Analysts report record Class 8 orders ACT Research and FTR Transportation Intelligence reported record Class 8 orders for September, a possible sign of recovering new commercial vehicle production that has been restrained the last two years by a clogged supply chain and chronic shortages of many critical components such as semiconductors but also electrical wiring and harnesses, axles, tires, mirrors, and plastic components. According to a release from ACT, September new Class 8 orders were 53,700 units – the most for any month ever – while Classes 5-7 net orders were 26,600 units. Both numbers are preliminary Fuel costs have some truckers “teetering’’ With the sustained climb in fuel prices to records this spring and summer, a market expert with a leading load board is warning that the bottom line for trucking is on the line – especially among small and independent operators – if the recent resumption of pump price increases turns into a longer trend. For the second straight week, the U.S. average for trucking’s main fuel has surged by double digits. Retail diesel prices went up another 11.5 cents for the week of Oct. 17 – following a 38.38-cent spike the week before. Like the folks at Houston, Texas- based PSC, where four years ago President Jerry Cignarella began playing around with the idea of creating a more versatile and easier-to-use pump system. Seeking some additional brainpower, Cignarella enlisted the assistance of Air Power Service Co. (APSCO) of Tulsa, Oklahoma. APSCO specializes in hydraulics. By 2020, the new product, dubbed Polar Pac, was ready for market. But so was Covid. “Despite the pandemic we began to get traction with the product from the beginning,’’ said Mathew Buckley, PSC’s sales manager of strategic products. Mathew is based in Mims, Fla. “In fact, we were hard-pressed to build as many units as customers wanted.’’ In January of 2020, Polar launched the Polar Pac and in November of this year, the company expects to deliver its 1,000 unit. th Polar Pac is designed to provide greater efficiencies for those who do a lot of unloading of PSC’s Polar-Pac leads the way in bulk unloading technology.

Among its key selling points is that the system is not inside a box, which eliminates the need to disassemble the housing for maintenance. Polar Pac is engineered to mount to the frame rail of a truck with no drilling required. It needs only 20 inches of space. It has a modular design with reservoir and cooler and is not difficult to install, Buckley said. It can be configured with an oil-free vane compressor, piston compressor, or 3”Ranger gear pump, 3” Blackmer vane pump, S.S. chemical or food grade pump. The system is plate-mounted and accommodates six different types of pumps and compressors, although not at once. It offers a 20 GPM hydraulic oil cooler with integrated manifold block construction, reducing hoses and potential for oil leaks. The system is sold as part of a package that includes PTO and pumps. Weighing 475 pounds, Polar Pac can be installed at any Polar service center in less than a day, Buckley said. “We recognized the need to provide our customer with an engineered solution that produces best-in-class unload times with the smallest footprint available in this space,’’ Cignarella said. “We are excited to deliver our 1,000 unit and th want to thank all of our customers who have chosen Polar Pac.’’ Today it won’t be hard to find a service center to install Polar Pac. The company was recently purchased by Tampa, Fla.-based Quala, which greatly increases the number of service locations. Even before the acquisition, Polar Service Centers was the nation’s largest network of commercial parts and repair facilities dedicated to the tank- trailer and tank-truck industry. Now w ith Quala as a partner, the company’s overall footprint has been expanded for tank washing, maintenance and parts sales to the broader customer base. Together the two companies now operate a network of 126 locations across North America. “The Quala and PSC teams are actively working to integrate the two organizations and bring together industry leading operational processes, safety practices and environmental stewardship. Customers will be able to interact with a single provider for their fleet for cleaning, repair, maintenance, and inspections thus improving utilization and fleet performance,’’ company officials said. “Completing this transaction represents a significant investment in the future of the combined organization,” said Scott Harrison, Quala’s chief executive. “Our customers will soon see the benefits of an expanded service provider supporting this vital industry.” Cignarella added that “the combination of Quala and PSC will allow our teams to work closely to deliver industry leading services to all of our customers. We are excited about the opportunity to drive operational efficiency across all aspects of the business and identify new service areas for our customers.” Quala is the largest independent provider of comprehensive cleaning, test and repair services for tank trailers, ISO containers, IBCs, and rail cars. Founded in 1986, the company began independent operations in 2009 and today has more than 85 locations servicing the most active bulk transportation routes and eight of North America’s busiest ports, the company said. The company is owned by the private equity firm Advent International. PSC is the nation’s largest network of commercial parts and repair facilities dedicated to the tank-trailer and tank-truck industry. Founded in 1995, the company began operations in seven facilities across the U.S and today operates more than 60 locations servicing the entire country along key transportation routes. What is today’s PSC began in 1995 with the creation of Polar Corp. That entity then purchased seven repair facilities from Pentron, and Polar Service Centers was in business. Founding locations included Houston, Texas; Spartanburg, S.C., Marietta, Ohio; Port Allen, La.; St Genevieve, Mo.; Port Reading, N.J.; and West Chester, Pa. By 2004, PSC had grown to 12 branches. Over the next six years, it introduced express shops to the tank industry. These small service facilities were strategically located in areas with a lot of tank-truck traffic. In 2011 and 2012, the company added locations in Killdeer, N.D. and Cherry Hill, N.J. In 2013, PSC acquired Beall, a well-known West Coast network of service and parts facilities, and in 2018 the company added Heil (PSC’s Polar Pac continued on page 13) (PSC’s Polar Pac continued from page 1) www.TankTransport.com NOVEMBER 2022 I TANK TRANSPORT TRADER 7

