Prices for parts predicted to decline Aftermarket truck parts prices are expected to come down this year, following two years of historically high price jumps, according to a MacKay and Company analyst who presented during the Heavy Duty Aftermarket Dialogue outlook conference in Texas on Jan. 16. MacKay tracks an average parts price increase every year based on feedback it receives from parts distributors. Between 1990 and 2020, the average parts price increase was about 1.9 percent, according to distributor feedback. But in 2022, the year- over-year percent change in parts pricing spiked to an all-time high of 10.2 percent. Instead, the trucking and other business industries could be at the mercy of rule makers running various federal agencies and departments already focused on environmental and workforce regulations. “It’s unlikely that you’re going to get the kinds of significant legislation through in the next two years that you’ve seen in the past two years,” Richard P. Schweitzer, general counsel for the National Private Truck Council, said. “The House leadership’s not going to go along with substantial environmental or tax-related legislative provisions.” (Legislation continued on page 14) (Chassis continued on page 10) by Mike Wilson When Malcom McLean introduced the world to container shipping in 1956, it not only touched off a seismic shift in the way cargo was handled but also the equipment and infrastructure needed to support containerized operations. Loading and unloading cargo from ships piece by piece in break-bulk operations, a process that could take days and even weeks, became mostly obsolete. Containerization allowed whole containers full of goods to be lifted or driven on and off ships securely, safely and quickly. Ports had to adapt, jettisoning old wooden finger piers and dockside warehouses and building marginal wharves with gantry cranes and container storage areas near the string piece. Ocean carriers bought containers and built cellular container ships. And chassis became a critical component in the supply chain, as they were needed for all first and last-mile container truck moves. In the 66 years that have followed the advent of containerization, chassis have been viewed in different ways depending on who was providing and paying for them. To some, chassis might be viewed as a competitive advantage; to others, they might be seen as an unavoidable cost to doing business and a maintenance and administrative headache. Today, chassis provisioning is evolving into a more interoperable, homogenized, streamlined and cost effective system. To understand where the industry is going, we need to look at how chassis have been provisioned in the past, how ownership has transitioned, and how new provisioning models have and continue to evolve. Chassis Deployment and Ownership Through the Years In the early days of containerization, particularly outside the United States, motor carriers owned and operated the chassis. In the U.S, however, shipping lines developed a different approach. They provided their customers with chassis along with containers for all moves as part of their service offerings. The chassis was owned and/or leased and maintained by the ocean carriers. Motor carriers were allowed free access to chassis through interchange agreements. This meant that chassis provisioning for the first 40-plus years of containerization up until the early 2000s was ocean-carrier centric. To some carriers, providing chassis to customers was viewed as a competitive advantage, while others wanted to exit the chassis business because it was not a core part of their expertise. Moreover, given the line had minimal physical control over the use of their chassis, they believed it would be more efficient for others to operate them. So in the early 1990s, ocean carriers looked for a more efficient provisioning model and began contributing their chassis to “pools.” This allowed the lines to share their chassis, resulting in greater efficiencies, as well as operational and administrative cost savings driven by the synergies created where any chassis could be used to move any container of the participating ocean carriers. The trend toward pooling arrangements was driven by the desire to improve equipment utilization, reduce inventory, increase velocity and reduce costs. Pooling also provided for centralized inventory control via forecasting and repositioning; standardized maintenance and repair for safety and reliability; reduced congestion at ports with faster truck turn times and positive environmental benefits, and regional efficiencies resulting from less equipment repositioning. Over the next 15 years, those pooling arrangements began to take off in several different forms, including port terminal pools, carrier alliance pools and cooperative gray pools. In 2005, many of the world’s largest ocean carriers under the Ocean Carrier Equipment Management Association (OCEMA) decided to take a more holistic approach to chassis pooling and created Consolidated Chassis Management (CCM) to manage their cooperative gray pools. By 2008, some say driven by the economic crisis, shipping lines began to divest themselves of their chassis, selling them to leasing companies and shifting away from providing chassis for all of their shipments. This opened the door for new new provisioning models. As ocean carriers sold chassis, shippers and motor carriers