Along with the Christchurch Convention and Event Centre (Convention Centre) market scans revealed that Convention centres comparable to the Christchurch one are connected with Five-Star hotel These hotels were mostly built in conjunction with the convention centresThe connectivity with theconvention centres are theeconomic drivers of the hotels The hotels are part of the convention centres’ marketability targeting international events. Therefore, Otakaro Ltd. seeks to divest Lot 2 of the Balance of Precinct land resource surrounding the CCEC in the centre ofChristchurch. On this lot, a boutique-style, Five Star hotel providing 180-200 rooms shall beerected. It shall be built directly adjacent to and connected with the CCEC. 01

a prime site The designated hotel site is located at the southeast of the Convention Centre with the main frontage addressing Cathedral Square, Christchurch’s civic heart, the other – east – façade faces Colombo Street and the new Central Library and developing Performing Arts Precinct. The District Plan promotes a façade height of 21m plus 7m of a recessed roof zone along the perimeter of the square. Above that, engagement with Christchurch City Council and resource consent would be required to extend the height of the hotel up to 50m to create a landmark of the regeneration.06

Recently New Zealand’s government has secured funding for the rebuild of Christchurch’s destroyed cathedral. As result the square, currently awaiting its Regeneration Plan, will be on its way for recovery soon. The new Convention Centre, alongside the new Central Library and other private developments in the area, will also support the Square’s regeneration. The hotel, as an integral part of this regenerating area, shall articulate the public interface between the civic Square, and the Convention Centre.outstandingpotential 07

We expect the hotel to work as the natural extension of the Square connecting it with the future Performing Arts Precinct east of Colombo Street. The openness of the hotel’s ground level offerings, such as the reception/ concierge, bistro/café and the lift-lobby – all connected via the central atrium, should also expand the public realm vertically, for example to a rooftop bar, spa club, or facilities such as a yoga deck overlooking the city.08

The sketched impressions of the hotel show an articulated structure that would allow for the allocation of various suites with complimentary greened outdoor areas to give the international guest a feel of Kiwi-culture right at their doorstep. The permeation of the hotel with landscape features epitomises the close connection New Zealanders share with their lush outdoors. There is an opportunity for the hotel to provide a truly unique setting/design/ambiance that really reflects this key part of the Kiwi culture. For example, the regular hotel rooms could offer operable French windows with planters integrated into the façade layout and the ambiance of the rooms could be ‘upmarket baches’, whereby international premium standards amalgamate with the locally distinct boutique-style.outstandingpotential 09

It remains in the discretion of the hotel developer to incorporate car-parking. Otakaro’s plausibility studies suggest the possibility of a compact automated car- stacker placed in the north of the site that could offer parking spaces for guests accessible via Colombo Street. Christchurch’s Streets & Spaces Design Guide designates both Cathedral Square as well as Colombo Street as pedestrian and cyclist oriented urban environments, so an assessment of traffic impacts and circulation would need to be considered. Thus, the access to the hotel, including the porte cochere, should be organised at the northernmost section of Colombo Street to allow for the pedestrian- friendly Square.10

With the (award-winning*) design of the Convention Centre Christchurch steps up into the urban limelight again. The hotel must support and amplify both this cultural and economic impulse as an architectural manifestation of confidence and optimism.12 * The CCEC is shortlisted for the World Architecture Award (10 July 2017).

ide 4. a green city The hotel needs to integrate elements of the landscape and thereby showcase a green architecture bringing Christchurch’s legacy as garden city to a new level. 5. a liveable city The hotel shall enable the long-time deserted Cathedral Square to re-introduce an active heart of the city. 16

1. Context / Public InterfacesOpen activated street frontages provide for a maximisedpedestrian interaction between Cathedral Square,Colombo Street and the River Walk. A European-style street café with tables on the square/street. Retail outlet(s) offering souvenirs, luxury-brands, culturally related arts & crafts. A porte cochere as an interesting place of urban welcome and farewell. 2. Connectivity with the CCECThe hotel must complement the adjacent CCEC bothfunctionally and culturally to maintain a seamlessexperience for delegates. An internal connection at ground level between the hotel lobby and the southern pre-function area of the CCEC. The connection must provide an intuitive wayfinding between the hotel-elevators, reception/ concierge and the CCEC. The design of this connection shall reflect the CCEC’s cultural narrative. This may include a feature-wall as photo-backdrop for delegates. 17

3. Architectural DesignIn response to the location of the hotel in Christchurch’scivic heart the architecture must achieve a globallyrecognisable iconic quality. Especially the design of the high-rise portion shall set the building well apart from its surrounding forebears. The materials must be adequate to both the envisaged quality-level and the functional requirements. The detail quality shall radiate a noble simplicity as well as technical endurance. The hotel’s appearance needs to hold the balance between its iconic stature and the contextual accord. 4. Guest AmenitiesBesides the boutique-style, Five Star quality the hotelmust offer a maximum security and the amenitiesexpected from global travelers in this class. A café/bistro on street level inviting guests as well as flâneurs A rooftop bar either on level 7 (c 21m above ground) providing visual contact with the square, or on the very top of the building with outlook over the city and to the mountains and the sea. These facilities may be open to the public as well. A few small meetings/conference rooms. A wellness/spa club open to guests and public members. 19

Sustainability As a landmark of Christchurch’s regeneration, the hotel design shall incorporate the latest concepts of environmentally resilient design and technology.
