The People Specialist The People Specialist The People Specialist Jobs Tenders Page 4 Page 5 1 August 2020 Headlines The News Specialist In a reply to a parliamentary question posed by the Democratic Alliance (DA) on the suitability of the ‘Scooter Ambulances’ as a form of patient transport, the Minister of Health, Dr Zweli Mkhize, has confirmed that these scooters do not meet the basic Emergency Medical Services (EMS) regulations. The reply goes on further to state that these R10 million glorified wheelbarrows which have been procured with public money will only be u sed to de- liver medication in rural parts of the Eastern Cape. This is in direct contradiction to what was said when the initiative was launched on the 12th of June where it was stated by the Eastern Cape Health MEC, that these were meant to ferry patients from rural areas to the nearest health facilities. Mkhize further confirms that the province did not consult the National Department of Health (NDOH) on the specifications of these scooters but have since been advised that the fall foul of the regulations governing patient transport. This week, the Bid Adjudication Committee in the Eastern Cape committed to investigating the awarding of the tender to the supplier of these scooters. This is in addition to the investigation the DA has requested for from the South African Human Rights Commission (SAHRC) to look into the rights of patients who would have to be subjected to this inhumane transport. The DA will submit this response from the Minister to the SAHRC as supplementary evidence in the investigation they have committed to doing. If the NDOH now backtracks from the initial purported function of the scooters which Minister Mkhize personally endorsed, it begs the question why R 10 million is be- ing spent of a chronic medication distribution system. What is the point of the first aid equipment, drip stands and the stretcher attached to the scooter? This Scooter Scandal is yet another indication of the ineptitude of the Eastern Cape Department of Health leadership. The MEC has recently argued that the department is bankrupt, yet R 10 million can be wasted on scooters which will gather dust in some warehouse. All the while, the province is failing to mount a decent response to the Covid-19 crisis. There is a critical shortage of staff, in- sufficient bed capacity ambulances in some areas, underscored by the rising number of infections and deaths. The call for the Eastern Cape department of health to be placed under administration in accordance with section 100 of the Constitution has become urgent. If Minister Mkhize does not act to operationally manage the province, there will be avoidable loss of lives. The People Specialist The People Specialist The People Specialist 1 August 2020 Current Affairs The News Specialist Council of Education Ministers considers strong legal action against ongoing disruptions of schools by organised bodies. The Council of Education Ministers (CEM), led by the Minister of Basic Education; Mrs. Angie Motshekga held a meeting early this morning. The meeting discussed developments recorded since the second cohort of learners returned to school around the country on the 6 July 2020. CEM noted that schooling is indeed resuming with good progress, the learners were received well and many schools have made a concerted effort to prepare adequate sanitation, health and safety measures to welcome the learners back. The CEM noted with disappointment and dismay ongoing sporadic attempts by political and civic organisations to disrupt learning at some schools around the country. These organizations have threatened teachers and learners, others have gone to court and failed to stop the school reopening and now are bent on resorting to threats and disruptions to achieve their intended goals. CEM appeals to all aggrieved political and civic organisations to rather engage with their political counterparts and authorities at their usual platforms. These platforms are appropriate avenues to register their concerns and complaints and not our centres of learning and development. The unfolding political ballgame does not belong in schools. CEM said it was regrettable that leaders would choose schools as a theatre of political posturing and muscle-flashing while the Department of Basic Education is working on creating a safe environment for learning and teaching under COVID-19. “Failure to desist from these regrettable acts will leave us no choice but to exercise our options as per the dictates of the South African Schools Act (no. 84 of 1996), to make sure we protect our schools, educators, learners and the rights and interests of parents who wish to take their children back to school,” said Minister Motshekga. The Minister said that some of the organizations had lost in court and now they were resorting to disruptive behavior. “We are disappointed and dis- mayed that these organisations have neglected to recognize the efforts of the department in providing alternatives for parents who out of well- founded anxiety and fear wish not to return their children to school. Some parents wish not to return their children to school because children have comorbidities and this is a fact well understood and embraced by the Department. For these parents we’ve made provision, as allowed by the South African Schools Act for Home Education. This option is available and can be ac- cessed by applying at Provincial Education Departments,” the Minister said. The CEM urges all those aggrieved not to interfere with the rights of those parents wishing to see their children going to school. The CEM has not ruled out the possibility of going to court to seek protection from all those hell-bent on obstructing schooling . Today it is a cosmopolitan city of more than four million