It is more than a century since the days of Karl Marx, thegreat leader of the international working class and the authorof the scientific communist theory. Karl Marx made a greatcontribution to the liberation cause of mankind, and becauseof his immortal exploits his name is still enshrined in thehearts of the working class and peoples of all countries. Marx’s career was that of a prominent thinker andtheoretician, a great revolutionary. It was he who ushered inthe epoch of the international communist movement andmade a radical change in the struggle for the freedom andliberation of the working class and popular masses.Progressive mankind will remember for ever his brilliantcareer and great services to the sacred revolutionary cause forthe working class and other working people. Marx’s greatest contribution to mankind lies in the factthat he advanced Marxism which provided the working classwith a powerful ideological and theoretical weapon ofliberation struggle. The revolutionary idea of the working class emerges as thereflection of the demand of the times and the aspirations ofthe popular masses. In the first half of the 19th century capitalism developedrapidly in many European countries. As it flourished itharshly exploited and oppressed the working class. Therefore,the working class rose in the struggle against exploitation andoppression by capital. This struggle required a revolutionary idea and theory asits guideline. The requirement was met by Marx when he,

together with Engels, evolved Marxism which represented theaspirations and interests of the working class. Marx critically examined the contemporary progressiveideas and theories including the classic philosophy ofGermany, the classic political economy of Britain and theUtopian socialist theory of France, and analysed the con-tradictions of capitalist society. On this basis he clarified theprinciples of dialectical and historical materialism, advancedthe theories of surplus value, proved the inevitability of thedownfall of capitalism and the triumph of communism, andturned socialism from Utopia into science. Thanks to Marx’s outstanding contribution, the workingclass could have their own scientific world outlook for the firsttime, understand the law of social development and see theroad they should follow in attaining class emancipation andbuilding a bright new society. Basing himself on the analysis of the class relations ofcapitalist society, Marx defined that the working class was themost advanced and revolutionary class with a mission toabolish the domination of capital, put an end to exploitationof man by man once and for all and build a new, communistsociety. He elucidated that the struggle of the working classagainst the capitalist class would inevitably bring about thedictatorship of the proletariat. The Marxist idea on the classstruggle and the proletarian dictatorship served as a powerfulweapon in the struggle of the working class to attain classemancipation and realize communism. The establishment of Marxism was an epoch-makingevent in the revolutionary struggle of the working class. It ledthe working class and the labouring masses to a new era whenthey fought for freedom and liberation, for socialism andcommunism, with scientific revolutionary theory, strategy

and tactics. Marx not only provided the working class and otherexploited working people with the weapon for their liberationstruggle at the dawn of proletarian revolution, but also pavedthe way for it by personally taking part in the revolutionarystruggle. Marx energetically worked to link scientific socialism withthe working-class movement, and zealously struggled againstcapitalism for the liberation of the working class. Marx proved the need to form a vanguard detachment ofthe working class in their revolutionary struggle, and exertedgreat efforts for the building of a party. He organized theCommunist League and published the Communist Manifestowhich he drew up together with Engels. Thus he initiated thecommunist movement of the working class who fought underthe leadership of a revolutionary party with a scientificprogramme. The founding of the First International by Marxenabled the working class to wage the revolutionary strugglemore energetically, cementing international solidarity. The revolutionary cause of the working class has emergedvictorious through fierce struggles against all class enemies.From the outset the bourgeoisie and their servants resorted toevery means to exterminate Marxism with bitterest hatred. Inthe whole period of his revolutionary activity Marx un-compromisingly combatted bourgeois reactionaries and allshades of opportunists, thus defending the revolutionarycause of the working class and paving the way for its triumph. Long strides have been made in historical progress andradical changes effected in the appearance of the world sinceMarx’s days. Marxian doctrine has been inherited andapplied by the communists and revolutionary people of theworld, and Marxism has constantly developed.

Lenin took over the cause of Marx and propoundedLeninism by developing Marxism creatively to suit the newhistorical conditions in the period of imperialism and pro-letarian revolution. Thanks to Leninism the October SocialistRevolution emerged victorious and the first state of pro-letarian dictatorship was born. Marxism-Leninism, the work-ing class’s revolutionary ideology originated by Marx anddeveloped by Lenin, gave a strong impetus to therevolutionary struggle of the international working class andthe cause of the popular masses for liberation. Today socialism has triumphed in many countries of theworld and hundreds of millions of people in Asia, Africa andLatin America have freed themselves from imperialist andcolonial rule and oppression and are creating a new life. Thisis a great change made in the cause of communism, therevolutionary cause of the working class, and a historicvictory won by the communists, revolutionaries andrevolutionary peoples in many countries at the cost of theirblood. In a revolutionary movement of the working class, theleader plays the decisive role. As early as the initial period inthe history of the international communist movement thisvaluable truth was proved by the activities of Marx. If Marx,the first leader of the working class, had not foundedMarxism for the international working class, they would havegroped in darkness, not knowing their historic mission, norcould they have triumphed in their revolutionary struggles. IfLenin had not advanced Leninism, the theory, strategy andtactics of proletarian revolution in the age of imperialism, andaroused the Russian working class to struggle, the firstsocialist state in the world could never have appeared. As it was the case with the communist movement in the

past, so at the present and in the future, too, the revolutionarycause of the working class will advance triumphantly underthe guidance of the leader. In the days of Japanese imperialist colonial rule Marxism-Leninism heralded the dawn to the struggle of the Koreancommunists and people for national and social emancipation. In the early years of his revolutionary leadership in ourcountry, the great leader Comrade Kim Il Sung brilliantlypioneered the victorious path of the communist and national-liberation movements under the banner of Marxism-Leninism. Since revolutionary movements take place in differenthistorical backgrounds and on different specific scenes, thecommunists in each country must apply the general principlesof Marxism-Leninism in conformity with the conditions ofthe times and the specific realities of their country and developthe revolutionary theory in keeping with new requirements ofthe developing revolution. By founding the Juche idea while showing the road torevolution through a creative application of Marxism-Leninism to the realities of our country, the great leaderComrade Kim Il Sung paved the way to develop our revo-lution independently. In a nutshell, the Juche idea means that the masters of therevolution and construction are the masses of people and thatthey are also the motive force of the revolution andconstruction. Since the masters of the revolution and construction arethe masses of people, they should adhere to the position ofmasters in the revolution and construction and fulfil the roleas such. In order to adhere to the position of masters, the masses of

