ROTARY INTERNATIONAL PRESIDENT MESSAGE We all know Rotary's tremendous power to transform our communities and ourselves. However, in every community, people have been left out, and we have not made a strong enough effort to reach them. The RI Board of Directors is taking action to make Rotary more welcoming and diverse. We formed a task force to promote diversity, equity, and inclusion to help clubs attract new members regardless of gender, race, religion, age, or other factors. This will help us speed up the change we all want and need. The selection of Jennifer E. Jones as Rotary president for 2022-23 — the first woman to lead our organization — is another step in this direction. At the grassroots level, clubs drive inclusion and diversity. Alia Ali — who serves on the board of directors at the Big West Rotaract Multidistrict Information Organization and is a Rotary Youth Leadership Awards alumna and past president of the Rotaract Club of Surrey-Newton, British Columbia — offers her perspective. RTN HOLGER KNAACK I still remember the relief I felt as a RYLA participant four years ago. I had finally found my people: people who cared as much as I did. All over the world, Rotary has RI PRESIDENT (2020-21) the same heart. We serve our communities and take action where others feel paralyzed by the size and scope of a problem. Let's continue that spirit, especially when the conversation is difficult. Racism, prejudice, and discrimination take on different forms but exist in every country, in every city, and in every person. How do we root it out? As a diversity, equity, and inclusion consultant, I help organizations create a culture that empowers and attracts everyone using the power of empathy. When we feel with others as if they were ourselves, we cannot hold prejudice in our hearts. When every child reminds you of your own child, when every woman or man reminds you of your mother or brother, you start seeing the world differently. We can apply The Four-Way Test through the lens of empathy. Are we building goodwill and friendship with everyone in our area, including women? Are things fair and beneficial to people of all ages? Who has to make choices that you don't have to make? I made a heartbreaking choice between Rotary and my religion when a Rotary convention was held during Ramadan. I wondered: When we ask if this is fair and beneficial to all concerned, did that not include me as a Muslim? Would the convention ever be held over Easter? Only by asking difficult questions can we begin the work of creating a more inclusive and diverse Rotary. We already connect so many people across the world. Imagine the possibilities when we bring even more people along for the ride. That's the future of Rotary I want to see: one where we are unstoppable in our service, relentless in our kindness, and intentional in the change we want to see. Rotary has a big enough heart. If we open our door wider, we might find a lot of interesting people with new voices and new perspectives. We already have a variety of clubs offering different styles, cultures, and opportunities — and those who do not feel welcome in any particular club might be great candidates for new clubs created on different models. It's important that we make sure every new Rotary member is a good fit for their club. Rotary Opens Opportunities through diversity. child
you
encounter
is
a
divine
appointment\"
Children
are
simply
the
blessings
of
 Almighty.
Their
innocence
makes
us
realize
that
the
world
is
still
a
good
place
to
live.
They
teach
us
how
to
deal
with
 stress,
troubles,
and
critical
circumstances
and
stay
calm,
cool,
and
happy
during
that.
 Children's
day
in
India
is
celebrated
every
year
on
14th
November
as
a
birthday
of
our
First
Prime
Minister
Pt.
Jawaharlal
 Nehru.
Though
the
world
celebrates
Children’s
day
on
20th
November
and
so
we
did.
But
since
1964,
after
the
death
of
 Pt.
Nehru
it
was
decided
to
celebrate
children's
day
on
his
Birthday
that
is
on
14th
November
in
India.
 Now
the
question
arises
that
what
is
the
connection
between
Children's
day
and
the
birth
anniversary
of
Pt.
Nehru?
So,
 Pt.
Nehru
was
fond
of
children
and
used
to
meet
them
with
enormous
affection.
He
believed
that
the
children
are
the
 future
of
the
nation,
and
the
way
of
their
upbringing
will
determine
the
future
of
the
country.
He
advocated
for
children
 to
have
a
fulfilled
childhood
and
attain
higher
education.