More than 1,000 industry members from across the continent attended the event, making it one of NTTC’s best represented programs, according to the trade association. The event included daily seminars focused on tank-truck safety, maintenance, tank wash, technology, and litigation issues. A two-day cargo tank test and Inspection workshop, hosted by educators from the Federal Motor Carrier Safety Administration, was also featured. Exhibitors filled the convention showroom with the latest tank-truck equipment, trailers, components, and safety products. Networking events and activities hosted by NTTC and tank-truck industry suppliers “made Tank Truck Week 2022 a true exchange of ideas and perspectives,’’ according to the trade association. Next year’s Tank Truck Week will be held in Indianapolis, Ind. Oct. 8-10. NTTC is a non-profit, member- based organization based in Arlington, Va. NTTC works closely with regulatory agencies to help develop effective regulations and enforcement. “The association is committed to providing the economy with sustainable transportation upon which it can rely and to enhance the viability of our members who provide that safe and consistent transportation,’’ the association said. Court convicts Nikola founder Was Nikola Motors founder Trevor Milton a “con man,” or just overly enthusiastic? A jury in U.S. District Court in Manhattan apparently agreed with the prosecutor that it was more of the former. Milton was convicted of one count of securities fraud and two counts of wire fraud, although acquitted on an additional count of securities fraud, for using falsifications to pump up the value of the company on Wall Street. The judge allowed Milton to remain free on a $100 million bond until sentencing in January. “Trevor Milton is a con man,” said assistant U.S. attorney Jordan Estes in summarizing the government’s case. “He lied to investors to get their money, plain and simple.” Milton defense lawyer Marc Mukasey, while admitting that Milton sometimes spoke in the present tense about things Nikola hoped to achieve in the future, compared him to an overenthusiastic parent who brags about his child. The fuel-cell and electric-truck company was born in 2015 in Milton’s basement. By late 2016, Milton presided over a much-anticipated unveiling of a futuristic-looking truck. At the time, the plans were for the electric drive system to be powered by a combination of hydrogen fuel cells, lithium-ion batteries and regenerative braking. Milton said the truck would be in production by 2020, with an expected annual build rate of 50,000 units. The truck was nowhere near production by 2020, but Nikola went public that year by merging with a special purpose acquisition corporation, or SPAC, called VectoIQ Acquisition Corp. “The deal with the so-called blank- check corporation allowed Nikola to avoid some of the regulatory scrutiny usually applied to initial public offerings,” according to the New York Times . Nikola shares peaked near $80 in June 2020. However, investment firm Hindenburg Research issued a report accusing him lying about the company’s technology. The Hindenburg Research report made a series of claims against Nikola. The report was announced as the company announced a partnership with General Motors to produce the Badger zero-emissions pickup. Nikola said the report was inaccurate and called it “a hit job for short-sale profit driven by greed.” The Hindenburg report cited a July 2020 podcast in which Milton said five of the trucks were “coming off the assembly line right now in Ulm, Germany,” though a spokesperson for Bosch, the manufacturing partner building the trucks, confirmed that “they haven’t made any trucks yet,” according to Hindenburg. Bosch said the report took comments from the Bosch employee taken out of context, and Nikola responded that the five trucks were currently being built and commissioned in Ulm as pre- production builds. The Hindenburg report also took Nikola to task for overstating agreements with Anheuser Busch and Republic Services, when in fact those companies are not obligated to purchase any vehicles. One of the most reported falsifications the report pointed to was an ad where a Nikola truck was rolled down an incline to make it look like a working prototype. Mukasey dismissed the video as mere “special effects,” telling the jury that it’s “certainly not a crime to use special effects. Otherwise the government would have to indict the Energizer Bunny.” Milton resigned as executive chairman a few weeks after the Hindenburg report. Since then, the company has continued to develop zero-emission trucks in his absence, in partnership with European truck maker Iveco. Nikola started production of the battery-electric Nikola Tre at a new plant in Coolidge, Ariz., in March. In September, Nikola and Iveco announced at the IAA commercial vehicle show they were commercially launching the European Nikola Tre battery-electric vehicle