people should maintain an independent stand. The revolutionary movement is a struggle to defend theChajusong of the popular masses and, accordingly, it calls forthe maintenance of an independent stand. Only when theystick to this stand can the masses solve all problems arising inthe revolution and construction in their interests andsafeguard the right as masters in the revolution and construc-tion and discharge their responsibility. If they are to maintainan independent stand, they must implement the principle ofJuche in ideology, independence in politics, self-support in theeconomy and self-reliance in national defence. In order to fulfil the role as masters in the revolution andconstruction, the masses of people should maintain a creativestand. The revolutionary movement is a creative movement ofthe masses and, accordingly, it calls for the maintenance of acreative stand. Only when they adhere to this stand can themasses display their creative power to the full and find waysand means suited to the realities, thus pushing forward therevolution and construction with energy. For maintaining acreative stand, one should apply the principle of solving allproblems in keeping with one’s actual conditions on thestrength of the masses’ creative power. If we are to get the masses of people to adhere to theposition of masters in the revolution and construction andfulfil the role as such, we must direct our foremost attention totheir thoughts. The independent ideological consciousness of the popularmasses plays a decisive role in the revolutionary movementand, accordingly, this movement demands that we put stresson ideology. Only when we awaken and arouse ideologicallythe working masses, the masters of the revolution and

construction, can we rapidly ripen the revolution and activelycarry it out. In order to enhance the role of ideologicalconsciousness in the revolution and construction, we shouldimplement the principle of keeping ideological remoulding,political work, ahead of all other activities. The Juche-oriented stand and principles clarified by thegreat leader Comrade Kim Il Sung conform with the prin-ciples of the communist movement and Marxism-Leninism. The communist movement is a struggle for Chajusong, tofree the people from all forms of subordination and restric-tion; it is a movement waged by the communists and peopleindependently in accordance with their own conviction.Adhering to the standpoint of Juche in the revolution andconstruction fully agrees with this essential character of thecommunist movement. Now that the struggle for communismis waged with each national state as a unit, the adherence tothe Juche-based stand is more urgently demanded. If thecommunists successfully carry out the revolution in theircountry from the standpoint of Juche, they will be able tobetter contribute to the strengthening of the internationalrevolutionary forces and to the promotion of the victory ofworld revolution. Marxism-Leninism which clarified the working class’stheory, strategy and tactics of revolutionary struggle is not adogma but a guide to action. To adhere to the Juchestandpoint in the revolution and construction conforms withthe essential character of Marxism-Leninism as a creativedoctrine. Only through a correct application of Marxism-Leninism from the standpoint of Juche, can the communistsdisplay its might to the full and further enrich its treasurehouse by creating new revolutionary theories. In the course of leading the Korean revolution the great

leader Comrade Kim Il Sung gave scientific answers to allproblems arising in the revolution and construction on thebasis of the Juche idea and systematized the Juche ideology,theory and method in an all-round way. All his ideology,theory and method proceed from the Juche principles andembody them. In this sense, we call Comrade Kim Il Sung’sideology, theory and method the Juche idea. The Juche idea is a brilliant fruit of the great leaderComrade Kim Il Sung’s ideological and theoretical activitieswhich cover more than half a century; it is an ideological andtheoretical crystallization of the Korean revolution. TheJuche idea gives a full systematization of the thoughts andtheories which have been developed, enriched and newlyadvanced in the course of revolutionary struggle under thebanner of Marxism-Leninism, and it contains scientificanswers to new problems raised by the revolution andconstruction in our era. Only when we advance along the roadindicated by the Juche idea, can we overcome all shades ofopportunism and staunchly uphold the revolutionary prin-ciples of Marxism-Leninism, correctly solve all new problemsraised by the times and the developing revolution andbrilliantly accomplish the cause of communism. The history of the Korean revolution is a historyof the application and all-out victory of the great Jucheidea. By adhering to this idea as our steadfast guiding principle,we have been able to carry on victoriously the revolution andconstruction without any deviation. In accordance with the Juche-oriented line of armedstruggle put forward by the great leader ComradeKim Il Sung, our people waged a heroic anti-Japanesearmed struggle, defeated the Japanese imperialists and

achieved the historic cause of national liberation. Afterliberation they, under the wise leadership of the great leaderComrade Kim Il Sung, implemented the Juche-orientedrevolutionary line and thereby thoroughly carried out theanti-imperialist, anti-feudal democratic revolution in thenorthern half of the Republic and converted it into a powerfulbase of the Korean revolution. On this basis, they won a greatvictory in the fierce Fatherland Liberation War against theinvasion of the US imperialists. By applying the Juche idea wesolved most correctly all problems arising in the socialistrevolution and construction after the war and changed in ashort time our once backward country into a powerfulsocialist state which is independent, self-supporting and self-reliant in defence. Today our revolution is developing onto a new, highphase and a brighter vista is opened up before our people whoare advancing towards communism. Since the time the scientific theory of communism wasestablished by Marx, mankind has waged an uninterruptedstruggle to realize an ideal communist society, and todaycommunism is not a cherished desire which will come true in adistant future, but it is on the order of the day as a practicaltask. On the basis of Marxism-Leninism and the Juche idea, ourParty has solved correctly theoretical and practical questionsarising in communist construction, thus vigorously promot-ing the revolution and construction in accordance withscientific strategy and militant policy. Our Party set forth the theory on capturing the ideologicaland material fortresses of communism and the theory on theideological, technical and cultural revolutions and thusclearly elucidated the basic strategical objectives of commu-

