noted Connecticut, Rhode Island and Vermont are inactive because those states require all neighboring states to have active mandates before laws go into effect. Massachusetts implemented its own Bioheat mandate in 2010 but subsequently replaced it with a voluntary program on cost grounds, he said. While meeting carbon reduction goals with biodiesel seems promising, the biodiesel industry is also aware of groups pushing for “all electric” in cities throughout the Northeast. In November, residents of Brookline, Mass., voted 207 to 3 to ban oil and gas piping in future construction projects. Over a dozen cities in California have similar ordinances, but this measure goes further because it bans the installation of new oil and gas pipes not just in renovations, but in new buildings. The law will take effect Jan. 1, 2021. Mark Kresowik, deputy regional director for the Sierra Club, told Agri- Pulse a heat pump is a better choice from a cost perspective because air-source heat pumps are readily available and operate at low costs. Kresowik said in the short term, biodiesel’s product may work in certain places but long-term, he argues electrification is the way to go to improve the environment. Both electric advocates and biodiesel supporters argue their product is more economical. But Brown said while installation of Bioheat equipment is cheaper because heating oil pipes are already in place, operating costs are higher. On the other side, he said geothermal or electric pumps are expensive to install in the Northeast but noted if geothermal is available, operating costs are incredibly low. and EIA expects that they will almost double again by 2021 from 2019 levels. The United States trades natural gas by pipeline with Canada and Mexico and as LNG with dozens of countries. Historically, the United States has imported more natural gas than it exports by pipeline from Canada. In contrast, the United States has been a net exporter of natural gas by pipeline to Mexico. The United States has been a net exporter of LNG since 2016 and delivers LNG to more than 30 countries. In 2019, growth in demand for U.S. natural gas exports exceeded growth in natural gas consumption in the U.S. electric power sector. Natural gas deliveries to U.S. LNG export facilities and by pipeline to Mexico accounted for 12 percent of dry natural gas production in 2019. EIA forecasts these deliveries to account for an increasingly larger share through 2021 as new LNG facilities are placed in service and new pipelines in Mexico that connect to U.S. export pipelines begin operations. Net U.S. natural gas imports from Canada have steadily declined in the past four years as new supplies from Appalachia into the Midwestern states have displaced some pipeline imports from Canada. U.S. pipeline exports to Canada have increased since 2018 when the Nexus pipeline and Phase 2 of the Rover pipeline entered service. Overall, EIA projects the United States will remain a net natural gas importer from Canada through 2050. U.S. pipeline exports to Mexico increased following expansions of cross-border pipeline capacity, averaging 5.1 Bcf/d from January through October 2019, 0.5 Bcf/d more than the 2018 annual average, according to EIA’s Natural Gas Monthly . The increase in exports was primarily the result of increased flows on the newly commissioned Sur de Texas-Tuxpan pipeline in Mexico, which transports natural gas from Texas to the southern Mexican state of Veracruz. Several new pipelines in Mexico that were scheduled to come online in 2019 and were delayed are expected to enter service this year: • Pipelines in Central and Southwest Mexico (1.2 Bcf/d La Laguna–Aguascalientes and 0.9 Bcf/d Villa de Reyes– Aguascalientes–Guadalajara) • Pipelines in Western Mexico (0.5 Bcf/d Samalayuca–Sásabe) U.S. LNG exports averaged 5 Bcf/d in 2019, 2 Bcf/d more than in 2018, as a result of several new facilities that placed their first trains in service. This year, several new liquefaction units (referred to as trains) are scheduled to be placed in service: • Trains 2 and 3 at Cameron LNG in Louisiana • Train 3 at Freeport LNG in Texas • Trains 5–10, six Moveable Modular Liquefaction System (MMLS) units, at Elba Island in Georgia In 2021, the third train at the Corpus Christi facility in Texas is scheduled to come online, bringing the total U.S. liquefaction capacity to 10.2 Bcf/d (baseload) and 10.8 Bcf/d (peak). EIA expects LNG exports to continue to grow and average 6.5 Bcf/d this year and 7.7 Bcf/d in 2021, as facilities gradually ramp up to full production. Transporters want infrastructure plan U.S. lawmakers negotiating new surface transportation legislation will need to include a long-term infrastructure funding plan if they’re going to satisfy the nation’s truck, rail and ocean carriers, as well as the carriers’ customers. That theme was prevalent throughout roughly 75 comments submitted to the U.S Department of Transportation (DOT) in response to the agency’s request for information on a National Freight Strategic Plan. While DOT has acknowledged that investment