Fortunately, advancements in trailer technologies and equipment are giving fleet managers new hope, especially when it comes to tire maintenance. Engineered Transportation International (EnTrans ) has ® ® partnered with Dr v Technologies AirBoxOne™ smart trailer ō solution to bring a game-changing technology to the industry — an intelligent trailer technology system with dynamic tire inflation. This technology is making an impact; fleets that have added it to their equipment are already seeing reduced tire wear and resulting cost savings. Tire maintenance has come a long way over the years. Once a guessing game, tire health has become easier to gauge with advancements like tire pressure monitoring system (TPMS) sensors. Today, the smart trailer technology — available on Heil Trailer and Polar Tank products — is ® ® taking tire maintenance to a whole new level with real-time monitoring and tire pressure adjustments. Using weight sensors with geofencing technology, the system automatically inflates or deflates tires, whether the trailer is loaded or unloaded. Maintaining proper pressure is key to more even tire wear and greater fuel efficiency. At a time when fleets are facing rising costs, this system helps increase load efficiency and capacity, as well as reduces cost per mile and the potential for roadside failures. “We remain focused on the future and on bringing advanced technologies that enhance driver safety and operational efficiency,” stated Jake Radish, SVP Sales & Marketing, EnTrans. “Partnering with Dr v Technologies, we offer one of ō the most advanced systems available for trailers today.” Pilot/Flying J deployed this innovative technology on several of its Heil Trailer petroleum trailers and is seeing practical results. The system’s fuel and weight sensors operate in real time on a dashboard that allows for maximum fuel loading. Pilot’s trailers are frequently loaded and unloaded, so quickly adjusting tire pressure is critical. Pilot drivers have a dedicated mobile phone equipped with an app to access the dashboard and manage the system. This allows drivers and fleet managers to receive alerts and notifications through their devices. Various challenges await fleets this year by Brian Holland The transportation fleet sector continues to face numerous industry, economic and environmental challenges that are certain to create operational turbulence. Everything from fuel and equipment prices due to interest rates, ongoing driver and technician shortages, and a possible economic recession have many in the industry on edge as they navigate through the early parts of this year. However, similar to years past, the industry remains resilient, and demand for goods has (Phillips continued on page 10) The National Newspaper of the Liquid and Dry Bulk Transportation Industry www.TankTransport.com [email protected] 1-800-537-1320 Fax: 817-348-0289 www.twitter.com/tanktransporter www.facebook.com/transporttrader http://www.tanktransport-digital.com/tanktransport/2017_product_service_directory_and_buyers_guide Since 1986 AUGUST 2017 COMING IN SEPTEMBER ACIDS / CHEMICALS ADVERTISING DEADLINE: AUG 21st VIEW AND DOWNLOAD OUR 2017 PRODUCT SERVICE DIRECTORY AND BUYERS GUIDE\" PRST STD U.S. POSTAGE PAID Dallas, TX PERMIT No. 2874 TANK TRANSPORT TRADER 1011 W. Phillips doubling its Mexico presence With years of success in manufacturing and assembly in Mexico, Phillips Industries and Phillips Connect are doubling down on their presence in Mexico. Phillips officials say they’re “all in,” a claim backed up by a relocation of U.S.-based product lines and moves to pull out of China. The commitment to Mexico is strengthened by the companies’ investment in a newly expanded 500,000 square-foot manufacturing campus in Arteaga, Mexico. On March 8, Phillips officials were joined by their customers, partners, HDT and other trucking and local media, company executives and local government officials for a ribbon-cutting ceremony to celebrate Pilot/Flying J Realizing Efficiencies with EnTrans’ Smart Trailer Technology (Pilot/Flying J continued on page 8) (Transportation fleet continued on page 8) Brian Holland

held up steadily despite higher interest rates and the threat of an economic slowdown. In 2022, transporters were responsible for roughly 12.5 billion tons of freight with an estimated value of more than $13.1 trillion. Simply put, truck transportation is the backbone of the American economy and will continue to serve in this capacity for many years. That being said, there are a handful of critical areas the industry must continue to navigate through to remain prosperous during the current and ongoing economic turbulence. Interest rates will continue to rise First and foremost is the continued rise of interest rates and the Consumer Price Index (CPI). The Federal Reserve raised its benchmark interest rate in early February by a quarter percentage point, bringing the target range to 4.5 percent to 4.75 percent. At the time, the Fed gave no indication it would end its rate increase campaign this year. With operational costs rising, along with the cost of financing, it’s imperative that companies with transportation fleets and their leadership teams have a strategic plan to lower their Total Cost of Ownership (TCO). Organizations are battling the current challenging environment for their fleets with a strategy that leans on utilizing advanced data analytics and fleet modernization studies to help them inject more flexibility and business agility. These strategies are helping