Dear Friends & Colleagues in the USTFU: I hope this message finds you well as we all push forward to defeat this pandemic. I also pray that your family and loved ones are all safe and healthy. One of the things that this leadership aims to do is to transform our beloved USTFU into a more dynamic, proactive, and inclusive labor organization that can answer the needs of our changing society. We all want USTFU to become a truly professional labor organization that is dedicated to serve and protect the welfare of its members. Twenty-two people cannot do this by themselves because of the Herculean tasks that we need to face; USTFU needs you. The USTFU Constitution and By-Laws stipulates five distinct Standing Committees that will address some of the most crucial aspects of our organization: Membership, Labor Education & Research, Grievance, Collective Bargaining, and Welfare. It is through these committees that the different projects of USTFU can be made into reality. I invite all of you to share your time and talents to make USTFU something that all of us can be proud of. I invite you to be a part of USTFU’s history as it embarks forward to new horizons in this new beginning. USTFU COMMITTEE ON MEMBERSHIP The USTFU Committee on Membership shall receive and process applications for membership and make recommendations thereon to the President. It shall implement rules, regulations and decisions that may be promulgated by the Board of Officers or the general membership for the admission of members into the UNION. CHAIR: Elizabeth Kapulong MEMBERS: Maria Victoria Bongar James Mark Nidea Marvin Zapanta Raymond Clarin Dominador Ulaye George Chao Ulysses Parado PREFERRED QUALIFICATIONS FOR MEMBERSHIP IN THE USTFU COMMITTEE ON MEMBERSHIP  Must be a tenured faculty member of the University or has served the University for at least two academic years.  Must be knowledgeable and skilled in writing formal correspondences.  Must be knowledgeable and skilled in the use of MS Office (Word, Excel, PowerPoint, etc.) and social media platforms (Facebook, Instagram, Twitter, etc.)  Must have the knowledge and skill in creating infographics  Must be able and willing to coordinate with the different faculty club/association presidents and/or other officers.  Must have very satisfactory interpersonal communication skills for the purposes of recruitment, orientation, and information dissemination.  Must be able and willing to work beyond class hours in fulfillment of the committee’s projects and objectives.  Must be willing to attend training relevant to the committee work. USTFU COMMITTEE ON GRIEVANCE The USTFU Committee on Grievance shall investigate internal UNION disputes in accordance with Article XIV of this Constitution and By-laws. It shall assist in the presentation and settlement of UNION grievance with Management subject to pertinent provisions of the existing Collective Bargaining Agreement (CBA). CHAIR: Pocholo Arabit Marvin Zapanta MEMBERS: Crisencio Paner Aurora Bermudez Edilberto Gonzaga PREFERRED QUALIFICATIONS FOR MEMBERSHIP IN THE USTFU COMMITTEE ON GRIEVANCE  Must be a tenured faculty member of the University or has served the University for at least two academic years.  Must be knowledgeable in preparing legal documents especially legal briefs.  Must be well-versed in the Labor Code of the Philippines and other relevant and special laws (e.g. laws that pertain to SHS, NSTP, Guidance Counsellors, and Librarians).  Must be well-versed in the Constitution and By-Laws of USTFU.  Must be well-versed in labor related jurisprudence especially in the area of education.  Must be well-versed in the Manual of Regulation for Private Higher Education (MORPHE) and other relevant government issuances.  Must be well-versed in the Collective Bargaining Agreement, the Faculty Code, and the University Policy Manual.  Must be familiar with the Conciliation-Mediation process.  Must be able and willing to coordinate with the different faculty club/association presidents (and/or other officers), and with university officials.  Must be able and willing to work beyond class hours in fulfillment of the committee’s projects and objectives.  Must be willing to attend training relevant to the committee work.  The following will be of great advantage to the applicant:  Current membership in the Integrated Bar of the Philippines.  Experience in handling grievance cases USTFU APPLICATION FOR MEMBERSHIP IN THE STANDING COMMITTEES Page 4 of 8