nist construction and the ways of its realization. If we are to build a communist society, we must seize thematerial fortress of communism without fail. In other words,we must highly develop the productive forces to lay thematerial and technical foundations of communism and toestablish a single communist ownership. Only then can weapply the communist principle of “From each according tohis ability, to each according to his needs”, which Marx putforward a long time ago. In order to build a communist society, we must secure theideological fortress as well. That is to say, every member ofsociety should be revolutionized, working-classized and intel-lectualized to be a harmoniously developed communist man.People are the masters of society. So, only when they areeducated into comprehensively developed communist men,can they successfully build socialism and communism and runthe communist society properly. The people’s ideological and moral life and material lifeconstitutes two aspects of social life and the Chajusong of theworking masses should be realized in these two spheres. Inorder to realize the Chajusong of the popular masses com-pletely, therefore, we should attain both the ideological andmaterial fortresses of communism without fail. Our Party’s programme of modelling the whole society onthe Juche idea is a great programme for the building ofcommunism. It enables us to take the ideological and materialfortresses of communism with success by transforming men,society and nature in accordance with the Juche idea and fullyrealize Chajusong for the working masses. The ideological, technical and cultural revolutions con-stitute our Party’s consistent strategic line for mouldingthe whole society after the Juche idea and for building

communism. The line of these three revolutions represents the steadfaststand of our Party to complete the cause of socialism andcommunism. The victory of the socialist revolution and the establish-ment of the socialist system mark a historical turning point inthe revolutionary struggle of the working class, in ac-complishing the cause of socialism and communism. Butthese do not mean the completion of the revolution on anyaccount. With the establishment of the socialist system, classantagonism is abolished, but class distinctions still exist. Theclass distinctions in socialist society are those between theworking class and the peasantry, the two main friendlyclasses, and these distinctions emanate from the differencesbetween public and cooperative property, the two forms ofsocialist ownership. The establishment of the socialist system also brings abouta fundamental change in the character of labour, whichbecomes a matter of honour. But labour does not yet becomea primary requirement of life, and differences in labourremain. The differences in labour in socialist society findexpression mainly in the distinctions between physical andmental labour, between heavy and light labour and betweenindustrial and agricultural labour. The establishment of the socialist system wipes out thesources of exploitation and poverty once and for all, but thedistinctions still exist in the material and cultural standards ofthe members of society. The cause of various differences including class distinc-tions remaining in socialist society consists in the ideological,technical and cultural backwardness, the legacy of the old

society. Because of this ideological, technical and culturalbackwardness and various differences including class distinc-tions, the socialist society differs from the high stage ofcommunism and assumes a transitional character. Of course, this transitional character is not an essentialfeature of socialist society. The essential quality of socialistsociety is represented precisely by its communist character.This is because socialist society is based on collectivism, andcomradely cooperation and unity form the basis of socialrelations. Building and completing a socialist society is a process ofstrengthening the communist character of this society andovercoming its transitional character. This requires that allpolicies be carried out in consideration of and conformitywith both the communist and transitional characters of thissociety in building socialism. In view of the essential superiority and the characteristicsof socialist society, it is important to pursue a correct,unbiased policy which emphasizes political and moral incen-tives to the working people and properly combines these withtheir material incentives in socialist construction, whichactively puts into effect communist measures and adheresstrictly to the socialist principle of distribution according tothe quality and quantity of work done, and which correctlycombines the voluntary enthusiasm of the working peoplewith control of them. If a policy is formulated solely on the basis of thecommunist character of socialist society by ignoring itstransitional character, and vice versa, it may result in Leftistand Rightist errors. If we are to build a communist society by overcoming thetransitional character of socialist society, we must continue to

carry on the revolutions to abolish the ideological, technicaland cultural backwardness. The ideological, technical and cultural revolutions are thecontinuation of the revolution under socialism and itsadvancement to a new higher stage. The revolution forChajusong of the working class and working masses, whichstarted with the struggle to overthrow the old exploitingsystem, is carried forward to the struggle in socialist society toeliminate the ideological, technical and cultural backward-ness, the legacy of the old society, and is completed throughthis struggle. Only when we carry out these three revolutionswill we be able to abolish the ideological, technical andcultural backwardness and the incidental class distinctionsbetween the working class and the peasantry and the dif-ferences in labour and the material and cultural standards,and to meet all essential requirements of communist society. In carrying out the three revolutions our Party adheres tothe principle of giving definite precedence to the ideologicalrevolution and vigorously pushing ahead with the technicaland cultural revolutions simultaneously. Only when we give priority to the ideological revolutionwill we be able to remould the ideological consciousness of thepeople and turn them into communist men and successfullycarry out economic and cultural construction by giving fullplay to the revolutionary zeal of the working people. Unlesswe continue to intensify the ideological revolution, obsoleteideas may revive in the minds of people, capitalist ideas mayinfiltrate from the outside, and people’s revolutionary en-thusiasm may cool down gradually as they are freed fromworries about food, clothing and housing with the improve-ment of their standard of living. The neglect of the ideologicalrevolution will in the long run produce grave consequences in

the revolution and construction. Therefore, we must never slight the ideological revolutionbut ceaselessly intensify it in building socialism andcommunism. Our Party has given definite precedence to the ideologicalrevolution in revolution and construction, and energeticallystruggled to carry it out, bringing about a fundamentalchange in the ideological and moral qualities of the peopleand in their way of life. The whole society is pervaded with theJuche idea and is vibrant with a revolutionary way of life andwork. All our working people are struggling devotedly for theParty and the revolution, the country and the people and forthe society and the collective, with infinite loyalty to the Partyand the leader. But in order to educate and remould all members ofsociety into true communist men and stimulate their rev-olutionary enthusiasm ceaselessly, we must continue tointensify the ideological revolution. The main task confronting us today in implementing theideological revolution is to educate and remould all membersof society thoroughly into communist revolutionaries of theJuche type in keeping with the requirement of modelling thewhole of society on the Juche idea, and rouse the workingpeople vigorously to the revolutionary struggle and construc-tion work by activating their revolutionary zeal. We mustintensify the education of the Party members and workingpeople in the Juche idea and Party policy and tirelesslyeducate them in the revolutionary traditions and on commu-nist lines, so that they will think and act in line with ourParty’s intentions anytime anywhere, hate the exploiting classand their system, ardently love the socialist system andsocialist motherland, and struggle to carry out the cause of

