Message MARIA LOURDES L. AGUSTIN, CESO III Regional Director, DILG - NCR In a way, the Local Government Support Fund (LGSF) is an experiment to test local government capacity to originate, implement, monitor and control public investment in infrastructure projects, initially at the scale allowed under the LGSF. It is an experiment because prior to the enactment of the Local Government Code of 1991 and the acceleration of the devolution process powered by the Mandanas-Garcia ruling of the Supreme Court, local governments were seen as primarily engaged in the delivery of basic services, with the bulk of public spending on various programs, projects, and facilities left to national government agencies. Now that the center of gravity in governmental functions and responsibilities have shifted from national to local, there is a perceived need to undertake a massive capacity-building effort to prepare and capacitate local governments to make full and proper use of the fiscal resources that are to be transferred to them. Thus, the Department of the Interior and Local Government, through its regional network, and in conjunction with the regional arms of other national agencies, was tasked to administer the LGSF and do so in a manner that ensures public funds are utilized in an efficient, effective, transparent, and accountable manner at the local level. In the National Capital Region, DILG-NCR worked closely with local planning and engineering units of all 17 NCR LGUs in providing procedural, reporting, and technical guidance in the implementation of LGSF-funded projects, particularly in the critically important matter of Project Monitoring and Evaluation. The DILG-NCR is committed to seeing local governments hone their project implementation skills and develop the administrative capacity to the level required by statute and regulation, in the interest of transparency and accountability.

ANA LYN BALTAZAR-CORTEZ, CESO V Assistant Regional Director, DILG - NCR It does not take a great leap of faith to appreciate the notion that local projects are best undertaken at the local government level. For who else but local officials - Governors, Mayors, and Barangay Captains - know what the needs are in local communities and what public investments are needed to fill those needs for the benefit of the people they serve? The range and variety of infrastructure and other eligible projects initiated by local governments and funded under the LGSF is proof that local officials know best what local communities need: from parks and playgrounds to drainage canals, to bicycle lanes, to typhoon-proof evacuation centers, to street lighting, and more. In this book, you will find almost 70 infrastructure and non-infrastructure projects, varying in costs, all in the NCR. The Local Government Code of 1991 saw the wisdom of situating public investments and the decision-making that goes into them as close as possible to the people those investments are supposed to benefit. Doing so, the projects, programs, and facilities arising from those investments will almost surely enjoy the broad support of the beneficiaries and thus represent the best use of finite government resources. This is the direction that devolution and local autonomy will take our system of government in the future; the DILG and DILG-NCR are fortunate to be at the nexus of the changing dynamic between national and local governments that we are seeing today.



About the Book This book showcases the projects identified, initiated, and implemented by local governments in the National Capital Region and financed under the Local Government Support Fund, a line item under the General Appropriations Act of 2021. The projects represent a broad range of public investments in infrastructure, public health, emergency response, and a host of social welfare programs designed to address the pressing needs of local communities. The book also highlights how these projects benefitted the citizens in their day- to-day activities and how these projects improved community life in general. The PDMU team has secured permission from parents and guardians for their children to be photographed and featured in this Book. LGSF Programs Assistance to Cities (AC) The LGSF - AC is exclusively used by the identified Highly Urbanized Cities (HUCs) located in Metro Manila, Metro Cebu, and Metro Davao to fund the eligible programs and projects such as bicycle lanes, pedestrian walkways, and public parks. Each beneficiary city is allocated with PHP 17,500,000.00. Financial Assistance to Local Government Units (FALGU) The LGSF - FALGU is utilized to support education, health, and social protection programs and projects of LGUs. Based on the Republic Act No. 11518 or the FY 2021 General Appropriations Act, a total of P13,585,219,000.00 was allocated to be used for financial assistance to LGUs, except for those under the Bangsamoro Autonomous Region in Muslim Mindanao. Disaster Rehabilitation and Reconstruction Assistance Program (DRRAP) The LGSF - DRRAP is used to aid in the recovery and reconstruction of the economy and livelihood in the LGUs that were directly affected by recent natural disasters such as: Taal Volcano Eruption, Typhoon Quinta, Super Typhoon Rolly, and Typhoon Ulysses, as indicated in the situational reports issued by the National Disaster Risk Reduction and Management Council (NDRRMC). Each LGU is allocated a specified amount from the PHP 4,500,000,000.00 nationwide total.