them pay closer attention to their truck’s life cycles “This technology allows us to adjust for maximum fuel loading, which has allowed us to add more gallons per load on our Oklahoma City trailer, which could equate to eight more loads per year,” said Brent Hickman, Senior Manager of Equipment Maintenance and Sales at Pilot/Flying J. “Our close relationship with Pilot/Flying J made this an ideal opportunity to test our smart trailer technology,” Radish explained. “The dynamic tire inflation provides another tool for them to use in their efforts to keep drivers safe.” With this technology — a comprehensive and open “smart trailer” solution that connects a myriad of sensors — Pilot can integrate with third-party solutions but view and interface with just one dashboard. This integration also means Pilot has access to critical safety and maintenance features, with key operational and safety information being relayed directly in real time. Early data from the Pilot trailers that feature the dynamic tire system has shown a 51.7% increase in tire life. Based on a trailer expected to travel 2.5 million miles over 20 years, the company is estimating the tire cost at half of the original estimated costs for the life of the trailer without the system. EnTrans continues its legacy of driving the industry forward with advanced technologies like dynamic tire inflation. This innovative trailer system is giving fleets a significant edge in today’s changing transportation landscape — helping to lower the cost of ownership while improving safety, reducing downtime and maximizing payload. To learn more about EnTran’s smart trailer technology with dynamic tire inflation and its to understand where they can save money by optimizing and shortening replacement cycles. Rather than keeping their trucks in operation for several years, companies are leveraging fleet studies that scrutinize performance data and economic factors to determine an optimum procurement strategy. However, we have seen the need this past year to extend life cycles, especially on young vintage models, due to the shortage of equipment. Strategies to preserve operational cash flow Companies are also taking a closer look at leasing their trucks, which has proven to improve cash flow, optimize asset utilization and to provide maximum flexibility. Lease versus purchase analysis is extremely beneficial in helping fleets understand and pinpoint where and how they will preserve cash flow when they move to a lease structure. A recent industry benchmarking survey showed 42 percent of respondents were leasing trucks, up from 31 percent a year ago. Furthermore, despite the government’s slight 20-percent reduction in bonus depreciation at the beginning of the year, leasing remains the most favorable option for fleets planning new equipment acquisitions. Sale-leaseback programs are also a great example of how companies today can monetize the dormant equity that they have in their fleets to create additional flexibility. While it’s easy to think about a pivot to used trucks, the prices of these units have also remained high. Many fleets are redeploying off- lease equipment that allows them to fill in some gaps that they might ordinarily have. While prices have eased off their highs, the increasing seasonality costs – coupled with new California Air Resources Board (CARB) requirements – will keep prices elevated. Investing in new equipment is key, and while original equipment manufacturers’ (OEM) backlogs on orders remain, these pressures are beginning to abate. Having a strategic plan in place These new regulations will add another layer of complexity to an already difficult market. Therefore, it is essential to start planning ahead. Instead of looking at planning cycles for immediate needs, fleets need to review procurement requirements for the next several years, developing a strategic plan based on data to maximize their utilization while reducing their life cycle. Furthermore, as fleet owners think about managing a life cycle, they also can’t base their procurement cycle one year out. Therefore, it is important to have a multi-year approach and one, three and five-year plans for equipment replacement. This will also help fleets bridge to alternate fuel trucks when appropriate for their specific operation. Whether it’s electric vehicle trucks, hydrogen or other alternative fuels, we’re looking at helping our clients take a measured approach so they can introduce these newer technologies and become familiar in a more realistic manner. Keeping an eye on reducing emissions Entering this year, reducing one’s carbon footprint is viewed an opportunity as much as a challenge. The best approach to realistically bridge today’s clean-diesel technology into tomorrow’s alternate fuel options is by leading with the appropriate environmental, social and governance (ESG) road map supported by strategic asset management partners to determine truck procurement strategies with optimal life-cycle management. This will maximize environmental considerations and organically progress toward alternate fuel technology. In doing so, fleets will achieve critical ESG goals and continuously operate the most appropriate equipment for their operation. Fleet owners should be sure to find a partner who can help certify their greenhouse gas emissions (GHG) output, as recently mandated under a proposed rule issued by the Securities and Exchange Commission (SEC). This year likely will being many operational and economic challenges, similar to years