socialism and communism. We must closely combine ideological education withrevolutionary practice to ensure that all the Party membersand working people accelerate production and construction,displaying a high degree of revolutionary enthusiasm andcreative initiative. While giving priority to the ideological revolution, wemust push forward the technical and cultural revolutions. Ours is an age of science and technology. Only by rapidlydeveloping science and technology, can we accelerate socialistconstruction, develop the national economy onto a new,higher stage and successfully improve the people’s standardof living and increase the nation’s strength. By dynamically promoting the technical revolution, ourParty has turned our once technically and economicallybackward country into an advanced socialist industrial statein a short time and made a great stride forward in putting allbranches of the national economy on a modern scientific andtechnical basis and freeing the working people from arduouslabour. But if we are to free our people completely from arduouslabour and provide them with a prosperous and cultured life,we must continue to push forward the technical revolution. An important task facing us today in carrying out thetechnical revolution is to rapidly make the national economyJuche-oriented, modern and scientifically-based. This is theonly way we can strengthen the independence of the nationaleconomy and lay firm material and technical foundations ofsocialism and communism. We must concentrate our efforts on scientific and tech-nological problems and those related to production that arisein making the national economy Juche-oriented and thus

solve the problems of raw materials, fuel and power moresatisfactorily by utilizing our domestic resources and improvethe structure of the national economy continuously. Vigorous efforts should be made in all branches of thenational economy to improve technology, introduce overallmechanization, automation and remote control into produc-tion and put agriculture on an industrial basis, therebymodernizing the national economy and freeing the workingpeople from arduous labour. Furthermore, we should rapidly develop science andtechnology and put production and management in allbranches on a new scientific basis and thus convert ournational economy into one which is highly scientific. At present an important factor in carrying out thetechnical revolution is to enhance the sense of responsibilityand role of scientists and technicians. Thanks to the Party’s correct policy of training nationalcadres, we have an army of scientists, technicians andspecialists numbering 1.2 million who are equipped with theJuche idea and the knowledge of advanced science andtechnology. If we properly mobilize these great forces whichare working for scientific and technological progress andeconomic development in the country, we will be able to solvecreditably any problems arising in the technical revolutionand economic construction. Scientists and technicians should firmly establish Juche inscientific research, intensify creative cooperation with work-ers and strive to resolve the scientific and technologicalproblems arising in making the national economy Juche-oriented, modern and scientifically-based. Along with this,their successes should be introduced promptly into allbranches of the national economy to prove their effectiveness

in production and construction. Now the economic situation in our country as a whole isvery good and we have a definite prospect for successfullycarrying out the magnificent programme of socialist eco-nomic construction put forward by the Party. Through thestruggle to implement the decision of the Sixth PartyCongress, the Juche character of industry has been furtherstrengthened and solid foundations have been built toattain the ten long-term objectives of socialist economicconstruction. The question depends upon the resolution and en-deavours of our functionaries and Party members. All functionaries, Party members and working peopleshould uphold the policy of speed campaign set forth by theParty and accelerate production and construction, therebyimplementing ahead of schedule the Second Seven-Year Planand the ten long-term objectives of socialist economicconstruction. The main object of carrying out the technical revolutionand accelerating socialist economic construction is to makethe country rich and strong and provide the people with anaffluent and cultured life. Steadily raising the material and cultural standards of thepeople is the supreme principle of our Party in its activity. We should further raise the people’s standard of living bystrengthening the country’s economic foundations and at thesame time effecting a great change in the production ofconsumer goods and public service. The cultural revolution is an important revolution whosetask it is to train our working people into comprehensivelydeveloped men and women and to satisfy their ever-increasing cultural needs.

By actively promoting the cultural revolution our Partyhas achieved brilliant successes in developing socialist culture.In our country the universal 11-year compulsory educationhas now been introduced, and all the younger generation arereceiving perfect secondary education. Progress in the work oftraining national cadres has resulted in the growth of an armyof intellectuals. The working people’s cultural and technicalstandard as a whole has been raised, and remarkable progressmade in ail fields of science, technology, literature, art andpublic health, etc. The central task of the cultural revolution at the presenttime is to intellectualize the whole of society. This is ourParty’s unique policy for developing socialist and communistculture. We should build up the existing centres for trainingnational cadres and at the same time increase the institutionsof higher learning and improve educational work in such away as to develop the educational system of studying whileworking. Besides, we should train all members of society to beharmoniously developed communistic people and raise con-tinuously the general standard of culture and knowledge ofthe society. We should further develop revolutionary litera-ture and art, and establish thoroughly the socialist way ofcultured life. The successful construction of socialism and communismrequires correct leadership. Marxism-Leninism advanced the theory on the system ofproletarian dictatorship and thus provided a guideline for theworking class in power to follow in leading the constructionof a new society. Our Party is leading socialist and communist constructionto victory by establishing the system and method of leader-ship over the revolution and construction, in keeping with our

