Medlock Vale is a highly diverse ward, with a growing Asian population in the west of theward, Coppice and Hathershaw. However, there is a large white population of people inthe east, Fitton Hill (Oldham Council, 2016).• overall population 13,102• male 49.7%• female 50.3%• 61.5% white• 22.8% Pakistani• 6.9% Bangladeshi• 8.8% other (non-white)(Oldham Council, 2011)

Medlock Vale is below the average income household in Oldham asthere is a high dependency on benefits, due to being out-of-work.• Employed full time 32.5% Medlock Vale• Employed part time 13.8% Oldham overall• Self employed 7.2% (Oldham Council, 2011)• Employed full time 36.6%• Employed part time 13.9%• Self employed 7.8%

Medlock Vale – 16.2% receive out-of-work benefits• Aged 16-64• Unemployment – 3.6%• Employment Support Allowance (ESA) – 9.9%• Lone Parents claiming Income Support – 2.1%• Other – 0.6%• Altogether claimants – 16.2%(Oldham council, 2015)

Services that Medlock vale provide are schools (primary and secondary),independent schools, housing and children centres. There is around 4 primaryschools in Medlock vale, 1 secondary school and 1 independent school. There isonly 1 children centre at Medlock vale which can have a negative impact onchildren, as there is only 1 children centre and could be hard for some children toaccess the service. Also, this applies to having access to a secondary school andindependent schools in the Medlock area as there is only 1 available for each ofthose in the Medlock vale area.

What is a Troubled Family?• Crime• Anti-social behaviour (phase one 2012-2015)• Truancy• Unemployment• Families with multiple problems• Expanded from ASB, crime, truancy to domestic violence and abuse• Parents or children with range of health issues• Adults out of work, leads to possible risk of financial exclusion• Children who need help, such as child protection planThis will affect troubled families as, they have less school in the area which will make it difficult for troubledfamilies to gain admission as there is only 1 secondary school and some children who are known as thetroubled families may have children who are bad behaved due to suffering difficulties at school and mayresult them in having bad grades which, may make it difficult for the child to get a place in the Medlockschool. The positivity of having 4 primary school in the area is that there are more options for the youngerchildren, when it comes to applying for a primary school.

Having 1 independent school may have a disadvantages because the school may need to close down ifthere is not enough funds from the donations therefore, the children who go to the independent school willfind it difficult to get into another independent school because there is no more in the Medlock areabecause, the parents may want their children to go to another independent school because they understandthat their children are used to the independent school and they will find it difficult to understand how aschool run by the government is like and their social skill may lack, so may not be able to adapt thereforecould result in poor progress. Children may have to travel far to go to another independent school making itdifficult for children and the parents. If the school closes down the children’s suffer in their education andcould find it difficult to adapt to another school, especially if the parents decide to send the children to aprimary school run by government as they will have to learn how to adapt in a school which is notindependently run. The good thing about Medlock vale is that there are 4 primary schools which allow more of an option for parents when it comes to selecting a school for their child. The positivity about this is that the primary schools are spaced out which allows children to easily access the primary school due to the schools being local however, there are not many primary schools around the west side of the Medlock vale which means it will be difficult for those who live around that area to access the primary schools therefore will have to travel far to get to their children to primary schools in Medlock vale.

Partnerships in Oldham that share an ambition to see the greatest and fastestpossible improvement in the health and wellbeing of the residents by 2020.This improvement will be achieved by:• Supporting people to be more in control of their lives• Having a health and social care system that is geared towards wellbeing and the prevention of ill health• Access to health services at home and in the community• Social care that works with health and voluntary services to support people to look after themselves and each other (Oldham Council, 2016)

The council and NHS partners across Greater Manchester are also helping in order totransform:• The way we work as commissioners and providers of services• How the public engage with their own health• The public’s expectations of public servicesThese changes will mean people in Oldham and Greater Manchester are less dependenton public services and will reduce demands on services, to the point where a moreefficient and effective health and social care system is able to provide the best treatmentand care, while maintaining a financial balance. The ambition is to ensure that servicesare complementary, work with people’s own resources and are committed to achievingthe best possible outcomes for people in Oldham.The main focus that everyone is working towards is the implementation of this Plan andits major interventions outlines, ensuring we understand their cost and effectiveness.

The Oldham Locality Plan links to Medlock Vale as it will help improve the wellbeingand health of the residents in this area.As identified many residents are dependant on the services around the area andmaintain living on the benefits provided, therefore if help is around for those that wantto be less dependant on services, this plan will help see those changes.Also as there is not many health services in this area, having the help from home andaround the community will be a bonus for the residents.As the plan focuses on social care that works with health and voluntary services tosupport people to look after themselves and each other, this will help those in theMedlock Vale area improve their own lifestyle and possibly employment options.