past. But with the right plan in place and the right asset management partner, fleet manager can find better flexibility to make agile business decisions that benefit their employees, customers and the environment. Also, a newly constructed 120,000-square-foot building that will be dedicated to Phillips Connect’s newest production lines supporting the company’s smart trailer focus. Phillips first came to Mexico for production of wiring harnesses in 2007. It moved to a larger location in Arteaga in 2015 to meet the growing demands of its Phillips Industries manufacturing customers, such as Daimler, Volvo, Mack, Navistar, Utility and Hyundai. The facility was recognized with numerous quality awards and has a reputation for quality and on-time delivery, according to Phillips officials. Now, a new building in Arteaga, completed in 2022 and totaling 380,000 square feet, will house all Phillips Industries manufacturing operations, including those already in Mexico, as well as all production lines relocated from their former location in Santa Fe Springs, Calif. The relocation is expected to be complete this May, Phillips Industries and Phillips Connect chief executive Rob Phillips said. The decision to relocate production to the Mexico campus was based mostly on workforce challenges in California, Phillips said. “We have a 24-hour lead time. We take the order today, we build it tomorrow, we ship it tomorrow night. That’s what we’ve done for years, and we’ve had challenges the last three years because we can’t get employees like we used to,” he explained of operating production in California. “We would order 30 temporary employees on a daily basis. We’d have to send 12 home the next day, bring five people … that’s how we were able to flex and meet the order demand. But now if we lose anybody in California, we can’t get anybody back. So, the workforce challenges are real. We don’t have the same issues in Mexico.” Phillips said the company “looked really hard” at relocating from California to San Antonio, Texas, but decided on Mexico based on its long- term success there. “Why build a building and start from scratch in San Antonio versus adding to an existing team?” he said. “We give the team in Mexico more responsibility and more products because they know how to do it. They’ve already been proven.” Phillips said Mexico is the “absolute best place” to manufacture Phillips and Phillips Connect products. “The facility is the cleanest, most well-organized, and the best- managed we have anywhere in the world,” he said. “Most importantly, the people are outstanding. Our current workforce and those ready to come to work for us can be relied upon to carry our success forward. We depend on that as we continue to expand here in Mexico.” By the end of 2023, Phillips expects to employ 2,100 people in Arteaga. Phillips’ headquarters will remain in California and serve as the base for customer service, accounting, research development, and other support functions for North America, Europe, Phillips Connect, and Phillips Innovations, a recently formed collaborative business. Phillips has taken advantage of this move to upgrade equipment, including three new high-speed wire and cable extruders, 36 new injection molding machines, and various other applicators to prepare the factory for increased production capacity. Company officials said the improvements will “significantly increase” Phillips Industries’ capacity to service both the aftermarket and truck manufacturers in North America. With the expanded space, the latest in manufacturing techniques and quality control functions, workforce availability, and proximity to its customers, Phillips Industries officials said it’s prepared for additional business. The original Arteaga building, with 120,000 square feet of floor space, has been reconfigured to manufacture, test and ship electronic telematics products for the Phillips Connect business under the highest of standards, according to the company. Earl Blumenauer (D-Ore.) and Darin LaHood (R-Ill.) also joining as original cosponsors. The FET is currently the highest percentage excise tax levied on any product and could add $15,000 to $30,000 to the cost of new heavy trucks, trailers, semitrailer chassis, and tractors for highway use, Pappas said. The FET applies to vehicles with a gross weight of 33,000 pounds. This tax is paid at the time of sale and is not levied on used truck sales, encouraging the purchase of used vehicles. “Nearly half of America’s trucking fleet is over 10 years old,” said Scott McCandless, chairman of American Truck Dealers and president of McCandless Truck Center of Aurora, Colo. “Repealing the FET will be a giant step toward achieving our national goal of turning over America’s aging truck fleet.” LaMalfa said: “On one hand, regulators want operators out of older trucks, but on the other hand, this tax penalizes them for trying to update their equipment.” American Truck Dealers and other groups have been pushing Congress to repeal the tax for years, and it’s not the first repeal bill to be introduced. In 2013 and 2015 there even was discussion of raising the tax to help pay for highways. ‘Antiquated’ Tax The FET was first enacted in 1917 to help pay for World War I. The bill’s sponsors said the tax originally was put in place to raise money for wartime mobilization in WW1 and WW2, fund Great Depression-era programs, and for the Highway Trust Fund. “The federal excise tax has outlived its original purpose by more than a century,” LaMalfa said. “Truckers are an essential cornerstone in our supply chain, yet the tax code disincentivizes them from purchasing the most up-to- date equipment.” The American Trucking Associations (ATA), American Truck Dealers, and the Zero Emissions Transportation Association praised the bill, as did The Association for the Work Truck Industry, known as NTEA. “The federal excise tax on purchases of trucks adds nearly $25,000 to the cost of new equipment – slowing deployment of safer and more environmentally friendly vehicles,” said Chris Spear, ATA president and chief executive. “This more than 100-year-old www.TankTransport.com APRIL 2023 I TANK TRANSPORT TRADER 13