became increasingly responsible for providing chassis. Chassis leasing companies, which were becoming the primary contributors to the pooling model, were also leasing chassis directly to motor carriers, shippers and beneficial cargo owners (BCOs). How the Different Chassis Provisioning Models Have Evolved – Ocean Carrier Ownership – Pre 2005 In this straightforward model, ocean carriers owned and/or leased their chassis. A motor carrier would pick up ocean carrier “A’s” box and would use ocean carrier “A’s” corresponding chassis, which was provided free of charge for the container move as part of the line’s service offering. – Ocean Carrier Chassis Pools – Mid 1990s - Early 2000s Chassis pools comprised of chassis contributed by ocean carriers were introduced sporadically and in different forms throughout the 1990s and early 2000s. In some regions of the country, lines still owned and operated their own chassis, but also contributed them to gray pools, which allowed truckers to enter a terminal and take any chassis from the pool to move any box for a participating ocean carrier. Sea Land Service was the first to implement a limited scope chassis sharing arrangement within its vessel sharing agreement (VSA) with OOCL and P&O Nedlloyd, which was formed in the 1990s. In 2004, OCEMA in conjunction with Virginia International Terminals (VIT) established the Hampton Roads Chassis Pool as the first port- wide gray chassis pool in the U.S. In In 2005 OCEMA created CCM to manage chassis on behalf of the ocean carriers in interoperable chassis pools across regions in the US. The Grand Alliance, which was begun by OOCL, NYK and Hapag Lloyd in 2008, also produced a significant shared chassis pool on the West Coast. Ocean Carrier and Leasing Company Mixed Ownership Pools – 2008 and Beyond Ocean carriers began to divest themselves of their chassis, selling them to third party leasing companies, who then became the primary contributors to the pooling model while also leasing chassis directly to motor carriers and BCOs. The first shipping line sold its chassis fleet in 2009 with the intention of providing chassis only on a limited basis. As that happened, they began to bill certain shipments for chassis usage and would only provide chassis on carrier haulage moves. They also initiated charges on merchant haulage moves. Evergreen was the last major carrier to sell their chassis in 2019. However, even with this shift in the chassis provisioning model, there are still some smaller carriers that maintain their own fleets. Over time, leasing companies decided to create their own proprietary pools to service their liner customers as opposed to operating in cooperative pools. One example is the “Pool of Pools” (POP) in the Port of Los Angeles / Long Beach. It was formed in 2015 by combining three major proprietary marine container chassis pools, DLCP (DCLI), TPSP (TRAC) and FLBP (Flexi-van). At the time the pool encompassed a combined fleet of more than 80,000 marine container chassis with mutual start/stop locations covering 11 major marine terminals and four major rail facilities. Within pool operations, any chassis contributed to the three proprietary pols (DCLP, TPSP or FLBP) could be used by authorized parties (users) in all of the participating pools, and wold be (Chassis continued on page 15) www.TankTransport.com FEBRUARY 2023 I TANK TRANSPORT TRADER 13

The most significant bill that affects the transportation sector expected to come out of the 118th Congress is the next farm bill. Like the federal surface transportation re-authorization bill, which was most recently approved in 2021, the farm subsidies are renewed every five years. The current farm bill expires in September. “It’s generally a bipartisan bill,” Schweitzer said. “There may be some transportation provisions on agricultural commodities and some directives to DOT on adjusting guidance for agricultural commodities.” Here are some other federal government decisions and topics that could affect the trucking and transportation industries: Late last year, the Environmental Protection Agency (EPA) finalized its latest heavy-duty engine rule, which goes into effect for model year 2027 commercial vehicles. This is going to impose manufacturer requirements that could increase the cost of diesel trucks by $42,000, Schweitzer said. The final rule would lead to lower emissions of NOx and other air pollutants, according to EPA. This reduction increases over time as more new, cleaner vehicles enter the market. New IRS guidelines tied to 2022’s Inflation Reduction Act would give carriers up to $40,000 in tax credits for non-diesel or -gasoline commercial vehicles. The Commercial Clean Vehicle Credit is divided between vehicles under 14,000 pounds. GVWR (which qualify for up to $7,500 in tax credits) and larger zero-emission vehicles (which can get up to $40,000). According to the IRS, there is no limit on how many credits fleets can claim. “So, on the one hand, you’ve got a $40,000 subsidy to purchase electric vehicles. On the other hand, you’ve got a $42,000 penalty for purchasing a diesel vehicle,” Schweitzer said. “It’s pretty clear that the administration is trying to force the market to electrification. This is just one of many, many examples of how this is working right now.” It’s been three years since the Federal Motor Carrier Safety Administration’s (FMCSA) Drug and Alcohol Clearinghouse debuted. Since 