INTRODUCTION This handbook sets the provisions pursuant to the Policies and Standards set forth for the Faculty of the College of Nursing of Negros Oriental State University. It spells out the College’s policies and guidelines based on the University Code, Academic Manual, and CHED MEMO No. 14 series of 2009 and No. 15 series of 2017. All other policies, rules and regulations not stipulated in this handbook will follow the policies, rules and regulations of the University. It will continue to be in effect until repealed, altered or otherwise modified by appropriate action of the Board of Regents and is subject to change by the adopting body as the exigencies of University services may require. As the College is guided by its vision, mission, goald and objectives, it is emperative for the faculty to be guided by this Faculty Academic Handbook in order for them to attain their objective which is to deliver excellence in instruction, research, extension, and training of the students in the classroom or the clinical area. In NORSU, Nursing education embraces CARING as its foundation and subscribes to the core values of nursing which are vital components in the development of the faculty as a professional nurse. It is committed to the pursuit of excellence in every dimension of inquiry, learning and teaching. It makes high quality education available to the poor but deserving students of Negros Oriental and its neighboring provinces. 3

BS NURSING OBJECTIVES: The Bachelor of Science in Nursing program aims to develop a professional nurse who is able to assume entry level positions in health facilities or community settings. A beginning professional nurse is capable of providing safe, humane, quality and holistic care to individuals in varying age, gender and health illness status; healthy or at risk families; population groups; and community; singly or in collaboration with other health care providers to promote health, prevent illness, restore health, alleviate suffering and provide end-of-life care. 1. Apply knowledge of physical, social, natural and health sciences, and humanities in the practice of nursing. 2. Provide safe, appropriate and holistic care to individuals, families, population groups and community utilizing nursing process. 3. Apply guidelines and principles of evidence-based practice in the delivery of care. 4. Practice nursing in accordance with existing laws, legal, ethical and moral principles. 5. Communicate effectively in speaking, writing and presenting using culturally-appropriate language. 6. Document to include reporting up-to-date client care accurately and comprehensively. 7. Work effectively in collaboration with inter-intra-and multidisciplinary and multi-cultural teams. 8. Practice beginning management and leadership skills in the delivery of client care using a system. 9. Conduct research with an experienced researcher. 10. Engage in lifelong learning with a passion to keep current with national and global developments in general, and nursing and health developments in particular. 11. Apply entrepreneurial skills in the delivery of nursing care. *BS Nursing Objectives are based from the Commission on Higher Education, Policies, Standards and Guidelines for the Bachelor of Science in Nursing (BSN) Program CHED Memorandum Order No. 15 Series of 2017. Level I At the end of the first year, the student shall have acquired an understanding and awareness of himself as an individual and as a member of the family, the community, and the world with emphasis on personal, societal and professional values, responsibilities, rights, and an awareness of physical, social, and cultural milieu. Given simulated situations in selected settings, the learners shall demonstrate basic nursing skills in rendering safe and appropriate care utilizing the nursing process. Specifically, the student shall: 1. Develop a deeper understanding of himself/herself and the multi-factorial dimensions of the individual which can affect health and well-being; 5

2. Recognize his/her duty in improving the quality of life not only for himself/herself but for others as well; 3. Develop a deeper awareness of his/her rights, duties, and responsibilities to God, country and the world; 4. Demonstrate beginning skills in the use of the nursing process in the care of healthy individual; 5. Explain the theoretical foundation of nursing with the four-meta paradigms as guide to his/her nursing practice; 6. Apply the scientific method to his activities wherever possible; 7. Imbibe the values cherished by the nursing profession such as teamwork, respect, love of God, integrity and caring; 8. Discuss the competency based BSN program; and, 9. Demonstrate critical thinking skills in relating with self and others. Level II At the end of the second year, the student shall have acquired the holistic understanding of the human person as a bio-psycho cultural being focusing on the concept of health and illness as it is related to the care of the mother and child in varied settings given normal and high risk clients. The learners will further demonstrate safe, appropriate and holistic care utilizing the nursing process Specifically, the student shall: 1. Describe the health care delivery system and the nurse’s role in it; 2. Demonstrate ethico-moral, legal responsibilities in the care of individual family and community; 3. Demonstrate the beginning skills in the provision of independent and collaborative nursing function; 4. Discuss the role of economics as it impacts on health and illness 5. Relate the stages of growth and development in the care of clients; 6. Demonstrate beginning skills in the preparation of healthy and therapeutic diets in varied client cases; 7. Explain the dynamics of the disease process caused by microbes and parasites and the environment; 6

