EXPERIENCE MATTERS DBL boasts former government lawyers who have served as procurement counsel for Federal, State, and local agencies and the U.S. military. The DBL team also includes former government officials overseeing U.S. export controls and national security matters. When it comes to disputes there is no better advocate. Representative cases include: Rocky Mountain Instrument Co., Success in obtaining modification of a statutory debarment prohibiting ITAR-regulated exports, which enabled the client to resume sales to U.S. defense contractors engaged in global markets. This precedent-setting agreement with the State Department was critical to the client in regaining market share and retaining U.S.-based expertise in a specialized field of optics technology. Successful representation of intervenor in a contract with Defense Health Agency. Protester raised multiple challenges to evaluation of quotations and source selection decision. Successful representation of intervenor for construction management services. Corrective action was taken allowing awardee to revise its proposal and retain the contract. Successfully represented multi-national defense contractor in U.N. Arbitration (UNCITRAL) in an African defense manning contract payment dispute. Assisted U.S. construction contractor to U.S. Air Force in negotiation REA (request for equitable adjustment) on multiple ongoing construction projects located in Japan. Defended government contractor accused of an alleged breach of third party non- compete agreement (Fairfax). Successfully defended Department of Defense debarment on behalf of contractor charged with manufacturing defective materials, resulting in dismissal of the debarment. Successfully defended an individual debarment action by the Department of Navy for overcharging time to the government, resulting in dismissal of the debarment. Successfully defended a major midwestern U.S. mail haul carrier in a Department of Labor Wage and Hour mandatory debarment action allowing the company to maintain its valuable government contracts totaling millions of dollars. Represented company in a claim against the United States Navy for failure to pay under a contract for the engineering, production, and manufacture of specific Naval warfighting equipment. Represented a company in a dispute with NASA for breach of a contract under the Space Act Agreement (SAA) regarding the commercialization and manufacture of certain products related to patents owned by the client. Assisted a high-tech software company in successfully resolving a voluntary disclosure regarding the inadvertent export of 3D printing files for DOD ammunition components to a vendor in China. Assisted a defense contractor in successfully resolving a voluntary disclosure regarding the unauthorized manufacture of a defense article in China by a subcontractor in Mexico. Assisted a defense contractor in securing an ITAR Technical Assistance Agreement to provide technical services and support to U.S. forces in Afghanistan.

In addition to negotiating Partner teaming agreements, contracts, employment matters, and related issues for government contractors, Tom serves as the principal contact and attorney on DBL's NIH and DHS contracts. In addition to a JD, Tom holds a Masters of Business Administration and a Master's of Science in Biotechnology. Tom founded a biotechnology company that received multiple Phase I and Il SBIR awards, as well as a number of other direct contracts from entities including DOE, NASA, and DOD. Cherylyn Harley LeBon’s practice areas cover corporate, government contracting, and nonprofit organizations. Her clients benefit from Cherylyn’s 20+ years of experience in Washington, D.C., and abroad, including time as a high-ranking official at the Small Business Administration (SBA), the Department of Veterans Affairs (VA), and as Senior Counsel on the U.S. Senate Judiciary Committee. A former Judge Advocate General in the U.S. Army (MAJ) who served as a contracts officer, in the office of the Inspector General (IG), and as a former Federal Prosecutor, he has litigated a variety of complex matters including debarments, military discharges, contract disputes, non-compete disputes, trade secrets cases, and construction cases in front of U.S. administrative agencies and boards, and in the state and federal courts of Virginia, Washington, D.C., and West Virginia. Ellis Bennett Partner Mary Pat Buckenmeyer has extensive government contract law experience including a range of issues involving contract claims and disputes, compliance, counseling, requests for equitable adjustment, and small business issues. THE TEAM Lawrence \"Chip\" Muir Chip Muir’s practice focuses on cybersecurity, government regulation, and government contracts. As an attorney, he prosecuted computer crimes for almost 5 years. As an Partner entrepreneur, he started his own software company and has developed multiple cybersecurity offerings, including compliance software used by corporate executives to track internal compliance and make informed decisions regarding the