2020, more than three million drivers and 425,000 employers – including 227,000 owner-operators – registered with the clearinghouse. The FMCSA said that 4.5 million CDL holders were queried within the system, with more than 172,000 drivers cited for violations. “These numbers represent near full deployment and should help ease concerns about missing data,” according to Scopelitis Transportation Consulting. After a positive test, a truck driver goes into return-to-duty status and can’t get behind the wheel until they’ve cleared that status, which includes a regimen of counseling and more testing that can go on for months or even years. More than 89,000 drivers haven’t completed this process, meaning they’ve given up on using their CDLs or are driving illegally. Prospective fleets hiring new drivers no longer have to ask driver applicants or their previous employers for their drug and alcohol testing history. As of Jan. 6, carriers can now conduct a free employment query within the clearinghouse. FMCSA is also working toward creating a system within its drug and alcohol clearinghouse that would notify fleets if any driver records they’ve looked at in the past year have new driver information, such as a failed drug test. “Right now, there’s no automatic notification,” Schweitzer said. He expects that proactive function to begin later this year. FMCSA on Dec. 23 turned away an application from a coalition of mostly large trucking companies and other stakeholders, the Alliance for Driver Safety & Security (known as the Trucking Alliance), to permit positive results from testing of drivers’ hair follicles to be reported to the Drug and Alcohol Clearinghouse. FMCSA denied the application on a technicality, telling the alliance and all proponents of the drug-screening method that the agency doesn’t have statutory authority to grant the request – not even after public comments on the Federal Register from August through October came out mostly in favor of and sometimes forcefully for the “actual knowledge’’ exemption to allow results from hair testing into the Drug and Alcohol Clearinghouse. The federal Department of Health and Human Services must still decide – probably this year – whether hair testing is an acceptable screening method for results submitted to federal agencies, including the clearinghouse, which itself had its inception late in 2019 after years of often-contentious debate. “Once those final rules come out from Health and Human Services, I fully expect FMCSA to begin a rule making to adopt the use of hair samples as a voluntary alternative to testing urine samples for drug use,” Schweitzer said. “I don’t think it’s going to be mandatory but I would expect that they would allow this as an alternative because carriers are asking for it.” Only results obtained via urinalysis are accepted into the clearinghouse, though the DOT also has sanctioned oral fluid testing. The efficacy and fairness of hair testing have been debated for years, and major stakeholders such as the Trucking Alliance and the Owner- Operator Independent Drivers Association have drawn battle lines over the issue, with studies favoring one viewpoint or another. Many freight carriers already use hair testing to supplement their DOT drug-screening processes – and often turn away driver applicants that flunk hair tests – and they report much more accurate results with the method, especially long- term or habitual use of certain illicit substances. The Trucking Alliance and these stakeholders believe hair testing, because of its longer detection window, is more reliable and accurate and that the sanctioning of only urinalysis by the government has led to significant and unsafe under-reporting of harder drug use by truck drivers. Opponents, however, don’t exactly see it that way. Marijuana is by far the most prevalent among those with positive urine test results submitted to the clearinghouse. In 2022, for example, more than 21,000 tested positive for pot, compared to more than 5,500 who popped positive results for cocaine, the next leading drug of choice. Many prospective drivers already are falling by the wayside because of drug screenings, so the system is going some distance toward doing its job while also contributing to the driver shortage. Among the labor regulation concerns within the trucking industry is the Department of Labor’s focus on how independent workers, such as owner-operator truck drivers, are classified by the federal government. More than 50,000 comments were filed late last year in response to the Labor Department’s Wage and Hour Divisions’ worker classification proposal. The Biden administration attempted to withdraw a Trump administration rule that made it easier to classify workers as independent contractors, but a federal court upheld the rule. The DOL’s latest rule making attempt discards the Trump regulation’s focus on nature and degree of control over the work and the worker’s opportunity for profit or loss. Instead, the current Labor Department proposes to weigh six of its proposed factors more equally. The department believes the new rule would preserve fundamental worker rights and provide consistency for regulated entities. Several trucking associations have registered concern over these changes upending the longstanding role independent contractors play within freight movement in the U.S. In comments filed in December through the Federal