Documentation of Pasay City Peace and Order Council’s Significant Accomplishments I. Priority Areas of the Pasay City Peace and Order Council 2019-2022 For the year 2019-2022, the Pasay City Peace and Order Council significantly contributed to maintaining and sustaining the peace and order situation by implementing various programs, projects, and activities as reflected in the Peace and Order Public Safety Plan for CY 2019-2022. Based on the POPS Plan, the priority areas to be implemented are programs, projects, and activities under the following areas: 1. Crime and Disorder- Based on the organization of the Peace and Order Council in Pasay City, the thematic cluster that is responsible in curtailing crime and disorder is the Special Action Committee (SAC) on Anti-Criminality which is championed by the Philippine National Police of Pasay City. The programs, projects, and activities (PPAs) that are implemented by the PNP, as reflected in the Peace and Order Public Safety (POPS) Plan are the enhancement of Oplan Lambat Sibat, intensified Anti-illegal gambling operations, intensified intelligence gathering, and the improvement of Police Sub-Stations and purchase of supplies and equipment. Likewise, the member agencies that contributed to curtail crime and disorder are the Courts, that implement prosecutorial services, speedy prosecution and disposition and trials of cases, and issuance of warrant of arrests. The Bureau of Jail Management and Penology (BJMP) continues to secure the detainees, and improves their welfare while being detained. The Public Order and Safety Unit (POSU) ensures the implementation of City Ordinances to the 201 barangays of Pasay City. 2. Illegal Drugs- The City Anti-Drug Abuse Council (CADAC) implements programs, projects, and activities (PPAs) that reduces the use and operation of illegal drugs in the city. The sub-SAC on Anti-illegal Drugs make sure that the barangays of Pasay are drug-cleared. 3. Anti-Insurgency- Through the SAC on Anti-Insurgency, which is headed by the Joint Task Force (JTF) to End Local Communist Armed Conflict (ELCAC), the vulnerable groups like the youth and students, urban poor, women, and labor sector are being prioritized in the access of basic services through a whole of nation approach. 4. Public Safety- the emergency, crisis, and fire management areas are significant in the attainment of public safety in Pasay. Hence, the programs on the Disaster Risk and Reduction Management (DRRM), fire safety, and road safety are also priority of the Peace and Order Council in Pasay City and being handled by the Special Action Committee (SAC) on Public Safety.
II. Significant Accomplishments of the Pasay City Peace and Order Council CY 2019- 2022. 1. Laying the foundation on the Pasay City Task Force (TF)to End Local Communist Armed Conflict (ELCAC) and Promoting Participatory and Inclusive Local Governance. A Joint Resolution No. 01 Series of 2019, “Creating the Pasay City Task Force to End Local Communist Armed Conflict and its Secretariat” signed by Mayor Imelda Calixto-Rubiano on November 21, 2022 in Pasay City. Likewise, an Executive Order ICR No. 45, Series of 2020, Reorganizing the City Peace and Order Council of Pasay City to include Anti-Insurgency as one of the Special Action Committees (SACs) was formulated. In support to the ELCAC, the Sangguniang Panlungsod of Pasay passed a resolution condemning all forms of atrocities and acts of terror and violence and the 201 Barangays in Pasay, created a Barangay Task Force to End Local Communist Armed Conflict (ELCAC) initiated by PNP-Pasay. On February 6, 2021, the PNP of Pasay initiated the Barangay Peace and Order Summit in Support to End Local Communist Armed Conflict at P. Zamora Elementary School. The activity was attended by all Punong Barangays with PMGEN VICENTE D. DANAO JR as Guest Speaker. Commitment signing, pledging local officials’ support in working hand-in-hand with law enforcement agencies to ELCAC was done during the said Summit. The Joint Task Force headed by the Philippine Air Force conducted Information Drive and Pamphlets Distribution on Substance Abuse and Communist-Terrorist Groups (CTG) Infiltration in the Youth and Student Sector in the following schools: P.Corazon National High School, Maricaban, Barangay 185; Pasay City South High School, Villamor, Barangay 183; Pasay City East High School, Malibay, Barangay 161; Phil. State College of Aeronautics (PHILSCA), Villamor, Barangay 183; Villamor Air Base Elementary School, Villamor, Barangay 183. The Department of Education (DepEd) conducted Orientation for parents-teachers and school principals (OPTP) in Infiltration of Schools and Recruitment of Youths and Students by the CPP-NDF-NPA on January 25, 2021 via zoom platform. Closed coordination and consultation with the barangay officials and other agencies for possible reporting of the families or individuals who may be involved in any communism/communist activities in the barangay. Director Atty. Oliva Obrero Samson, launched the ceremonial signing of the JobStart Youth Employment Program in Pasay on June 14, 2021. The program led by DOLE in coordination with the Asian Development Bank (ADB) aims to increase employability of the youth by providing trainings on life skills and technical skills to meet the demands of the companies. Orientation for parents, teachers and school principals (OPTP) in Infiltration of Schools and Recruitment of Youths and Students Closed coordination and consultation with the barangay officials and other agencies DOLE Jobstart has been launched in Pasay City. 2. Implementation of the Capacitating Urban Communities for Peace and Development (CUCPD) Conducted briefings, consultations, and mobilization on Strengthening Barangay Capacitating Urban Communities for Peace and Development (CUCPD) to Barangay Officials in 24 target barangays in Pasay City on November 26, 2020 and onwards. The 24 target barangays organized/reorganized the women sector, youth/students, urban poor, labor sector whichever are dominant sector in their barangays. With the implementation of CUCPD, the 24 target barangays in Pasay were able to: ❖ Create Barangay Task Force for Peace and Development thru an Executive Order; ❖ Formulate Barangay Development Plan ❖ Strengthen organization of Women Sector ❖ Draft project proposal to sustain income and livelihood