country’s actual conditions on the basis of Marxism-Leninism and the Juche idea. The working-class party is the guiding force in the systemof leading the revolution and construction. As Marxism-Leninism teaches, the working-class partyis the highest organization of all the working-class or-ganizations. The great leader Comrade Kim Il Sung has always foundthe key to all success in strengthening the Party in the wholecourse of leading the revolution and construction and wiselyled the work of building the revolutionary Party of theworking class in our country. The revolutionary party of the working class in eachcountry should be built independently by the communists ofthat country. Under the leadership of the great leaderComrade Kim Il Sung, the Korean communists formedParty organizations on the principle of Chajusong in the daysof anti-Japanese revolutionary struggle and relied on them inleading the Korean revolution to victory. They themselvesresolved the problems arising in the building of the rulingParty after liberation. In view of the country’s specific conditions and thedemand of the revolution, our Party set forth the policy ofbuilding a mass-based party and widely recruited progres-sive workers, peasants and working intellectuals, whichhelped it in expanding its ranks rapidly. It continued toconsolidate its ranks organizationally and ideologicallyin the fierce struggle against the internal and externalenemies. We laid a particular emphasis on the establishment ofmonolithic ideological system as the basic line of Partybuilding and thus made the Party’s unity and cohesion

unbreakable, and strengthened and developed our Party intoa militant, revolutionary party with strong organization anddiscipline whereby all its members think and act in one andthe same way. Our Party has always regarded it as its noble mission toserve the people, defended their interests thoroughly, reliedfirmly on them and strengthened its kindred ties with themasses. At present our Party has won unqualified supportand trust of the people, and the latter wholly entrust theirdestiny to the former and are fighting staunchly under itsleadership. We are justifiably proud of the fact that we have built thesteel-like revolutionary Party whose members are firmlyunited in one and the same ideology and will around itsCentral Committee headed by the great leader ComradeKim Il Sung, the militant Party which has struck its rootsdeep into the masses of people and is in complete harmonywith them, pushing ahead vigorously with the revolution andconstruction. To strengthen the Party and enhance its leading functionsand role is important in socialist and communist constructionat all times. A socialist and communist society is a highlyorganized society, and for the correct management of such asociety there must be a guiding force with strong organizingpower like a party. We should build the Party in a far-sighted manner in viewof its place and role in carrying out the socialist andcommunist cause. To strengthen and develop our Party into the ever-lastingParty of Comrade Kim Il Sung, its founder and leader, is theconsistent stand our Party maintains in Party building. OurParty will admirably discharge its historical mission by

invariably having the great Comrade Kim Il Sung at thehead of the Party, taking the Juche idea as its guiding idea,resolutely defending its revolutionary traditions and holdingfast to its policies. We should establish more thoroughly the monolithicideological system in the whole Party, consolidate unremit-tingly the Party’s organizational and ideological foundationsand keep on building up its ranks. All Party organizationsshould strengthen work among cadres and Party members,regarding work among people as the basis of Party activity,and regularize and standardize Party life to temper their Partyspirit further and rally all sections of the masses closely behindthe Party through efficient work among them. Giving correct Party guidance to the revolution andconstruction is the Party’s important duty. The working-class party is a political organ of leadership,so its guidance of the revolution and construction should be apolitical guidance, a guidance given in conformity with Partypolicy. In the whole course of giving its guidance to therevolution and construction, our Party has paid close atten-tion to making sure that all Party organizations establish aunified control of work in their respective fields and units andstrengthen their political guidance, a guidance given to suitParty policy. What is important in the Party’s leadership over socialistconstruction is to ensure correct guidance of the ideological,technical and cultural revolutions. Our Party has improved its leadership of the threerevolutions in keeping with the requirements of the revolutionand construction at every stage. In step with the intensifyingideological, technical and cultural revolutions, our Partyfurther enhanced the militant functions and role of its

organizations and, at the same time, sent the three-revolutionteams composed of Party hard core and young intellectuals tofactories, enterprises and cooperative farms. It thus ensuredthat Party organizations and the teams vigorously promotedthe ideological, technical and cultural revolutions by theirunited efforts. By constantly intensifying Party leadershipover the three revolutions we will get these revolutions betterorganized and make them more active and bring about a newturn in their implementation. Socialist economic construction is an important revo-lutionary task for a working-class party in power. The workof the ruling Party should be aimed at efficient socialisteconomic construction, and success in Party work, too,should be manifested in the success of socialist economicconstruction. Today our national economy has attained a high level ofdevelopment and its potentialities are enormous. This re-quires further to strengthen Party leadership over socialisteconomic construction. Party organizations should firmlytake economic work in hand and actively push it forward;they should give efficient assistance to the economic func-tionaries so that they organize economic work and directproduction in a responsible way, with the attitude befittingmasters of the revolution. If we are to build socialism and communism successfully,we must strengthen people’s government as the weapon andenhance the role of the state and economic bodies. Guided by the Marxist-Leninist theory on the proletariandictatorship, our Party established the people’s governmentby creatively solving the question of state power to suit theconditions of a new era and thus contributed to enriching thehistorical experience of proletarian dictatorship.

People’s government is a new type of the proletariandictatorship which was born as required by the law of therevolutionary movement of the working class. Socialist and communist revolution has made steadyprogress over a century and rallied under its banner not onlythe working class but also broader sections of the workingpeople. In our time people from all walks of life includingworkers and peasants have come to participate in therevolutionary movement led by the working class. What ismore, in those countries which, like ours, were formerlyimperialist colonies or semi-colonies, broad sections of themasses such as peasants, working intellectuals and smallpropertied class under the leadership of the working class arenot only participating in the anti-imperialist revolution fornational liberation, but have accepted socialism and aretaking the socialist road. The people’s government was therequirement of these historical conditions in which the socio-political basis of proletarian dictatorship extended beyondcompare. In accordance with the Juche-oriented line of building thepeople’s government which the great leader ComradeKim Il Sung defined during the period of the anti-Japaneserevolutionary struggle and put into effect in the guerrillabases, our Party destroyed the colonial ruling machines of theJapanese imperialists and established the people’s govern-ment immediately after liberation. Relying on this govern-ment, the Party carried out the anti-imperialist, anti-feudaldemocratic revolution and socialist revolution. Today it issuccessfully building socialism. In order to fully realize the revolutionary cause of theworking class, the cause of socialism and communism, thepeople’s government should be constantly strengthened.