 It
is
not
merely
a
day
to
celebrate
for
the
children,
and
it
should
not
be
limited
to
merely
providing
cake,
balloons,
and
 chocolates
to
them.
And
the
society
must
think
out
of
the
box
to
provide
the
overall
development
to
children.
Many
of
 the
children
in
India
are
suffering
from
malnutrition.
Though
child
labor
is
banned
in
our
country,
even
then
you
can
 discover
many
so-called
‘chotu’
at
various
tea
stalls
and
roadside
dhabas
and
small
hotels.
Though
education
is
their
 right,
many
of
them
are
far
away
from
educational
facilities,
and
when
we
talk
about
child
safety,
it
is
better
to
peep
into
 the
newspaper.
There
every
day,
we
can
find
news
about
child
abuse,
rapes,
kidnapping,
and
trapping
for
drugs.
In
what
 so
ever,
the
manner
we
can
celebrate,
it
would
not
be
a
real
children's
day
until
all
children
of
the
country
are
safe
until
 they
get
proper
education,
guidance,
and
motivation.
 
We
should
pave
the
way
for
their
future
life
by
replacing
the
 laboring
burden
from
educational
facilities.
 We
should
act
towards
the
dream
of
a
society
where
our
young
ones
can
have
the
brightest
future.
So
let
us
commit
to
 forming
this
world
a
better
place
for
children
to
live.
Let
these
bambinos
free
to
turn
out
to
be
a
packet
of
joy
and
 happiness.
 It
is
the
need
of
the
hour
to
devote
to
the
full
focus
towards
children’s
rights,
safety,
and

ROTARACT CLUB OF CHAPRA CITY • On 2nd October 2020, Rotaract Club of Chapra City organised Svachchhata Abhiyaan and cleaned Banwari Lal Sah Pokhara. • On 6th October, 2020, Rotaract Club of Chapra City celebrated the birthday of Rtr Frahime Shahab were all members gathered and made his day special. • On 10th October, 2020, Rotaract Club of Chapra City on the occasion of their Second Foundation Day of All India Roti Bank Chapra organised the ceremony event in which they honoured their members by giving Momento and Bouquet. • On 19th October 2020, Rotaract Club of Chapra City organised Blood Donation on urgent requirement in blood bank. • On 31st October 2020, Rotaract Club of Chapra City organised Blood Donation on urgent requirement in blood bank. ROTARACT CLUB OF MOTIHARI LAKE TOWN • On 4th October, 2020, Rotaract Club of Motihari Lake Town celebrated world animal day by sharing their selfie along with their beloved pets. • From 16th to 18th October 2020, Rotaract Club of Motihari Lake Town actively participated in international e-Ryla. Rtr. Aditi sinha performed awesome dance and Rtr. #Rotaffairs || Zone 2 ROTARACT CLUB OF PATNA MID-TOWN • On 6th October 2020, Rotaract Club of Patna Mid-Town donated blood on urgent requirement at Mahavir cancer sansthan, Patna. • On 18th October 2020, Rotaract Club of Patna Mid-Town in collaboration with the host club of Samanway, Rotaract Club of MCKV for a cultural exchange program in which many Rotaract clubs from different RID district participated and exchange their culture and tradition through video and presentation which was run on zoom platform. • On 20th October 2020, Rotaract Club of Patna Mid-Town on the occasion of World Osteoporosis day organised an online zoom program where Padma Shri Dr. R.N Singh and Dr. Ashish Singh Shared many useful information and many Rotaractors and Rotarians from different clubs and Districts participated. • On 21st October 2020, Rotaract Club of Patna Mid-Town