Before a May cyberattack temporarily shut down a Gulf Coast pipeline providing fuel to the East Coast, Jeanette McGee, a spokeswoman for AAA, said her association’s biggest concern was a shortage of truck drivers. As first reported by CNN, the National Tank Truck Carriers (NTTC), the industry’s trade group, said that between 20 percent and 25 percent of tank trucks in the fleet are parked. “Last year, during the pandemic, many of the drivers retired or they went to different industries, and that created a shortage,’’ McGee said. Truck drivers also need special training to haul oil, and some driving schools have closed amid the pandemic, exacerbating the problem. Some areas have begun to see the effects of the driver shortage, particularly Las Vegas and northwest Arkansas. McGee said vacation hot spots, near beaches or in the mountains in particular, could feel the biggest effects. “We know that with high demand coming because of the summer travel season, we could see it happen a little bit more frequently, especially in those cities or metro areas where you’re going to see tourists,’’ McGee said. According to the Bureau of Labor Statistics, the gasoline index rose 9.1 percent in March. The average across the country was $2.94 a gallon in April, according to the U.S. Energy Information Association. That price began to spike in May following the pipeline attack. McGee saidtravelers shouldn’t frequently top off their tanks in fear of any potential shortages. “Be smart about when you’re filling up,’’ she added. “Keep an eye on your gas tank. Could dry bulk finally surprise to the upside? Industry veteran Aristides Pittas, chief executive of EuroDry, thinks it will. “The dry bulk market is usually very slow at this stage. It isn’t.,’’ Pittas said. “We have the highest dry bulk rates for January in a decade. This is an indication that there is a lot of demand and that we’re not following the usual pattern. The period from 2000-2010 was an extraordinarily good decade for dry bulk. In 2010- 2020, it was an extraordinarily bad decade. I’m not saying it’s going to be like 2000-2010. But there’s a huge difference between those two extremes. If we can just hover around median levels, we will see good profitability for most companies.” Breakwave Advisors, the creator of the Breakwave Dry Bulk Shipping exchange traded fund (ETF), echoed that sentiment. “The dry bulk market is about to surprise a lot of people, something that is not priced in the futures and is not in the mind of most investors,” it argued in a May report. “A lethargic decade for the industry is behind us,’’ the report said. According to S&P Global Platts’ Cape T4 index, time-charter equivalent (TCE) rates for Capesizes (bulkers with capacity of around 180,000 deadweight tons or DWT burning low- sulfur fuel) averaged $18,607 per day most of May. That’s almost quadruple the rate at this time last year. Clarksons Platou Securities estimated that TCE rates for Panamaxes (65,000 to 90,000 DWT) were $14,600 per day in May. Rates for Supramaxes (45,000 to 60,000 DWT) were $12,100 per day. But that’s not likely to continue at the same pace for the rest of the year. Perry and Hutto agreed that it looks like trucking has reached its peak capacity. Which, Perry stressed, doesn’t mean it’s not going to be “spectacular year, just that it won’t be any more spectacular than it already is, he said. “These things happen when you have strong demand and weak supply,’’ explained Perry. “Capacity peaks happen when there is an acceleration and the industry can not keep pace.” Why is pressure so tight on trucking? A cumulation of intertwining factors. 1. Tight Capacity With about 40-percent fewer drivers graduating from commercial driving schools during the pandemic, and a further 50,000 drivers lost through the Drug and Alcohol Clearinghouse, Hutto said this has put pressure on an already tight market. 2. Consumer Purchasing During the pandemic, consumers were purchasing more hard goods in comparison to service-based goods, and shifting to online sales. Up to 31% of consumers were purchasing online in the U.S., according to Hutto. “Every goods purchase hits a truck, and that creates a lot more load volumes in the market, which creates a tightness in the marketplace,” he said. 3. Changing Inventory Levels During the pandemic, many manufacturers were caught short on product as consumer spending habits changed. This led to manufacturers needing to warehouse more things because they didn’t want to get caught short on product again. In turn, businesses were warehousing more items, which lead to warehouse capacity being at an all-time low. 4. High Rates Rates were at an all-time high going into this year, while traditionally they go down in November in December. In typical times, the low rate meant that the negotiation for contract freight and some spot freight tended to be at about 1 percent to 2 percent. But in 2020, the average shipper had a price increase of between 8 percent and 15 percent, according to Hutto. “That is a remarkable increase when it comes to the market,” Rate strength is now flowing through to dry bulk stocks that traded at heavily depressed levels in 2020. The share price of Safe Bulkers has risen 117 percent since the beginning of November. Star Bulk is up 91 percent and Golden Ocean by 74 percent. EuroDry is up 72 percent, the BreakWave Dry Bulk EFT 64 percent, Eagle Bulk 60 percent and Genco 37 percent. Dry bulk demand is overwhelmingly driven by China. Shipping organization BIMCO calculates that China accounted for 48.5 percent of all dry bulk ton-miles in 2020. China has come out ahead of other countries amid the pandemic. China’s economy grew 2.3 percent in 2020, according to official numbers. In contrast, investment bank Jefferies estimates that America’s GDP declined 2.9 percent last year. “The Chinese economy overcame the pandemic effect very quickly,” Pittas said. “This has led to significant price increases in commodities, which is also seen in the price of steel. We think rising prices indicate that the demand is there. Rising iron-ore prices should push iron-ore producing countries to try to increase their volumes and ship an even greater volume. It should also lead to new investments in mines. So, we expect this to have a lasting effect going forward.” 