The American Truck Dealers said the FET is a major disincentive for trucking fleets to modernize their equipment with new, low-emission vehicles. It also has pointed out that the Environmental Protection Agency’s new, stringent NOx standards could result in a major “pre-buy/no buy,” a significant deferral of new commercial sales, and a spike in purchases of older used commercial vehicle. “As in the past, when emissions standards are too stringent, they can result in major job losses, businesses closures, and a negative impact on potential air quality improvements,” said David Bell, National Auto Dealers Association director of legislative affairs. NTEA also said repealing this tax would give Congress the opportunity to create long-term stability in the Highway Trust Fund by replacing FET with a funding source not based on annual truck sales. Navistar chalking up big gains Truck manufacturer Navistar finished 2022 riding a big wave, recording a 35-percent increase in fourth-quarter unit sales and an operating profit of about $177 million, which reversed a small loss in late 2021. Navistar, which has been a subsidiary of Germany-based Traton SE since mid-2021, sold 21,984 units in the fourth quarter versus 16,231 in the same period a year earlier. Higher factory utilization and rising prices helped lift its sales and profits even though supply chain and material price pressures persisted. While those problems are gradually easing, they have still led chief executive Christian Levin and his team to put limits on the orders they’re taking at Navistar and Traton’s other divisions. “We continue to be restrictive in accepting orders as we are tightly managing the supply chain situation and the input costs,” said Annette Danielski, chief financial officer. “The development of order intake is more 14 TANK TRANSPORT TRADER I APRIL 2023 www.TankTransport.com

Notable in the forecast is that it calls for a slight drop in service revenues because many fleets are now driving newer units and an assumption that further significant price increases won’t happen. “Discussing with the customer who didn’t buy vehicles for a year or two, it starts to be a little bit cumbersome,” Levin said of price hikes in 2021 and 2022 while also noting that Traton’s prices early this year have held up well. “We need to somewhere expect that this cannot continue, so we’ve chosen to be rather conservative on this.” A big priority for the year is Navistar launching the International S13 integrated powertrain in the second half to continue the company’s push toward having just two chassis platforms. That unit promises fuel efficiency gains of up to 15 percent thanks in part to a new aerodynamics “The plan is to shift over before the market is shifting completely over to battery electric, which will probably happen, given the proposed legislation from the EU, in the time frame up to 2040,” Levin said. “It will be a bumpy road. It will cost some money. But we think this is the fastest way to come to a really high- performing company.” Navistar rang up revenues of roughly $11.1 billion in all of 2022, its first full year under the Traton umbrella. During the second half, sales rose 64 percent year-over- year to nearly $6.2 billion. Operating profits for the year were $530 million, with more than $360 million of that coming in the second half, as sales totaled nearly 82,000 units. Those numbers helped lift Traton’s consolidated results, which included topping 300,000 vehicles sold for the first time: Taking into account mainly its exit from Russia, the company posted adjusted earnings of nearly $2.2 billion versus about $1.7 billion in 2021. Shares of Traton rose nearly 5 percent in Frankfurt trading March 7. Over the past six months, they have climbed more than 30 percent, growing the company’s market capitalization to more than $9 billion. Yellow Corp. saw demand plummet Demand tanked at Yellow Corp. last quarter, with less-than-truckload (LTL) tonnage per workday falling 25.1 percent and LTL shipments dropping by 23 percent year over year, according to the carrier’s quarterly earnings report. The fall in demand, driven by the loss of retail and industrial business, contributed to Yellow posting a $15.5 million net loss in the quarter. Other figures suggest demand may have hit its floor, though. The carrier posted a better-than-usual sequential improvement in tonnage from December to January, up 8 percent, compared with a historical 1-percent decline. The quarterly loss still represented an improvement from the $44.7 million loss the carrier reported in the fourth quarter of 2021. At the time, the $54.9 million, or $1.08-per-share, hit came from a partial annuitization of non-union pension plans, according to Yellow. But plummeting demand was the chief culprit last quarter. Sequential tonnage declines in November and December “were certainly more pronounced