THE VOICE FOR THE UK’S DISTRICT ENERGY SCHEMES Welcome to our latest copy of the DE Journal. What strange times we find ourselves in! Most of us are largely working from home and sadly many of our colleagues are furloughed. However, there are some green shoots that deliver some hope for the future. In the budget, the Government confirmed its remaining funding for HNIP and announced the new Green Heat Network Scheme (GHNS). Speaking to a number of you after this announcement it is clear that there is some confusion in the sector, as sadly the GHNS is not designed to fund networks but instead the heat source to decarbonise existing networks or the change required for ones which are planned to deliver greater carbon savings. However, we will be lobbying for at least the interconnector to be included in “eligible funding” under the GHNS, as many low carbon heat sources are some way for centres of population. Turning back to HNIP, BEIS have been keen to confirm to me that current planned rounds of HNIP will remain as they are, with one closing only recently and applications being assessed. They are aware that there is a lot of nervousness and it is important for them to send signals to the market that in the short term and long term there is belief in the sector. We hope to bring you more news on this shortly. In terms of the impact of COVID19 itself, apologies for peppering you with so many mails, but feedback from members has been very positive. As you will hopefully be aware from these, I now have a weekly call with the BEIS Heat Team to discuss market feedback and obtain the latest data from BEIS on the measures that the Government is putting in place. They have also asked us to take the role of being one of the sector representatives. As our AGM/Conference has been sadly postponed, moving forward in the short term we are planning a number of webinars to allow members to network with each other. We hope that we can reschedule the AGM/Conference later in the year when lockdown restrictions are released. Finally, a hopeful thought for those of you who wish to flex your “marketing wings” in 2021 to show that you are still very much active in the sector, post COVID19, we have been approached by the organisers of Future Build/EcoBuild to discuss the potential for a district energy focused segment to the 2021 exhibition/conference. For those of you who remember the district energy area in 2018 and the buzz that created it may well be just the tonic we all need in early 2021! We recognise that it is important for us all to have the correct facts at hand, and we have been approached by the Government to act as one of the main contact points for the sector in terms of communicating the Government’s position for our sector. As well as receiving feedback from members on issues you are facing and how, as a sector you are all working through this. The association will be flagged up as one of the key points of contact for the sector on the Government’s new business support website as set out below. We have also set up a new email address where you can contact the association to raise particular issues or concerns that are related to the sector which is [email protected] The Government is clearly prepared to listen to concerns and we want to ensure yours are channelled directly to where they need to be heard. They have specifically asked if you have issues to contact the ukDEA and not BEIS because of the volumes of calls and emails they already are having to deal with. Business Support Campaign COVID-19 - Heat Network Sector BEIS Update to the Sector 27th March 2020 The Government continues to do everything possible to protect the public from coronavirus; it is committed to doing whatever it takes to support businesses and households through these unprecedented times. We want to use this opportunity to explain how the current package of measures announced by the Government will support the heat sector. Self-employment Income Support Scheme We know that many of the professionals working in the heat sector are self-employed. The Government has announced the Self-employment Income Support Scheme that will support self-employed individuals (including members of partnerships) whose income has been negatively impacted by COVID-19. The scheme will provide a grant to self-employed individuals or partnerships, worth 80% of their profits up to a cap of £2,500 per month. For more information, please refer to the Government’s business support website Coronavirus Job Retention Scheme For businesses and employees in the sector, the Government has published guidance on how to access the Coronavirus Job Retention Scheme. Under the Scheme, all UK employers with a PAYE scheme will be able to access support to continue paying part of their employees’ salary for those that would otherwise have been laid off during this crisis. Business closure To reduce social contact and to help stop the spread of COVID-19, the Government has ordered certain businesses and venues to close. A list of these businesses can be found here. The majority of the heat sector is not included in these measures which means they do not need to close, therefore, where it possible to do so it is important for the sector to carry on. Businesses should take every possible step to facilitate working from home, although we know for many in the sector it is not possible. Where workers need to go into their workplace, Public Health England guidelines should be followed, including maintaining a two metre distance from others and washing their hands. 5

ukDEA Conference, Exhibition and AGM 19th May 2020 Postponed As you will all be aware, we are in an evolving situation with the Coronavirus and current predictions are that it will peak in May. Therefore to avoid a last minute 100% cancellation charge which is not viable for the Association we have had to take the difficult decision to postpone this event until further notice (hopefully later in the year). As soon as things have settled down we will be in contact with you to set a new date. In conclusion we are deeply disappointed to have to take this decision but we have to be practical and consider the potential implications to our members. We certainly hope normal service returns soon for all of us! Member Webinars Spotlight your product or service With the physical meetings being banned due to COVID19 virus, the ukDEA have decided to trial a series of \"member only\" webinars. For the initial trial the Association plans to use the Zoom webinar platform. The plan is to use this to keep members in touch both with issues on COVID19 but also the wider sector. An exciting development for members is that thee Association plans to offer the webinar facility to the membership, in a similar way that our District Energy Journal offers members opportunities to showcase their latest