Canada & the World CREC 6436 PART II Security Issues A brief overview of the functions and operations of Canada’s Department of Global Affairs Bob Hillier

There are two Federal Government Institutions we should take a quick look at.

1. CSIS - Staff – 2500, Budget 516 million, Minister Ralph Goodale Hived off from RCMP Security division in 1984 Discuss bureaucracy

What do they do ???? 1 Provide security checks and classifications for all Government Departments Discuss Confidential, Secret, Top Secret (loyalty) 2. Investigate terrorist threats (internally and offshore) agents in some sensitive missions etc. Discuss Bartoff case, 3.Weapons of Mass Destruction Investigating a growing number of foreign states and terrorist organizations that seek to develop and produce weapons of mass destruction, including chemical, biological, nuclear, and radiological weapons. 4. Espionage & Foreign Interference Investigating clandestine activities by foreign governments that put Canada's national security at risk. Discuss Keeping track of foreign diplomats, spying on government departments etc.

2. CSE COMMUNICATIONS SECURITY ESTABLISHMENT •To acquire and use information from the global information infrastructure for the purpose of providing foreign intelligence, in accordance with Government of Canada intelligence priorities. •To provide advice, guidance and services to help ensure the protection of electronic information and of information infrastructures of importance to the Government of Canada. •To provide technical and operational assistance to federal law enforcement and security agencies in the performance of their lawful duties.
