President’s Annual Report It gives me great pleasure to present my report for 2015/16 and provide an overview of what has been a very productive and exciting year under our new name and banner of Local Government Professionals Tasmania. Members will be aware that at last year’s Annual General Meeting, a resolution was passed that our name and brand be changed from Local Government Managers Australia (Tas) (LGMA) to Local Government Professionals Australia Tasmania (LG Professionals Tas). Whilst as an organisation, we still have much work to do to introduce the new name and brand more widely into the Local Government sector, it is starting to be known and accepted as a brand more fitting for our organisation.Last year, after consideration and discussion by both our Board and the Local Government Association ofTasmania’s (LGAT) General Management Committee, LGAT and LG Professionals Tas entered into aMemorandum of Understanding – a first for our organisations. The MOU acknowledges the informalworking relationship that has existed over many years between the two organisations and sets out themanner in which we will work towards formalising that relationship.In keeping with the goodwill of the MOU, and due to the resignation of our previous CEO Pam Crawfordat the same time, further discussions with LGAT led to our organisations jointly advertising for anExecutive Officer. After a successful recruitment process, Alyce Jordan joined LGAT in May 2016. Alyce isemployed full time by LGAT and seconded to LG Professionals Tas for 60% of her time.The period from October to May, whilst the recruitment process was being undertaken, presented somechallenges for the Board in terms of program delivery. Major events were still held but some membernetworking/development opportunities, such as our Special Interest Groups, were placed on hold. TheBoard however is committed to providing value to our membership and this will continue to be a strongfocus over the next 12 months.The 2015 Annual Conference was held in Launceston and there were some exceptional speakers andterrific support once again from our corporate partners. Congratulations to the Northern branch’sOrganising Committee for their hard work in providing a conference that I am confident every delegatewent home from with some key messages and learnings.In April 2016, LG Professionals Tasmania hosted its Awards luncheon in Launceston. Three categorieswere announced and I would like to congratulate the following winners; Michelle Neasey (Burnie City) -Management Excellence Award; Garry Thorp (Waratah-Wynyard/Circular Head) - Risk ManagementExcellence and Malcolm Prior, Cory Robson and Jo Devine (Launceston City) - Innovative PracticesAward.
Despite having only attracted three teams to participate in the LG Professionals Management Challengeagain this year; Burnie City, Kentish/Latrobe and Dorset Councils, the challenge went ahead thanks tosupport from the National office. The State final was won by Burnie who then represented Tasmania atthe Australasian Management Challenge in Melbourne in June.LG Professionals Tas again partnered with the National office and provided an opportunity for twoTasmanian Local Government employees to attend the LG Professionals Australia National Congress heldon the Gold Coast in May, 2015. Jonathan Harmey from Meander Valley Council and Sean Johnston fromKing Island Council were the lucky recipients of the Raymond West Scholarship.Throughout the year, I represented LG Professionals Tas on the Steering Committee for the TargetedReview of the Local Government Act, 1993. Based on input from our members, LG Professionals Taslodged a submission to the Act review and together with Katrena Stephenson, I co-chaired a GeneralManager’s Technical Reference Group. I thank General Managers Peter Brooks, John Martin, GregWinton, Nick Heath and Gary Arnold for their input and assistance as members of the Reference Group.In May 2016, Andrew Wardlaw was announced as National President of LG Professionals Australia for a12 month term. Andrew has been on the National Board for 6 years and I have every confidence he willrepresent Tasmania with distinction at the national level.I wish to extend the Board’s appreciation to our many corporate partners throughout the year for theirongoing support and commitment to LG Professionals Tas. Their support is invaluable to ensuring thisorganisation can continue to provide quality services to our members as well as remaining a relevant andworthwhile organisation in the Local Government sphere.My sincere thanks to Deputy President Rick Dunn for his ongoing support over the last twelve monthsalong with fellow Board members, Gary Arnold, Rachel Mallinson, Andrew Wardlaw, Matt Grimsey,Leanne Hurst, Roger Gillett, and Matthew Atkins. I also wish to acknowledge Katrena Stephenson whorepresents the Local Government Association of Tasmania (LGAT) as an observer on the Board.As my term winds up, my hope is that our organisation will continue to build on its new brand and to holdits position as the leading professional development organisation for the local government sector. My 8years on the Board, but especially my two years as President, has been a rewarding time and I amgrateful to have been able to represent the organisation at both State and National level. Branch ReportsNorth West Branch Report The North West Branch held their AGM at Hellyers Rd Distillery, Burnie in September 2015, with approximately 15 members in attendance. We hosted Professor Graham Samson and the group spoke about the Federation White Paper. Afterwards, Chief Distiller Mark Littler took members on a tour of the facility. I encourage members to take tours of local businesses to familiarise themselves, as this facility was definitely an eye opener for some members. In April, two North West Council employees being Michelle Neasey from Burnie City Council and Garry Thorp from Circular Head