1. China-Australia tensions high China is currently in the midst of a diplomatic dispute with Australia, its main supplier of iron ore (with Brazil in second) and a key supplier of coal. Iron ore continues to move, but China halted Australian coal imports in October, stranding around 70 bulkers offshore of northern China. The situation is a humanitarian crisis for the crew stuck on the vessels.. However, from a purely market-rate perspective, some also see dollar signs. “It’s fantastic,” said Martyn Wade, chief executive of Grindrod Shipping. “I hope it lasts the rest of the year. With Australia blocked, China is getting coal elsewhere – from Colombia and South Africa. There are even Ultramaxes (60,00-65,000 DWT bulkers) coming from the Black Sea. Australia is now exporting a lot of coal to India and Bangladesh, but also to Europe instead of China.” These changes increase average voyage distance, which soaks up vessel supply – on top of supply “THE DRY BULK MARKET IS USUALLY VERY SLOW AT THIS STAGE. Daimler promotes executives David Carson has been appointed to the expanded role of senior vice president of sales and marketing at Daimler Trucks North America (DTNA), thus consolidating responsibility for all sales and marketing of vocational and on-highway segments, according to the company. Carson currently serves as senior vice president of vocational sales and marketing. He began his new role on June 1. His expanded role adds responsibilities formerly held by Richard Howard, who has been appointed to the management board of Daimler Truck Financial Services. He is responsible for North America and Asia. Howard also was appointed to the newly established Daimler Truck Financial Services USA. Howard’s move aligns with the planned spin-off of Daimler Truck. Daimler Truck will be supported by the “dedicated captive financial entity, intended to streamline sales processes with tailor-made financing and leasing solutions to increase customer loyalty and retention,’’ DTNA officials said in a press release. In 2020, the big ones struck Forward Air and CMA CGM, causing widespread disruption to their complex operations. Meanwhile smaller companies keep getting hit on a regular basis. “The trucking and logistics industry is an attractive target because many of its customers are expecting deliveries,’’ said Jérôme Segura, director of threat intelligence at Malwarebytes. Ransomware attacks have been around for years. They involve malware that infiltrates a system or systems and then encrypts data. The attackers then demand a sum of money – usually in the form of bitcoin – to unlock the data. While these attacks were at first small in scale and primarily affected individual computer users, they have since become the mainstay of a billion- dollar industry that targets businesses including major multinational corporations, schools, government agencies and even hospitals. Increasingly, the hackers also steal data. 1. Ransomware gangs regularly claim new victims in trucking There isn’t hard data on how often ransomware attacks occur in trucking and logistics because most simply go unreported. Often their disclosure comes after the criminal groups responsible post sensitive stolen data to the dark web in a bid to shame victims into paying. Recent examples include Pennsylvania-based Greatwide Truckload Management, Canadian carrier Boutin Express and Germany’s Seifert Logistics Group. None of the companies responded to requests for comment. Seifert, one of the largest logistics providers in Germany, appears to have been hit twice in less than a year. And then there are the attacks in the larger ecosystem of suppliers and customers. Recently trailer maker Utility Trailer Manufacturing took a hit. Earlier in the spring, electronic- data interchange provider Faxinating Solutions fell victim to an attack. “They will continue to occur, and even with all the focus that’s being put on cybersecurity and hardening your systems,’’ said Russ Felker, chief technology officer of GlobalTranz, a U.S.-based third-party logistics provider that works with more than 50,000 partner carriers in North America. Rather, the issue is supply of materials, components and labor, according to analysts. Another significant factor in the demand for freight transportation is inventories – or, more to the point, the relation of inventories to sales. The inventories-to-sales ratio traditionally has been a key indicator for assessing near-term transportation demand. Individual sectors – manufacturing, wholesale and retail – have different norms for the ratio of inventories to sales, but as the ratio falls, experts expect to see pressure for inventory replenishment, which bolsters freight volume beyond the period of initial consumer or manufacturing demand. The pandemic produced wild swings in inventories-to-sales ratios due to abrupt changes in consumption and production. As of February, the most recent month for which data is available, the ratios for the manufacturing sector are roughly in line with where they were before the pandemic, and inventories in wholesale are noticeably leaner than they had been. The most dramatic change has been in retail inventories. February saw an uptick in the ratio of inventories to sales following a record low retail inventories-to-sales ratio in January. With a huge jump in retail sales in March in the wake of the third round of stimulus, the inventories-to-sales ratio likely was as low as or even lower than January. For trucking companies involved in hauling retail goods, this sounds like great news. It suggests that freight demand will outlive the bursts of consumption the nation has seen after each round of stimulus. However, if one digs deeper it becomes clear that a single sector – motor vehicles and parts – skews the data. Motor vehicles are far more expensive than any other retail item, so changes in inventories or sales of automobiles and light trucks have a large effect on total retail inventories and sales, even when changes are small. During