USTFU COMMITTEE ON LABOR EDUCATION & RESEARCH The USTFU Committee on Labor Education & Research shall prepare, adopt, and implement labor education programs and activities that will promote the enlightenment of the members in regard to the prevailing labor relations system, the provisions of this Constitution and By-Laws and the existing CBA and all labor legislations, rules, issuances and policies that affect the members directly or indirectly. Luisa Reyes PREFERRED QUALIFICATIONS FOR MEMBERSHIP IN THE USTFU COMMITTEE ON LABOR EDUCATION & RESEARCH  Must be a tenured faculty member of the University or has served the University for at least two academic years.  Must have the experience and or a working knowledge in quantitative and/or qualitative research.  Must be knowledgeable in formulating survey instruments/questionnaires.  Must be knowledgeable in the history of Unionism in general and unionism in the academic sector in particular.  Must be knowledgeable in Labor Laws and the Manual of Regulation for Private Higher Education (MORPHE).  Must be knowledgeable in creating training Curriculum as well as training evaluation.  Must have the knowledge and skills in the use of MS Office (Word, Excel, PowerPoint, etc.) and social media platforms.  Must have knowledge in creating infographics.  Must be knowledgeable on the principles of Adult Learning.  Must be able and willing to organize Labor Education seminars, training, and fora.  Must be able and willing to coordinate with the different faculty club/association presidents (and/or other officers), and with university officials.  Must be willing to attend training relevant to the committee work.  Must be able and willing to work beyond class hours in fulfillment of the committee’s project and objectives.  The following will be of great advantage to the applicant:  Previous experience in organizing labor education and information campaigns relative to teachers’ concerns  Served as resource persons on various labor related fora  Underwent labor related training such as Union management, CBA negotiations, Occupational health and safety and other labor advocacy concerns USTFU APPLICATION FOR MEMBERSHIP IN THE STANDING COMMITTEES Page 5 of 8

USTFU COMMITTEE ON COLLECTIVE BARGAINING The USTFU Committee on Collective Bargaining shall conduct research and gather all such data as may be necessary in collective bargaining negotiations. It shall assist the UNION negotiating panel in the preparation of all necessary papers, documents, and materials in collective bargaining negotiations and in the administration of the existing collective bargaining agreement. CHAIR: Kristi Macasaet MEMBERS: Ma.Luisa Reyes Raul Ortega PREFERRED QUALIFICATIONS FOR MEMBERSHIP IN THE USTFU COMMITTEE COLLECTIVE BARGAINING  Must be a tenured faculty member of the University or has served the University for at least two academic years.  Must have been a Faculty Club/Association President or has held any elected position in his/her club/association.  Must be knowledgeable in Labor Laws and the Manual of Regulation for Private Higher Education (MORPHE) and other relevant laws.  Must have sufficient knowledge and familiarity with existing CBA.  Must have the experience and a working knowledge in quantitative and/or qualitative research.  Must have the experience and knowledge in formulating survey instruments/questionnaires.  Must be knowledgeable in Collective Bargaining practices, rules, and procedures.  Must be able and willing to coordinate with the different faculty club/association presidents (and/or other officers), and with university officials.  Must be able and willing to work beyond class hours in fulfillment of the committee’s project and objectives.  Must be able and willing to undergo intensive training in CBA negotiations.  Must be able and willing to work and provide assistance to the elected panel of negotiators  The following will be of great advantage to the applicant:  Experience in previous CBA negotiations  Paralegal training and/or law background  Experience in tripartite negotiations.  Training in CBA negotiations not only in terms of the legal aspect of collective bargaining but on its psychological and social aspects  Training or experience in Critical Thinking and the art of argumentation and persuasion  Knowledge in accounting and financial analysis (e.g. how to read and analyze financial statements; trend analysis) USTFU APPLICATION FOR MEMBERSHIP IN THE STANDING COMMITTEES Page 6 of 8

USTFU COMMITTEE ON WELFARE The USTFU Committee on Welfare shall be responsible for the adoption and implementation of programs, projects and activities that will promote and protect the general welfare of the members. CHAIR: Stephen Buñi MEMBERS: Ulysses Parado Elvis Llarena Raul Ortega PREFERRED QUALIFICATIONS FOR MEMBERSHIP IN THE USTFU COMMITTEE ON WELFARE  Must be a tenured faculty member of the University or has served the University for at least two academic years.  Must be able to do proper documentation and basic quantitative and qualitative research.  Must be able and willing to coordinate with the different faculty club/association presidents (and/or other officers) to determine specific needs of each college/faculty.  Must be able and willing to work beyond class hours in fulfillment of the committee’s projects and objectives.  Must be willing to attend training relevant to the committee work.  The following will be of great advantage to the applicant:  Experience in conducting training or serving as resource persons on welfare related activities (health education, occupational health and safety, entrepreneurship etc.)  Experience in project conceptualization, implementation, and evaluation USTFU APPLICATION FOR MEMBERSHIP IN THE STANDING COMMITTEES Page 7 of 8

SPECIAL PROVISIONS 1. USTFU Executive Officers or Board Directors who wish to be a member of any of the standing committees are exempted from these qualifications by virtue of their elective position. 2. The President shall appoint a co-chair of the committee from the general membership based on the applicant’s satisfaction of the qualifications above. 3. USTFU officers planning to run in the USTFU CBA Panel election need not apply in the USTFU Committee on Collective Bargaining. 4. Chairs and members of the Committees shall have a term of one (1) academic year; re-appointment shall be subject to a performance review conducted by an Evaluation Committee to be formed by the President.