In each period of revolutionary development our Partytook measures to strengthen the people’s government andenhance its functions and role in conformity with newcircumstances and requirement so that the people’s govern-ment could take its roots deep amongst the broad sections ofpeople and carry out its task satisfactorily. Today ourpeople’s government fulfils its functions and plays its rolecreditably as the weapon for the revolution and construction,as the champion of the freedom and right of the people and asthe defender of the country and the revolution. It enjoys thedeep trust and love of all the people. In the future, too, we must continue to strengthen thepeople’s government. We should firmly build up the people’s committees at alllevels and state and economic bodies with fine workers whoare faithful to the Party and enjoy the confidence of the peopleand make sure that they carry out their tasks as the servants ofthe people. All the officials of state and economic bodies should havea strong Party spirit, working-class spirit and serve-the-people spirit and devote all their wisdom and energy to thework of providing the people with a more bountiful andcultured life. Ensuring proper guidance and management of thenational economy is an important task of the state andeconomic institutions. The socialist economy can be successfully managed anddeveloped rapidly only under centralized state leadership. The state and economic bodies should constantlystrengthen centralized guidance of the economy as requiredby the reality of the developing socialist economy. Inparticular, the superiority of the Juche-based socialist eco-

nomic management system with the Taean work system as itsmain content should be brought into full play. The Taean work system is the best economic managementsystem which accords with the intrinsic nature of the socialistsystem. It is a Juche-based form of economic managementwhich renders it possible to thoroughly implement the massline and run the economy in a scientific and rational wayunder the collective leadership of the Party committee. Thestate and economic bodies should keep a firm hold on thiswork system and steadily improve economic managementand ensure the planned and proportionate development of thenational economy and a high rate of growth in production. The people’s government is a great creation of ourrevolution which was carried on under the banner ofMarxism-Leninism and the Juche idea. It is the most dem-ocratic and popular revolutionary government conformingwith the demand of our time and the actual condition of ourcountry. Our Party and people will take firm hold of thepeople’s government whose superiority and invincible vitalityhave been confirmed in the protracted struggle for therevolution and construction, and will defend the revo-lutionary gains from the encroachment of the enemy andbuild socialism and communism successfully. Working people’s organizations are the reliable assistantsto the Party in realizing the cause of socialism andcommunism. In socialist society the working people’s organizations arethe organizations for the ideological education of the broadmasses and peripheral organizations of the Party. In socialistsociety where the working class and other working people arethe masters of the country, the working people’s organiza-tions perform the duties of educating the masses and rallying

them around the Party and of organizing them for thefulfilment of the revolutionary tasks set forth by the Party.Only by enhancing the role of these organizations in socialistsociety, is it possible to strengthen the ties of kinship betweenthe Party and the masses of different social strata, efficientlymobilize them for the revolution and construction, unite allthe working people in organizations and educate and trainthem through organizational life and thus display the mightof socialist society. Our Party correctly defined the mission and duty of theworking people’s organizations in each stage of revolutionand made them enhance their functions and role. It re-organized the working people’s organizations and improvedtheir system and method of work in keeping with the newcircumstances and conditions where the socialist revolutionemerged victorious and the socialist system was established tomake these organizations perform properly their role as thoseof ideological education. In particular, our Party directed great efforts to thesolution of the youth problem by strengthening the work ofthe League of Socialist Working Youth. The youth problem is a very important problem whichdecides the success in the revolution and construction and thefuture destiny of the nation. The youths are a mighty force inthe building of a new society and the successors to therevolution. So only by preparing them well politically,ideologically and morally, can the revolution and construc-tion be stepped up vigorously and the eternal prosperity of thenation and the ultimate victory of the revolution be firmlyguaranteed. It is necessary, therefore, to improve the work ofthe League of Socialist Working Youth so that it can trainbroad sections of young people organizationally, educate

them in a revolutionary way and lead them to play the role ofshock-brigade in the revolution and construction. Our Party channelled great efforts into youth work, thework of the LSWY. As a result, our youths creditably fulfilledtheir honourable duty of shock-brigade in each stage ofrevolutionary development, taking the lead in tackling ardu-ous and difficult work. They are now displaying mass heroismon all fronts of socialist construction and firmly defending thecountry. Our Party and people are highly proud that theyhave revolutionary, organized and heroic youths. We should enhance the role of all working people’sorganizations including the LSWY, so as to rally the massesfrom all social strata more firmly around the Party andencourage them to struggle to carry out Party policy with alltheir energy. In keeping with their characteristics, theseorganizations should work efficiently among their membersand strengthen their organizational life and ideologicaleducation, thus constantly revolutionizing and working-classizing them, and encouraging them to actively participatein socialist economic construction and make collective inno-vations in all places. What is also important in the leadership of the revolutionand construction is to ensure that all officials acquire therevolutionary method of leadership and apply it thoroughly. The essential requisite to the revolutionary method ofleadership is to carry out the revolutionary mass line. It is thekey to all problems to correctly organize and activate themasses who are the masters of the revolution and construc-tion and carry them out directly. Officials must thoroughlyprotect the interests of the people, serve them devotedly,educate the working people and learn from them and mobilizethe masses in solving all problems. This is a principle they

must observe. To ensure that officials work by firmly relying on themasses, the struggle to improve the method and style of workshould be intensified among them. It is of particular impor-tance in the building of a ruling party to improve officials’method and style of work. If the working-class party comes topower, some officials may show bureaucratic and adminis-trative inclinations to solve all problems by the use of theirauthority. This may lead to such serious consequences as tohamper the implementation of Party policy and divorce theParty from the masses. From the first days of its seizure of power our Partyattached great importance to improving officials’ method andstyle of work and always paid close attention to this. Inparticular, our Party has made strenuous efforts to opposebureaucracy and establish a revolutionary work method andpopular work style, among all officials including those of theParty and people’s government bodies. The basic policy followed by our Party in improving thework method and style of officials is to implement the anti-Japanese guerrillas’ way of work and the Chongsanri spiritand method initiated by the great leader ComradeKim Il Sung. All officials should fully grasp the glorioushistory of leadership of the great leader ComradeKim Il Sung, and learn from the revolutionary workmethod—the leader’s method of work—created and bril-liantly exemplified by the leader. Thus they will preparethemselves to be true workers who dedicate their all to thegood of the people and to be competent revolutionary leadingofficials who successfully carry out the revolutionary tasks inhand by depending on and arousing the masses. Today we are confronted with a momentous task to step