the pandemic, those changes have not been small. Sales have been robust, but their growth has been mostly in line with retail sales in general. The distortion comes from inventories. Contract Freight Rejections One in four loads are being rejected electronically, according to FreightWaves data referenced by Hutto. That’s a big number, he said. Call 419-562-5562. That isn’t because the attacks are so sophisticated or impervious to most cybersecurity measures. The problem, according to Felker, stems from security measures failing to keep pace with the rapid adoption of technology. Before Felker joined GlobalTranz as chief information officer in 2019, he advised private equity firms on potential acquisitions and investments involving tech companies. As part of that, he vetted companies’ cybersecurity preparedness. The most common problem, Felker said, stemmed from companies not understanding how systems interact with one another, and the security vulnerabilities they create. “There’s still so much happening in transportation, around digital transformation and introduction of different types of digital communications between companies,’’ Felker said. “Every digital transformation a company puts in place is a potential security incident.’’ 2. ‘Many attacks can be prevented or at least minimized’ Ransomware attacks vary in sophistication, but they generally succeed through the hackers’ ability to leverage foreseeable, and sometimes glaringly obvious, security vulnerabilities, according to cybersecurity experts. “Many attacks can be prevented or at least minimized by implementing security best practices. But the day-to-day reality is that many organizations are not prepared and are not doing enough,’’ Segura said. The initial entry point could be a phishing email with a malicious attachment or link to malware, or an unpatched vulnerability in an aging piece of software, among others. A more sophisticated type of cyberattack, a supply-chain attack, leverages a third party, such as a software provider, to gain access. Hackers often linger in systems for weeks or even months before actually deploying ransomware. It gives them time to analyze systems, disable internal security and steal data. Having adequate security to prevent and mitigate these attacks can be complicated and requires multilayered defenses so that a company’s network isn’t brought down in the event of an attack. 3. The Colonial ransomware attack wasn’t that sophisticated, expert says The DarkSide ransomware gang’s attack on Colonial, despite the incredible disruption it caused to the U.S. fuel supply, wasn’t particularly sophisticated, said Brett Callow, a threat analyst at cybersecurity software firm Emsisoft. “It didn’t take a complex supply chain attack by a sophisticated adversary to (almost) bring the U.S. to its knees; it just took a vanilla ransomware attack by a vanilla cybercrime gang who headed for the hills when they realized the seriousness of the attack,’’ Callow said. Nick Ristic, lead dry cargo analyst at Braemar ACM Shipbroking, is less bullish on the China-Australia spat than Wade. Ristic told American Shipper, “There are arguably some positive effects,’’ Ristic said. “But overall, I think it hurts total dry bulk demand. China is more incentivized than ever to use domestic or Mongolian coal supplies, which ultimately harms seaborne trade.’’ 2. US infrastructure spending prospects On the other side of the globe, U.S. infrastructure spending could add another variable. A major infrastructure plan never went forward under Trump. It seems more likely under President Biden, given that both houses of Congress are in Democratic hands. “Greater investment and construction activity are always a positive for raw material demand,” Ristic said. “Depending on the type of infrastructure, we should see an increase in trade of minor bulks and aggregates, which would benefit smaller ship sizes. While U.S. steel output does not drive significant iron- ore volumes, greater steel demand in the U.S. could pull in increased steel products from other countries.’’ Wade is ebullient on the prospect of a major U.S. infrastructure plan. He believes it would push demand “through the roof.” He pointed to heightened demand for steel and cement. “And who has cement? China,” he said, noting that trade flows could follow the same pattern they did after Hurricane Katrina, “when back-hauls became front hauls.’’ A U.S. infrastructure deal “would be incredibly positive for dry cargo,” Wade affirmed. “We wait with fingers crossed.” (from FreightWaves) (Dry-bulk transporters continued from page 14) (Freight demand continued from page 19) (Ransomware attack continued from page 19) Total retail trade inventories in February were down 5.1 percent year over year. However, inventories of motor vehicles and parts were down 17.1 percent. Excluding motor vehicles and parts, retail trade inventories were up 1.2 percent. That is not much growth, but it is growth. Of course, retail sales have been so strong that the ratio of inventories to sales is still extraordinarily low. But if sales weaken down the road, the industry may not necessarily see the same demand for replenishment that would be seen if inventories were down on an absolute basis, according to analysts. Aside from automotive, the only retail sectors with large declines in inventories during the pandemic are clothing stores and department stores – segments where lower inventories might not yield much sales pressure owing to the surge in e-commerce. Automotive, however, faces a potentially crippling inventory crunch in the near term. While inventories are down quite sharply, retail sales of motor vehicles and parts were the highest on record in March. Meanwhile, automotive production during March was still about 8 percent below February 2020 (seasonally adjusted), and the near- term outlook for higher production is bleak due to the shortage of semiconductors. The “glass half full” view of the situation is that extraordinarily tight inventories of cars, trucks and SUVs could keep automotive production humming for many months beyond the period of strong retail sales, analysts say.
