CHEMSAIN HRD SDN BHD CLASS Regulations 2013 for Classifiers (Chemicals Substances & Mixtures) COURSE SYNOPSIS: This course is intended for would-be chemical classifiers to be able to classify chemical substances and mixtures, compile label based on the requirements of the Occupational Safety and Health (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013 (or CLASS Regulations and the ICOP on Chemicals Classification and Hazard Communication 2014. Knowledge on the formulation of safety data sheet and other requirements of CLASS Regulations is also given during the course. Methods used include lectures, exercises, group discussions and presentations and classification evaluation. Certificate of attendances will be given to participants. Basic competency certificates will be given to participants passing the individual classification evaluation at the end of course. COURSE OBJECTIVES: By the end of the 3-day course, the participants should be able to a. By the end of the 3-day course, the participants should be able to Comprehend the legal requirements pertaining to chemicals classification, labelling and safety data sheets under the Occupational Safety and Health (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013 (or CLASS Regulations); b. Read and construct a label for a substance listed in the Part I of the ICOP on Chemicals Classification and Hazard Communication 2014; c. Classify a substance and a mixture based on Part II of the ICOP on Chemicals Classification and Hazard Communication 2014; and d. Mokhtar was with the Department of Occupational Safety and Health (DOSH) for more than 30 years (1982-2014) until his retirement from government service in 2014. As a qualified industrial hygienist, he was involved with DOSH’s industrial hygiene (IH) and chemical management activities. He was also DOSH’s first Chemical Management Division Director from 2005-2009. Graduated as a chemical engineer in 1982 from the University of Manchester, United Kingdom, he also attended a certificate course on Occupational Health at the University of Occupational and Environmental Health, Japan in 1986. He holds a postgraduate degree in Occupational Hygiene from the University of Newcastle, United Kingdom in 1990. He chaired various technical committees on chemical classification and hazard communication, chemical heath risk assessment (CHRA), chemical management and indoor air quality (IAQ). He is a member of the Malaysian Industrial Hygiene Association (MIHA) as a Certified Professional Industrial Hygienist (CPIH). As an expert recognised by the OIC (Organization of Islamic Country) he was sent to conduct an occupational hygiene training session in Brunei in 2014. Currently, as a consultant involved in providing consultancy services such as training module development; giving training on occupational hygiene, GHS, and chemical management; consulting work on chemical classification and hazard communication; and translation of safety data sheets.