8. Imbibe the core values cherished by the nursing profession such as love of God, caring, love of country and of people; 9. Design a plan that will focus on health promotion and risk reduction to clients; 10. Utilize the nursing process in the care of the high risk mother and child in the family and in the community. Level III At the end of the third year, given actual different clients/situation with various physiologic and psychosocial alterations and maladaptive patterns of behavior, the student shall be able to demonstrate the competencies in the following key areas of responsibilities such as safe, holistic and quality nursing care, health education, communication, collaboration and teamwork, ethico-moral and legal, quality improvement, research, record management and management of resources and environment. Specifically, the student shall: 1. Utilize the nursing process in the care of clients across the lifespan with problems in oxygenation, fluid and electrolyte balance, metabolism and endocrine functioning, perception, coordination and maladaptive patterns of behavior; 2. Apply the research process in addressing nursing/health problems to improve quality of care; 3. Integrate the role of culture and history in the plan of care; 4. Apply principles of good governance in the effective delivery of quality health care; 5. Observe the core values cherished by the nursing profession (love of God, caring, love of country and of people) and the bioethical principles in the care of clients; and, 6. Apply a nursing theory in the management of care of a client for case study Level IV At the end of the 4th year, given groups of clients (individuals, families, populationgroups, and communities) with helath problems and special needs, the learners demonstrate competencies in all the key areas of responsibility and can assume first level entry positions in any field of nursing. Specifically, the student shall: 7

1. Utilize the nursing care process in the care of clients across the lifespan with problems in inflammatory and immunologic reactions, cellular aberrations and acute biologic crisis, in disaster/emergency situations; 2. Apply a nursing theory in the management of care of a client for case study; 3. Observe the core values cherished by the nursing profession (love of God, caring, love of country and of people) and the bioethical principles in the care of clients; and, 4. Demonstrate leadership and management skills in the care of group of clients in the community and hospital setting utilizing research findings. Nursing Faculty Handbook The Dean: The Dean of Nursing has the responsibility of ensuring that the implementation of the program is within the defined vision, mission, goals and objectives of the institution and the specific objectives of the College of Nursing. The Dean of Nursing is appointed by the president upon the approval of the Board of Regents. Qualifications: a. Filipino citizen b. Registered nurse in the Philippines with current and valid PRC I.D. c. Holder of at least a Masters Degree in Nursing (MAN, MN, MSN) conferred by a college or university duly recognized by CHED d. Has at least three (3) years of clinical practice and a total of at least (5) years teaching, administrative and supervisory experiences in nursing education e. Physically and mentally fit f. Possess good moral character g. Has no other teaching assignments or administrative functions in other public/private institutions or higher education institutions h. A member of good standing of accredited professional nursing organization i. Upon appointment, he/she must be an active member of good standing of the Association of Deans of Philippine Colleges of Nursing (ADPCN); and j. Has a duly notarized employment contract of at least one (1) academic year renewable annually. The contract should specify the academic rank. Teaching Load: The Dean shall have a teaching load not exceeding a total of six (6) units in a semester. Duties and Responsibilities: 1. Administration: a. Ensures compliance to CHED policies, guidelines and standards and other relevant regulations; b. Prepares short term and long term plans; c. Manages college office operations; d. Obtains recognition/accreditation of the nursing program; e. Evaluates the performance results of the nursing program; f. Exercises general supervision on the entire college. g. Formulates, refines and implement the policies of the college and university. h. Provides leadership for the faculty, advises students in their study programs, supervises the teachers in the performance of their duties and responsibilities, and evaluates their performance. i. Prepares annual plan, targets and budgets of their respective college for submission to the Planning Office and to the President and the Board of Regents for approval. j. Pursues personal and professional development 9