A project proposal was formulated to be able the vulnerable groups be capacitated on livelihood programs. The name of the proposal is “One Barangay, One Product (OBOP): Institutionalizing the Concept of Savings”. A soft launching was done on December 13, 2021 for the project. The activity was participated by PESO, City Cooperative Office, DILG, Liga Ng Mga Barangay, Councilor Joey Isidro, Chair on Livelihood and Enterprise, Liga Ng Mga Barangay President Julie Gonzales, the Chair of the SAC on Anti-Insurgency, PAF Col. Ferdinand Encomienda, and the 24 target barangays. 3. Adoption of Guidelines to Improve the Implementation of POPS Plan in Pasay City This initiative came about as a result of series of consultations with the various members of the City Peace and Order Council (CPOC) because of the
common issues and concerns raised by most if not all members of the Council with regard to Peace and Order and Public Safety (POPS) Plan implementation. POPS Plan contains locally-initiated programs, projects, and activities that are designed to improve the peace and order and public safety in the locality. This is the result of several planning and workshop activities where members of the Council participate based on the guidelines issued by the DILG. Formulating the POPS Plan is easy compared to the implementation part, and this difficulty impacts heavily on the utilization of funds appropriated for the PPAs included in the plan. This resulted in low fund utilization rate, which likewise affects the result of CPOC functionality audits. Thus, the Special Action Committee on Administrative Governance composed of the Office of the Vice-Mayor as Chair, City Administrator, City Planning and Development Coordinator, DILG City Director, City Budget Officer, City Legal Officer, City General Services Officer, and the Public Information Officer led the formulation of the POPS Plan Implementation Guidelines for the sole purpose of guiding the Council member offices/agencies on how to undergo the processes more easily. The implementation guidelines facilitated a smoother preparation of required documents and lessened confusion on which office should handle each step, which in turn increased the utilization of funds appropriated for the POPS PPAs.
4. Improving Barangay Participation in the CPOC Meetings Through Regular Zonal Reporting Pasay City is comprised of 201 barangays, which are geographically subdivided into 2 districts: District 1 and 2, which are further clustered into 20 zones. Being one of the biggest cities in the National Capital Region (NCR), in terms of number of barangays, it is quite difficult for enforcement agencies as well as other concerned offices to immediately address peace and order issues and concerns. Because of this inevitable challenge, the Pasay City Peace and Order Council (PCPOC) recommends that the barangays should be more active during meetings of the Council, by rendering zonal reports where their real situation on the ground are reported. At the onset of the year, the CPOC Secretariat formulates the schedule for the Zonal Reporting for the entire year. Then, the schedules are disseminated to the Zone Chairs for the preparation of their respective reports. A template was also designed by the CPOC Secretariat for this purpose, covering the different areas of concern of peace and order and public safety, actual situation, issues and concerns encountered, specific barangay affected, actions taken and recommendations to the CPOC.

Conducting a Virtual Peace and Order Public Safety Planning Workshop Amidst the COVID-19 Pandemic In 2021, the Philippines had experienced COVID-19 pandemic. Many of our Local Government Units (LGUs) locked down due to the increasing COVID-19 cases. Through the guidance of the Inter-Agency Task Force (IATF), gatherings and meetings have been prohibited and restricted. Due to this situation, the conduct of the Peace and Order Public Safety Planning Workshop was a great challenge to all the members of the Pasay City Peace and Order Council (PCPOC). The POC Secretariat headed by the City Director of DILG Pasay, designed a strategy to conduct the POPS Planning Workshop using the zoom platform. Identification of the challenges was discussed and came up with suggestions and recommendations on how to overcome the identified challenges. First, from the PCPOC Secretariat Members, facilitators (main facilitator and co-facilitator) were identified to handle each Special Action Committee (SAC) .The Pasay City Peace and Order Council has 5 organized SACs. Each main facilitator were given a copy of the draft POPS Plan 2021 by SAC. Tasking of the facilitators and the program flow were presented and discussed during the series of POC Secretariat Meetings. On July 23, 2021, the virtual POPS Planning Workshop commences. Per SAC, a virtual room was assigned for them to finalize the programs, projects, and activities of the SAC. The main facilitator guides the discussion and finalizes the plan based on the agreements from the SAC members. After the finalization of the programs, projects, activities by the SAC, a plenary session was conducted. The Chair of each SAC presented their plans for comments and review by the members of the SAC on Administrative Governance.
Without further comments, the POPS Plan CY 2022 was approved unanimously through CPOC Resolution No. 01, Series of 2021. III. Ways Forward The Pasay City Peace and Order Council shall remain steadfast in its fight against crimes, illegal drugs, insurgency and terrorism in the City in the next years to come. The council will remain committed to maintain and sustain peace and order and public safety within the city. Under the leadership of the Chair, Hon. Imelda Calixto-Rubiano, she will continue to support the new leadership of the RPOC and the National POC.