than what we would have expected,” Yellow chief executive Dan Olivier said during the company’s fourth quarter call. But executive Darren Hawkins, told investors he remains bullish on the U.S. and its LTL market. Hundreds of thousands of construction jobs expected to be created by federal infrastructure projects will renew competition with the trucking industry for drivers, resulting in opportunity for national carriers with available capacity, Hawkins said. “The moat around these national LTL carriers, I still see it as strong,” Hawkins said. “In the meantime, with the tonnage that we no longer move through our networks, we’re certainly adjusting our costs to match the tonnage.” The LTL market — like the trucking industry overall — saw a drop in demand in the second half of 2022. XPO managed to continue improving tonnage in the fourth (Yellow corp. continued on page 17) www.TankTransport.com APRIL 2023 I TANK TRANSPORT TRADER 15

A purchase price wasn’t listed. The addition adds about 100 drivers, expands its service routes and allows the Shelbyville, Tenn., carrier to “gain market share with blue- chip customers in the automotive industry,” the company said. RTR wanted to protect its workers, and its decision to sell was rooted in its comfort level with Big G’s executive leadership, according to Jackson Norman, RTR’s president. With facilities across 11 states, more than 550 tractors and 1,800-plus trailers, Big G Express can reach new markets with the acquisition of nationwide TL carrier RTR. According to RTR, its footprint includes not only 48 states but also Canada. The deal will also mean revenue growth, the company noted on a LinkedIn post, adding, “This decision was made with our employee owners in mind.” Like other merger and acquisition deals, RTR’s president will remain with the newly acquired company, the announcement said. Similarly, TFI International retained Steve Ramescu this year after purchasing intermodal and freight brokerage provider Axsun Group, and Werner Enterprises did so with Cari Baylor in its acquisition last year of Baylor Trucking. But some deals allow company owners and founders to exit the business, which employee-owned reefer carrier R.E. Garrison said in January would allow Michael Boatwright to retire with the sale of assets of Boaty’s Transport. 16 TANK TRANSPORT TRADER I APRIL 2023 www.TankTransport.com

Old Dominion Freight Line, meanwhile, is pinning its hopes on a freight rebound in the spring. Forward, Kodiak launch autonomous freight Forward Air Corp. and Kodiak Robotic announced they will operate autonomous freight service 24 hours per day, six days per week between a nearly 800-mile freight lane between Dallas, Texas, and Atlanta, Ga., making three round trips weekly. “Providing consistent, 24-hour service six days a week creates significant operational and technical complexities,’’ Kodiak said. In order to maintain the demanding schedule and abide by the hours-of-service regulations, Kodiak’s self-driving truck operates with a safety driver team overseeing the autonomous system. “The tweener lane between Dallas and Atlanta is long and difficult to staff, so it perfectly illustrates how autonomous trucks can make the supply chain more efficient and resilient and supplement our customers’ human driven fleets,’’ Burnette said. “At the same time, we are showcasing the reliability and ruggedness of our autonomous system, which is able to operate for six days straight without needing rest or recalibration – a significant achievement.” Kodiak’s proprietary mapping approach speeds the process of introducing new autonomous lanes, and enables Kodiak to issue real-time, fleet-wide mapping updates over- the-air. To date, Kodiak has delivered more than 100 loads and driven more than 100,000 miles since it began working with Forward in August 2022. “To serve our customers, we always need to be on the forefront of exploring emerging technologies,” said Tom Schmitt, chairman, president and chief executive of Forward. “Kodiak has earned an outstanding reputation in safe autonomous trucking, and this collaboration allows us to explore potential benefits to our business. While we don’t see autonomous trucks replacing independent contractor capacity, this could potentially be a scalable solution for certain lanes in our network.” Kodiak’s agreement with Forward is the latest in a growing series of fleet and carrier relationships the company has announced. Previously, the company announced partnerships with IKEA, Werner Enterprises, U.S. Xpress, 10 Roads Express and CEVA Logistics. In other news at Kodiak Robotics, the company has appointed USA Truck executive James Reed as chief operating officer. Over the past 25 years, Reed has built his career in executive and financial leadership for companies in trucking, technology and finance, including Intel, EMC, T-Mobile, and J.P. Morgan Chase. LIQUID & DRY BULK (Yellow corp. continued from page 15) “As the former chief executive of USA Truck, James’s broad experience gives Kodiak an incredible advantage as we focus on accelerating growth,” Burnette said. “A trucking industry veteran with experience at tech companies like Intel, EMC and T-Mobile is a unicorn and a perfect fit for Kodiak.” Reed has forged a reputation for being an effective and well- respected leader with experience in financial management, strategic planning, business analytics, supply chain, transportation management and operations, according to the company. www.TankTransport.com APRIL 2023 I TANK TRANSPORT TRADER 17