and unveiled the European Nikola Tre fuel cell electric vehicle (FCEV) beta version. (from HDT Truckinginfo) Diesel supply critically low, data show U.S. diesel supplies are becoming critically low with shortages and price spikes likely to occur in the next six months unless and until the economy and fuel consumption slow. Stocks of diesel and other distillate fuel oils were just 106 million barrels on Oct. 21, the lowest for the time of year since the U.S. Energy Information Administration (EIA) started collecting weekly data in 1982. Distillate inventories were a massive 26 million barrels below the seasonal average for the previous 10 years, according to EIA. The deficit has been worsening steadily since the start of the year when stocks were 15 million barrels below the 10-year average. By the end of July, stocks had already fallen to 113 million barrels, the lowest since 1996 and before that 1954, based on the most recent data available from the EIA’s more comprehensive monthly surveys. In terms of consumption, however, inventories at the end of July were equivalent to just 30 days of demand, the lowest seasonal level in monthly records going back to 1945. Since then, the inventory position has tightened even further, with stocks estimated to have fallen to a record seasonal low of fewer than 27 days of demand in October. Reflecting the intensifying fuel shortage, futures prices for ultra-low sulphur diesel (ULSD) delivered in New York Harbor in December are trading at a premium of $60 per barrel over Brent. The 12-month calendar spread for ultra-low sulphur diesel futures has flared out to $50 per barrel from less than $10 this time last year, as traders anticipate physical shortages. As a result, retail diesel prices including applicable taxes are now $1.45 per gallon higher than for gasoline, a record premium, up from just 24 cents per gallon a year ago. Distillate fuel oil is primarily used in freight transport, manufacturing, farming, mining and the oil and gas industry itself, so consumption is strongly influenced by the economic cycle. Growth in distillate consumption has been closely correlated with changes in industrial production estimated by the U.S. Federal Reserve and manufacturing activity in surveys by the Institute for Supply Management. Stabilizing then rebuilding inventories to more comfortable levels will require a significant slowdown in freight movements and manufacturing activity. There are early indications manufacturing and freight activity peaked in the third quarter of 2022. “THE ASSOCIATION IS COMMITTED TO PROVIDING THE ECONOMY WITH SUSTAINABLE TRANSPORTATION UPON WHICH IT CAN RELY AND TO ENHANCE THE VIABILITY OF OUR MEMBERS WHO PROVIDE THAT SAFE AND CONSISTENT TRANSPORTATION.” 14 TANK TRANSPORT TRADER I NOVEMBER 2022 www.TankTransport.com

industry most is the community of owner-operators and small carriers. They don’t enjoy the same fuel surcharges and negotiated prices on diesel that larger fleets do, said Brent Hutto, a 20-plus-year transportation and logistics professional and the chief relationship officer for Truckstop, the online load board and freight-rate negotiation portal that also is an aggregator of freight- market data and trends. Diesel is $1.668 per gallon more than it was a year ago, according to the U.S. Energy Information Administration (EIA), which reports diesel and gasoline data weekly and by region. Motor club AAA, which releases prices daily, weekly and state-by-state, has the year-over-year number even higher: $1.746 more per gallon than this time in 2021. To the trucking industry, this data might be most worrisome because high diesel might by now have to be baked into the business models of fleets. Hutto said many operators are “teetering” in these times of higher fuel prices and a “correcting” spot market. “Efficiency of operation is really, really important. If you’re not getting better than 6.5 miles per gallon and not focusing on efficiency, you’re getting hammered,” Hutto said, adding that he has a friend in trucking who tries to keep his rigs at 10 to 10.5 miles per gallon with various technologies and his operations are better able to withstand fuel-price surges. Fuel-price surges affect “the bottom part of the market the most because they don’t recoup the fuel surcharges like other parts of the market,” Hutto said, adding that when the spot market enters a period of volatility and fluctuation – as it has this summer and fall – smaller operators are doubly harmed. “Large fleets have extremely aggressive negotiation with truck-stop operators, but the owner-operators don’t. They kinda get hit at both ends.” Spot rates are negotiated by the carrier and freight broker as one- time transactions, so fuel surcharges cannot be built in, where they can with long-standing freight contracts and in contracted rates. Spot rates represent the payments made to carriers by freight brokers, third-party logistics providers, and other transportation buyers. Contract rates are paid by the shipper directly to the carrier. Hutto said Truckstop is bullish on the spot side, and Truckstop’s demand (Corrosion protection continued on page 17) index is “balancing.” He added: “This is a market correcting itself back to its normal cycles.” He noted that spot rates had dropped recently to as low as about $2.50 per mile from a high earlier this year of about $3.25, but were around $2.65 per mile on Oct. 17 on Truckstop. Diesel also was up for the week of Oct. 17 in every one of EIA’s regions of the U.S., according to its data. It was highest on the East Coast, where the fuel surged 22 cents to $5.35 per gallon. The Gulf Coast saw the next largest increase, 12.1 cents to $5.018. Diesel rose 7.6 cents in the Midwest to $5.346 a gallon and 6.9 cents in the