Asyou will have seen from the manymails, we are now ramping up toecobuild 2018 and our district energyarea.A lot of my focus has been on makingsure that we have a packed seminarprogram which incorporates as manymembers talking as possible. I ampleased to advise that we havecreated the largest program of districtenergy presentations ever in the UKwith over 40 speakers across the threedays. A really big thank you to all who made this possible. It has been a struggle to fit everyone’srequests in but we have got there in the end in what I believe is a coherent program across thethree days, covering: • The Customer. • What is District Energy and how to develop a scheme – an A to Z of District Energy. • Innovation and Best Practice.We have speakers not only from our members and partners (the Danish Embassy and BusinessSweden) but also from stakeholders and customers including BEIS, the Heat Trust, Citizen’sAdvice and Pimlico District Heating Undertaking.I am really pleased that the BEIS Heat Networks Team have recently added to their comms teamand are now engaging extensively with the show and their BEIS Heat Networks Lounge whichruns along the back wall of our area. Based on previous shows, we are expecting a real buzz inthat area this year.There are some final exhibition spaces available so please do consider these.Chris and I also hope to see as many of you there as visitors as possible across the three days.Whatever your knowledge level, the opportunities for learning and networking are immense.In closing, I would just like to welcome our new members this month. Response to ConsultationsThe ukDEA has responded to the following consultations during December 2017 and January2018:Response to Consultation - Industrial Heat Recovery Programme -P rogramme Design and Evidence Collection. Feedback now beinganalysed.Consultation DescriptionGovernment plans to introduce a support programme to increase industry confidence inidentifying and investing in opportunities for recovering and reusing waste heat from industrialprocesses and increase the deployment of recoverable heat technologies in industry. This willallow industry to re-use heat on-site or sell it to a third party, leading to the more efficient andproductive use of energy, lower fuel bills or a new revenue stream for industry, and a reductionin carbon emissions.The purpose of this consultation was to: • Test the proposed design of the Industrial Heat Recovery Support Programme (IHRS) • Gather additional evidence on the enablers and barriers to recovering industrial waste heat, to ensure the scheme is appropriately designed and maximises value for money • Start to identify a potential pipeline of projects from across industry sectorsThis consultation was open to all and BEIS especially encouraged responses frommanufacturing/industrial companies, trade associations, technology providers, energy servicecompanies and academics. Read more here -https://www.gov.uk/government/consultations/industrial-heat-recovery-support-programmeThe ukDEA responded to this study – Read the response hereCompetition and Markets Authority StudyFollowing on from previous communicaions on this subject, the ukDEA Chairman met with theCompetition and Markets Authority (CMA) to discuss the study thatthey are currently undertaking into Heat Networks. The meeting wasattended by seven representatives of the CMA and the key notes fromthat meeting were circulated to the membership, together with apresentation to complement - provided by the CMA in hard copy in themeeting.Members were asked to send study responses to the CMA. 15
• The CMA are currently in the Evidence Gathering stage of their study which can last for up to 12 months. Within six months the CMA will provisionally decide whether they launch a Market Investigation (but will consult on whether to launch this following the internal CMA provisional decision that one is required) • If a Market Investigation is launched this can take up to 18 months. It is unlikely that this would not come out with some form of action being taken by the CMA as per the options set out in the CMA Scope’s ranging from measures such as information that has to be provided to consumers to some form of price regulation • The CMA has a UK wide remit and any action taken from a Market Investigation could apply to all parts of the UK • The CMA has used the BEIS database of heat suppliers from the Heat Metering and Billing Notifications to send 100 questionnaires out to a random sample of heat suppliers, asking for detailed information on heat pricing. • In summary the CMA was in an information gathering period which lasted until the 12th January 2018. • It is clear to the Chairman from this meeting, that as a result of this study the CMA are very likely to take action and whatever this is, it will have significant impact on the industry. Therefore our voices need to be heard. • A clear point from the meeting was they have significant powers to influence/possibly damage our nascent industry but have little knowledge of our sector.The ukDEA responded to this study – Read the response hereScotland's Energy Efficiency Programme: SecondConsultation on Local Heat & Energy Efficiency Strategies,and Regulation of District and Communal Heating.This was a Second Consultation on Local Heat and Energy EfficiencyStrategies, and Regulation of District and Communal Heating. Based onthe evidence and views gathered from stakeholders through the firstconsultation and other engagement, this consultation document sets outmore specific policy proposals for LHEES, and regulation of district and communal heating.Executive SummaryThis follow-up consultation aimed to seek views and further evidence on more specific policyproposals that were developed to support:• a coordinated approach to the local planning and delivery of energy efficiency and heatdecarbonisation programmes within SEEP, we are consulting further on our proposal to create astatutory framework for Local Heat & Energy Efficiency Strategies,• appropriately-sited, low carbon, affordable district heating. The Scottish Government isconsulting further on the development of a policy and regulatory system which will see districtheating develop in a strategic manner, and provide appropriate conditions on the ground toaccelerate delivery of district heating and to grow this market.The ukDEA responded to this study – Read the response here 16