in freight infrastructure must be considered in transportation initiatives, users of the infrastructure assert that not enough attention or money is coming from the federal government. “Lagging investment in critical infrastructure and inadequacy of long-term funding solutions” is one of the three most important challenges facing the U.S. freight transportation system, according to the Consumer Brands Association (CBA) in comments filed in response to DOT’s request. CBA represents the $2 trillion consumer packaged goods industry. Its members include some of the country’s largest private truck fleet operators. Eliminating freight “pinch-points” would “be an easy way to evaluate progress on the most strategically important national freight system goals,” the group noted, and evaluating long-term success “may require the development of new Key Performance Indicators (KPIs)’’ as a way of capturing overall impact and contribution to the national freight system. “There’s no national vision or strategy that evaluates how individual investments impact the overall safety and reliability of the goods movement system,” said Elaine Nessle, executive director for the Coalition for America’s Gateways and Trade Corridors (CAGTC). “Even though states have plans that have focused state investments on intrastate commerce, we haven’t taken that system-wide approach needed to make those investments across the entire supply chain.” In comments filed with DOT, Nessle and CAGTC, whose members include the nation’s largest container ports, called for minimum annual federal funding of $12 billion for a multi-modal competitive grant program. The current multi-modal grant program, Infrastructure for Rebuilding America, made available $900 million for 2020. The American Trucking Associations (ATA) agreed, noting only the federal government is in a position to “look at investment decisions in the context of national impacts and determine which investments can produce the greatest economic benefits regardless of jurisdictional considerations.” While ATA ranked a shortage of labor as the top challenge in the trucking industry, the Owner-Operator Independent Drivers Association (OOIDA), which represents small- business trucking companies, ranked underinvestment in highway infrastructure as the country’s most important freight challenge. “Owner-operators and independent drivers must foot the bill for repair costs caused by inadequate infrastructure,” the group emphasized, citing an internal study finding that OOIDA members spend roughly $5,000 a year on repairs due to highway damage or poor road conditions. “For owner- operators, these costs result in less income and less investment for maintenance, equipment, and other critical safety upgrades.” Nucor Steel, one of a handful of shippers providing comments, placed infrastructure at the top of its main challenge list. “Significant additional spending on transportation infrastructure is critically needed, including but not limited to highways, bridges, rural connectors, locks and dams,” the company said. “Additionally, with the growth of trade associated with the new USMCA (formerly NAFTA), the nodes where the infrastructure of the U.S., Canada and Mexico come together will need to be addressed.” Even railroads, which compete with trucking for certain types of freight and frequently point out that they rely on their own profits to pay for their networks, acknowledged that a long-term funding plan is needed. Norfolk Southern, one of the four largest U.S.-based railroads, project will come from ADM’s refinery in Mexico, Mo. An Optimus spokesperson added that as far as Vector and engine warranties are concerned, the vast majority of equipment manufacturers support B20 biodiesel blends and noted that the use of biodiesel in and of itself does not void a manufacturer’s warranty. In the case of this project, he added, the trucks that received the Optimus Vector System were legacy fleet vehicles beyond their original warranties so the modifications didn’t impact anything with the original warranties. While nearly all diesel engine manufacturers support at least 20-percent biodiesel (B20), Optimus said its Vector system is designed to allow conventional diesel engines to run on 100-percent biodiesel in a wide range of climates. The system is already in use in shorter-mileage, local fleet applications, such as distribution and waste removal. This new project is designed to evaluate its use for longer-haul over-the-road fleets, potentially opening a pathway to significantly higher volumes of biodiesel in the U.S. truck fleet. “Our commitment to global sustainability includes reducing emissions, and we have a great opportunity here to validate a technology that could, in theory, expand the use of environmentally friendly biodiesel in diesel trucks by five-fold or more,” said Steve Finn, ADM’s vice president for trucking. “Going forward, we expect over-the-road trucking miles in the U.S. to continue to increase, so we have an opportunity to use innovative technologies to multiply the environmental and economic benefits of biodiesel. Most oil and gas companies are under pressure, with share prices too close to their yearly lows right now for comfort. The sell-off has been indiscriminate, not even sparing the so-called ‘supermajors.’ ExxonMobil XOM, Chevron CVX, Royal Dutch Shell RDS.A and BP. All of them recently carved out new 52-week lows. What Ails Them? Similar to other companies exploring for and producing oil and gas, the results of ExxonMobil, Chevron, Royal Dutch Shell and BP’s upstream divisions – the main contributor to their earnings – are directly exposed to commodity prices. Consequently, with oil price staying stubbornly range-bound and mostly below $60, some of the top energy majors by market value have seen their revenues, earnings and cash flows hit hard. Worse, even their downstream segments fared poorly with plunging refining and chemicals margin. But amid all these headwinds, natural gas prices remain the most depressing factor for these companies. Allen Lund buys Des Moines Truck Brokers The Allen Lund Co. (ALC), a Southern California 3PL that operates about 35 offices around the country, has acquired Des Moines Truck Brokers (DMTB), another company with a focus on moving foodstuffs. Eddie Lund, president of ALC, said while both companies are involved in moving various types of food products, the customer lists differ. “One of the things that we looked at closely is the product mix and the diversity of their customer base,” Lund said. “They’ve been around a long time, so their customer base is very diverse and has very little overlap with us.” Geographically, DMTB has one office: in Des Moines, Iowa. ALC has about 500 employees, roughly 400 of whom are directly involved in brokerage activities. DMTB will bring about 30 new employees into the company. While ALC has offices in that region, “the offices we have there do not do much produce,” which is the primary product DMTB hauls in its brokerage system, Lund said. He described the acquisition as a “bolt-on to what we do well,” adding, “They understand the produce business, and that brings more expertise and more customers to us.” DMTB also hauls products such as proteins, Lund said. When ALC began operations in 1976, it hauled only what Lund described as “exempt commodities.” During that time, before deregulation of the trucking industry, brokerages could only move exempt commodities – “basically anything not manufactured.” So fresh fish would have been considered exempt; frozen fish would not. Lund described his company as “partly” a refrigerated hauler. But he said about 40 percent of ALC’s business is produce with 60 percent to70 percent overall as food or beverages. “But across our network we have offices that don’t do any produce at all,” Lund said. ALC will haul dry products “and we will haul anything at this point. So we’re not bound by the actual products.” In the brokerage business for food, there’s less competition than in dry products, “but you need a little more expertise to handle produce and refrigerated commodities,’’ he said. Lund said the market for brokerage assets has changed because of shifts in the market in the past six months. “The multiples are higher so that tends to increase the activity,” he said. Although Lund did note that ALC will haul a wide range of products, “we’ve always been a big fan of food. It’s not as glamorous a business, but people have to go eat no matter what,” he said. “So no matter what, it tends to be more recession- proof. It might not fly as high as when things are really cooking, but it doesn’t drop as much during the down times.’’ But in the case of the acquisition of DMTB, Lund said he and his father, who founded the company, had a long relationship with Jimmy DeMatteis, the president and chief executive of DMTB, who, like Lund, succeeded his father at the helm of the business. “Right out of the gate, we knew Jimmy prior to this,” Lund said about some of the factors behind the acquisition. “At the end of the day, it’s finding the right people, whether you’re starting a new office or making acquisitions.” He added that while ALC management was familiar with DeMatteis, who is staying with ALC, they did not know other members of the DMTB team. But after getting to know them, “we’re really delighted with the team that they’ve built there.” In a prepared statement announcing the acquisition, DeMatteis was quoted as saying: “I have always admired the Lunds and the business they have built. As we have grown, I would be lying if I said we didn’t try in some way to emulate ALC.” (from FreightWaves) Roadrunner sells unit to CH Robinson Roadrunner Transportation Systems recently agreed to sell its Prime Distribution Services business to CH Robinson Worldwide for $225 million in cash. The final sale price is subject to customary purchase adjustments, and the transaction also is subject to customary closing conditions, including regulatory approval, Roadrunner said. The companies expect to close the deal by the end of March. “Prime Distribution Services is a high- quality growth company