Guidelines to Reduce Greenhouse Gas Emissions Across Public Sector Premises in Brunei Darussalam Vol.1 (2021) Protokol Hijau is an electronic document. Printing a physical copy of this document is highly discouraged.

INTRODUCTION Protokol Hijau outlines the steps that need to be implemented by the public sector in order to lead climate action and influence change by example and achieve the nation’s targets set out by the Brunei Darussalam National Climate Change Policy. The government sector contributes an estimated 23% of total national electricity consumption annually and as much as 25% of total water consumption across all public sector. The objective of this guideline is to reduce the government’s carbon footprint across public sector premises, taking into account the following key elements: 1. Energy usage 2. Water usage 3. Paper usage 4. Plastic usage 5. Solid waste disposal 6. Management of official events 7. Tree-planting Protokol Hijau was officially launched on 30th January 2021.

03 1 Utilise motion sensor systems in strategic areas for lighting purposes; ENERGY USAGE 5 1 Adjust the temperature of air-conditioning to between 23-25°C; 6 Prioritise energy efficiency when procuring new electrical appliances; 2 Limit the duration of air-conditioning usage to office hours only; Strategically place energy efficiency and conservation labels provided by the 7 Ministry of Energy next to switches and sockets (Annex 1); 3 Ensure all lights, computers, photocopy machines and other electrical appliances are switched off when not in use, especially outside of office hours. Avoid leaving unused devices in standby mode; 8 National Energy Managers accredited by the Ministry of Energy shall carry out energy management programs in every public sector premise at least once a year as part of the audit process. 4 Use energy-saving lights or replace conventional lights with light-emitting diode (LED) lights;

04 2 WATER USAGE 1 Ensure water taps are shut when not in use; 5 Report any signs of water leakage to Talian Darussalam 123 as soon as possible; 2 Consider the use of bathroom appliances and fixtures that have water-saving features, such as push-type taps or dual-flush type toilets; 6 Prioritise water-saving products when acquiring any new bathroom appliances; and 3 Ensure that automatic garden sprinklers are set to only operate at suitable intervals and under the right amount of water pressure. Irrigation should cover the planting area only (avoid letting the water run-off to pavements); 7 Place water-saving labels or posters provided by Department of Water Services in strategic locations (Annex 2). 4 Practice harvesting rainwater for the purpose of watering plants,cleaning drains, etc.;

10 7 TREE -PLANTING 1 Any land development projects under the government that requires the removal of trees should be limited to the absolute number of trees that need to be cleared only; 2 Project Developers are expected to replant one (1) tree for every one (1) tree compromised in project sites spanning one (1) hectare or more based on the guidelines provided in Annex 3; 3 Every Ministry is encouraged to participate in the “26,000 Trees Campaign” held throughout 2021, based on the guidelines provided in Annex 4;

ANNEX 3 15 Guidelines for “Remove 1: Plant 1” 1. The cost of replanting trees should be incorporated into the scope of the respective project based on estimations made by the Forestry Department, Ministry of Primary Resources and Tourism. 2. Before the ground-breaking of any project area (sizing more than 1 hectare), the Project Developer shall liaise with the Forestry Department to obtain a comprehensive assessment for further action. The process is as follows:- WORK PROCESS FOR FOREST CLEARING PRIOR TO THE GROUND-BREAKING OF PROJECT AREAS DEVELOPER/CONTRACTOR TO SUBMIT A FORMAL REQUEST FORESTRY DEPARTMENT WILL PROCESS THE APPLICATION AND MAKE A PRELIMINARY ASSESSMENT OF THE SPECIFIED AREA SUBMIT RESULTS OF THE ASSESSMENT TO THE DIRECTOR OF THE FORESTRY DEPARTMENT FOR SUPPORT AND ENDORSEMENT IF COMMERCIAL TREES, TIMBER AND FOREST PRODUCTS ARE FOUND WITHIN THE PROJECT AREA, IT SHOULD BE COLLECTED AND STORED. THE STEPS FOR NEXT ACTION ARE SUBJECT TO CONSULTATION WITH THE FORESTRY DEPARTMENT. THE LOGGING WORK WILL BE CARRIED OUT BY THE DEVELOPER OR CONTRACTOR. IF THE SIZE OF THE PROJECT AREA IS LESS THAN (1) HECTARE, THE SAWMILL OR REGISTERED COMPANIES ARE REQUIRED TO APPLY WITH FORM 2. THE PRODUCTION PERIOD FOR TIMBER IS ONE (1) MONTH AND IF THE LAND SIZE IS MORE THAN TWO (2) HECTARES, “TENDER TO BID” WILL BE GRANTED TO THE SAWMILL COMPANIES AND THE DEPARTMENT WILL ISSUE (FORM 2) TO ALLOW THE TIMBER PRODUCTION.

