THE VOICE FOR THE UK’S DISTRICT ENERGY SCHEMESWelcome to this issue of the DE Journalfollowing another exciting month whichincluded our main event of the year, our AGMand Conference. Firstly a big thanks to thoseof you who took the time to attend this event. Ithink we can all agree it was a great successand thank you to those members who gavefeedback following the event, this is reallyappreciated as it was a lot to work over the lastfew months.It was also great to catch up with so many of you on the day and apologies to those of youChris and I didn’t manage to catch up with in person.We will shortly be sending an e-mail to all members regarding next year’s AGM both interms of content and the arrangements for the day so please look out for this as there aresome key issues that we all need to consider moving forward.Also in September I visited Copenhagen to speak at the Danish Board of District Heating’sannual conference (funded by DBDH) which was a very interesting event. The event wasactually smaller than our AGM and Conference which surprised me, but that is because theDBDH is the commercial association which is largely formed of product suppliers andconsultants and the Danish District Heating Association is the body which represents theLA’s who are the main owners and developers of schemes in Denmark. I understand thatthe DH Association’s conference takes place over two days with around 2,000 delegateswith all presentations etc.. in Danish. To me this demonstrates the slightly dysfunctionalarrangements in Denmark where there is clearly a lot of knowledge but this is largelycontained within organisations who have no ability to fund or have an interest in schemesoutside of their LA area and therefore the ability for the Danish to really use this knowledgeand expertise more widely is largely trapped within their country. A fascinating insight into avery different approach to developing district energy schemes than has taken place in theUK to date.Finally you will have seen our Information Note on the Clean Growth Strategy which waslaunched in October. Whilst my perception, rightly or wrongly, is that this document is muchmore for the Government’s benefit than ours, because they have the legally binding targetsto meet, it did really for the first time clearly show that in all future scenarios they see DistrictEnergy playing a key role with their projections showing that by 2050, 17% of heat used ourhomes will come from a heat network. This has to be great news for our industry as aclearly stated direction of travel, but it would be great to have a time machine to quickly seeif this does become true and if not why not ! ! 2

12 BEIS News Government confirms up to £557 million for new renewable energy projects Government confirms up to £557 million for next clean electricity auctions for less established renewables ahead of the launch of the Clean Growth Strategy. Last auction saw cost of offshore wind halved and secured enough renewable capacity to power 3.6 million homes. UK decarbonising faster than any other G20 nation. Energy Minister Richard Harrington confirmed today (11 October 2017) that up to £557 million will be made available for less established renewable electricity projects as part of the government’s Clean Growth Strategy, to drive economic growth and clean up the energy system. Since 1990 the UK’s emissions are down by more than a third while the economy has grown by two-thirds. Low carbon generation provided more than half (52%) our electricity this summer, according to National Grid, while PwC analysis shows the UK decarbonising faster than any other G20 nation. The Clean Growth Strategy, which will be published this week, will build on this success and ensure Britain remains a global leader in the move towards a low carbon economy. It will ensure the whole country can benefit from new technologies, jobs and businesses that are good for consumers, the environment and the economy. These projects will generate nearly 3% of UK electricity demand. Two offshore wind schemes won contracts at record-lows of £57.50 per megawatt hour (MWh). This puts them among the cheapest new sources of electricity generation in the UK, joining onshore wind and solar, with all three cheaper than new gas, according to government projections. The offshore wind schemes are also close to being subsidy-free: the Department for Business, Energy and Industrial Strategy (BEIS) expects wholesale power prices to average £53/MWh in the period from 2023 to 2035, covering the bulk of their 15-year contract period. The auction results shift the conversation, from renewables being expensive, towards how cheap, variable zero-carbon power can be integrated into the grid, while maintaining sufficient supplies of power throughout the year. UK government launches a taskforce to make Britain a global hub for green financeThe government has set out a plan to establish a taskforce aimed at accelerating the growthof green finance