that brings scale and value-added warehouse capabilities to our retail consolidation platform, adding to our global suite of services,” said Bob Biesterfeld, CH Robinson’s chief executive officer. “Prime has an outstanding track record of success, a talented and experienced team and a focus on delivering great value to its customers and carriers.” Prime Distribution, headquartered in Plainfield Ind., provides a suite of retail consolidation solutions, with five food-grade warehouse facilities located across the nation and a team of retail supply chain experts dedicated to helping clients achieve compliance with large U.S. retailer delivery and in-stock requirements. UPS signs RNG agreement UPS will continue to invest in renewable natural gas (RNG) fuels for its alt-fuel assets following a recent multi- year agreement signed by the company. UPS entered into multi-year renewable natural gas (RNG) agreements with Kinetrex Energy and TruStar Energy. Together, these two contracts will supply UPS with up to 80 million gallon equivalents (GEs) of RNG over the terms of the agreements. “The use of RNG is a very important part of UPS’s strategy to increase alternative fuel consumption to be 40 percent of total ground fuel purchases by 2025,” said Mike Whitlatch, vice president of global energy and procurement. “We are using both liquid natural gas (LNG) and compressed natural gas (CNG) as bridging fuels to increase our use of RNG. This will have a measurable impact as RNG yields up to a 90 percent reduction in lifecycle greenhouse gas emissions when compared to conventional diesel. Using RNG is what will ultimately help UPS meet its 2025 sustainability goals.” The Kinetrex contract will supply UPS with up to 52.5 million GEs of RNG over the life of the contract to be used in its tractor-trailer vehicles throughout the Midwest. The RNG will be used to fuel UPS’s LNG-powered trucks in Chicago, Ill., Columbus, Ohio, Indianapolis, Ind., St. Louis, Mo., and Toledo, Ohio. The TruStar Energy contract will supply UPS with up to 27.5 million GEs of RNG over the life of the contract to be used in California. The RNG will be used to fuel UPS’s CNG-powered trucks in both Visalia and Moreno Valley, Calif. These two new agreements build on a prior RNG contract in which UPS agreed to purchase 170 million gallons of RNG. Over the next seven years, UPS has agreed to purchase 250 million gallon equivalents of RNG total. Polar adding tank-wash centers Polar Service Centers (PSC) is expanding its number of tank-washing facilities, company officials said. The company recently added tank- washing operations at its locations in Augusta, Ga. and Odessa, Texas. “The opening of these two facilities complements our strategic plan of continued investment to expand our network and meet the needs of our customers,” said Jerry Cignarella, president of PSC. “Our company recognizes the value and convenience it adds for customers by providing maintenance, repair, parts, and tank-washing capabilities all within the same facility.’’ PSC operates tank washing at its centers in Billings, Montana and Killdeer, N.D., and will be opening additional tank-wash locations throughout the year, company officials said. The tank-wash facilities offer secure parking and after-hours services that are available upon request. Each tank-washing operation focuses on cleaning products hauled in its market, Cignarella said. Gas glut has Europe ‘bearish’ As natural gas prices across the Atlantic flirt with their lowest level in more than two decades, European energy traders are striking a bearish tone. The global glut of the fuel has seen prices plunge in the U.S., Europe and Asia as a wave of liquefied natural gas (LNG) hits the market. Associated gas from oil fields in North America also boosted supplies at a time when demand growth is under threat from a slowing global economy and the coronavirus. “It is possible that gas prices in Europe will decline even further,” said Domenico De Luca, head of trading and sales at Swiss utility Axpo Holding AG. “There are a lot of bearish signals in the short term,” he said, citing full gas stores and even more LNG supply coming online in the summer. The European benchmark slumped by almost half last year and has slid a further 27 percent this year to trade near their lowest in more than a decade. That comes as Asian LNG has never been cheaper and U.S. futures are near levels last seen in 1998. The coronavirus outbreak added another layer of difficulty for gas shipments as trade patterns shifted with more LNG cargoes heading for Europe as Chinese demand dived. At the same time, the absence of any real winter in the Northern Hemisphere added even more pressure on prices. The mild weather has also left European storage sites almost full, which will translate into record low injections this summer, De Luca said. That means prices could continue to slide until they reach a point where it doesn’t make financial sense to sell into the market. But those levels still appear some way off. Tor Martin Anfinnsen, a senior vice-president