General Manager GENERAL MANAGER’SSurindranath Ramsingh COMMENTARY In the 1970s, the casual observer would have noted the ubiquity of natural gas flares on T&T’s landscape. The orange flames were a near- constant reminder of the abundance of the fossil fuel. At times, it was almost being thrown away. PowerGen operates in a vastly different environment in 2018. Our fuel is brought from offshore at greater cost and production levels have fallen, while demand has continued to rise. The market cannot be satisfied. For PowerGen, this means one thing: We must use our fuel more efficiently, by re-engineering our electricity generation with modern turbines and keeping an eye on the possibilities for renewables. In this issue of the PowerGen Newsletter, you will hear from Daniel Jacob, who supervised the Flange to Flange turbine-upgrade project at our Penal Power Station. In 2014 as the then Plant Manager at Penal, I saw the need to embark on a project to upgrade the combined cycle plant at Penal to put it in the generation landscape of Trinidad and Tobago foranother 40 years. After much research and analysis, I was able to convince the then General Manager Mr. Fitzroy Harewood and the board to approve the project. Once approved, I led the negotiations with GE to conclude contracts to execute the project. In 2015 when I assumed responsibilities of General Manager, I handed over the project to Mr. Daniel Jacob. Daniel headed the team – comprised of 98% local labour – that transported and installed the two massive 100-tonne General Electric gas turbines in early 2016. In the two years since, the combined- cycle units have exceeded our expectations in terms of heat rate efficiency, using less than 92% of the fuel needed by their aging, simple-cycle predecessors. The project has placed Penal in the generation mix for at least another 40 years.