Register, the Alabama Trucking Association wrote that the Labor Department’s “proposal would harm our industry, the independent entrepreneurial men and women who work with our members as owner-operators, our nation’s supply chain, and most importantly, the general public. In fact, the proposal will only drive up litigation and court costs as well as overwhelm judicial dockets by blurring the lines so badly that virtually every case has to go to trial.” In 2022, FMCSA filed a notice of intent to propose that commercial vehicles with a gross vehicle weight over 26,001 pounds be equipped with an electronic engine control unit to govern speed limits. FMCSA indicated it plans to file a notice of proposed rule making on this speed limit in June 2023. interchanged out or returned to any of the 15 start/stop locations. For cargo shippers in the POP, chassis are assigned to the provider’s carrier regardless of the chassis used. While this creates a degree of interoperability, chassis use is dedicated to the provider that the ocean carrier has nominated regardless of shipment terms. A Further Focus on Chassis Provisioning Models in the United States While there are several provisioning models and variations in the U.S., these are the most commonly found: • The Daily Rental Model In this model, chassis customers pay by the day. A chassis user establishes a bilateral agreement with a provider for use. A customer/ user is able to take and use the equipment as long as they want and are charged for the usage accordingly. This arrangement works for motor carriers looking to rent a chassis on a short-term/daily basis. With this model, truckers may use the network of the specific provider only. • Cooperative Pools / Gray Pools Chassis contributors, the majority of them leasing companies along with other entities (also called EP’s), provide equipment into “pool” based on the anticipated volume of their contracted users within a pool to which they contribute their assets. The contributor charges the user, which can be an ocean carrier, trucker or BCO. These pools are typically managed by a single entity who is responsible for all M&R, repositioning and general operations. The pool manager charges the contributors on a cost-pass-through basis for these operational costs which are included in the EP’s charges to their eventual end user. Among contributors to these pools are ocean carriers, motor carriers and shippers. In return, these and other entities are able to access pool units throughout the pools network for their use. Those who do not contribute to the pool, may participate via an existing provider. As a result, many major carriers and fleets already impose a speed limit for their trucks and tractors. “The issue truly falls to FMCSA to decipher current industry practices and find the right fit that reduces speed- related accidents,” Dave Heller, senior vice president of safety and government affairs for Truckload Carriers Associaiton. “The role speed plays in accidents and fatalities on our highways is one that needs to be addressed in a manner that is constructive in its development and beneficial for everyone who shares the road.” Schweitzer said that most private fleets already use speed limiter devices. “The concern that we have over this proposal is not that you shouldn’t use them,” he said. “We’re concerned about the possibility of a one-size- fits-all national speed limit. What’s an appropriate speed limit on I-95 in Connecticut during rush hour is a lot different than somewhere in Wyoming or Montana, where there’s very little traffic.” The Commercial Vehicle Safety Alliance last year proposed requiring motor carriers to install electronic identification on trucks. The electronic ID would allow one-way wireless communication from vehicle to commercial vehicle inspectors, allowing them to know the IDs of all trucks in their vicinity. That ID would then be used to identify details on the motor carrier and specific vehicle. The inspector would be able to see the vehicle and carrier’s safety records. This would, according to CVSA, allow safety personnel to assess which trucks in their area are most likely to need safety inspections, letting inspectors focus on the highest-risk vehicles while allowing lower-risk vehicles to continue undisturbed. It would also, according to CVSA, encourage safety compliance by enabling carriers to avoid inspections, saving time and fuel. Transponder and app-based technologies are currently used by only about 13 percent of interstate carriers, according to FMCSA. This year, the firm is forecasting a drop to about a 3.5-percent price increase. “That may be a little optimistic or conservative,” Kalvelage said. “Especially when we just heard some of the other panelists saying they’re seeing pricing in the range of 4 percent to 6 percent. But that’s our initial look at it. I think pricing is going to come down to how much we don’t know, and we certainly may adjust this throughout the year.” MacKay calculates the demand of aftermarket parts based on a model that multiples per truck unit demand by the average retail price of parts. The unit demand is calculated by tracking the total number of trucks operating in the industry and the age of the vehicles in that population. MacKay supplements those numbers with surveys that ask fleets to supply data on miles driven, utilization, replacement types and more. Aftermarket truck part