Rocky Mountain region to $5.268. The fuel was up the least for the week in typically the most expensive place to buy it, on the West Coast, where it ticked up 2.5 cents to almost $6 per gallon, $5.997. Meanwhile, gasoline, which is about $1.50 cheaper per gallon than diesel and almost exclusively used by consumers and some commercial fleets, particularly work truckers with smaller vehicles, was down slightly – 4.1 cents to $3.871 per gallon – for the week of Oct. 17. Gas ticked down in most of EIA’s regions, except the East Coast and Gulf Coast. The record increases in distillates this spring and summer were more easily attributed to high oil prices – as much as $120 per barrel on some markets compared to $85 on Oct. 17 – and Russia’s early spring invasion of Ukraine. Diesel rose 74.5 cents in one week after the invasion but peaked at $5.81 for the week of June 20, according to EIA. That was then followed by months of price declines. High demand and lower supply also pushed prices higher earlier this year, but the last two weeks of increases, Oct. 10 and Oct. 17, are not as easily attributed, at least right now and not until more of a new trend develops. In an Oct. 6 “explainer,” Reuters noted the decision a few weeks ago by OPEC, which includes Russia, to cut oil production by 2 million barrels a day impacted the oil markets, which in turn affected the diesel prices and gasoline. But the effect of the OPEC decision might be temporary, according to the same Reuters report, as the U.S. gooses crude production to compensate. U.S. oil inventories are up, according to Oil & Gas Journal. Oil markets, according to another analysis, are returning to concern over a recession, which depresses the markets and might send fuel prices back down. resistance is essential in the flush tanks because they hold the wastewater from the first flushes of tanks that the company cleans, which can include residual chemicals, until it is treated. This amounts to thousands of different residual chemicals held in the flush tanks annually – from petroleum products and salt-water brine to fluoride, caustic soda, and a variety of acids. Against such tank corrosion challenges, traditional polymer paints and rubber type coatings have long been used as physical barriers to keep corrosion promoters such as water and oxygen away from steel substrates. This works until the paint is scratched, chipped, or breached, and corrosion promoters enter the gap between the substrate and coating. Truck or rail tankers hauling waste, including sand and sediment, can be particularly prone to scratches, chips or breaches. When that happens, the coating can act like a greenhouse – trapping water, oxygen and other corrosion promoters – which allows the corrosion to spread. While stainless steel can be used for tanks to resist corrosion, it can be up to six times more costly than carbon steel, as well as challenging to weld, fabricate, and maintain. A new generation of anti-corrosion coating, called chemically bonded phosphate ceramics, is now available. “Our corrosion protection for our 10,000-gallon flush tanks has to be particularly rugged because we mix the wastewater so it does not stratify, and sand, rocks and even metal shavings can be present from the waste trailers we service,” Svehlak said. “The corrosion protection also has to withstand the high- temperature, high-pressure water we often work with.” To control corrosion, the tank cleaning facility chose to have Ennis, Texas-based DC Metal Construction, a privately owned company specializing in steel construction and industrial plant building projects, coat the inside of two flush tanks. The flush tanks were coated with a spray-applied inorganic coating called EonCoat from the Raleigh, N.C.- based company of the same name. EonCoat represents a new category of chemically bonded phosphate ceramics (CBPCs) that can stop corrosion. In contrast to traditional polymer coatings that sit on top of the substrate, the corrosion resistant coating bonds through a chemical reaction with the substrate, and slight surface oxidation actually improves the reaction. An alloy layer is formed. This makes it impossible for corrosion promoters like oxygen and humidity to get behind the coating the way they can with ordinary paints. The corrosion barrier is covered by a ceramic shell that resists corrosion, fire, water, abrasion, chemicals, and temperatures up to 400 degrees. Although traditional polymer coatings mechanically bond to substrates that have been extensively prepared, if gouged, moisture and oxygen will migrate under the coating’s film from all sides of the gouge. By contrast, the same damage to the ceramic-coated substrate will not spread corrosion because the carbon steel’s surface is turned into an alloy of stable oxides. Once the steel’s surface is stable (the way noble metals like gold and silver are stable) it will no longer react with the environment and corrode. Visible in scanning electron microscope photography, EonCoat does not leave a gap between the steel and the coating because the bond is chemical rather than mechanical. Since there is no gap, even if moisture was to get through to the steel due to a gouge, there is nowhere for the moisture to travel. The only spot that can corrode is the scribe line itself, which eliminates the possibility of the corrosion migrating. “Unlike traditional methods, the corrosion-resistant coatings for mild steel have a double layer of protection,” said Bobby Hobbs, a DC Metal Construction job foreman. “The tough, outside ceramic coating will not chip like paint and (Fuel costs continued from page 1) (Corrosion protection continued from page 1) “WE CLEAN JUST ABOUT ANY TANK HAULING PRODUCT OR WASTE ON THE ROAD OR RAIL, PROTECTING AGAINST CORROSION IS VITAL IN SUCH TANKS, AS IT IS IN OUR FACILITY FLUSH TANKS.” JOE SVEHLAK, DFW TANK CLEANING FACILITY MANAGER www.TankTransport.com NOVEMBER 2022 I TANK TRANSPORT TRADER 15