in collaboration with Rotary Patna Midtown donate 10 L per minute capacity Oxygen Concentrator, 3 kva Online UPS and 20 PPE KITS at Tripolia Hospital, Patna City. • On 24th October 2020, Rotaract Club of Patna Mid-Town on the occasion of World Polio Day, participated actively in the End Polio Walk which was organised by all Rotary and Rotaract Clubs in Patna, RID 3250 from Red Cross Society to St. Xavier School to spread awareness for complete end of Polio. • On 25th October 2020, Rotaract Club of Patna Mid-Town started the initiative together to feed 100 people once an every week every month under Annapurna Pariyojna which was started on the eve of Dusshera. ROTARACT CLUB OF ROSIE’S RIVETERS • On 3rd October 2020, Rotaract Club of Rosie’s Riveters on the occasion of Gandhi Jayanti organised a Webinar at Tender Hearts International School where children recited slogans, speeches and essays on Mahatma Gandhi • On 10th October 2020, Rotaract Club of Rosie’s Riveters participated in a webinar on the occasion of Mental Health Day organised by Rotary Club of Patna Aryans in which all the Rotarians and Rotaractors participated. • On 15th October 2020, Rotaract Club of Rosie’s Riveters on the occasion of Pulse Polio Day organised an event where children below 5 years were given free polio drops at Tender Heart International School. • On 24th October 2020, Rotaract Club of Rosie’s Riveters on the occasion of World Polio Day participated in a rally by Parent Club Rotary Club of Patna Aryans at Rajendra Nagar Road where all the Rotarians and Rotaractors participated. Officials of UNICEF, WHO and Angan Bari and children participated in the show. ROTARACT CLUB OF KANKARBAGH • On 4th October 2020, Rotaract Club of Kankarbagh organised a SOLO DANCE COMPETITION between the age group of 5 years to 13 years children's at the Aryan Dance Studio, Kumhrar Patna. • On 30th October 2020, Rotaract Club of Kankarbagh celebrated the Club's Charter Day with full of joy and happiness. ROTARACT CLUB OF PATNA NAVYA YUVIKA • On 4th October 2020, Rotaract Club of Patna Navya Yuvika organised a slipper’s donation drive. • On 22nd October 2020, Rotaract Club of Patna Navya Yuvika member’s Rtr. Aastha Prasad and Rtr Aayushi Prasad became the first Rotaractors to be the Charter Members of the International Forum of Rotarian Musicians 3250. They were the first performers in the very first meeting of the IFRM of District 3250 which happened on the online platform of Zoom on 22nd October 2020. • On 25th October 2020, Rotaract Club of Patna Navya Yuvika organised a “Look alike Competition” where the members were asked to pick any movie character and dress up like them as closely as possible. #Rotaffairs || Zone 2 ROTARACT CLUB OF BIHARSHARIF • On 1th October 2020, Rotaract Club of Biharsharif visited old age home and distributed food packets over there. • On 2th October 2020, Rotaract Club of Biharsharif gave tribute to the great freedom fighter and our former prime minister on their birth anniversary . • On 4th October 2020, Rotaract Club of Biharsharif distributed 200 sanitizers and 1000 cloth mask to rickshaw pullers, auto drivers, vegetable sellers etc. • On 5th October 2020, Rotaract Club of Biharsharif celebrated the birthday of club member Rtr. Ritik Seth by cutting cake with the orphans and distributed