at Norway’s Equinor ASA, said the region’s second biggest supplier had no plans to curb supplies. “If someone is hoping for supply relief from Norway, we will have to disappoint them,” Anfinnsen said. “We will be the last ones to turn off the taps. We are far away from reducing flows.” Oil prices have also slid this year, another victim of the coronavirus, leading some OPEC members to consider deeper cuts in oil output. Partnership launches biodiesel test A wide range of transportation and health organizations have announced a partnership to conduct a year-long validation project of a new biodiesel technology to demonstrate its viability in real-world, high-mileage fleet applications. The new technology is called the Vector fuel system, developed by Optimus Technologies, a tech company specializing in alternative fuels. The company said its mission is to provide its customers with a seamless transition to renewable fuels that are compatible with their existing infrastructures while minimizing disruptions to their daily operations and reducing their overall operating costs. The project is supported by the American Lung Association, the National Biodiesel Board, Illinois Soybean Association, and Missouri Soybean Merchandising Council. Optimus said the new Vector fuel system is a bi-fuel solution that enables a truck to run exclusively on biodiesel. To optimize fuel savings and emission performance, the Vector System powers the engine on renewable fuel 100 percent of the time other than startup and shutdown. It allows a fallback to diesel operation if necessary. Optimus said the Vector fuel system is a bolt-on, conversion system that reduces operating costs without rebuilding, replacing or significantly modifying existing engines and is engineered to optimize the use of existing renewable fuels and to accept new fuels as they emerge. Optimus described the Vector as a combination of patented and patent-pending mechanical hardware and software integrated into an intelligent system that enables tracking and quantitative analysis of cost savings, emissions reductions, and petroleum offsets. Additionally Optimus said the Vector fuel system features: • Regulatory Compliance: No other company manufactures an EPA- compliant biodiesel conversion system designed for medium- and heavy-duty trucks, the company said. • Seamless Integration: Integrates into existing engine systems and never inhibits the use of traditional diesel. The renewable fuels utilized can be dispensed from existing diesel refueling stations. • Easy Installation and Maintenance: Can be installed quickly by either Optimus or customer mechanics. The maintenance is similar to the manufacturer’s diesel system. • Purpose-Built Software: Optimizes the use of cleaner fuels without the need for driver input and enables tracking of key system and engine parameters for fleet technicians. • Rugged Design: Built exclusively for medium and heavy duty trucks that operate in harsh environments across a broad temperature range. • Reduced Emissions: The Vector has been independently tested to reduce multiple types of emissions, including particulate matter by up to 40 percent and NOx by up to 10 percent over diesel. Under the terms of the evaluation partnership, five trucks owned by ADM will be outfitted with the Vector fuel system. The trucks will be used in daily fleet operations for a year-long period, with each vehicle anticipated to travel 160,000 to 180,000 miles and reduce up to 500,000 pounds of CO2. Advanced monitoring protocols will compare the performance and results of the new technology with five other trucks comprising a control group operating on conventional diesel. All biodiesel used in the project will come from ADM’s refinery in Mexico, Mo. An Optimus spokesperson added that as far as Vector and engine warranties are concerned, the vast majority of equipment manufacturers support B20 biodiesel blends and noted that the use of biodiesel in and of itself does not void a manufacturer’s warranty. In the case of this project, he added, the trucks that received the Optimus Vector System were legacy fleet vehicles beyond their original warranties so the modifications didn’t impact anything with the original warranties. While nearly all diesel engine manufacturers support at least 20-percent biodiesel (B20), Optimus said its Vector system is designed to allow conventional diesel engines to run on 100-percent biodiesel in a wide range of climates. The system is already in use in shorter-mileage, local fleet applications, such as distribution and waste removal. This new project is designed to evaluate its use for longer-haul over-the-road fleets, potentially opening a pathway to significantly higher volumes of biodiesel in the U.S. truck fleet. “Our commitment to global sustainability includes reducing emissions, and we have a great opportunity here to validate a technology that could, in theory, expand the use of environmentally friendly biodiesel in diesel trucks by five-fold or more,” said Steve Finn, ADM’s vice president for trucking. “Going forward, we