If confirmed that would take some of the pressure of distillate inventories. But a deeper and more prolonged slowdown in the United States and/or in Europe and Asia will be needed to boost inventories significantly. Rebalancing diesel supply will likely require a further rise in interest rates and tighter financial conditions in the United States and other major economies to reduce fuel consumption to more sustainable levels. (from Reuters) pending final data to be published by ACT in mid-October. Meanwhile, FTR disclosed in its own October release that preliminary North American Class 8 orders were 56,500 units, also the most for any month on record. “September Class 8 orders were sensational no matter how you slice the data,” said Eric Crawford, ACT’s vice president and senior analyst, pointing to total Class 8 orders the past year that totaled 249,800. Orders in September were up 161 percent over August and plus-94 percent year-over-year, “equivalent to more than 730,000 units on a seasonally adjusted annualized basis,” he said in a release from ACT. Meanwhile, FTR said its data had September order activity up even higher –169 percent over the previous month and plus-102 percent year-over-year, with Class 8 orders totaling 254,000 units for the last 12 months. Medium-duty orders also were impressive, ACT’s Crawford added. “MD demand was strong,” he said, with September Classes 5-7 orders increasing 39 percent sequentially (plus 7 percent year-over-year) to 26,600.’’ ACT’s numbers for all classes come from the research firm’s constantly updated State of the Industry: Classes 5-8 Vehicles report on current production, sales and the general state of the heavy and medium-duty commercial vehicle markets in North America. “The strength in orders reflects manufacturers having fully opened their order boards for 2023 a bit earlier than normal, as the seasonally weak period for truck orders typically runs May-September,” Crawford said. “As such, typical seasonal adjustment is not as useful a statistic this month: September’s orders translate to 60,900 on a seasonally adjusted basis.” FTR’s commercial vehicle analyst, Charles Roth, sounded a note of caution about celebrating a premature end to slower new- truck production and an easing of backlogs, though he conceded that September turned out the be an encouraging month. “With order boards officially open for 2023 build spots, fourth-quarter monthly order levels will likely be dependent on how far into 2023 manufacturers are comfortable accepting orders amid an unforgiving supply chain environment that is now expected to persist well into 2023,” Roth said. Upcoming fall months will be telling in terms of whether a trend is developing that would cause industry stakeholders to be encouraged about new-truck production, Roth said. “We may see a dramatic decrease in orders next month,” Roth added. “I don’t think the build rates will drastically improve. There’s too much of a lag. It would take three or four months of sustained order activity to see new-vehicle production improvement. Next month will be extremely telling about whether manufacturers will be able to deliver. Manufacturers are no longer gambling on the supply chain. They have most of their dealers on allocations.” Kenny Vieth, ACT’s president and senior analyst, also said the September numbers indicate there should be some optimism that new- truck production is recovering. “We see gradual improvement in the supply chain situation,” he said, but cautioned against reading too much into the month’s order surge other than as a rebound from middling orders in the April through July 2022 period, when they averaged just 14,100 units per month. But “fleets have an awful lot of dry powder and a lot of old trucks at this point,” Vieth said. September order activity is further testimony that there remains a tremendous level of pent-up demand, FTR stressed. While September’s spike is a positive sign for the industry, build rates continue to be impacted by component shortages as suppliers continue to face supply chain bottlenecks and labor shortages, the research firm warned. “Fleet confidence remains solid entering 2023,” Vieth said, “as many large national fleets are getting their truck orders in as early as possible for next year’s deliveries. Due to the limited availability of new equipment, fleets have not been able to phase out aged equipment over the past two years. As a result, we anticipate replacement demand to stay elevated throughout 2023.” Because of commercial carriers being generally restrained from acquiring new trucks, the used-truck market took off to unseen heights last year and this year. The market for used commercial vehicles – even older models with higher mileage – has been the beneficiary of the new truck market’s sluggishness. At their apparent peak in March through May this year, a 3-year-old used Class 8 with typical mileage (about 400,000 miles) cost $165,000 to $175,000 – or about 80 percent more than normal, according to Chris Visser, senior analyst and product manager for J.D. Power. ACT and FTR’s data also showed this trend. Prices have eased since this spring, Visser said, but they are still about 65 percent higher now for the same 3-year-old commercial vehicle, meaning that vehicle will set you back about $135,000 when they would normally be in the $80,000 to $90,000 range. The price explosion in used trucks cut across the retail, wholesale and auction segments of the market, which is unusual given that different parts of the used market serve different parts of the industry. Vieth said carriers