Council received the Management Excellence Award and Risk management Awards respectively from a tough field of candidates across Tasmania at the LG Professionals awards presentation in Launceston. Well done to all nominees.Congratulations also go to Burnie City Council who were the Management Challenge winners for thestate. They went on to represent Tasmania at the National final.The main focus of the branch this financial year has been the 2016 Conference. A committee of 5members was formed and have been planning away since the start of the year. This years’ conferencewill be held at Cradle Mountain from 12-14 October and the theme will be focussed on innovation. Awide variety of speakers has been sought, from Tourism and Marketing through to OrganisationalCulture and Risk Taking.I have held the position of Branch President for the past two years and will be stepping down at theAnnual General Meeting to be held on September 21, 2016.RegardsRachel MallinsonPresident - North West Branch
Southern Branch Report The Southern Branch met 4 times during the past year with meetings held at Brighton on 17 September, 2015, Royal Tasmania Yacht Club on 3 December, 2015, Hobart on 16 April, 2016 and Kingborough on 30 June, 2016. All meetings have been well attended. The Annual General Meeting and the first branch meeting for the year were held on 17 September, 2015 at the Brighton Civic Centre. 13 were in attendance. At the AGM the previous President’s report was presented to the meeting and Anna Holland again acknowledged for her time as President. Belinda Loxley and myself were elected to continue as Secretary and President respectively.At the normal meeting Gavin Boyd, Manager Professional Services at Brighton gave 2 presentations onbehalf of the host Council. Gavin first spoke in regards to the Common Services Joint Venture operationwhich became effective 11 April, 2015 with 7 signatories. The common services model provides themember Councils with opportunities to share and maximise use of officers and resources. The venture isalso seen to address the strategic resource sharing agenda of the Minister. It is pleasing to note thatfurther Councils have also signed on for the provision of services and there is interest outside of Tasmaniafor the provision of services through the model.Gavin also presented the Brighton Tomorrow project which was undertaken by the Council incollaboration with research students from Monash University. The project has involved strongconsultation with the community to set design principles and suggested locations for public infrastructurethroughout the municipal area. The project will drive infrastructure and open space planning over thecoming years.The second meeting of the year was held in conjunction with our Christmas dinner on Thursday 3December, 2015 at the Royal Tasmania Yacht Club. There was no presentation at this meeting but a fullroundup of the 2015 State Conference and Board activities. It was noted that Glenn Doyle was admittedas a Fellow. Former CEO Pam Crawford was farewelled at the meeting.The third meeting of the year was held at the Hobart City Council on Thursday 7 April, 2016. 24 attendedthe meeting which included the presence of President Karen Hampton and representatives of Tas Planour Principal Partner.Nick Heath General Manager Hobart City Council provided an informative presentation on “TransformingHobart” noting the large number of projects being undertaken by the Council including an upgrade of the2015/2016 Annual Report 16
Bus Mall, Pedestrian overpasses from the Domain over Brooker Avenue and the Tasman Highway,upgrading of the public toilets to the City, refurbishment of the Doone Kennedy Aquatic Centre, theFranklin Square redevelopment as well as improvements of the satellite commercial areas in LenahValley, South Hobart and Sandy Bay to name a few. Nick spoke on the impact that development has onthe city particularly the construction of a number of hotels. Whilst not Council developments thesecome with expectations from the users of those hotels for improved presentation and accessibility onadjoining Council land.Nick also spoke in relation to the events undertaken by the Council and particular success of the 2015Taste of Tasmania event despite negative publicity unfairly directed at the Council. Nick spoke inrelation to progress on Local Government Reform in Southern Tasmania noting that consultants hadbeen appointed in relation to options associated with Greater Hobart Council proposals and SouthEastern Council proposals.Nick raised the issue of the review of the Local Government Act 1993 as being an importantopportunity for the Local Government sector, particularly for General Managers to clearly set out rolesand functions of Mayors, Elected Members and General Managers and to address issues such asresponsibility for General Managers to address workplace safety issues associated with behaviour ofCouncillors. The presentation was well received and generated many questions and discussions.The final meeting of the year was held at the Kingborough Council on Thursday 30 June, 2016. 19attended which included the presence of Executive Officer Alyce Jordan who was welcomed to LGProfessionals Australia Tas.The Branch was pleased to receive a presentation from Darren Carlson and Audrey Lau fromKingborough Council on the Kingston Beach Flood Study. The Study took into account projected sealevel rise, storm surge and flood inundation from Browns River and the impact that this will have in thefuture for the Kingston Beach Area. The Study can now be used for planning purposes, not necessarilyto prohibit development but to ensure development can be suitably constructed to deal with futureflooding issues. The Study has also allowed for identification of possible mitigation measures to reducethe impact of flooding for future consideration of the Council. The study was subject to extensiveconsultation with Kingston Beach residents and has been well received.I have enjoyed my time as President of the Branch and the opportunity to contribute to the Board andwould like to have continued for a further year however I am unfortunately not in a position tocontinue further at this time due to work and personal commitments.I would therefore like to thank Members for their support during the past 15 months and specialthanks to Belinda Loxley, Branch Secretary for her efforts over the past 2 years.Matthew GrimseyPresident - Southern Branch