sweets, chocolates and fruits to them. • On 25th October 2020, Rotaract Club of Biharsharif visited old age home. They installed a water purifier there so that they get good water and distributed food packets and sweets. • On 30th October 2020, Rotaract Club of Biharsharif joined voter awareness rally organised by Rotary Club of Biharsharif at Shram kalyan kendra, Biharsharif. The Rally was flagged by their District Magistrate, Sri Yogendra Singh Sir. ROTARACT CLUB OF SILK CITY BHAGALPUR • On 31st October 2020, Rotaract Club of Silk City Bhagalpur celebrated Birth Anniversary of Sardar Vallabhbhai Patel on the occasion of National Unity Day. ROTARACT CLUB OF PATNA YOUTH • On 15h October 2020, Rotaract Club of Patna Youth held a meeting with ZRS to discuss the future events. ROTARACT CLUB OF CHANAKYA • On 16th October 2020, Rotaract Club of Chanakya distributed 50 food packets to the homeless on the occasion of World Food Day. ROTARACT CLUB OF BUXAR • On 2nd October 2020, Rotaract Club of Buxar celebrated Gandhi Jayanti by offering garland and flowers on the statue of Mahatma Gandhi at Kamaldah Pokhara, Buxar. ROTARACT CLUB OF PATNA CITY • From 1st to 31st October 2020, Rotaract Club of Patna City joined hands with the NGO \"Feed The Need\" Chennai, India and Rotaract Club Of Lahore RID 3271 to accomplish this project. • On 2nd October 2020 , Rotaract Club Of Patna City participated in the Project-152 initiated by Rotaract District Organization 3201, to celebrate the life of the Father of our nation along with 152 different Rotaract Clubs across India and spread his messages around us for a better society. • On 2nd October 2020, Rotaract Club of Patna City and Rotaract District Organization RID 3142 jointly organised a webinar on the occasion of National Anti-drug addiction day. • From 9th to 16th October 2020, Rotaract Club Of Patna City organised an online Plasma Donation Awareness Campaign along with Rotaract Club Of Margao RID 3170, Rotaract Club Of ANITS RID 3020, Rotaract Club Of Ghanshyamdas Saraf College RID 3141 and 15 other Rotaract Clubs. • On 15th October 2020, Rotaract Club Of Patna City in collaboration with Rotaract Club Of Barsat Central RID 3291 organised an awareness on global hand washing day. • On 27th October 2020, Rotaract Club Of Patna City published two joint E-bulletins and exchanged the culture of Bihar. The first one was with Rotaract Club of SIES Nerul College of Science, Arts and Commerce RID 3142 and the second one with Rotaract Club Of Delhi Elite RID 3011. report,
children

impoverished

rural
parts
of
the
world
have
no
available
alternatives
such
as
 teachers
and
schools. Many
rural
communities
lack
adequate
school
facilities
and
the
availability
of
schools.
The
low
paying
economy
 blooms
with
low
cost,
easy
to
hire,
and
child
Labour.
Besides
the
unorganized
Agricultural
sector,
child
Labour
 exists
in
unorganized
assembly,
unorganized
retail
works,
and
unorganized
trade
sectors. The
Child
Labour
(Prohibition
and
Regulation)
Act,
1986,
was
the
only
enacted
provision
by
the
Indian
Constitution
 against
child
Labour
and
its
atrocities.
Other
provisions
stated
by
the
Indian
Constitution

Despite

against

 Labour,
many
children
remain
exploited
as
cheap
Labour
as
the
authorities
are
unable
to
implement
strict
laws
and
 actions
to
protect
children.