in the UK.Speaking at the opening ceremony of Climate Week in New York, climate change ministerClaire Perry said the UK aims to be a global hub for green finance, and proposalsannounced today include developing the world's first green financial management standardswith the British Standards Institute. Feel free to contact usat [email protected] Legal Spotlight This month's Legal Spotlight deals with a member's question as to whether system replacement/improvement costs such as replacement of radiators and/or pipework can be included as part of the costs for heating charged by a heat supplier to a homeowner connected to a district heating network. District heating networks are considered by the Government as \"one of the most cost-effective ways of reducing carbon emissions from heating\" especially as heat networks grow and get connected to oneanother. Heat networks also form part of the Government's plan to cut heating bills for bothdomestic and non-domestic customers.However, to date, the district heating market remains a largely unregulated market offeringvery little visibility on how heat prices are calculated. Currently, there is no publicallyavailable database comparing heat prices and limited regulation, guidance and informationon how heat customers should be charged. Heat suppliers are currently not obliged topublish any price data or share pricing information with third parties.Due to the largely unregulated heat markets, the question of what is and what is notincluded in the overall heat price charged by a heat supplier to an end consumer and whattypes of costs can be passed on to the end consumer is a complex one.Driven by the EU Energy Efficiency Directive 2012/27/EU, the Government attempted toaddress this lack of clarity and regulation through the implementation of the largelypositively received Heat Networks (Metering and Billing) Regulations 2014 as amended bythe Heat Networks (Metering and Billing) Amendment Regulations 2015 (the “HeatRegulations”). 21
The Heat Regulations prescribe that a heat supplier must not charge the customer forproviding bills or billing information unless in exceptional circumstances. Heat pricing,especially to domestic customers should be transparent and easily comprehensible. Forexample, bills should show consumers' heat costs, sometimes called a unit chargeseparately from any standard charges such as management fees, maintenance or utilityservices costs.When setting heat prices, heat suppliers should also carefully take into considerationexisting consumer protection mechanisms under the Consumer Protection from UnfairTrading Regulations 2008 which govern misleading and unfair commercial practicestowards consumers.The Government has also endorsed various industry-led initiatives by the Heat Trust andthe CIBSE Code of Practice which also aim to improve consumer protections and technicalstandards.The Heat Trust has developed rules which set a common standard of quality and customerservice within the heat network The Heat Trust has also developed a heat cost calculator(http://heattrust.org/index.php/test-the-comparator) to assist residential customers incalculating their heat costs based on an estimated price of heat for an individual house.The Heat Trust has also provided some guidance to heat suppliers in respect of what canand cannot be included in a heat bill. Within Heat Trust's heat calculation, boilerreplacement, repair and maintenance is included within the overall heat cost.\"For a property on a district heating network, all the costs associated with heating a homeare typically within a single heat bill. This includes the cost of the fuel (e.g. gas, biomass),repair, servicing and maintenance costs, and metering and billing costs.\"(http://heattrust.org/index.php/faq)In respect of equipment replacement or maintenance costs heat suppliers first need toconsider whose responsibility the replacement, repair or maintenance of the heat networkequipment is. Members’ News4th Generation DHC: using waste heat for sustainable comfort of Roosendaalresidents with prefabricated networksThe residents of the Nieuwe Wipwei district in the Dutch city of Roosendaal will soon becomfortably warm. Waste heat from the local SUEZ waste processing plant will be used toprovide reliable, affordable and sustainable heatfor various districts in the city. Together withBAM and the municipal energy provider ofRoosendaal, Thermaflex has expanded theinnovative, low-temperature heating networkwith the connection of the Nieuwe Wipweidistrict. This is a big next step in realizing the city’s sustainability targets.With an eye on the future, Duurzaam Energiebedrijf Roosendaal (Sustainable EnergyCompany Roosendaal) took the initiative to implement a Smart Climate Grid for the heatsupply of a local college and residential district in 2012. To this end, it makes use of cleanwaste heat of 42° Celsius from a local waste processing plant operated by SUEZ - energythat would otherwise be lost.