might fill the market with used equipment if the valves finally open in 2023 on new-truck availability. But a lot must happen, including an easing of component shortages and other random economic factors before the push-pull dynamic of new trucks versus used trucks becomes known in the new year. (Diesel supply continued from page 14) (Class 8 orders continued from page 1) “SEPTEMBER CLASS 8 ORDERS WERE SENSATIONAL NO MATTER HOW YOU SLICE THE DATA, POINTING TO TOTAL CLASS 8 ORDERS THE PAST YEAR THAT TOTALED 249,800. ORDERS IN SEPTEMBER WERE UP 161 PERCENT OVER AUGUST AND PLUS-94 PERCENT YEAR-OVER-YEAR, “EQUIVALENT TO MORE THAN 730,000 UNITS ON A SEASONALLY ADJUSTED ANNUALIZED BASIS.” ERIC CRAWFORD, ACT’S VICE PRESIDENT AND SENIOR ANALYST (PSC’s Polar Pac continued from page 13) nationwide carriers. Parts are available for repairs relating to suspension systems, chemical equipment, petroleum part, dry bulk, intermodal containers, vacuum trucks, sanitary trucks, propane equipment, brake and wheel, landing gear, pumps and compressors, electrical and lighting. Meanwhile, PSC is hustling to turn out as many Polar Pac units as the market is requesting. Despite the nation’s supply chain interruptions, PSC has not had a lot of trouble finding the material needed. “We are having to wait on some products, but not for very long,’’ Buckley said. As for the future, PSC will to continue to listen closely to customers and, to the extent possible, develop more products that improve their efficiencies. “In terms of industry acceptance, Polar Pac has exceeded our expectations,’’ Buckley said. “ We created a bit of a monster, but a very pleasant monster -- one that is helping a lot of transporters improve their bottom lines. That’s gratifying. And in the future we will continue to listen and seek ways we can create other new products that solve modern-day transportation challenges.’’ 16 TANK TRANSPORT TRADER I NOVEMBER 2022 www.TankTransport.com

takes sandblasting to remove. The chemically bonded layer stops corrosion and will not allow corrosion promoters to spread.” EonCoat has stood up well to everything from chemicals and salty brine to abrasion, high-pressure water and heat,” Svehlak said. “I believe it will double the life of our tanks while significantly lowering maintenance costs and downtime.” According to Svehlak, the coating’s rugged anti-corrosion properties could also benefit a wide range of transportation-related businesses. “Tanker truck and rail operations can benefit from the anti-corrosion coating’s reliability,” Svehlak said. “Its abrasion resistance would be a big plus to wastewater haulers or super sucker truck operators with vacuum tanks that may encounter metal chips, glass shards, etc. when cleaning out sumps. It would also resist tank corrosion when transporting petroleum products or even used restaurant waste such as oil, fat, or grease.” Another advantage of CBPC coatings is a quick return to service that minimizes equipment downtime, Svehlak said. “For corrosion protection projects using typical polymer paints such as polyurethanes or epoxies, the cure time may be days or weeks before the next coat of traditional three-part systems can be applied, depending on the product,’’ Svehlak said. “The cure time is necessary to allow each coat to achieve its full properties, even though it may feel dry to the touch. In contrast, a corrosion resistant coating for carbon steel using the ceramic coating in a single coat requires almost no curing time. Return to service can be achieved in as little as one hour.’’ After appropriate tank preparation, “we found that if we spray EonCoat in the morning the tank can be returned to service the same day because it applies in one coat and dries quickly,” Hobbs said. EonCoat consists of two, non- hazardous components that do not interact until applied by a plural spray system like those commonly used to apply polyurethane foam or polyurea coatings. Since the coating is inorganic, there are no VOCs, no HAPs and no odor. This means that the coating can be applied safely, even in confined spaces, according to the company. Three units are now in service, with 12 more units scheduled to be manufactured next year, company officials said. Tremcar Ontario has been testing and calibrating propane units since the service facility opened its doors in 2013, said Derrick Brommersma, general manager of Tremcar London, Ontario. Tremcar West in Edmonton followed suit in 2018 when it received its Transport Canada registration to service propane units. “The next step was to get into the manufacturing business,” Brommersma said. “Greater demand from our customers in the energy industry generated the need to build and assemble bobtail tanks.” Canada and Latin America Tremcar is in the process of building 12 stock units for the Canadian market, according to a press release. “Our objective is to meet the demand of our current customers who are requesting these types of units in Canada and in Latin America,” said Daniel Tremblay, president of the Tremcar group. Truckers often overlook their tires Driving a vehicle safely is a combination of several abilities. Hand-eye coordination and fine motor skills are likely a couple of the most important, but there’s a host of others. For example, vehicle maintenance; namely, changing a tire. U.S. Tire Manufacturers Association (USTMA) recently partnered with Discount Tire and Ipsos on a survey showing drivers lack knowledge about tire safety, specifically pressure, tread and rotation. The survey revealed that 48 percent of drivers don’t know how often to check tire pressure, including 3 percent who believe they never have to check it; 53 percent of drivers don’t know how to check tread wear to determine if tires show signs of damage and need to be replaced; and 53 percent of drivers don’t know how often to rotate their tires. Proper inflation, how to find the manufacturer’s recommended inflation level, and how to properly use and read a stick gauge are sub- lessons in any tire crash course, as is when and how to rotate tires. Such lessons teach that once a tire has been removed, the spare should be put on and the front and back tires should be swapped. And this will need to be repeated every six months.” Tire violations are among the top five vehicle out-of-service violations, according to industry studies. They ranked second the past three yeas, which means motor carriers have plenty of room to improve. According to the American Trucking Associations’ Technology and Maintenance Council, running 18 TANK TRANSPORT TRADER I NOVEMBER 2022 www.TankTransport.com