Society
and
law-makers
must
eradicate
child
Labour
in
India. Then
only
we

Rotary Youth Exchange: Your passport to adventure Youth Exchange students often say their experience abroad was the best time of their lives. Being part of the program can be life-changing for Rotary members as well For more than 40 years, Rotary Youth Exchange has been one of Rotary’s best-known programs. As an official program, it dates to 1975 — but by that time, Rotary clubs had already been sending students abroad for decades with the aim of promoting international understanding and friendship. What the program offers to and asks of participants — an openness to new ideas and experiences, a willingness to adapt and to gain new perspectives, and an opportunity to make new friends and learn new ways of living — are the same values that define Rotary itself. “The major goal of Youth Exchange is to dive into another culture,” says Rotary President Holger Knaack, who served as chair of the German Multi-District Youth Exchange; he and his wife, Susanne, have themselves hosted dozens of students. “Youth Exchange is an opportunity for the kids to experience something new. And it has enriched our own lives.” IMPACT OF COVID-19 Although the COVID-19 pandemic postponed some exchanges, the ethos of Rotary Youth Exchange remains strong. While all new long-term exchanges have been suspended until January 2021, some districts have been allowed to continue exchanges with strict safety guidelines and program modifications during the 2020-21 Rotary year. Coping with the unexpected: Rotary Youth Exchange and COVID-19 In early 2020, the COVID-19 pandemic began to affect Rotary’s Youth Exchange program in unprecedented ways. We talked about it with RI Director James Anthony “Tony” Black, who served as chair of the Youth Exchange committee and as its director liaison. Rotary Youth Exchange participants often have to cope with unexpected challenges. How have students, clubs, and districts been handling the pandemic? The Rotary Youth Exchange community has done outstanding work keeping students and program volunteers engaged. We’ve seen students connecting virtually through video challenges and attending club meetings online. Virtual exchanges can serve as an engaging alternative to in-person exchanges, providing young people the opportunity to engage and collaborate with people from other cultures and communities through technology. Some districts are even planning virtual exchanges for 2020-21. Clubs and districts are working hard to keep students safe and connected with Rotary and their communities. How did Rotary support students who had to come home early? Returning home, even after a successful exchange, can be difficult for students and their families. Imagine the added challenges of returning home earlier than expected, and of experiencing reverse culture shock in the midst of a global pandemic. Rotary leaders recognized the need to provide students with additional emotional support and found innovative ways to do that. For example, some districts arranged video calls so that students could maintain the relationships they had developed while on exchange, or set up group conference calls so that students could share what they experienced and provide support to one another. Some even arranged for mental health counselors to offer support to students. What about the students who had to shelter in place while abroad? For students who remained on exchange, the effect of COVID-19 on their experience was equally unexpected and challenging. But even without the typical social activities, districts found ways to keep students engaged, to help them practice their language skills, and to stay connected. Students even developed creative social media campaigns to promote safe social distancing in their host communities with the help of volunteers. Is there any lesson from the past that could help chart the way forward for the Rotary Youth Exchange program in a world changed by COVID-19? It’s important to realize that this is not the first time that international exchange programs have been challenged by an international crisis, and most study abroad programs have historically rebounded very quickly. In the 2020-21 year, COVID-19 may close some doors temporarily, but we know that with any challenge comes great opportunity. A pause could provide a chance for clubs and districts to strengthen their programs and to find new, innovative ways to engage young people with Rotary. I have no doubt the program will come out of this challenge even stronger. SAFETY GUIDELINES: ROTARY YOUTH EXCHANGE The Board of Directors of Rotary International have taken some very important decisions regarding Rotary Youth Exchange during the 2020-21 Rotary year. In response to the COVID-19 pandemic, the Board at their April meeting made several important decisions to limit or suspend Rotary activates that require travel or in-person meetings, including meetings of the Board and Trustees, Institutes, and appointment of President’s Representatives. They also acknowledged that student safety is Rotary’s top priority and as such requested the general secretary to prepare a risk assessment for conducting Rotary Youth Exchange during the 2020-21 Rotary year. While there is still uncertainty related to COVID-19 globally, especially as it relates to international travel, school delays and closures, and the ongoing or increasing risk of infection, the Board recognizes that some regions have begun to ease restrictions and is hopeful many more regions will begin reopening soon. Please review the following decisions carefully and share with anyone involved in Rotary Youth Exchange in your district. DECISION: The Board in response to the global COVID-19 pandemic, agrees that the health and safety of all participants in Rotary programs is of paramount importance and with this in mind adopts the following guidance specific to Rotary Youth Exchange, subject to review by the Board on an on-going basis: 1. All districts are strongly encouraged to arrange for the return of students currently on exchange in countries that are or may become impacted by COVID-19 as soon as it is determined to be possible and safe to do so after consulting travel advisories and guidelines issued by their embassies or consular offices, international public health agencies like the World Health Organization, and local health authorities for the latest and most relevant information. 