Open Consultations Amendment to Scheme Rules Heat Trust has opened a consultation seeking views on amending the Scheme Rules to allow existing heat networks, that do not use individual heat supply agreements, to register with Heat Trust providing that clear terms of service are set out in a separate document. This consultation opened on Friday 2 February 2018 and will close at 17.00hrs on Friday 27th April 2018. We welcome responses to the consultation from all interested parties. BEIS NewsOpportunity to Tender to BEIS as the Delivery Partner for the HNIP Main SchemeThe Department for Business, Energy andIndustrial Strategy, is looking to procure a deliverypartner to structure, implement and manage theMain Scheme of the Heat Networks InvestmentProject(HNIP).The HNIP Main Scheme follows on from the Pilotscheme and will be offering funding to support tothe commercialisation and construction of heatnetworks. The Department is looking for an experienced delivery partner, such as anorganisation or consortium with detailed experience and expertise in the delivery of heat networkprojects and energy infrastructure investment, to undertake the end-to-end delivery functions ofthe HNIP Main Scheme.The delivery partner will have four areas of responsibility within the running of the main scheme: • Scheme Set-up including the finalisation of scheme processes and guidance. • Funding Allocation including the technical and commercial assessment of applications, raising third party funding and determination of BEIS funding. • Scheme Support and activities such as scheme promotion, application support and engagement with investment community (supporting and encouraging 3rd party investment). • Scheme Administration including financial administration, monitoring and reporting.HNIP is moving forward toward the main scheme launch in Autumn. BEIS plans to release adraft of the Invitation to Tender (ITT) and contract for the delivery partner role to interestedsuppliers for their comment. The draft Invitation to Tender (ITT) will be available for review overa period of 2 weeks at the start of March.A supplier engagement day will take place during this period. In addition the team will be atecobuild 2018, which will take place between the 6th and the 8th of March at the Excel Centre inLondon. BEIS cuts projection for greenhouse gas emissionsThe Department for Business, Energy and Industrial Strategy (BEIS) has lowered its projectionfor greenhouse gas emissions during the fourth and fifth carbon budgets. Regardlessof what’s happening in the apartment, theSmartSat® will ensure that the primary returntemperature never exceeds the set point. Indoing so, the SmartSat® guarantee’s a lowprimary return temperature that can be reliedupon. Even if the apartment radiators aren’tbalanced properly or the tenant fits a radiatorcover or even dries their washing on theradiators, the HIU ensures that the primaryreturn temperature stays low ensuring systemefficiency.The same function can also be set for DHWproduction. Primary return temperatures of 20degrees C or less can be programmed into the unit . 37
Innovative Features • Settable primary return temperature limitation for both heating and DHW. The maximum permissible primary return temperature can be set on the HIU (independently for both heating and DHW). Once set, the HIU will ensure that the set return temperature is never exceeded, even if the radiators are poorly balanced, covered with a radiator cover or washing etc. This will protect the network from inefficiency. • Primary flow rate limit. The maximum primary flow rate that the HIU can take from the primary system can be set into the HIU. Should the apartment try and take more power from the system, the HIU will stop this from happening. This will protect the network from failure. • Tenant configurable preheat functionality. The preheat is a benefit to the tenant but he also has to pay for it. Most HIU’s have a permanent preheat that the tenant has no control of. He therefore has to pay whether he wants it or not. (it also has a tendency to increase primary return temperature, increase inefficiency and lead to overheating. The new unit has a controller that the tenant can use to turn preheat OFF, ON or program it to come on as and when he requires it in the same way that he would set his heating controls. • MODBus output. The new unit has MODbus output allowing the HIU to commissioned, interrogated, have its performance checked, look at any error codes, have its set points changed etc etc. all remotely via a MODbus system or via the BMS. • DHW ‘boost’ function to reduce response times (time to produce DHW) for the tenant by opening the control valve fully to purge through any primary water that isn’t up to temperature. This further negates the need for preheat to be used. • Full clamshell insulation • Fully reversible. Can be mounted with connections at the top or at the bottom (includes reversible drain points, air vents and safety valve • 600kPa differential pressure capability. • Optional weather compensation • In built prepayment compatibility without the need for a separate 230V motorised ON/OFF valve.For all enquiries please contact Neil Parry at [email protected] 38

SSE had the contract to design and fit the districtheating system, which is due for completion in January, into the tower blocks, which took theplace of the expensive and inflexible storage heaters already there.In order to lower the pipe size and reduce heat loss, a radial system was designed with a centralenergy centre, powered by 12 new commercial gas boilers. The heat from the boilers will bedelivered to plant rooms in each tower block, which will lead to the heat being able to betransferred to interfaces installed in individual flats.The original performance specification suggested steel piping to be used throughout theinstallation, but SSE proposed polymer piping after consideration, ensuring a more cost-effectivesolution, with no compromise on performance nor ease of installation.