Northern Branch Report The Northern Branch held its Annual General Meeting followed by an Ordinary Meeting on the 20th August 2015 at the Meander Valley Council offices at Westbury. The AGM saw Roger Gillett elected as President, Guy Jetson elected as Vice President and Andrea Johnson re-elected as Secretary. Heart felt thanks were given to Merrilyn Young for her contribution as President, and David Pyke as Vice President. Ordinary Branch meetings were held at Meander Valley Council - 20th August 2015. City of Launceston - 10th December 2015. West Tamar Council - 18th February 2016. Meander Valley Council - 16th June 2016. At the August meeting Roger Gillett gave an update on the Building Review reforms and the on-going concerns inregard to the impact the Bills may have on Local Government. Karen Hampton- President LGMATasmania, congratulated Kingborough Council in its success in the National Management challenge,and thanked Merrilyn and David for their contributions. She also spoke about the change in namefrom Local Government Manager's Association to Local Government Professionals Australia. Specialguest Craig Plaisted, Meander Valley Council gave a presentation on energy efficiency projectsundertaken on Council buildings that recently took out an award for excellence at the LGATConference.At Launceston on the 10th December, Bruce Williams challenged the group by asking the question,\"Can local government be run like the internet, permission- less and open?\" He included a digitalpresentation by Jennifer Pahlka founder and director of Code for America, which matches softwaregeniuses with US cities to reboot local services. A healthy discussion ensued about how we can engagethe community in a different way using digital technology. This made us hungry and thirsty for aChristmas lunch!On 18th February at West Tamar Council at Riverside, discussion about building reform continued and aboard update was provided by Rick Dunn, particularly about rebranding of the Association's name andlogo and progress on the appointment of an Executive Officer. David Pyke informed the group thatmany smaller organisations may not be aware of the policy of the Department of State Growthremoving signs from State road reserves and that permits are required. David Gregory and Julie Tolputprovided a very informative power-point presentation on \"Work Health and Safety Review\" with aparticular emphasis on West Tamar Council's proactive approach on drug and alcohol testing.2015/2016 Annual Report 18
At Meander Valley on 16th June, the flooding issues experienced in the North were a matter of seriousdiscussion, particularly about the cost and method of recovery. The Group were saddened to learnthat Greg Preece and David Pyke may be attending their last meeting due to retirement.There was general discussion about their experiences as the Association \"morphed\" from apredominantly General Manager's group to a professional officers and managers group as well. Astrong endorsement of the Emerging Leaders program was expressed and a need to discuss strongerconnections between the Branch, the Board and ways of integrating with the Special Interest Groups.Both were thanked for their contributions to the Association and to local government.I would like to thank all members who regularly attend meetings for their enthusiasm and interest, andparticularly to our Secretary, Andrea for all her hard work.Roger GillettPresident—Northern Branch
Strategic & Operational ReportsAlthough I have only been with LG Professionals Tasmania a shorttime, it appears that 2015/2016 has been a very interesting andexciting year. We have seen the implementation of a new businessname along with the rebranding of our organisation, the change ofan EO and an increase in awareness of our brand and subsequentadditional sponsorship opportunities which has allowed us toinvestigate more services for our members.Although a brief summary of the progress against the strategic planactions can be found at the end of this report, I thought it was worthmentioning some key notable achievements outside of our routineprograms this financial year along with brief insight into our plansfor the coming year.2015/2016 Notable Achievements The 2016 operational plan was approved in May with steady progress being made towards its implementation MOU between LG Professionals TAS and LGAT was signed and a new LG Professional EO appointed to work towards its implementation Renaming of Local Government Managers Association (LGMA) to LG Professionals Tasmania in October 2015 with significant progress made towards rebranding as at June 30th 2016 Appointment of Andrew Wardlaw as LG Professionals National President Submission on member feedback on the review of the Local Government Act 1993These successes show us that our organisation is a strong one based on the foundations of loyalty andthe bond of its members and therefore, a big ‘thank you’ must be said to our members who haveassisted with our events and been willing to share their knowledge and advice with other members overthe last 12 months.With that said, it is worth noting that we would be unable to run our programs and events for ourmembers at significantly reduced costs (and sometimes no cost) without the support of externalorganisations. These supporters are willing to directly invest in developing the future leaders of LocalGovernment and its professionals working in the industry. Therefore, a special thank you needs to begiven to our sponsors who have provided the necessary resource for us to deliver our programs andservices this financial year.Operationally, we stalled slightly during the transition periods between EO’s however we are comingback on track and making many improvements to our existing processes as well as making steady2015/2016 Annual Report 20