people, one of the few of its size in the world that is not located on a river or at the sea. It is located in Gauteng, the smallest of the country’s nine provinces, which contributes around 40% to South Africa’s GDP. Johannesburg has seen waves of different peoples occupying the area that is now the city: Stone Age ancestors dating back 500 000 years; Bushmen from 1 000 years ago; 500-year-old Iron Age furnaces belonging to Tswana people, and Boer farmhouses dating from the 1860s. But the city really started in 1886 when gold was discovered by Australian gold prospector George Harrison. Soon tents and wagons appeared, to be replaced by wood and iron structures, and again replaced by brick buildings. A town was demarcated, and a large, bustling market square. Buildings got taller and taller, and today the city boasts one of the tallest buildings in Africa - the 50-storey Carlton Centre, built in 1973. The gold rush saw prospectors from around the world trek up to the Witwatersrand, precipitating the Anglo-Boer or South African War of 1899 -1902, in which the British fought the Boers over control of the then Transvaal and its gold. After the war another wave of migrants entered Jo- hannesburg - up to 60 000 Chinese labourers were imported to kick start the mines again, only to be repatriated six years later. But Chinese merchants had established themselves in the city, and still have a presence. The mines also brought European migrants to the burgeoning town. They provided the capital to reach deeper into the earth to get the gold, while black South Africans were recruited at low wages to mine the gold. Today Johannesburg still struggles to undo apartheid’s segregation, but the city hardly stops to take a breath, such is the drive of its residents to explore, make money, be better, have fun. Some of that fun happens in its many parks and green lungs; some of it dancing on top of its tall buildings, some of it in its many excellent restaurants, pubs and shebeens, usually with residents basking in its beautiful sunsets. The People Specialist The People Specialist The People Specialist 1 August 2020 Sports The News Specialist Stanford, which has long boasted one of the most robust collections of varsity sports in the country, will cut 11 of its varsity programs at the conclusion of the 2020-21 academic year as it deals with the ongoing financial ramifications of the coronavirus pandemic. The 11 sports that will be discontinued are men's and women's fencing, field hockey, lightweight rowing, men's rowing, co-ed and women's sailing, \"As you can imagine, this has been a heartbreaking day for all of us, especially with those student-athletes and coaches involved,\" Stanford athletic director Bernard Muir said. \"We came to this decision only [after] exhausting all other viable alternatives. It recently became painfully clear we would not remain financially stable and support 36 varsity sports at a nationally competitive level, which is what we desire.\" The school announced the decision in an open letter to the Stanford community on behalf of Muir, president Marc Tessier-Lavigne and provost Persis Drell. The letter stated that continuing to fund 36 athletic programs was \"not sustainable\" and that alternatives such as budget reductions and fundraising were \"insufficient to meet the magnitude of the financial challenge before us.\" \"These 11 programs consist of more than 240 incredible student-athletes and 22 dedicated coaches,\" the administrators wrote in the letter. \"They were built by more than 4,000 alumni whose contributions led to 20 national championships, 27 Olympic medals, and an untold number of academic and professional achievements. Each of the individuals associated with these programs will forever have a place in Stanford's history.\" Stanford will honor all of its scholarship commitments and assist any athletes who wish to continue their careers elsewhere. Coaches' contracts also will be honored. Stanford cited an already dire situation before the coronavirus spread throughout the United States. The school projected the deficit to exceed $12 million in the fiscal year, which would \"grow steadily.\" Then came the pandemic, which it said exacerbated the issue. \"We've been punching above our weight for quite some time,\" Muir said. \"It just became more acute and became such a large issue, we had to take this measure.\" Before the cuts to the 11 programs, the school estimated a best-case scenario of a $25 million deficit in the fiscal year and a cumulative shortfall of $70 million over the next three years. \"The primary alternative to this decision would have been a broad and deep reduction in support for all 36 of our varsity sports, including the elimination of scholarships and the erosion of our efforts to attract and retain the high-caliber coaches and staff needed to provide an unparalleled scholar-athletics experience,\" the administrators wrote in the letter. \"After considering the effects of this model, we deter- mined that operating our varsity athletics programs in this manner would be antithetical to Stanford's values and our determination to be excellent in all that we do. \"While painful, the discontinuation of these 11 sports at the varsity level and the associated reductions in our support staff will create a path for Stanford Athletics to return to fiscal stability while maintaining gender equity and competitiveness.\" The letter gave several criteria for how the school chose which programs to cut, including fan interest, potential savings and the impact on Title IX compliance, as well as each sports' history at Stanford and their prospects for future success. While Stanford is hardly alone in discontinuing athletic programs in recent months, it is the first to make such a high number of cuts.