expect over-the-road trucking miles in the U.S. to continue to increase, so we have an opportunity to use innovative technologies to multiply the environmental and economic benefits of biodiesel. That’s what we are working towards together in this new partnership.” “Biodiesel blends have been utilized successfully in millions of miles of real-world applications across the diesel sector over the last two decades, but this project is especially exciting as more fleets look to take it to the next level,” said Kaleb Little, director of communications for the National Biodiesel Board. “Biodiesel’s recognition as a low-carbon fuel option has fleets pushing the envelope, increasing their use of higher blends all the way to B100, and this technology makes it easier than ever for users to do just that.” Fuel-oil demand expected to fall Demand for fuel oil is under threat: Media are paying growing attention to the new emissions standards introduced by the International Maritime Organization, which were scheduled to take effect Jan. 1, and fuel oil – the high-sulfur residual product after processing oil into light fractions and middle distillates – is the biggest victim. Trafigura and BP Singapore merged their fuel-oil and gas-oil trading desks ahead of the deadline, which is supposed to ban all bunkering fuel with sulfur content of more than 0.5 percent unless the vessel has a scrubber – equipment that strips sulfur emissions from the fuel. Traders are clearly preparing for a huge slump in fuel oil demand and so are refiners. But, interestingly, they are not turning their backs on fuel oil completely. Reuters recently polled 33 refiners on their IMO 2020 plans and found that although as much as 40 percent planned to stop producing high- sulfur fuel oil. The rest had no plans to suspend production despite the expected drop in demand. Instead, they were upgrading their refineries to further process the residual petroleum product into more gasoline and diesel, and also banking on stable demand from the power generation sector: when fuel oil becomes cheap enough, it serves as an alternative to coal. The number of vessels that are having sulfur scrubbers installed is growing, Reuters reports, although not particularly quickly. Most of the refiners that plan to invest in upgrading their facilities for secondary fuel oil processing don’t plan to spend too much on this. Sixty- six percent of the 16 Reuters survey respondents who said they would upgrade intend to spend less than $100 million on the process. This frugality is understandable but questionable. ‘Autogas guy’ announces retirement The “Autogas Guy” has taken his foot off the accelerator. Michael Taylor’s decision to end his nearly eight years as the director of autogas business development at the Propane Education & Research Council (PERC) – the last 12 in the propane industry – and walk away from a full-time career was based on lifestyle, perspective and timing. “The toughest part of the decision is giving up what you really love to do,” Taylor said,, “but it was time.” It was time, Taylor says, because he wanted more time for the things that really matter in life and simply to catch his breath after spending the better part of three decades – in the school transportation and propane industries – on the road. Where he and his wife Tami reside in Daphne, Ala., there are plenty of sunsets to enjoy. There’s plenty of time to be spent outside, fishing and learning to golf. There are four grandchildren and a family that awaits. “With the autogas initiatives that are in play, it requires dedication to travel,” Taylor said. “I’m at that age (63) and point in life where quality of life is very important to me. Honestly, I just felt it would be best if they found someone who can do that. I didn’t want to do anything that would prohibit the growth of autogas.” Even before he took the PERC job in 2012, Taylor was working to carry out this message as a chairman and member of PERC’s engine fuels advisory committee. His work coincided with his full-time role as director of fleet management for Heritage Propane. With PERC, Taylor’s goals were to increase the awareness and uses of autogas – goals he feels were met. “When you look across different markets at the fleets that have purchased propane, UPS, Schwan’s, Nestlé Waters, there are a number of well-recognized companies buying and using propane,” Taylor said. Taylor also recalls when only a couple thousand school buses operated on propane autogas. That number today has surged to about 20,000 units, with the major school bus manufacturers offering propane models and a stream of repeat buyers helping autogas stake its claim in the school bus market. “Working together, we have changed transportation – especially school buses – in the U.S. forever,” Taylor wrote in an email to friends and colleagues. 