demand in 2022 was up 17.7 percent year-over- year, and the forecast for this year has a 4 percent compounded annual growth rate. MacKay forecasts over a five- year period, assuming similar conditions, truck population and utilization. Beyond this year, prices are expected to drop back to 2 percent, with a growth at 4 percent for the compounded average over the forecast. “These numbers will certainly change if we fall into a recession,” Kalvelage said. “Utilization will get impacted, and possibly annual miles. But this is where we are right now with current conditions.” Cargo theft up 15 percent in 2022, data show Instances of cargo theft increased markedly in 2022, driven in large measure by thieves using fictitious pickups. CargoNet recorded 1,778 supply- chain risk events across the United States and Canada in 2022, an increase of 15 percent from 2021. They estimate $223 million in cargo was stolen across all theft events in 2022. CargoNet’s 2022 data shows events that involved the theft of at least one heavy commercial vehicle such as a semi-truck or semi-trailer increased by 17 percent year-over- year. Events that involved the theft of cargo increased by 20 percent year- over-year. The average value of cargo stolen in an event was $214,104. The company said supply chain disruptions were one of the main concerns of the year because of their effect on inflation. Scarcity and cost drove illicit market demand for goods that were most affected like computer graphics cards and raw beef, poultry and pork. Available capacity eased in the later months of 2022, but theft remained a prominent threat. Increases in theft activity around major intermodal hubs were significant, according to CargoNet. California remained the top state for reported events in 2022; theft in the state increased 41 percent year-over- year. Computer and green energy components were some of the most frequently stolen items. California is a major logistics hub for these items. Theft in Georgia increased by 34 percent year-over-year, due in part to organized crime groups that took advantage of increased traffic to the Port of Savannah. Household items were the most stolen commodity in 2022. CargoNet said this is a diverse category that includes appliances and furniture that often get targeted during long haul and final-mile distribution. There was also a notable increase in the theft of shipments of tools and toys. Household items were closely followed by electronics. Theft of computer electronics decreased by 37 percent from 2021. CargoNet noted theft of these products reached unprecedented highs in 2021 and theft was still elevated compared to the baseline. Additionally, theft of televisions and other displays nearly doubled from 2021. CargoNet cautions shippers and carriers to be on the lookout for fictitious cargo pickups, a scheme the company calls “a blend of identity theft and cargo theft that can affect all parties in a supply chain.” CargoNet said it recorded 96 more fictitious pickups in 2022 compared to the year prior, a 600 percent increase year-over-year. Most fictitious cargo pickups occurred in California (74 percent of the total), but the crime is spreading across the country and CargoNet said it has recently received reports of similar fictitious pickups in Washington, New Jersey, Pennsylvania, Illinois, Texas, and other states. Shipments of solar modules, auto parts, and vehicle maintenance products like engine oil are most at risk, but the threat extends to most categories of goods, according to CargoNet. This style of fictitious cargo pickup relies heavily on subcontracting the shipment to a legitimate motor carrier and having the shipment misdirected to another address, CargoNet said in a statement. Logistics brokers and shippers can help prevent fictitious cargo pickups by verifying any bids on shipments with the motor carrier through their contact information on file with the Federal Motor Carrier Safety Administration and verifying the name of the motor carrier and driver matches who the shipment was tendered to. CargoNet also said motor carriers should also be wary of new customers that offer payment through peer-to- peer money transfer apps if their business would haul a blind shipment delivering to an address different from the bill of lading, especially if the address is a public warehouse or cross-dock in California. Freight recession nearing end, Hunt says The leaders of J.B. Hunt Transportation said Jan. 18 they are hearing from customers that the inventory correction at the heart of the current freight downturn will have come to an end by the middle of this year, setting the stage for a new leg of growth. Speaking to analysts on a conference call discussing Arkansas- based J.B. Hunt’s fourth-quarter earnings, President Shelley Simpson said today’s freight recession is largely being driven by those inventory issues, which have their roots in the supply-chain problems from early in the COVID pandemic as well as consumers’ changing spending patterns as the economy emerged in earnest from lockdowns and other restrictions. More broadly, she said, customers aren’t reporting widespread problems with demand. Instead, they are confident that their freight needs will return to more normal levels this spring. “We’re not sure at what point that is in the second quarter,” Simpson said. “But we do feel like the back half of the year, we have confidence from what