innovative product or service. This would not be a “sales pitch” but an opportunity to give a technical appraisal of how your product or service can benefit the sector. Therefore, the ukDEA are offering any members who wish to give a technical presentation on their product or service to get in touch. The format would generally be a 20 - 30 minute presentation followed by a ten minute question and answer session. This is a free service to members and an exciting additional membership benefit. The first in this series will involve Simon Woodward our Chairman discussing members responses to the survey email issued recently (in general terms not specific company issues) as a further forum to discuss and collates members issues. BEIS News BEIS aiming to publish energy white paper despite COVID-19 The Department for Business, Energy and Industrial Strategy (BEIS) is aiming to have the long-awaited energy white paper out shortly. This follows previous statements made by the government that the white paper would be released by the end of Q1 2020 rather than spring. In October, then energy secretary Angela Leadsom said that the paper remained a work in progress but would be published by 31 March 2020, during a BEIS select committee meeting. At the beginning on March, Baroness Bloomberg seemingly reconfirmed this date during a session at the House of Lords. In February junior energy minister Lord Duncan stated that the long-awaited energy white paper was due to be published in “a matter of weeks”, however this never materialised. The white paper was originally due to be published in the summer of 2019, but has been repeatedly delayed. The document is set to outline the roadmap for net zero, helping the industry to move forwards towards this now legally binding target. BASEE: projects selected for Phase 2 In March, BEIS announced projects to be awarded Phase 2 Boosting Access for SMEs to Energy Efficiency (BASEE) funding. The BASEE competition has awarded over £5 million of funding for innovative solutions that accelerate the growth of the energy services market for SMEs by driving down transaction costs and promoting third party investment in small-scale energy efficiency projects. This competition will help address some of the key market failures faced by SMEs such as: • lack of economies of scale. • high upfront capital costs. • high transaction costs. • lack of time. • and resold difficulty accessing finance. Changes at BEIS We received the following announcement from Emma Floyd, Deputy Director, Heat Strategy and Heat Networks, BEIS, with reference to her departure from BEIS – in January 2020. Emma was in touch with the ukDEA Chairman and Technical Director, Simon Woodward, before the announcement to let him know and, in the interim period, until Emma's replacement is in place, Simon will carry on his one-to-one meetings with John Saunders, BEIS. ---------------------------------------------------------------------------------------------------------------------- 'Dear All I wanted to let you know that I will shortly be leaving BEIS and my last day is Tuesday. It has been a fantastic three years working on heat, and heat networks in particular. I've found the heat networks industry incredibly welcoming, engaging and enthused to develop the sector's potential. Thank you for generously sharing your time and expertise with me, and for your patience! The heat networks sector is an important part of how heat will be decarbonised. Very shortly we, with Triple Point, should be in a position to announce details of the successful projects from the first rounds of the Heat Network Investment Project. I'm really excited at the diversity of projects and generation sources we're investing in. The pipeline of expected applications for future rounds looks strong and a framework for third party funders to invest in the sector will be too. We also expect to shortly publish our consultation on a regulatory market framework for the sector and the team will be looking forward to hearing your views on our proposals. I know there are a number of concerns relating to SAP and buildings regulations which the team are working on addressing. Finally, we collectively need to work together on how to unlock the potential of waste heat. A number of people have shared views with me on this recently for which I am very grateful. I have passed this intelligence on to the team and it is something they will be dedicating focus to this year. No doubt this is something they will want to keep discussing with you. In terms of succession arrangements: • We are strengthening our heat strategy function by creating a dedicated Senior Civil Servant post for this which I'm delighted that my colleague Danny Newport will be filling. Danny is extremely experienced in heat and brings great strategy, policy and analytical expertise to the role. • A recruitment process is underway for the Senor Civil Servant to led Heat Networks, including HNIP, HNDU and heat network policy teams . Whilst this recruitment exercise is underway, I'm thrilled that John Saunders has been appointed on an interim basis to this role. As most of you will know, John is very knowledgeable and experienced in the sector having joined BEIS's after leading a number of sustainability projects in local authorities, including heat networks. I will be joining the UK Space Agency to run their Commercial Spaceflight Programme so if any of you are interested in investing in satellites and their launch facilities then do let me know! It is very important for our sector that this Group has representatives who can clearly and succinctly convey our issues and drive discussions to achieve the outcome we all so clearly need. In support of this and our letter to BEIS in support of our response to the FHS Consultation please find attached here a letter we have received from BEIS thanking us for our input and confirming the set up of this Group. Open Consultations Heat networks: building a market framework In the light of COVID-19, BEIS is extending the consultation period to give people more time to respond. Closing date is 1st June 2020. The Government is committed to achieving net- zero greenhouse gas emissions by 2050. Meeting this legal commitment will require virtually all heat in buildings to be decarbonised, and heat in industry to be reduced to close to zero carbon emissions. Heat networks are a crucial aspect of the path towards decarbonising heat. In the right circumstances, they can reduce bills, support local regeneration and can be a cost-effective way of reducing carbon emissions from heating. In this consultation BEIS set out its proposals to drive forward low-carbon heat networks’ growth in a regulatory framework that protects consumers and ensures fair pricing. This is a good example of how heat networks evolve to deliver lower carbon emissions.