progress on our 2016/2017 Operational Plan. Some, (although not all) of the operational activities wehave improved/developed over the last few months include: Review of the sponsorship agreements and sign up of 2 new sponsors for our events Transition from paper registrations to electronic payments to assist members in making quick registrations Update of many internal documents to reflect the new brandingThe next several months of 2016 until the end of the year are focused on planning for 2017 and as such,based on our identified operational and strategic plan requirements, we aim to be working towardscompletion of the below by the end of 2017.Plans for 2016/2017 Continuation of rebranding the organisation including website and documentation. Raymond West Scholarship Award Recipients Sean Johnson—King Island Council Firstly I would like to thank LG Professionals Tasmania for awarding me the Raymond West Scholarship to attend the LG Professionals Australia National Congress at the Gold Coast. Without this I would not have been able to attend. I would also like to thank my General Manager, David Laugher, for his relentless encouragement to apply. I have never been to anything like National Congress before and it was a real eye opener. Being on an isolated, little island such as King Island, these opportunities don’t come around very often and I feel very privileged to be able to attend. I was fortunate enough to be able to arrive the night before which allowed me to tag along on the study tour. The Gold Coast is busily building new infrastructure in preparation for the Commonwealth Games. On the tour, the group was taken to a number of Gamessites, including the Gold Coast Aquatic Centre, Metricon Stadium and the Gold Coast Health andKnowledge Precinct, where the athlete village was being constructed. It was incredible the amount ofplanning that is involved not just in preparation for the Games but also what happens to the additionalinfrastructure after the Games have finished.The main theme for the National Congress was “The changing face of Local Government” and it was veryinteresting to hear the different views of change from the keynote presenters, Rabia Siddique, DanGregory and Dr Keith Sutor. The presentations raised many questions, giving me a fresh, new perspectiveon Local Government and how to approach change in my Council and community.I was lucky enough to sit in on the international breakout session. This was a presentation from LocalGovernment representatives from around the world including the United Kingdom, Canada, NewZealand, USA, South Africa and Timor-Leste. It was fascinating to learn the differences of LocalGovernment in these countries but also the similarities to my small Council of King Island.I am particularly grateful for the opportunity to network with the other delegates at the NationalCongress. Being relatively new to Local Government compared to some I met, my network was rathersmall, being contained to Tasmania. National Congress has broadened my network not only in Tasmaniawith my fellow scholarship winner, Jonathan Harmey but to interstate and internationally. Just beingable to attend sessions like the Welcome Reception, the Social Evening at Dreamworld, the Gala Dinnerto conclude the Congress, let alone the morning and evening teas in the Business Expo were invaluableopportunities to network.The LG Professionals National Congress will remain on top of my career highlights for years to come. Jonathan Harney—Meander Valley Council In March this year I was fortunate enough to be selected, along with Sean Johnson of King Island, as a Raymond West Scholarship recipient for Tasmania. The scholarship enabled me to attend the LG Professionals Australia National Congress on the Gold Coast. I arrived at the welcome reception at the Gold Coast convention centre on Wednesday evening and was pleased to see some familiar faces from the LG Professionals network in Tasmania. It was good to have an introduction to some of the many sponsors and discuss the program for the couple of days ahead. The topic of the congress was ‘a new agenda, the changing face of local government’, a particularly relevant topic to the Tasmanian Local Government sector with resource sharing and amalgamationprojects currently being undertaken. There were a number of keynote speakers that provided qualitypresentations, two that stood out to me were Dan Gregory and Rabia Siddique.Dan’s presentation was particularly engaging, his background in marketing but also as a stand-up comicshone through. He shared insight into agile, adaptive and innovative organisations that operate intoday’s global economy. He encouraged the audience to design and plan for change rather than simplybeing reactive. One strategy of achieving this from a marketing sense is to show employees how achange aligns with their values. Rabia had a diverse background as a former terrorist and war crimesprosecutor, international humanitarian, British Army officer, hostage survivor and mother of triplets. Shewas a great example of leadership under immense pressure in a number of different environments,exemplifying equality and justice.I attended breakout sessions that discussed using tools for change and managing change against thebackdrop of austerity. The presenters covered a series of interesting topics including the lean model andusing population data to drive change in different areas.Thank you to the LG Professionals Tasmania Board for the opportunity to experience the congress.