[email protected] [email protected] (Cascade Enterprises continued on page 21) on a tire that’s underinflated by just 10 percent can reduce fuel economy by 1.5 percent. At 20 percent under- inflation, in addition to lost miles per gallon, the effects include a roughly 30-percent reduction in tire life. About 90 percent of tire blowouts are the result of under-inflation, according to industry studies, due to the increased stress and higher running temperatures experienced by an underinflated tire. “Even if there’s a difference of just 5 psi between two tires on the same wheel-end, one tire winds up carrying a greater share of the load and doing more work,” said Guangning Zhao, product group director for anti-lock braking systems at Bendix. “As the tire assembly rotates, the tire with the lower pressure – being slightly smaller – will drag, causing premature wear and shortened tire life while increasing the odds of a blowout on the higher-pressure tire.” Inflation is a key contributor to jackknife tractor accidents, said Bob Rutherford adviser to Auburn University’s transportation program. Each year, USTMA sponsors Tire Safety Week – an initiative aimed at providing information on the essentials of proper tire care and maintenance. Clearly, an educational push is needed. According to USTMA’s survey, 70 percent of drivers across the U.S. reported not checking tire pressure in the 30 days before striking out on a long-distance trip, despite the industry recommendation to do so at least once a month. “No technology on the road today is a replacement for a skilled, alert driver exercising safe habits and supported by proactive, comprehensive driver training, and safe operation of any vehicle remains with the driver at all times,” Thomas said. Radiant acquires Cascade Enterprises Radiant Logistics recently acquired Cascade Enterprises of Minnesota Inc., one of its strategic operating partners that has been operating under its Airgroup brand for the past 15 years. Financial terms of the transaction were not disclosed, but as with prior agent acquisitions, a portion of the purchase price will be tied to the group’s future performance, company officials said. Cascade will remain under the Airgroup banner for the rest of this year, transitioning to the Radiant brand early next year. Cascade will be combined with Radiant’s existing operations near Minneapolis. Renton, Wash.-based Radiant provides transportation and logistics services in multiple modes through a network of company-owned and independent agent locations, or strategic operating partners. “As both an early partner and shareholder, it has been exciting to be a part of the building momentum of the Radiant network,” Tom Heinsen, Cascade founder and chief executive, said in a news release. “Radiant has consistently provided an environment that allowed us to build our business and share in the value creation opportunity as a shareholder.” Heinsen will remain on board as vice president of strategic accounts at Radiant. Cascade’s customers will now be able to access global freight platform Navegate, which Radiant acquired for $35 million at the end of last year. The trade management offering provides digital logistics services in the U.S. and abroad, including customs brokerage, freight forwarding, drayage and truck brokerage, according to the press release. “We launched Radiant in 2006 with the goal of partnering with logistics entrepreneurs who would benefit from our unique value proposition,” said Bohn Crain, Radiant founder and chief executive. “It is satisfying to know that Tom has shared in the value that he has helped to create and is now able to take advantage of the built-in exit strategy available to the entrepreneurs participating in our network.” www.TankTransport.com NOVEMBER 2022 I TANK TRANSPORT TRADER 19

Page 19 INDEX OF ADVERTISERS “Radiant continues to keep its powder dry in hopes of completing future deals,’’ the company said. In August, it announced the replacement of a revolving credit facility. A new $200 million program is $50 million higher than the prior facility. The agreement also provides an additional $75 million accordion feature to support mergers and acquisitions. In May, the companyt upped its equity shelf registration to $150 million from $100 million to issue common stock if acquisition opportunities arise. “We believe that the Cascade transaction is also indicative of the broader opportunity available to us in the marketplace and that there will be more entrepreneurs, both internal and external, to our existing network that will look to join our ranks,” Crain said. New chief executive at XPO XPO Logistics’ Mario Harik will succeed Brad Jacobs as chief executive of XPO and join the board of directors following XPO’s planned spin-off of its tech-enabled brokerage platform in the fourth quarter. Jacobs will remain with XPO as executive chairman and become non- executive chairman of the