Ceo’s Message Dear DED employees. After months of serious and sincere preparation from the magazine team; it is our pleasure to launch the first edition of the Corporate Support Sector Magazine “ Tawasul “ This sector has been established in order to provide a package of corporate support services for organizational units and employees of DED to help them focus their efforts towards achieving the goals of the DED and improve their performance. The launch of our newsletter in this particular period did not come by chance, but it was launched to support the initiative of His Highness Sheikh Khalifa bin Zayed Al Nahyan, the President of United Arab Emirates for announcing the Year of 2016 as “Year of Reading” to represent a new step in UAE’s march towards the consolidation of the culture of science, knowledge and access to the world’s cultures. We seek and hope in cooperation with the team work, to provide the employees of DED with the latest news of the Sector in internal and external levels as well as highlighting the most important professional and social issues. Your support is an important factor for us to succeed in achieving our aspired goals. We look forward to receiving your suggestions and your opinions based on our firm belief that sharing ideas with the employees is the main source of creativity, innovation and learning. The Corporate Support Sector was formerly known as “Shared Services Sector”, and in 2016 the name was changed to the Corporate Support Sector under the Executive Council Resolution No. 10 of 2016 concerning the organizational structure of the Department of Economic Development. The Sector plays an essential role in supporting the key sectors and institutions of the DED through the diversity of its functions and services for the following departments: Information Technology; Human Resources Department; Administration Affairs Department; Finance Department; Customer Happiness Department and Revenue Department. Moreover, this Sector played very important role in enhancing the economic position of the Emirate of Dubai and its institutions through a series of diverse achievements at various levels. We hope that our Magazine and its subjects will merit your satisfaction. 7 The Sector UpdatesFlexible WorkingHoursA step towards happier employees ArticleMany entities in the public and private sector tends to apply the flexible working hours system while enforcingcertain rules to benefit both the employee and the entity itself. As a result, DED worked on developing acomplete system based on internal studies of the services offered by the department and the circumstancesof the employees taking into consideration the special circumstances of the working women . The Flexibleworking hours system offered the working ladies an oppurtunity to come to work in a better mood by facingthe least traffic and combining work and home responsabilities and sharing with her partner the mandatoryresponsabilities in personal life. The first statistics of applying the system showed increase in the happinessfactor among employees and the work enviroment as a whole.The Human Resources department promise DED’s employees s to continue to develop and innovate initiativesthat contribute in their happiness which will reflect positevly on the happiness of DED’s stakeholders.Theeffort was clearly shown when DED achieved 94% in the employees satisfaction factor. Such a result will forceus to continue the improvment process to achieve always the first place if there was no resources shortage andsupport was given from the leaders. August 2016
The Sector Updates 8HyperionThe New Auromated System toPrepare Budgets ArticleThe Finance Department launched the second phase of the smart financial planning system for the employeesresponsible for preparation of budgets and financial plans in the Finance Department and governmentauthorities.The preparation of the governmentbudgets for the next fiscal year2017 will be based on the newsystem of «Hyperion» after thesuccessful launch of the DemoVersion in the 2016.«Hyperion» will mainly focus onthe planning of financial resourcesrequired by every department inthe following aspects:- The required expenses for implementation of programs to achieve the strategic goals of the Dubai Governmentfor the coming years.- The proper assessment of the financial obligations of each governmental department (Encumbrances &Accrual Base); which means the assessment of financial obligations of the Government of Dubai and theircompatibility with the available financial allocations.- The proper assessment and planning of the revenues to be collected for the concerned department (AccrualBase), and determine the size of the cash flows transferred to the Government of Dubai.- Budget Control- The distribution of financial resources according to strategic priorities.- Unify the use of the budget system between the departments of Dubai Government and automate the same.- Medium-term financial planning.- The transforming from input base budgets to program based budgetsBased on the action plan; training workshops will be held in coordination with the Department of Finance inJuly and August for all the representatives of the organizational units of the DED and its affiliates to introducethe users with the mechanism for preparing budgets by using the “Hyperion System”.August 2016
