PersonalI am a well-organised person and a responsible team player who works wellwith diverse cultures at all levels. My education and work experience over17 years in Graphic Design have enabled me to gain an understanding of designprinciples, printing processes and the various use of computer software. In addition, working for the past years in a corporate financial environmentwith clients such as Absa, Bestmed, Butterfield Bakery, (just to mention a few),where the CI is the key in every design, gave me extra technical and interpersonalskills. The last year my experience in the Game Breeding industry had open anothercreative field. The precise accuracy involved in this industry broaden my thoughtsover the perceptions that exists and moved my creativity into another direction. With the ability to be a ‘Jack of all trades’ in the design industry I can adapt andapply myself to whatever the client needs and I see myself as a problem solver.Perseverance pays off.Opportunities and career planning is not an event or end in itself, but a continuousprocess of developing personal growth.

Annual Report Foreword by the minister Part A: I have the honour to present the Compensation Fund’s Annual Performance Plan (APP) for 2015/16 financial year. The 2015/16 APP is based on the 2014/19 Strategic Plan which was reviewed in 2014. The APP serves to guide Strategic Overview the work and to serve as a framework which assists stakeholders to ascertain that the Fund’s efforts add value to government outcomes and objectives of improving health profile of the nation by providing an efficient social 1. This APP as supported by other plans such as the Turn-around Strategy position the Fund to deliver on its mandate On 01 August 2014 the Fund launched a new claims management system called “Umehluko System”. The system of providing compensation for occupational injuries, diseases and rehabilitation of workers, and continuously enables employers to report accidents online and medical service providers to submit medical reports online. add value to all its clients. The rationale for implementing this system was to ensure electronic submission of claims and medical invoices. As part of our efforts to deliver effective service to our clients, we have outlined indicators that would be used to Through the system, claims and medical invoices are processed quicker. Employers, employees’ representatives judge our successes or challenges that we might confront in the provision of a social safety net. The backlogs will be addressed as part of the implementation and achieve our set objectives. of the Compensation Fund’s Action Plan. I believe that this APP will optimise our institutional efficiencies, improve the quality of service delivery and contribute to the pursuit of the objectives of building a developmental state. Registration and Processing of Claims _________________________ During the Financial Year 2014/15, the Fund registered a total of 225 511 compensation claims and adjudicated Ms MN Oliphant, MP 309 065. The figure of 309 065 includes claims registered during the previous financial years. In this context, Executive Authority of the Department of Labour adjudication is defined as the process of determining liability for the Fund in respect of claims lodged by clients. The process involve accepting liability, repudiating and/or querying of submitted claims and where appropriate 4 | ANNUAL PERFORMANCE PLAN 2015|2016 requesting provision of additional information to assist in deciding upon liability of a claim. 8 | ANNUAL PERFORMANCE PLAN 2015|2016 ANNUAL PERFORMANCE PLAN 2015|2016 | 9 Table 1 below indicates the figures for the last three financial years with regard to claims registered, accepted or repudiated. The number of adjudicated claims is more than the claims registered during the comparable period and this is largely attributed to the number of registered claims on the old legacy systems that were imported and processed in the new system. 1.1.1. In terms of case law, what is in the best interests of a child is a factual question in each case and a board of management therefore need to consider the specific facts of the matter to determine what is in the child’s best interests. Manner of payment of a death benefit to a minor child A lump sum death benefit allocated in terms of section 37C to the minor child of a deceased member must be paid to the child’s guardian or caregiver, or in specific circumstances into a trust or beneficiary fund. In AK Kowa and Corporate Selection Retirement Fund, the Pension Funds Adjudicator held that when paying a benefit to a minor child, the benefit is normally paid to the guardian of the child as the guardian has the responsibility and authority to make decisions regarding the welfare of the child under his or her guardianship, subject to those decisions being in the best interests of the child. The Children’s Act, in turn, provides that the capacity of the guardian or of any other caregiver or person to provide for the needs of the child must be taken into account when determining what is in the best interest of the child. Echoing this principle, the Pension Funds Adjudicator has ruled on various occasions that trustees will be allowed to pay a lump sum benefit into a trust or beneficiary fund Quidnunc 2Latest Pension Funds Adjudicator case Question and Answer Case 898: AM MBELE (the Complainant) versus COCA-COLA Q: Can a member of a pension fund choose to receive a withdrawal benefit on retirement fromCANNERS PROVIDENT FUND (the Fund) and LIBERTY GROUP employment rather than receiving a retirement benefit?LIMITED and COCA-COLA CANNERS OF SOUTH AFRICA (PTY) GeneralLTD (the Employer) A: No. The definition of “normal retirement age” in the Income Tax Act refers to the date on which theIn this complaint, the Adjudicator had to determine whether Maximum amount of cheques Her previous retirement-related experience member becomes entitled to retire from employment for reasons other than illness, accident, injurywithholding the Complainant’s withdrawal benefit by includes being the principal officer of the or incapacity through infirmity of mind or body.the Fund pending the outcome of a civil action which the The maximum value for which a cheque Eskom Pension Fund, legal consultant for The definition of “pension fund” in the Income Tax Act also requires such a fund to provide annuitiesEmployer had brought against the Complainant, was legally can be issued has been reduced from R5m Liberty Personal Benefits and legal adviser to members on retirement from employment.justifiable. to R500 000 with effect from 16 July 2012. to Sanlam Employee Benefits.