16 3. Forestry Department will issue a “Tender to Bid” for trees that carry any commercial value. 4. Logging companies are to report on the total number of trees to be removed. 5. Forestry Department will advise the Project Developer on the number of trees to be replanted. 6. Project Developer may seek advice from Forestry Department on replanting activities such as the type of trees to plant and the most suitable location to plant trees. 7. With reference to the need for “green spaces” as established by the Department of Environment, Parks and Recreation, the Project Developer shall plant trees across as much as 10% of the total project area as part of the landscaping. The remainder of trees to be planted is the responsibility of the Client. 8. The Client or Project Developer is expected to submit their plans for replanting, following consultation with the Forestry Department. 9. Remaining trees that cannot be accommodated within the project area will be replanted in areas designated by the Forestry Department. 10. For project areas spanning less than 1 hectare, the Client shall replant a minimum of 10 saplings.

ANNEX 4 17 Guidelines for Tree-Planting among Ministries under Protokol Hijau “26,000 Trees Campaign” 1. Following the launch of Protokol Hijau, the cooperation of all the respective Ministries is sought to support the “26,000 Trees Campaign” over the year 2021. The total number of trees to be planted by each ministry is set as follows:- No. Ministry Total Number of Trees 1. Prime Minister’s Office 2. Ministry of Finance and Economy 2,000 3. Ministry of Transport 2,000 and Info-communications 13. Ministry of Energy 2,000 26,000 Total 2. Areas surrounding the respective ministries’ buildings and departments should be given top priority when considering a suitable location for tree-planting activities. If the surrounding areas are limited or unsuitable, the Ministry may seek advice by contacting the Forest Rehabilitation Section, Forest Amenities and Services Division, Forestry Department at 238 1687 to determine a suitable area under the management of the Forestry Department.

18 3. The type of trees to be planted will depend upon the environment. Ornamental plants and shrubs may be considered when planting around office buildings. Saplings may be planted if the chosen area is forested. Saplings may be purchased directly from local suppliers such as KN Nursery, HTG Services, Hameera Enterprise, Syarikat Jandi, or any other vendors that operate at Rimba Garden Central or Pasar Gadong every Friday and Sunday. 4. To seek advice on the most suitable type of ornamental trees to be planted, please contact the Landscape Division, Department of Environment, Parks and Recreation at 224 2462 ext.3303. The proper method for planting trees has been provided by Forestry Department and is as follows:-

19 6. Tree-planting activities can be carried out anytime over the year strategically, taking into account weather conditions. The final date for this campaign is 31st December 2021. 7. Following each tree-planting activity, the respective ministries must ensure that the maintenance of the trees is carried out for the period of at least one (1) year, and that the survival rate of the trees planted is no less than 85%. 8. The cost of planting and maintaining the trees must be borne by the respective ministries and their departments. 9. Specific information regarding the tree-planting activities must be reported to the Forestry Department no later than two weeks after the event, via an online form that will be shared by the Brunei Climate Change Secretariat 10.