up socialist construction in the northern half of the Republicand, at the same time, reunify the divided country andestablish national sovereignty across the country. Owing to the policy of occupation and subjugationpursued by US imperialism for nearly 40 years, south Koreahas now turned into a complete colony whose sovereignty wastrampled down, and where the people are subjected to all sortsof disasters and miseries. For the purpose of maintaining theircolonial fascist rule, the US imperialists and their lackeysfostered the flunkeyist idea of worshipping, fearing andsubmitting to America throughout south Korea. Such beingthe case, only when flunkeyism is opposed and Jucheestablished firmly can the awareness of national independ-ence be raised among the south Korean people and can theybe roused to determined anti-US struggle for independenceand powerful anti-fascist struggle for democracy. Upholding the banner of the Juche idea, our Party willaccelerate socialist construction and intensify the struggle forthe independent reunification of the country, thereby es-tablishing national sovereignty throughout the country andconsummating the revolutionary cause of Juche in this land assoon as possible. The important task at present in completing the rev-olutionary cause of the working class pioneered by Marx is tooppose imperialism and promote the cause of independ-ence for the world. The struggle against capitalism and imperialism which haslasted for a long time on the international arena is still goingon and is getting more intense. Capitalism and imperialismare the last exploiting systems which trample upon theaspiration of the masses for Chajusong in human history, andare the most ferocious oppressive systems which combine

class domination with national oppression. Imperialism hasnow turned into modern imperialism based on state mo-nopoly capitalism, and it has become more aggressive andbrutal than ever before. It is flagrantly challenging theoppressed popular masses in their cause of national liber-ation, independence and socialism. The imperialists areclinging to neo-colonialism and obstinately pursuing thepolicy of plundering and subjugating other nations by morecovert and crafty methods. US-led modern imperialism,though on the decline, is making desperate efforts to saveitself from ruins. Particularly, as the general crisis of capital-ism deepens, the imperialists are not only repressing harshlythe revolutionary advance of the working class and theworking masses in their own countries, but also intensifyingthe acts of aggression and subversion against socialist coun-tries and the international communist movement under theheading of “anti-communism”. So long as imperialism exists, domination and plunder willnot cease, and as long as imperialist domination and plunderexist, there is bound to be the revolutionary struggle of theworking class and the masses of people to oppose them. If imperialism is to be ultimately destroyed and the victoryof the world revolution is to be won, the anti-imperialist, anti-US struggle should be intensified. Apart from this struggle itwould be inconceivable to win and consolidate nationalindependence, hasten the victory of socialism and commu-nism, prevent war and ensure world peace and security. What is of primary importance in strengthening the anti-imperialist, anti-US struggle is for socialist countries andCommunist and Workers’ Parties to maintain an anti-imperialist stand and intensify the struggle against inter-national imperialism.

The socialist forces and the international communistmovement are the most powerful revolutionary forces of ourtime which are opposed to imperialism and all other re-actionary forces; they are the decisive factor that frustratesthe imperialist policy of war and aggression and pushesforward the revolutionary struggle of the world’s people. If they are to fulfil their noble mission, the socialist forcesand the international communist movement must achieve theunity and cohesion of their ranks. Unity is the most powerful weapon of the working class.From the first days of its appearance on the arena of history,the working class has always treasured unity as the mostvaluable weapon in the struggle against international capital,and paved the way to victory on the strength of unity. Stilltoday the anti-imperialist struggle and other common taskscan be successfully carried out only when socialist countriesand Communist and Workers’ Parties pool their strength andclosely cooperate with each other as class comrades-in-armson the basis of mutual respect and Chajusong. On the occasion of the 165th birthday and the centenaryof the death of Karl Marx, the Communist and Workers’Parties of many countries affirmed that under the banner ofMarxism-Leninism they would struggle to liquidate imperi-alism and colonialism, win the working-class power and builda new society free from exploitation and oppression andaccomplish the cause of socialism and communism. Thisconstitutes the fundamental conditions which make itpossible to unite the socialist countries and Communist andWorkers’ Parties in a single bond of class brothers. There may be differences among fraternal parties andcountries, but these emanate from the disparities in views onthe lines and ways of realizing the common purpose and ideal;

they are by no means identical with the contradictions amongdifferent states and social systems or the conflicting interestsof hostile classes. Socialist countries and Communist andWorkers’ Parties have more communities than differences;and communities are of primary importance while differencesarc of secondary nature. They should attach prime impor-tance to unity and subordinate everything to this; they mustset great store by common denominators and settle dif-ferences in the spirit of mutual understanding and comradelycooperation. If socialist countries and Communist andWorkers’ Parties make sincere and persevering efforts, theywill defend unity and strengthen solidarity. If the might of socialist forces and the internationalcommunist movement is to be indestructible, it is necessary tostrengthen each of the national units while ensuring unity andcohesion. Socialist forces and the international communistmovement can increase their strength as a whole only byreinforcing each of the national units and by pooling theirefforts. Communist and Workers’ Parties should, first of all, carryout their own revolutions successfully and, to this end, theyshould adhere to Chajusong. Communists should shape their policies independently inkeeping with the specific realities of their own countries andsolve all the problems arising in the revolution and construc-tion on their own responsibility. Only then can they developthe revolutionary struggle and construction work. At the present time the revolutionary struggle of theworking class goes on within each unit of different nationalstates which have diverse socio-historical conditions, andthese nations differ from each other in their revolutionarytasks. These realities urgently demand that the communists of

