THE VOICE FOR THE UK’S DISTRICT ENERGY SCHEMES As we move into the Summer months, I would like to wish you all a safe and pleasant vacation wherever that may take you. When writing this our AGM/Conference was recently staged in London and I just wanted to say a big thank you to all of you who attended with around 130 registered to attend. Chris and I were delighted to see so many of you and thanks for all your feedback. We felt the new venue worked well and we expect to stay there for next year’s AGM/Conference. If you have any particular topics that you feel we should be discussing at the conference next year or any further feedback please let us have this as it is always welcome. In terms of the coming weeks and months, I am looking forward to the announcements which are expected in mid July on the awards from the first round of the HNIP main scheme. This will really show what types of schemes are coming forward over the coming years and will need to be analysed to show what this is telling us. I have had a number of members meetings over the past couple of months, which I know members find useful so please do let us know if you would like one. I have also met a number of interesting prospective new members so hopefully will be announcing a few of these over the coming months, In terms of major changes for the sector, although I cannot provide an update on what is specifically discussed at the Heat Networks Market Framework Stakeholder Group meetings with BEIS, I can advise that in the meetings we are discussing some very important issues. These generally encompass issues of how the sector may be regulated in the future and what support mechanisms BEIS can/should put in place to support growth of the sector. It is expected that a consultation will come out from this piece of work later this year, so that will be an important document to look out for. Our approach at these meetings is to always try and provide a pragmatic way forward which will support the growth of the sector. ! 3

Consultation Updates The Department for Business, Energy and Industrial Strategy (BEIS) has published a progress report on their Industrial Strategy grand challenge for Clean Growth BEIS has published an update on the UK’s progress so far on achieving the Clean Growth Strategy Grand Challenge mission of halving the energy use of new buildings by 2030. In the Thursday 23 May update, BEIS said that so far, the government has: published the Construction Sector Deal; established the Active Buildings Centre with £36mn investment from government and industry to develop new building materials which generate electricity from light and heat; invested £72 million to establish a Construction Innovation Hub; and announced the Future Homes Standard. BEIS said the next steps will be the launch of a design competition for the Home of 2030 and a consultation on improving energy performance standards for buildings through changes to Part L of the Building Regulations. Additionally, BEIS said it is aiming to open the Industrial Decarbonisation Challenge by late summer 2019. Detail of outcome • The government will make the necessary legislative changes to: • replace the planned T-4 auction with a T-3 auction for delivery in 2022 to 2023 • allow certain renewable technologies to participate in the Capacity Market • remove the historical floor from the interconnector de-rating methodology • make minor corrections and additions to the rules to make sure they are clear and operate as intended Helping businesses to improve the way they use energy call for evidence The Department for Business, Energy and Industrial Strategy (BEIS) has released the outcome of their call for evidence on business energy use that ran from 18 July 2018 to 26 September 2018. BEIS have recently published two new Heat Networks Investment Project (HNIP) guidance notes. # HNIP Review process This document is for applicants who request a review of a decision taken by the HNIP Investment Committee. It sets out important information about the basis on which applications are considered and what to do if your application is unsuccessful. It explains the key principles and factors underpinning the assessment of applications for HNIP funding and the Investment Committee’s decisions to award funding to such applicants. ETL Stakeholder for Pre-Insulated Pipework Energy Technology List Scoping Study for Pre-Insulated Pipework, 2019/20 ICF is responsible for delivering recommendations to the Department for Business, Energy and Industrial Strategy (BEIS) on revisions and expansions to the scope and criteria for the Energy Technology List (ETL). As part of these responsibilities, ICF carried out a Scoping Study for expanding the ETL scope to include Pre-Insulated Pipework. To help inform this scoping study, ICF was keen to hear our views as stakeholders of this technology group. The information supplied will be used to help shape the content for what might become the ETL product specification for Pre-Insulated Pipework. In the UK we already operate more than 60 individual district heating schemes and we’ve developed a significant portfolio and experience in the running of ESCo contracts for schemes we have designed and built, as well as those we have adopted. Blackburn Meadows Localised, decentralised energy is the future, and we had the chance to work with Sheffield City Council to breathe life back into the redundant former coal station site at Blackburn Meadows. In doing so we were able to provide a sustainable generation solution in the Yorkshire and Humber regions. We enabled the production of flexible, resilient and local renewable energy by designing and installing a 30MWe renewable biomass-fired combined heat and power plant at Blackburn Meadows with an associated district heating network serving locations such as the English Institute of Sport, IKEA & Sheffield Arena. As part of the development of the plant we constructed, commissioned and now operate a 10MW battery storage system, one of the first of its kind in the UK, which can help maintain the correct frequency on the grid, and promote greater integration of new renewable energy technologies. In addition to this we worked with Sheffield City Council to enhance the area’s appearance and biodiversity, through landscaping and constructing a bespoke onsite energy visitor centre to demonstrate energy production and pay tribute to the site’s industrial heritage. Our solution produces enough electricity to power the equivalent of around 40,000 homes and enough heat for 18,000 homes, while at the same time recycling 250,000 tonnes of locally sourced waste wood that would otherwise have gone to landfill. 24
Citigen London Citigen is a combined heating, cooling and power plant based in a Grade 2 listed building in Farringdon, in the City of London. Housed in a structure originally built in 1893, the plant was used first as a cold store for Smithfield Meat Market, before becoming an electrical generating facility for the market which lasted until 1995 when it became a combined heat and power plant. The Citigen low carbon network has a production capacity of 8.6MWe, 17.6MWth and a chill capacity of 6MW. The heat network runs for 6km across the city, whilst the chilled water network is currently 4km long, with additional connections being regularly added to both. ! ! Elephant & Castle, London Elephant Park is a £2.3bn urban regeneration project in the London borough,. E.ON has been selected by developers Lendlease to design, build and operate a gas fired CHP energy centre to serve 4,500 homes, 50 new shops, restaurants, cafés and a new park. Elephant Park is the only project in London to be part of the C40 Cities Climate Positive Development Programme, putting sustainability and energy efficiency at its core. The main energy centre, due to be completed this year, will comprise of two 800kWe gas fired CHPs, 16 modular gas boilers and two 65m! thermal stores. This will provide sufficient capacity for the development, plus additional wider connections. Working with Lendlease we are committing to deliver a zero-carbon standard through the delivery of bio-methane, achieved through certification of offsite injected bio-methane. 25
The strategy within our business, which complements the aims of the London Plan, is to extend the network outside the current site boundary. We’re actively engaged in identifying and connecting neighbouring developments to the Elephant and Castle district heating scheme. Collectively, E.ON and Lendlease have successfully worked with Southwark Council and the Greater London Authority, plus many varied local stakeholders, to provide a District Heating Network (DHN) that has been delivered within a complex urban area, addressing and overcoming the challenges associated with navigating existing infrastructure along with stringent air quality and noise restraints. The development is one of only 19 projects globally to be accepted onto the C40 Cities Programme.