1. Barriers to growth The potential for autogas is unlimited, Taylor said, because the U.S. transportation sector is so large. But plenty of work remains. Taylor admits his frustrations on several fronts. Maybe the most frustrating is having the data to show the significant cost savings that fleets can reap by converting to propane, yet many won’t make the switch. “Americans are very traditional, very conservative when it comes to transportation,” Taylor said. “They get to be very comfortable and resistant to change.” Taylor said they’re also fearful of buying a vehicle they can’t refuel – a common misperception and a major challenge for autogas. “We’re the most versatile fuel out there,” he added. “There is no part of the country that we can’t reach a customer with fuel.” Taylor exits hoping more propane marketers will consider propane autogas for their own fleets – an endeavor he pushed aggressively while at PERC. He admits to challenges, including early on with Freightliner’s S2G propane bobtail chassis, but is confident in the propane vehicle options available to marketers today. “There are solutions out there that will produce huge benefits, huge savings and make our industry more competitive,” he said. Autogas faces a competitive marketplace with the likes of electricity, gasoline and diesel, and also with CNG making a comeback in some markets, Taylor said. For autogas to thrive, he added, the propane industry must unify in order to promote the fuel and drive necessary change. Whatever the future holds for autogas, Taylor said he is willing to help and lend his knowledge to the industry. But it will come in a different capacity. As Taylor signed a recent email to colleagues: “Autogas Guy out.” (from LPGas) SoCalGas adding natural gas trucks Southern California Gas Co. (SoCalGas), officials from the San Joaquin Valley Air Pollution Control District and Western Milling unveiled the first of a planned 30 new ultra-low emissions trucks the company will deploy at its operation in Goshen, Calif. Western Milling is one of the largest manufacturers and suppliers of nutrient solutions for plants, animals and people in the U.S. According to the company, these new, near-zero emissions natural gas trucks will be fueled with renewable natural gas (RNG) that can virtually eliminate smog-forming pollutants and reduce greenhouse gas emissions linked to climate change by as much as 80 percent. The trucks are powered by a 12-liter Cummins Westport engine, the first engine of its kind to meet the California Air Resources Board (CARB) optional low NOx standard. In addition, Western Milling revealed plans to open a new public fueling station supplying renewable natural gas in the city of Goshen later this year. “Through the use of heavy-duty renewable CNG trucks, we’re becoming more sustainable while simultaneously creating value for our employee owners,’’ said Kevin Kruse, chief executive at Western Milling. “It’s good for everyone involved; us, our customers, and the communities in which we serve.’’ Tom Swenson, business development manager at Cummins Westport, added: “The combination of new near zero emission natural gas engine technology and RNG provides the single best opportunity to achieve immediate and substantial NOx and GHG emission reductions in the on-road heavy duty transportation sector. We are proud to support a near-zero emissions strategy for our customers.’’ Western Milling’s investment in its new natural gas trucks was supported by the San Joaquin Air Pollution Control District’s Truck Replacement Program, an initiative to replace on-road diesel trucks with cleaner technology units or to expand fleets with the cleanest technology available – particularly in low income and disadvantaged communities experiencing greater air quality impacts. The program provides funding under its Standard Replacement, 2010 Compliant Replacement, and Fleet Expansion program options. “As a public health agency serving the San Joaquin Valley, we are committed to improving the health and quality of life for all Valley residents through efficient, effective and entrepreneurial air quality management strategies. In the San Joaquin Valley, car and truck emissions make up about half of all measured airborne particulate matter, according to CARB. Over the last five years, SoCalGas said, RNG use as a transportation fuel for heavy-duty trucks and buses has increased almost 600 percent, helping displace more than seven million tons of carbon dioxide equivalent. RWE AG, Germany’s biggest power producer, will receive almost $3 billion to shut its coal plants by 2038. One result of the cheap gas prices is that coal burned at power stations slumped last year. That’s good for the environment since coal is twice as polluting as gas. As German traders focus on the oversupply, one industry executive recently talked up the need for more gas from Russia, the region’s biggest supplier. Austrian energy company OMV AG helped finance the Nord Stream 2 pipeline, which will bring Siberian fuel directly to Germany. It’s being delayed after the pipe-laying company hired to complete it was hit by U.S. sanctions. “From my point of view, the market needs this additional gas” as domestic European supplies are dwindling, said OMV Chief Executive Officer Rainer Seele.
