The Troubled Families Programme• The Troubled Families Programme was launched by former president David Cameron in December 2011 to turn around lives of 120,000 troubled families by 2015.According to The first Troubled Families Programme Evaluation:• £448 million funding• 116.000 families had seen significant improvement• Reduction in truancy, youth crime and anti-social behaviour• More than 18,000 adults in work

Qualifying Criteria for the Troubled Families Programme• 1. Worklessness and Financial Exclusion• 2. Education and School Attendance• 3. Children Who Need help• 4. Health• 5. Crime and Anti-Social Behaviour• 6. Domestic Abuse

Oldham WardsAround 40% of children in Oldham are living in poverty.The five most deprived areas are:• St Marys• Alexandra• Hollinwood• Werneth.Significantly lower poverty rates: Saddleworth, Lees, Crompton and Royton South.

Werneth Ward• The population of Werneth is 12,623.• Males make up 50.1%• Females make up 49.9%• Extremely young age profile 30% age 0-15 years• 76.7% population ethnic minority group- Pakistani population being the largest 48.6%

Werneth WardProblems facing families living in Werneth:• Worklessness and financial exclusion• Education and school attendance• Children who need help• Crime and anti-social behaviour• Domestic abuse• Health• Families who have issues with two or more of the above are eligible for support under the Troubled Families Programme.

Housing• The number of households in Werneth is 4147 of which 19.4% are in fuel poverty the highest in Oldham.• 43.8% of households claim council tax reduction and/or housing benefit.• Werneth households are exceedingly overcrowded 16.5% compared to average household in Oldham at 7.5%• Lone parent families 12.4% in Werneth• 1/5 households contain 3 or more children
