The Troubled Families Programme• The Troubled Families Programme was launched by former president David Cameron in December 2011 to turn around lives of 120,000 troubled families by 2015.According to The first Troubled Families Programme Evaluation:• £448 million funding• 116.000 families had seen significant improvement• Reduction in truancy, youth crime and anti-social behaviour• More than 18,000 adults in work

Qualifying Criteria for the Troubled Families Programme• 1. Worklessness and Financial Exclusion• 2. Education and School Attendance• 3. Children Who Need help• 4. Health• 5. Crime and Anti-Social Behaviour• 6. Domestic Abuse

Oldham WardsAround 40% of children in Oldham are living in poverty.The five most deprived areas are:• St Marys• Alexandra• Hollinwood• Coldhurst• WernethSignificantly lower poverty rates than Saddleworth, Lees, Crompton and Royton South.

Werneth Ward• The population of Werneth is 12,623.• Males make up 50.1%• Females make up 49.9%• Extremely young age profile 30% age 0-15 years• 76.7% population ethnic minority group- Pakistani population being the largest 48.6% This information supports the Habitus theory as Werneth is a particular social group and people are bound by where they live, their income and housing.

Crime Crime in Werneth is above the Oldham average. Although the rate for theft crime has decreased the top 5 crimes being committed have increased significantly. Crime is another qualifying factor in the Troubled Families Programme. The statistics in Werneth indicate how more families may be at risk of becoming a Troubled Family.

• Overall 60% of people living in the Werneth community are satisfied with the local area.• The Oldham average of volunteers is 38% although in Werneth 46% volunteered in the last 12 months.• 33% feel involved in the local community• 50% feel that different ethic backgrounds get on well together.