spin-off. Effective now, Harik has been named president of the less-than- truckload (LTL) business, after serving as acting LTL president since October 2021. The company plans to become a pure-play LTL transportation provider in North America by completing the brokerage spin-off and the divestiture of its European business. “Under Mario’s leadership, we’ve made major advances in transforming our LTL business, as demonstrated by the strong second quarter results we announced,” Jacobs said in a press release. “Since taking over LTL last fall, Mario has driven marked improvements in operating ratio, pricing and network fluidity, as well as customer satisfaction and employee engagement.” In his first nine months as head of North American LTL, Harik improved the company’s operating efficiency to a record level in the second quarter of 2022. Over the same period, he enhanced pricing, excluding fuel impact, from a year-over-year gain of 6 percent to 10.6 percent, rebalanced the network and spearheaded high- impact technology deployments, according to the press release. (Cascade Enterprises continued from page 19) In addition, Harik accelerated the growth strategy, doubling production run-rate at the company’s in-house trailer manufacturing facility and opening five new terminals, adding 345 net new doors toward a goal of 900 net new doors by year-end 2023. “The opportunity ahead for XPO is enormous,” Harik said. “We have a high-ROIC LTL business in an industry with substantial barriers to entry, durable end-market demand, secular tailwinds and strong pricing dynamics. Our network has a robust technological infrastructure and a highly engaged team with many long- standing customer relationships. In the seven years that we’ve owned the business, we’ve improved our adjusted operating ratio dramatically – now, our new growth strategy has created fresh momentum.” Prior to XPO, Harik was chief information officer with Oakleaf Waste Management, chief technology officer with Tallan, and co-founder and chief architect of web and voice applications with G3 Analyst. As of June 30, XPO’s North American LTL business had an integrated network of 294 terminals, equipment assets of about 8,200 tractors and 27,000 trailers, and 25,000 accounts in diverse verticals served by about 22,000 employees, including 13,000 professional drivers. For the full year 2021, XPO’s North American LTL business generated $4.1 billion of revenue and $618 million of operating income, as well as the second best adjusted operating ratio of all publicly traded LTL carriers in the industry. (from HDT) Werner acquires Baylor Trucking Werner Enterprises has acquired Milan, Ind.-based truckload carrier Baylor Trucking, which operates in the east central and south central U.S. With the acquisition, announced Oct. 3, Werner gains access to Baylor Trucking’s 234 drivers and its fleet of 200 trucks (170 company and 30 independent contractor) and 980 trailers. Omaha, Neb.-based Werner said it intends to retain the Baylor brand, with Baylor operating as a stand-alone business unit within Werner. Baylor’s financial results will be reported in Werner’s One- Way Truckload unit within Truckload Transportation Services. Existing Baylor leadership, including its president, Cari Baylor, along with the company’s drivers and other employees, will remain in place, according to a Werner release. “Baylor, with its highly-skilled professional drivers and non-driver associates, further strengthens our portfolio with its exceptional service and stellar reputation,” said Derek Leathers, Werner’s chairman, president and chief executive. “I have known Cari Baylor for many years, and I have tremendous respect for what Cari, her family, and her leadership team have created at Baylor. As of December 2021, Werner employed 9,988 drivers, 595 mechanics and maintenance associates, 1,459 office associates, and 1,483 other employees for Werner Logistics, driving schools and other non-trucking operations. At the end of 2021, Werner’s truckload segment had a fleet of 8,340 trucks, of which 8,050 were company- operated and 290 were owned and operated by independent contractors. The Werner Logistics division operated an additional 55 intermodal drayage trucks at the end of 2021. Baylor’s freight revenues are made up of one-way dry van (51 percent), expedited dry van (42 percent), and refrigerated (7 percent) revenues. Baylor Trucking has been recognized as a Carrier of the Year by Walmart four times, with 2021 being the second consecutive time the company has been awarded as a Diversity Carrier of the Year. The Baylor Trucking acquisition is the latest in Werner’s growth trajectory. Werner acquired ECM Associated in July and NEHDS Logistics in November of last year. ECM provides regional truckload carrier services in the Mid-Atlantic, Ohio and Northeast regions of the U.S. and operates nearly 500 trucks and 2,000 trailers in its network of eight operational facilities and 18 drop yards. NEHDS is a final-mile residential delivery provider with access to a network of 400 final-mile delivery trucks serving customers primarily in the Northeast and Midwest U.S. markets. Werner rebranded NEHDS with its existing final-mile business as Werner Final Mile. “I have admired and respected Werner for a long time as an industry leader,” Cari Baylor said in a release. “We are extremely excited to join the Werner team and look forward to continued growth as we leverage the strengths of Baylor and Werner to serve our existing and new customers at even higher levels. We will stand by our customers and continue to provide them with the superior service they expect from Baylor. Aligning with Werner only expands our service capabilities.” www.TankTransport.com NOVEMBER 2022 I TANK TRANSPORT TRADER 21
