The Career Executive Service is the ‘third level’ or the managerial class in the group of career positions in the Philippine civil service. The CES was created by Presidential Decree No. 1 to “form a continuing pool of well-selected and development-ori- ented career administrators who shall provide competent and faithful service.” De Asis is currently designated as Section Chief of the Innovation Solutions and Urban Governance Section. His fields of expertise include Local Government Administration and Policy Administration and Management. She is also instrumental in the conferment of the 2018 and 2015 Local Legislative Award to the Quezon City Council, the most prestigious award given by the Department to Sanggunians. She also facilitated the creation of the City’s noteworthy plans, including its Executive Legislative Agenda, which ensured the alignment of efforts of the executive and legislative branch in the LGU. Agot is one of the key figures in the Disaster Risk Reduction and Management (DRRM) initiatives of DILG-NCR. An Incident Command System (ICS) certified cadre or trainer, he is responsible in shaping the DRRM protocols of the regional office, as well as in providing technical assistance on DRRM to LGUs. MLGOO Jonas James Agot Baligod, who holds a Juris Doctor degree is currently the Chief of Staff of the Office of the Re- gional Director, overseeing daily technical and administrative operations of the regional office and provides support to its legal unit. LGOO VI Abigayle Baligod Castillo, who is an environmental planner is a key figure on local development planning of DILG-NCR and serves as the assistant division chief of the Local Government Capability Development Division (LGCDD). She is also a key figure on the successful implementation of the Seal of Good Local Governance, DILG’s most coveted awards for LGUs. It was a wonderful opportunity provided by the DILG NCR as it opened my mind to out of the box learning on how the government of Taiwan operates FOR the people BY the people and OF the people. Taiwan won my heart in many ways possible. Like many other places in Asia, Taiwan is densely populated and highly developed in terms of economics, technology and transport. The most that amazed me was the organized and systematic channels of its transportation that could hopefully be replicated in our country. Filipinos can learn a lot from Taiwan’s culture and its sense of nationalism and collectivism. The workshop for youth entrepreneurship development which I attended paved for a realization for me that Tai- wan government really empowers their youth in entre- preneurship. Taiwan developed an ecosystem for young entrepreneurs where there is a strong collaboration and support among the private stakeholders, business sectors, incubation centers, government agencies and ac- ademe. The government has in store various and diverse mechanisms, fund/loan assistance, incentive schemes, subsidies and consultancy programs to start-ups entre- preneurs. One is the presence of incubation hubs that provides FREE services and working spaces to young entrepreneurs.

Taiwan innovations and best practices on youth entrepreneurship can possibly be replicated in the Philippines. Among my recommendations are for the Department to provide an avenue, in coordination with other concerned agencies/stakeholders, for institutionalization of the following: • Development of sustainable convergent entrepreneurial services such as business incubation, innovation/accelerator hubs, innovation services and technology, entrepreneur mentoring program, easy ac- cess to credit, finance, information technology, training and strategic linkages; • Capacity development interventions in increasing the awareness of the SK Officials and assist on youth entrepreneurship development; • Incubator hubs to engage the city, barangay officials and civil society organizations to collaborate and share ideas on the promotion of good governance, transparency and accountability; and • Establishment of Coordinating Office which will serve as bridge to pool in resources from different sectors in promotion of good gov- ernance focusing on innovation, efficient and effective project or program formulation, implementation and monitoring. My journey in Taiwan ends in a promise that as an LGOO of DILG, I will endeavor to assist the Department in the promotion of good governance through innovative developments and strengthening the capacity of the local government units in the performance of their mandates.