each country stick to Chajusong and responsibly carry outtheir own revolution.Chajusong is the basis for the strengthening of proletarianinternationalism. Internationalist unity is unity among thepeoples aspiring to Chajusong; it aims at eliminating all formsof domination and subjection and realizing Chajusong.Unless it is based on Chajusong genuine and durable unitywill be impossible, nor will national and international dutiesbe performed in good faith. It is particularly important that the countries where theworking class has assumed power hold fast to Chajusong andbuild socialism and communism successfully. The parties ofsocialist countries should map out their policies in keepingwith their own specific situations and develop their economyand culture and increase self-reliant defence capabilities byenlisting the efforts of their own people and their ownresources. This alone enables them to discharge their respon-sibility to their people and the international working class. The anti-imperialist, national-liberation democratic rev-olution should be carried out thoroughly and the buildingofanew society accelerated in those countries which were coloniesand semi-colonies in former days. This is of tremen-dous importance in destroying imperialism ultimately andmaking the whole world independent. In an attempt to subjugate newly-independent countriesagain, the US imperialists are now bringing massive aggres-sive forces into the major zones of resources and areas ofstrategic importance under the pretext of “protecting conces-sions” and “security”, and are making frantic efforts to takehold of the third-world countries politically, economicallyand militarily in the guise of “cooperation” and “protection”. Under the banner of anti-imperialism and anti-

colonialism the Asian, African and Latin-American peoplesshould wage daring struggles to oppose imperialism anddefend Chajusong, and thus carry out the tasks of anti-imperialist, national-liberation revolution thoroughly. Thepeoples of different parts of the world which are still under thecontrol of imperialism, colonialism and racism, should con-duct all manners of vigorous revolutionary struggles includ-ing armed struggle to drive out imperialists and achieve thedecolonization and independence of their countries. Theworld’s progressive people should actively support andencourage them in their struggle both morally and materially. The peoples of newly-independent countries which castoff the yoke of imperialism should get rid of the political andeconomic foothold of foreign imperialists and domesticreactionary forces, strengthen the revolutionary forces, set upa progressive social system and build an independent nationaleconomy and national culture. This is the only way tosafeguard the revolutionary gains, achieve the prosperity ofthe country and the nation and contribute to the commoncause of the world’s people who are struggling to destroyimperialism. An important task today in opposing imperialism andbuilding an independent new world is to strengthen anddevelop the non-aligned movement. The non-aligned movement is a progressive movementopposed to all forms of domination and subjection andaspiring for Chajusong; it is a mighty revolutionary force ofour time which stands against imperialism. In order tostrengthen and develop this movement all non-aligned coun-tries should strictly observe its fundamental principles andmaterialize political unity and economic cooperation. Theyshould abide by the principle of complete equality and

noninterference in each other’s internal affairs and unite witheach other to counter imperialist aggression and interferenceby joint efforts and should fight resolutely to institute a newinternational economic order. The most important task confronting the progressivemankind of the world at the present time is to check and foilthe imperialist moves towards aggression and war andsafeguard universal peace and security. The present international situation is very complicatedand strained. The danger of war is growing in all parts of theworld, and peace and security are seriously menaced. With a view to realizing their ambition for world domi-nation, the US imperialists are working to unleash a thermo-nuclear war and plunge mankind into the holocaust of war.While reinforcing armed forces and keying up the tension inthe Middle East, they are making preparations for a new warof aggression against the Arab people, and opposing thepeople’s struggle for national liberation and the building of anew society and disturbing peace and security in Africa, too.They are committing armed intervention against the peoplewho are struggling for freedom and independence in CentralAmerica, and intensify military threat and subversion andsabotage against progressive countries. They are attemptingto increase nuclear weapons in a big way in Europe, thusgreatly aggravating the situation in this region. The US imperialists are bent on undisguised moves tospark off another war particularly in Korea. In an endeavourto grab south Korea as a colonial foothold in Asia, as abridgehead for their aggression on the continent and fulfiltheir aggressive ambition, they have brought to south Korea alarge number of nuclear weapons and other means of massdestruction and turned south Korea literally into a huge

powder keg, into a base for nuclear war. Due to the new war provocations perpetrated by USimperialism in many parts of the world, mankind is now facedwith a vital problem of another world war or peace. The present situation demands that whoever desires thesecurity and peace of humanity should unite, irrespective ofpolitical views, religious beliefs and social institutions, andrise up in the fight to thwart US imperialist war moves anddefend world peace. To achieve the unity of anti-imperialist, independentforces affords the decisive guarantee for halting and foilingimperialist moves for aggression and war, bringing aboutdurable world peace and building an independent new world. The socialist forces and the international communistmovement, national-liberation movement, democratic move-ment, the non-aligned movement and all other progressiveand peace-loving forces of the world should form an anti-USunited front and administer collective blows at US imperi-alism to prevent it from acting recklessly. All the anti-imperialist, independent forces should fight resolutely tocheck and frustrate the imperialists’ frantic arms buildup andwar preparations, abolish US imperialists’ military bases inother countries, withdraw the US troops and nuclearweapons and other means of mass destruction, dissolvemilitary blocs, create and expand nuclear-free, peace zones inmany parts of the world and realize universal and completedisarmament. Under the banner of anti-imperialism and independencethe Workers’ Party of Korea and the Korean people willfirmly unite with the socialist countries, the internationalworking class, the non-aligned nations and all the progressivepeople the world over, actively struggle for the victory of the

Korean revolution and the world revolution and creditablydischarge their national and international duties. The cause of socialism and communism pioneered byMarx will emerge victorious without fail, and the ideal societyof mankind where the Chajusong of all peoples are fullyrealized, will surely come. As in the past, so also in the future, our Party and ourpeople will dynamically struggle to hasten the resplendentfuture of communism, holding aloft the revolutionary bannerof Marxism-Leninism and the Juche idea. Invincible is the just revolutionary cause of our peoplewho are struggling vigorously, rallied closely around theParty Central Committee headed by the great leaderComrade Kim Il Sung.