our customers are giving us and the data points that they have, what they’re going to be doing from an ordering perspective.” Simpson and her fellow executives were careful to note that they were merely passing along what clients are saying. Forecasting a notable upturn in their business during the second half of 2023 was not something they were prepared to do, they said. But the customer optimism they reflected echoes the sentiment expressed earlier this week by Bank of America analyst Ken Hoexter. In upgrading the shares of several trucking companies, Hoexter said he sees demand beginning to grow again and is looking for truckload rates to bottom during the upcoming bid season. Investors in J.B. Hunt were equally upbeat in January, pushing shares of the company up nearly 5 percent to nearly $185 on a day when the broader market was down about 1 percent. Over the past six months, the stock has climbed about 10 percent, growing the company’s market capitalization past $19 billion. That stock price move came despite J.B. Hunt’s fourth-quarter showing a drop in net income to $201 million from $242 million in late 2021 while operating revenues excluding fuel surcharges slipped 3 percent to a little more than $3 billion. Higher operating costs, including a jump in insurance claims, pushed down the company’s operating margin to 7.7 percent from 9.2 percent a year prior. J.B. Hunt said it will spend between $1.5 billion and $2 billion on equipment and expansion. Chief executive John Kuhlow said that figure includes “elevated levels of replacement demand” for trucks that have been run longer than normal in recent years as manufacturers have struggled to meet demand. FMCSA denies request for data The Federal Motor Carrier Safety Administration (FMCSA) once again denied a request from a group of carriers to expand the scope of drug clearinghouse results reported to include hair testing. Carriers represented by the Trucking Alliance asked for hair testing results to be included with urinalysis data on the FMCSA’s Drug and Alcohol Clearinghouse. But the agency said Dec. 23 that it lacked the statutory authority to do so. on-road safety. The group said the shift would reduce the likelihood of truck drivers who use illegal drugs from operating commercial vehicles until they complete rehabilitation. The agency punted responsibility to the Department of Health and Human Services (HHS), which the FMCSA says must decide whether hair samples can be used in federal drug testing programs. HHS is currently evaluating whether hair testing can be included, noting potential complications with factors such as hair bleaching. The alliance, formally known as the Alliance for Driver Safety and Security, includes major carriers such as J.B. Hunt, Knight- Swift Transportation, Maverick Transportation, Schneider National and U.S. Xpress Enterprises. Despite the request denial, Managing Director Lane Kidd maintained the group’s interest in pursuing the matter. “We’ll continue to press the issue, because thousands of drivers who abuse drugs are out there on the highway,” Kidd said in an email to Transport Dive. J.B. Hunt noted in a submission to the FMCSA that in 2021, hair testing found evidence of drug use in 7,159 applicants, but more than 6,400 of those cases passed urinalysis. The company said it’s likely that those who passed the urine test would have been hired if the carrier only relied on the Department of Transportation test. Opponents have argued the change would increase costs for smaller carriers to require the additional testing, among other arguments. In addition, groups such as the Sikh Coalition and North American Punjabi Trucking Association say it could create potential discrimination based on job applicants’ physical factors, such as individuals with black or brown hair, which could produce a false positive result. Other opponents included the Owner-Operator Independent Drivers Association, the Teamsters Union and the National Association of Small Trucking Companies. Supporters of the proposal have said that while companies use urine and hair testing to screen out potential hires for drug use, drivers who fail the latter test can still get jobs with other carriers because businesses can’t share results on the clearinghouse. The agency reported that during the public comment period from Aug. 24 to Sept. 23, 31 comments showed support for the proposal while 70 comments opposed it. The outcome repeats a previous push by the alliance to expand the clearinghouse. In 2020, a law firm representing the companies called for the inclusion of hair drug testing, but FMCSA said at the time it lacked the statutory authority and denied the request in 2021. Trucking dominates freight market The 28th edition of the Transportation Statistics Annual Report, which is prepared and submitted each year to Congress and the President, highlights the dominance of trucking in the freight markets, including the top 10 commodity markets. Trucks transported 12 billion tons in 2019, or 67 percent of total domestic freight volume – about 10 times more than that of rail, the United States’ third-ranked mode by freight volume. In 2020, the U.S. freight transportation system moved more than 19 billion tons of freight worth about $18.0 trillion through capital assets valued at about $7 trillion consisting of ports, highways, rail systems, airports, and pipelines. Trucking by far was the most