2. Curriculum and Instruction: a. Supervises the respective staff and personnel under their jurisdiction in accordance with the school policies. He/she shall be directly responsible to the Vice Presidents concern for instruction, research, extension and production. b. Leads development and utilization of instructional resource materials; c. Ensures attainment of instructional standards in curriculum implementation; d. Monitors and evaluates the proper implementation of the programs. A. Faculty a. Plans a rational faculty, academic and non-academic load; b. Leads in the faculty and staff development programs; B. Resource Management a. Manages the human, financial, and physical resources; b. Collaborates with the health services, affiliation agencies and other academic units in the implementation of instructional programs. C. Research and Extension a. Initiates research and community extension projects/programs. D. Linkages a. Forges relevant linkages with local and international HEIs and agencies b. Collaborates with the health services, affiliation agencies and other academic units in the implementation of the program. ASSISTANT DEAN: There shall be a designated, Assistant Dean in the college whose term of office is to be determined by the University President. Duties and Responsibilities: a. Provides the Dean assistance over matters relating to instructions, research and extension functions of the college and thus such other duties may be assigned to him/her by the Dean. b. Prepares together with the Dean the teaching load of the faculty and submit to VPAA and the President’s office for approval. c. Represent the college in official or social fucntions where representation is required in the absence of the Dean. d. Serves as member of the screening committee in the recruitment of new faculty and the promotion of faculty members. e. Plans and assigns the faculty their respective duties for the screening of new applicants during the screening periods. 10

LEVEL COORDINATORS: The level coordinator is designated with the responsibilty as adviser to his/her students and should be working closely with the faculty under his/her level in the implementation of the BSN curriculum program objectives. He/she shall be designated by the Dean. Duties and Responsibilities: a. Acts as liaison between the Dean of Nursing and the students in their own level. b. Cooperates with the administration in particular with the Dean in attaining the objectives of the BSN program. c. Reports regularly to the Dean, Assistant Dean/Clinical Coordinator and updates regarding the clinical area, discplinary matters, evaluation of Academic and Clinical performance of students. d. Prepares the year level schedule and rotation plan as well as keeps a record of all communications related to the affiliating centers per semester in consulation with the Dean and Assistant Dean. e. Attends to the enrolment operation and acts as adviser of the students subject load per semester. f. Attends to responsibilities given to him/her by the Dean. g. Assists the Guidance Counselor Designate in gathering information about student’s disciplinary matters, grievances, and other concerns before bringing the matter to higher levels of authorities. h. Checks the grades of the clinical instructors under his/her level each semester and will obtain two (2) copies of the submitted grades, one (1) for record keeping and the other to be submitted to the Dean. i. Prepares the actual related learning experience record per rotation and submit this to the Clinical Coordinator per semester. FACULTY/CLINICAL INSTRUCTORS The faculty shall have academic preparation appropriate to his/her teaching assignment. In addition to being a Filipino citizen and having good moral character, the following qualifications must be observed. Qualifications Faculty members shall be physically and mentally fit with good moral character. Moreover, the faculty shall have academic preparation appropriate to his/her teaching assignment. For Faculty members teaching professional courses must have the following qualifications: a. Registered Nurse in the Philippines with current/valid PRC I.D.; b. Holder of Master’s Degree in Nursing (MAN, MN, MSN), education or other allied medical and health sciences conferred by a colege or university duly recognized by the Commission on Higher Education; c. At least three (3) years of clinical practice; and 11