City of makati In support of its active transportation initiative, Makati built a two-tier Bike Rack and Shed in strategic locations around the City.

City of malabon Apart from the construction and beautification of main thoroughfares, the City chose to invest in a central nursery which became the anchor of a city-wide greening program. The nursery also provided vegetables to a feeding and nutrition program for children. Signages set up along a busy highway also help amplify the City’s branding as the provenance of “Pancit Malabon” and served to highlight local landmarks such as San Bartolome Church.

City of manila The City poured resources for the rehabilitation of street lighting and redevelopment of the iconic Moriones Linear Park situated in one of the most densely populated parts of Manila.

City of marikina Living up to its reputation as one of Metro Manila’s most livable cities, Marikina developed its mid-town area into a public park and playground. It also upgraded its bike lanes and installed street lighting facilities while rehabilitating existing ones. Marikina City being situated in a low-lying area in the Metropolis, used part of its LGSF resources to beef up its defenses against flooding risks.

City of muntinlupa The City of Muntinlupa is big on creating a child-friendly city. True to this vision, the City utilized its LGSF to develop a clean and green playground in Barangay Tunasan where children can play and frolic amid safe and secure surroundings.

City of navotas The City’s LGSF investment went into the construction of a multi-purpose building housing a medical laboratory facility primarily for COVID-19 testing but can expand to TB, HIV, and Monkey Pox testing. Additionally, the City acquired an ambulance and transport equipment to augment its public health and disaster management motor pool.

City of paraÑaque The City focused its investment on public spaces, notably the Parañaque City Park and Children’s Playground.

City of pasig Pasig City redeveloped and beautified the Parian Creek Linear Park using LGSF funding augmented by counterpart allocation from the city’s local budget. Another project involved the dredging and desilting of the Marapa Creek, situated nearby. These projects encouraged the residents to take the path along Parian Creek without fear for their safety.

quezon city To improve the area around a large public school, the City developed a linear park infront of West Fairview High School. The City also improved Villa Verde Park within a large residential community. Serving mainly as a safe shortcut for residents and visitors of Quezon City, Alley 44 was also built to be a landmark along Maginhawa St.

city of san juan The improvement and rehabilitation of the surroundings of the historically significant Pinaglabanan Shrine is the focus of the City’s investment in public spaces. The City also rehabilitated a mini park and bike lanes to improve livability.

city of taguig To lessen flooding, Taguig utilized their LGSF funds in the development of 13 drainage projects located in various low-lying areas of the City.

city of valenzuela Valenzuela City converted a busy street leading to a major university into a pedestrian-only walkway to ensure the physical safety of students while opening up new areas for small businesses to operate and cater to the student market. To benefit the residents of Wawang Pulo, the City improved the Salambao Open Space to prevent flooding and enhance the resilience of the community against extreme weather events. Significant amounts were also allocated for a variety of social welfare expenditures and the acquisition of vehicles and equipment.

Local Government Support Fund (LGSF) The LGSF is a line item in the General Appropriations Act. It shall be used as financial subsidy for Local Government Units. It has three components: Financial Assistance to Local Government Units (FALGU), Assistance to Cities (AC), and Disaster Recovery and Rehabilitation Assistance Program (DRRAP). Assistance to Cities (AC) Under Special Provision (SP) No. 1 of the Local Government Support Fund (LGSF) in Republic Act No. 11518, the national government allotted Php350,000,000.00 for the construction, maintenance and/or rehabilitation of green open spaces and infrastructure for active mobility. All Highly-Urbanized Cities (HUCs) were allowed to receive Php17,500,000.00 for their chosen project.