relied on freight transport mode. In that year: • Trucks transported 12.5 billion tons of freight valued at more than $13.1 trillion, about 65 percent and 73 percent of total freight weight and value, respectively. • Trucking’s freight volume was about 8.5 times higher than that of railed freight volume, the third- ranked freight mode. • Trucks carry the largest shares by value, tons, and ton-miles of all goods shipped in the United States. Trucking was the leading transport mode for all distances in 2020 by value, even for distances greater than 2,000 miles • In terms of tons, trucking was the preferred mode to destinations from below 100 miles and up to 749 miles. • Gravel, cereal grains and non- metallic mineral products, the second, third and fourth-ranked commodities by weight, are largely moved by truck. • Trucks carry $7.7 billion of freight, or 71 percent of the total top 10 freight value of about $10.8 billion. www.TankTransport.com FEBRUARY 2023 I TANK TRANSPORT TRADER 17

Cross Border Trading In U.S. trade with Mexico, trucking was the dominant mode in 2020, carrying 35 percent of freight weight. Substantial foreign direct investment in Mexico last year, particularly from the near-shoring of U.S. companies, will likely mean an increase in cross border trade flows, with trucking continuing its modal dominance, the report explains. This will likely mean a shifting of freight flows from U.S. coastal ports to the U.S.-Mexico border. Laredo, Texas, and Detroit, Mich., were the third and eighth largest U.S. gateways in terms of freight value in 2020, with trucks representing 22 percent and 36 percent of total freight trade in Canada and Mexico, respectively. In 2020, Texas’s border crossings alone had about 4.4 million inbound trucks. Asian Container Trades Improved U.S. East Coast connectivity to liner shipping networks have enabled the diversion of some Asian trade volumes from the U.S. West Coast to U.S. East Coast ports; in 2021 U.S. East Coast Asian container volumes exceeded U.S. West Coast Asian freight volumes. A shift of Asian container trades to East Coast ports encouraged a shift from intermodal rail transport to truck transport because distances from the East Coast are shorter to mid-west markets. Consequently, the average dwell time at major terminals increased for all major terminals for the eastern railroads while that for the western railroads did not increase as much or even decreased, reflecting the relative changes in the congestion level at the rail terminals in different locations. Amogy is a “pioneer of emission-free, energy- dense ammonia power solutions,’’ according to a company press release. “After integrating its technology into a 5 kW drone in July 2021 and 100kW John Deere tractor in May 2022, Amogy has quickly scaled its ammonia-to-power technology to 300 kW. Following an eight-minute-long fueling, the semi truck, having 900 kWh of total stored net electric energy, was tested for several hours on the campus of Stony Brook University. Later this month, the Amogy team will pursue a full-scale testing on a test track to showcase the truck’s performance under various real-world operating conditions.’’ This latest successful presentation “proves ammonia to be a viable, sustainable solution for the otherwise hard to abate heavy-duty trucking industries, which account for 23 percent of the total greenhouse gas emissions from transportation, according to the release. Decarbonizing heavy-duty trucking has been challenging, with alternatives like battery power lacking the energy density needed to replace diesel for larger vehicles and long-distance routes with minimal down-times. “Amogy’s ammonia-to-power system can enable the industry’s transition away from diesel-powered engines and to alternative fuel-to- power technologies,’’ according to company officials. “Unlocking ammonia’s potential, Amogy’s proprietary technology enables the on-board cracking of ammonia into hydrogen, which is then sent directly into a fuel cell to power the vehicle. Liquid ammonia has an energy density that is about three times greater than compressed hydrogen and it requires significantly less energy, making it cost-effective to store and transport.’’ Ammonia presents a path to a zero carbon-fuel value chain across all heavy duty transportation sectors thanks to existing transportation and storage infrastructure, analysts said. She’ll lead a division that services some of the nation’s largest retailers. “Over the past 15 years here at U.S. Xpress, Julie has honed her leadership, sales and operations skills,” Eric Fuller, chief executive, said in an internal message to employees, lauding her “proven track record of building high-performing teams and delivering excellent results.” Van de Kamp also previously served key positions in business development, pricing and sales. She’ll report to Justin Harness, president of its Highway Services division, part of an organizational structure that “supports our broader enterprise strategy,” Fuller said in the announcement. Van de Kamp takes over the post from Brandon Danneffel, who served the role for less than a year. He left the company for Indiana-based recreational vehicle manufacturer Newmar, according to his LinkedIn page. The realignment came with layoffs of up to 10 percent of its workforce and an annual savings plan that could cut $28 million yearly. U.S. Xpress is conducting an external