Mark Mustain, Bond Counsel, stated that after running this past his “tax folk”, they are okay with the Public Works desired course of action if: 1. The employees are truly hired only for the project, with contracts that terminate when the project is expected to be completed; and 2. The City of Palm Bay CPA’s characterize the cost as a capital cost for the purposes of the City of Palm Bay’s finances. $10 Million difference in cost of doing it In-house and construction management compared to an outside consultant. (142 miles of thin lift or 23 miles of FDR or 10 miles of full reconstruction would be sacrificed to do outside design verse in-house. Essentially some combination of between 10 and 140 miles of road rehabilitation would be forfeited to secure outside management) PAGE 4