d. A member of accredited professional nursing organization of good standing and of a specialty nursing organization. For faculty members teaching other courses: a. At least a Master’s degree holder of other allied medical and health sciences for those teaching health science courses; and b. At least a Master’s degree holder in their area of specialization for faculty members teaching general education courses and should only teach courses in their area of specialization. When vacancies occur in the teaching force of the college due to a leave of absence or resignation during the school year, a subsitute or replacement with similar or higher qualification shall be employed. The following conditons for employment must be observed: a. The salary of faculty shall be commensurate to his/her academic rank. b. Full time faculty member who teaches professional courses shall be responsible for both classroom and Related Learning Experiences (RLEs). Upon appointment, a faculty member shall have a duly notarized employment contract of at least one (1) academic year, renewable anually specifying academic rank in accordance with his acadmeic training and clinical expertise. The recognized ranks are: instructor, assistant proffesor, associate proffesor and proffesor as reflected in the administrative/faculty manual. The College of Nurisng shall have an updated five-year faculty development program (FDP). The FDP consists of written activities and programs toward the development of the faculty for intellectual, personal and professional as well as ethico-moral and spiritual growth. The proram may be in the form of: a. Graduate studies; b. Scholarship and research grants; c. Continuing professional development and in-service programs; d. Clinical skills enhancement on official basis for at leasttwo weeks per year; e. Career advancement programs f. Lifelong and self-directed learning activities. Teaching Load. The Teaching Load of faculty members should be as follows: a. Full-time faculty members may carry a combined RLE and classroom load of not more than thirty-six (36) hours per week whcih include consultation hours and other activities related to RLE instruction, research and extension services. b. Full-time faculty members may design independent study for students which could be credited towards RLE instruction. c. Nurses who are employed in government and private institutions and at the same time who serve as part time faculty or clinical instructors must secure permit from the principal employer/s to be given a maximum RLE and/or classroom load of 8-16 hours per week per semester, provided they will render services on their offduty hours. Moreover, the Chief Nurse/Training Coordinator/Supervisor/Head Nurse should not assume any administrative and clinical supervisory function in any nursing school. 12

d. The mode of instruction in teaching shall be the ENGLISH Language. The College of Nursing must have a faculty manual containing information and policies on all matters pertaining to the faculty such as faculty development program, benefits and privileges, code of conduct, and accountability. There must be a functional integration between the college and nursing sevice department of the base hopsital. There must be a faculty clinical orientation on policies, standards, guidelines, and expectations of affiliation agencies. Likewise, nurses from affiliating agencies employed as preceptors or clinical instructors must be oriented on the BSN curriculum and the expectations of the course. Duties and Responsibilities: 1. Be on time in each class whether in the classroom or clinical area. They have to monitor the attendance of the students in each meeting. Teachers will not be paid for classes missed. The teacher should inform the Level Coordinator and the Dean ahead of time so arrangements can be made for someone to meet his/her class. Everyone should log-in using the EDTR daily. 2. Prepare a syllabus for each subject or RLE handled to be submitted to the Level Coordinator and the Dean at the beginning of each semester. Available syllabi should be enhanced and updated each year of use by the current instructor. 3. Implement varied teaching learning strategies in their classes as well as have a regular evaluation system of learning which could be in the form of a quiz, presentation, written report and etc. as deemed necessary. 4. Prepare examinations covering the topics discussed for the Midterm and the Final period and submit this with the respective answer key to the Dean. Examinations schedules are to follow university guidelines. 5. Prepare the grades after the grade deliberation in the presence of all level faculty, Level Coordinator, Asst. Dean and Dean and submit these on time via the E-Grading system to the registrar. Two (2) copies of the Grade Sheet must be submitted for record keeping. Students should be allowed to see their grades and have the chance to be clarified if requested prior to submission to the Registrar. Guidelines regarding problems related to grades will follow the university policy and must be reffered to the Registrar. 6. Attend in all faculty meetings, university activities and other special occasions required by the College or University. 7. All other guidelines and policy in reference to the faculty will follow the University Code, Administrative Manual and Civil Service Rules. There must be faculty clinical orientation on policies, standards, guidelines and expectation of the course in the affiliating agencies. Likewise, a nurse from the affiliating agencies employed as preceptors or clinical instructors must be oriented to the BSN Curriculum and the expectation of the course. 13