search and also is considering internal candidates to fill Van de Kamp’s previous position. Robinson CEO leaves firm C.H. Robinson chief executive Bob Biesterfeld, who has been with the logistics giant for more than 20 years, has left the company through an involuntary termination, the company said in a securities filing. In his place, former C.H. Robinson board chair Scott Anderson was named interim chief executive, and the company began looking for a permanent replacement using the executive search firm Russell Reynolds. Biesterfeld, who also served as company president, stepped down on Dec. 31 and was terminated without cause on Jan. 1, according to the global transportation company. He is entitled to severance benefits. “Since joining Robinson in 1999, Bob has played an important role in positioning C.H. Robinson for long- term success, most recently leading the company through a challenging period, which included COVID- 19 and dealing with supply chain disruptions,” Anderson said in a press release. “We wish him all the best.” Biesterfeld took over the role as chief executive in 2019 after serving for about a year as chief operating officer. When Biesterfeld took over, former chief executive John Wiehoff lauded his successor’s deep industry knowledge and strategic vision. “He has been the driving force behind our digital transformation efforts, accelerating the pace of innovation and technology deployment across our platform,” Wiehoff said. But the company has encountered challenges recently. The Supreme Court denied review in June of a case involving a motorist who became quadriplegic. In November, the company announced about 650 layoffs. And C.H. Founded in 1973 as Stainless and Repair Inc. and later acquired by Hastreiter LLC, S&R manufactures various products, including dump trucks and municipal trucks. It also manufactures fire apparatus equipment such as pumpers, engines, tenders, rescue vehicles, and command vehicles. It also distributes trailer and truck- mount transportation tanks for dairy and other industries. S&R handles the repair and service work for all three groups as well as parts retail/ distribution. Snyder has 18 years of experience in the fabrication industry, four years in continuous improvement for food production and an additional 11 years in farm management. Prior to joining S&R, Snyder worked in various positions at A&B Process Systems, located in Stratford, Wis. The pool can be neutral (meaning open to all users) or dedicated to a single user. A dedicated pool is usually established by the leasing company for a specific customer’s use and is usually sourced off the ocean or rail terminal. • Direct Least Operation / Purchase / Long Term Rental Without a Chassis Pool In this scenario, a user either contracts directly with the leasing company to lease their chassis, or purchases a chassis directly from a chassis manufacturer for private use. This allows motor carriers, BCOs and others to operate independently of pools. Leases typically track a calendar period with the lessee paying daily for the length of the contract and assuming responsibility for all costs including the maintenance and storage of the units. The Latest Developments in Chassis Provisioning In an effort to ensure port users, including U.S. exporters and importers, truckers, railroads and ocean carriers, as well as the ports themselves, receive access to the most resilient, efficient and environmentally sound chassis within a large geographic area. Public-private partnerships are being established to create single- provider models that combines the best qualities of the current gray pools and proprietary operating arrangements. With a single provider utility-type pool, the pool manager controls the availability and quantity of chassis as well the overall quality of the chassis. Chassis rates are made available to pool users usually through a publicly available tariff. The single management entity ensures chassis availability that is responsive to swings in chassis demand as well as maintaining the quality and reliability of the chassis. The most recent example of this development is the announcement this year by major South Atlantic ports, OCEMA and CCM to develop the next generation South Atlantic Chassis Pool (informally know as SACP 3.0) of 60,000 units that will debut in Oct. 2023. OCEMA, the Georgia Ports Authority (GPA), Jacksonville Port Authority (JAXPORT), North Carolina State Ports Authority (NC Ports), and CCM are all signatories to the historic memorandum of understanding. The pool will be owned by a subsidiary of OCEMA and managed by CCM. CCM will be responsible as the single provider by way of long- term operational leases with the major leasing companies. A key part of the operational agreement are forward looking operating parameters that have been agreed with ports. The SACP will continue to be the largest fully interoperable chassis pool in the U.S., with over 75 locations in the states of Alabama, Florida, Georgia, North Carolina, and South Carolina. The success of this chassis provisioning model is largely dependent on the strength of the public-private partnership and the technology and management expertise of the pool manager. While chassis provisioning has evolved significantly since the advent of containerization, the trend continues to be open to several forms, including this homogenized, streamlined and cost effective model.