9 The Sector UpdatesThe WorkingEnvironment &Employees Health Article In view of our commitment to the well-being and health of employees, the Administrative Affairs Division prepared comprehensive plan to be implemented throughout the year included series of events which have been implemented in cooperation with the competent authorities in the UAE. These events include World Health Day, E-Awareness Contest, World No Tobacco Day, and World Asthma Day. Internally, the DED in coordination with the Human Resources Division prepared training plan to train employees of the DED on security and safety systems and virtual risks for the year 2016. In fact, 12% of the employees of the DED participated in the training programs during 2015, which was followed by two vaccine campaigns against hepatitis. For the convenience of the DED employees, and for saving their effort and time; DED launched the food delivery services in coordination with restaurants located near to the DED to deliver food to the employees in their offices. DED participated in the events of “Earth Hour” initiative to support the culture of rational use of natural resources and the initiative of green economy for sustainable development; Moreover, DED provided boxes for collecting recyclable papers; and implemented 80% of the project to change the current lighting to LED lighting to save the energy. Also, the DED succeeded in saving an amount of AED 254,000/- since the beginning of 2015 until the end of the first half of 2016. Also, this project could reduce carbon emissions by 316.209 kg of carbon dioxide emissions. August 2016

Shafika Al Bahiri participated in the cultural competition that was held during the conference of “Visions2Reality” organized by Sharjah Islamic Bank Academy organized on annual basis. Miss. Al Bahri won the title of «The Best Reader of the Year». The title of the Conference of this year was «Success Stories». This cultural competition was organized in line with the Innovative of «2016 The Year of Reading in UAE» launched by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, which aims to establish the reading as permanent community in the United Arab Emirates. The contestants were selected from various universities in the UAE and elite of young readers in the UAE who have undergone the tests of the first stage before they were chosen to compete in the final stage of the competition.The completion’s questions are divided into three rounds; the first round included questions related to international booksin Arabic and English, information about the biography of the writers and questions relevant to the subject of the book.The second round of the competition focused on social media and the most important topic for the users of social media;while the questions of last round were taken from local newspapers and international news published in the newspapers(Emirates Today and Khaleej Times).Shafika said: “I used to read books since I was a student in the university, and this undoubtedly helped me to win thiscompetition, most of the questions were about books which I already read like The Alchemist Novel by Paulo Coelho,Outliers (Book) by Malcolm Gladwell, and the book of (The Art of Happiness) by Dalai Lama and many other books.”The winning of the title of “The Best Reader of the Year” was an incentive for me to develop the hobby of reading. My Vision by His Highness Sheikh Mohammed bin Rashid Al Maktoum My Vision: Challenges in the Race for Excellence is a unique book in which His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the United Arab Emirates and Ruler of Dubai, examines aspects of the UAE›s unique development experience. This young country is making every effort to achieve excellence and upgrade its status from a regional economic center into an international hub. It is striving to excel in services, tourism, and the knowledge economy and creative human resources in order to reach its ambitious development goals. Muqaddimah of Ibn Khaldun Ibn Khaldun wrote the work in 1377 as the introduction chapter and the first book of his planned work of world history (The Book of Lessons), but already in his lifetime it became regarded as an independent work on its own. This work is characterized by its encyclopedic nature, as it deals with all fields of knowledge of law, history, geography, economics, architecture, sociology, politics, and medicine. The book has dealt with the human conditions and the differences of their natures and environments and their impact on humans. Also, it dealt with the development of nations and peoples and the emergence of the states and the reasons for their collapse based on the interpretation of the concept of fanaticism. Ibn Khaldun has already preceded the other thinkers and philosophers ideas such as the French Philosopher Auguste Comte. ‹Creativity, Inc.› by Ed Catmull Creativity, Inc.: Overcoming the Unseen Forces That Stand in the Way of True Inspiration is a book, written by Amy Wallace and Edwin Catmull, about managing creativity. It is one of the best business books ever written, as described by Forbes newsletter. Rubaiyat of Khayyam - Omar Khayyam Rubaiyat (the quatrains) is kind of famous Persian poetry which was defined by Omar Khayyam, born Ghiyath al-Din Abu›l-Fath Umar ibn Ibrahim Al-Nisaburi al-Khayyam known as Omar Khayyam (1131-1048), was Persian mathematician, astronomer, philosopher, and poet. It is most likely that Rubaiyat was in the early 12th Century/ 865 AH. The title comes from the (quatrains) which refers to one of the Persian poetry templates. The quatrain is a type of stanza, or a complete poem, consisting of four lines of poetry about a specific topic. There are many possible rhyme schemes, but the most traditional one is the harmony the rhyme of the first and second hemistich with the fourth one, or the harmony of all hemistiches in the rhyme. The Bamboo Stalk - Saud Alsanousi The Bamboo Stalk is the Winner in 2013 of the International Prize for Arabic Fiction. The jury described the winning novel as «well-built novel characterized by force and depth and raises the question of identity in the Arab Gulf Societies», and considered it the best novel published during the year 2012.