cybersecurity risk within their supply chain. He served as General Counsel and as the Acting Chief of Staff to the White House Office of National Drug Control Policy in 2017, in state government as Assistant Attorney General of Virginia, and in local government as an Assistant Commonwealth’s Attorney. He has also been the general counsel to a government contractor and taught cybercrime law as an adjunct professor of law at Washington and Lee University School of Law. David Ludwig has represented manufacturing companies in complex bid protests and domain name disputes, technology companies in trademark infringement matters, and copyright holders in infringement actions against the likes of Disney and ABC. He is a professor of law at George Washington University. In 2012, David made new law in Virginia by successfully arguing before the Virginia Supreme Court. David Ludwig Rob Greenspoon is a registered patent attorney who concentrates his practice in the litigation, trial, and appeal of patent and other complex cases. Rare among lawyers, his Partner practice spans every aspect of the patent field. He works with inventors to file new patent applications, defends those inventions in all types of Patent Office proceedings Rob Greenspoon (including PTAB challenges), tries patent cases in the courts, argues for appellants and appellees in patent appeals at the United States Court of Appeals for the Federal Circuit, Partner and brings and defends patent proceedings at the United States Supreme Court. James Reed James Reed’s practice concentrates on national security issues, including U.S. export controls on military and commercial products and technology. James advises U.S. and Partner foreign clients on export control issues, including compliance with the ITAR, the Export Administration Regulations, and economic sanctions regulations administered by the U.S. Treasury's Office of Foreign Assets Control. He also advises clients on compliance with the Foreign Corrupt Practices Act, the CFIUS review process, and security clearances under the NISPOM. A retired U.S. Army Colonel, James held senior positions in the defense policy arena, including director of the White House Situation Room. He served two terms on the State Department’s Defense Trade Advisory Group.
THE TEAM Philip Rhoads Philip Rhoads has 14 years of public service experience in export controls enforcement, including four years at the State Department as chief of compliance and enforcement Partner for the Directorate of Defense Trade Controls, Bureau of Political-Military Affairs, and 10 years at the Commerce Department as investigative branch chief of anti-boycott compliance for the Bureau of Industry and Security. Prior to his work in the federal government, Philip practiced law in New Orleans, focusing on export contracting and financing. His current practice concentrates on compliance and enforcement under the Arms Export Control Act and the International Traffic in Arms Regulations, including ITAR audits and advice on voluntary disclosures to State and Commerce, as well as commodity jurisdiction requests. Stephen Graeff Stephen Graeff has over forty years of experience in handling criminal and civil disputes, including the defense of complex white-collar corporate investigations and Partner prosecutions, commercial litigation, and dispute resolution. Drawing on his experience with the United States Department of Justice’s General Crimes and Frauds Sections and the New York State Attorney General’s Office of the Special Prosecutor as well as acting as outside general counsel for ongoing business concerns, Stephen has developed the diverse legal skill set necessary to navigate the complex and overlapping issues confronting today’s businesses and their principals. In addition to acting as a Special Assistant Attorney General in New York State, while at the Justice Department, he served as a Special Assistant United States Attorney in the Eastern District of Virginia, the Eastern District of Pennsylvania, and the District of Columbia. Ben Barlow Ben Barlow’s practice mainly focuses on litigation. Ben graduated from Bridgewater College in 1997 with a BA in History and Political Science. After graduating, Ben spent a Senior Associate year in AmeriCorps and then went on to do post-graduate work in Psychology and Education at James Madison University. In 2004 Ben graduated from the University of Richmond School Of Law, receiving the Family Law and Outstanding Oral Advocate graduation awards and being named to the Order of Barristers Honor Society. While in law school, Ben won the Carrico Moot Court Competition in addition to the Richmond Trial Advocacy Competition. Ben has also worked as an Attorney for the National Security Agency, advising agency managers on numerous personnel, policing, security-clearance, and federal agency interaction issues. Jonathan Brittin is an Associate Attorney. He attended the University of Baltimore School of Law, where he enjoyed writing a research paper in Government Contract Law and participated in the Immigration Law clinic.
