SEAL OF GOOD LOCAL GOVERNANCE PORTAL USER’S MANUAL

SGLG INTRODUCTION The Seal of Good Local Governance (SGLG) Program is a flagship program of the Department of the Interior and Local Government (DILG) that puts primacy to integrity and good performance as pillars of meaningful local development and development. It is a progressive assessment system that gives distinction to remarkable local government performance across several areas. The SGLG has been instrumental in increasing transparency and accountability, promoting proactive actions to prepare for challenges posed by disasters and influencing LGU behavior that is supportive of both national and international developmental goals, among others. With the enactment of Republic Act No. 11292, SGLG is now an institutionalized award, incentive, honor and recognition-based program that encourages LGUs’ commitment to continuously progress and improve their performance along various governance areas.

SGLG INTRODUCTION The SGLG Assessment Criteria in accordance with the SGLG Act are expanded from seven (7) to ten (10) governance areas namely: 1. Financial Administration and Sustainability; 2. Disaster Preparedness; 3. Social Protection and Sensitivity; 4. Health Compliance and Responsiveness; 5. Sustainable Education; 6. Business-Friendliness and Competitiveness; 7. Safety, Peace and Order; 8. Environmental Management; 9. Tourism, Heritage Development, Culture and Arts; and 10. Youth Development

PURPOSE The SGLG Portal aims to aid the assessment teams to facilitate online data entry and generation of assessment results with spatial feature of the covered local government units. It shall also serve as a storage facility of all documents and databases relative to the LGU assessment and monitoring of activities. Moreover, the portal seeks to attain the following: • Assist the DILG Field Offices in providing technical assistance to the LGUs in preparing for the SGLG Assessment by including a feature for conduct of mock assessment; • Generate a comparative report of LGU assessment results that may be useful in policy making and identification capacity development interventions that may be initiated by the DILG and other partner institutions of the DILG-NCR Local Governance Regional Resource Center (LGRRC)

PURPOSE • Promote efficiency in the use of resources by accomplishing the data capture forms online without having the burden of printing and reproducing several number of documents to proceed with the assessment; • Establish a database of documents of the assessed LGUs that may serve as resource materials for production of knowledge products by the LGRRC and other stakeholders;

STEP 1: Go to “Assessment” Tab. The table of assessment is listed here. . To add new assessment click “ADD NEW” button.

STEP 2: Select the “YEAR” and “GOVERNANCE AREA” that you want to assess. .

STEP 3: Answer the assessment form accordingly then, click the “Submit” button once . done. Then, wait for the REGION-ROLE to verify your assessment .

MOVs “Attach files” button allows you to attach documents needed in the assessment. MOVs' . description displays at the bottom section of each item component under areas.

STEP 4: After answering the assessment, you can still edit it if the status is still “Submitted” by . clicking the icon. You can view each assessment by clicking the icon