2. Districts are strongly encouraged to voluntarily suspend long-term Rotary Youth Exchange in the 2020-21 Rotary year, especially where the district cannot reasonably assess the risks related to COVID-19 and/or does not already have an emergency risk management plan in place. 3. • Districts must be certified for the 2020-21 Rotary year; • Travel must be permitted between countries, and the administration of the exchange must not be in conflict with the host and/or sending district’s government’s or government health authority’s recommendations for travel or student exchange activity; • All parties (sending and host districts and parents/legal guardians) must agree in writing to a procedure detailing how decisions for terminating an exchange and repatriating a student will be made and carried out in the event the virus resurges and poses risk to student safety or volunteers at any point during the exchange; • All parties (sending and host districts and parents/legal guardians) must agree in writing to a plan outlining who shall assume financial responsibility for covering costs or reimbursements associated with cancelling an exchange early, including but not limited to flight/travel rebooking fees, emergency repatriation, tour cancellations, program fees, etc.; • Districts must have a crisis management plan in place that includes specific provisions related to health emergencies and disease outbreaks (i.e. COVID-19), and incorporates the following: Ø The crisis management plan must be reviewed and/or developed in consultation with a local health authority; Ø Each district must have procedures to monitor health and safety developments related to COVID-19, such as travel restrictions and quarantine measures impacting both inbound and outbound students; Ø A comprehensive communications plan to: 1. ensure consistent communication between volunteers, students and parents, host families, and RI about important developments related to COVID-19, and 2. allows program leaders to quickly locate and communicate with all parties in the event of an emergency; Ø A procedure for repatriating students or ensuring their safety in the event quarantine measures or travel restrictions are implemented during an exchange; • The district must be able to ensure students can remain in the country legally under valid visas and without disruption to student travel insurance coverage should new travel restrictions prohibit students from returning home as expected; • Districts must be able to provide proper medical care in the event a student contracts the virus or falls ill; Districts must have a temporary backup host family willing to host each inbound student, regardless of the student’s given health status or local stay-at-home orders, should an immediate move be necessary; • For long-term exchanges, students must be enrolled in a school that is in session and operating normally upon arrival in the host district; and • For long-term exchanges, districts must report the following information to Rotary International prior to any student travel, and any updates to the following information are communicated to RI within 48 hours: Ø Participant full name, age, sex, and contact information (email and/or telephone number) Ø Participant’s parent/guardian full name and contact information (email and telephone number) Ø Participant’s parent/guardian signed consent form, including acknowledgement that personally identifying information will be reported to Rotary International in accordance with Rotary’s data privacy policies and other data privacy regulations, such as the General Data Privacy Regulations (GDPR) Ø Sending district and hosting district numbers Ø Host family full name and contact information (email and/or telephone number and physical address) Ø Start date and end date Source: https://www.rotary.org/en/rotary-youth-exchange-your-passport-to-adventure?fbclid=IwAR0-_e6AFDy4aB2A3ZQa5UvFvgEE-KoC5LQ1nlNw4EmB41lcU03MqehOyFo

Consistent with Rotary International’s youth protection policies for unauthorized exchange activity, any district found to be participating in any exchange activity contrary to this guidance during the 2020-21 Rotary year that puts students at risk shall have their certification to participate in Rotary Youth Exchange suspended for a period of two consecutive years. 6. The general secretary shall develop a mechanism to collect and store program participant data and contact information as deemed necessary to support the administration of Rotary Youth Exchange consistent with Rotary’s data privacy policies and other data privacy regulations, such as the General Data Privacy Regulations (GDPR) to be implemented by 1 January 2021. 7. Districts are strongly encouraged to keep young people that would have otherwise participated in Rotary Youth Exchange engaged alternatively through virtual (online only) exchanges or other Rotary programs such as Interact, Rotary Youth Leadership Awards (RYLA), or plan for a Rotary Youth Exchange or New Generations Service Exchange during the following Rotary year.