Hours of Work All employees including regular academic and non-academic staff of the University, are be required to be in their station forty (40) hours a week from Monday to Friday, except legal holidays. Normal official time is from 8:00 AM to 12:00 PM and 1:00 PM to 5:00 PM. In the exigency of the service, the official time of the faculty may be modified as the total number of hours a week is forty (40). For Clinical Instructors, the hospital shift will be the basis for their official time as reflected in their loading and rotation assignment. They are expected to report at 7:00 AM to 3:00 PM. For community assignments the 8:00 AM to 4:00 PM schedule shall be followed. A daily time record of attendance shall be required and kept in proper form and must be signed by the direct supervising officials authorized by the University President. This is to be accomplished during the first week of every month. Attendance of Faculty Attendance of faculty is regularly monitored with the use of the Electronic Daily Time Record (EDTR) in the campus or the Logbook in the Clincal Area. Regular, Temporary and Part time instructors are to log in daily. Part time instructors will follow their load schedules. All faculty members of NORSU are expected to attend all university affairs including convocations, special celebrations, founder’s day and other activities deemed necessary by the administration. Attendance will be checked on these affairs. Conduct of Faculty The faculty of the College of Nursing must conduct themselves in proper manner serving as role models to the students. Use of Uniform Clinical Instructors are to wear their nurse’s uniform properly while on duty. This includes the proper length of hair or proper tying of their hair and use of appropriate footwear always. Since there is no prescribed faculty uniform to be used in the classroom, faculty members are advise to observe appropriate attire at all times. Observance of decent attire and simplicity, without unnessesary exposure of body parts and minimal accessories is stressed. Males are not allowed to wear tattered pants/short pants, sandos, or slippers inside the campus. Wearing of mini skirts, sleeveless shirts, short pants, slip on sandals among females is prohibited. In all University/College related activities such as convocations, special lectures and others, participants are encourage to use casual and decent attire unless formal attire is specified in the program. 14

All applicants are qualified if they meet the standard qualification for all State Universities and Colleges (SUC’s) as defined in Personnel Policy and the Merit System of the College. Recruitment Basis The Primary basis for recruitment, classification and promotion has to conform with the Civil Service Commission (CSC); corollary modification of faculty in SUC’s shall be the Common Criteria Evaluation and the CSC using the point system and other criteria, rules and guidelines including a schedule of faculty and staff positions and salaries may be presribed, approved and revised by the Board of Regents and other government agencies such as the CSC and the Departmernt of Budget and Management (DBM). Recruitment Process When a vacancy occurs, an applicant shall submit all requirement needed for the position, in accordance with the standards set forth in the University Administrative Manual. All appointees and applicants shall be screened and evaluated by the PSPB both for regular positions and part-time teaching. The following conditions for employment must be observed: a. The salary of faculty shall be commensurate to his/her academic rank. b. Upon appointment, a faculty member should have a duly notarized employment contract of at least one (1) academic year, renewable annually. The recognized ranks are: instructor, assistant professor, associate professor and professor. Academic and Non-Academic Staff, Part-time: Those who serve the University with terms of reference stipulated and defined in their Office Orders. These include the following: a. Visiting professor; b. Exchange faculty; c. Lecturers/Trainors/Demonstrators; 15

d. Technical Specialists; and e. Consultants. Faculy Development Program The College of Nursing shall have an updated 5-year faculty development program (FDP). The FDP consists of written activities and programs toward the development of the faculty for intellectual, personal, and professional as well as moral and spiritual growth. The program may be in the form of: a. Graduate studies; b. Scholarship and research grants; c. In-service and continuing training programs; d. Clinical skills enhancement on official basis for at least two (2) weeks per year; and e. Educational tours Faculty Evaluation The faculty members of NORSU are regularly evaluated. During the first semester, part-time faculty members are evaluated by their students, using the academic/laboratory instruments. By second semester both full-time and part-time faculty members are evaluated, the former by their students, peers, and respective superiors, and the latter by their students only. In addition, the full- time faculty members evaluate themselves. Students form at least two (2) sections evaluate the faculty. The evaluation criteria include the following: commitment to teaching (20%); mastery of the subject matter (30%); teaching strategies (20%); classroom management (20%); and teacher’s personal qualities (10%). The evaluation will be conducted by the Center for Instructional Development (CIDA) office. Within the semester, the Dean of Nursing visits the classes, and the faculty is evaluated using an Evaluation Sheet for Classroom Instruction and Evaluation Sheet for Related Learning Experience. The Dean or Clinical Coordinator may evaluate the faculty in the classroom or by formal clinical observation. After the visit, the observer discusses his/her evaluation with the faculty concerned in a brief post-visitation conference. 16
